EXECUTIVE ORDER NO. 06
SERIES OF 2024
AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN
COMMITTEE (BCPC) OF BARANGAY PIGSAG-AN, IN THIS CITY.
WHEREAS, The creation of the Barangay Council for the Protection of Children is authorized by
Article XV Section 3.2, Executive Order No. 275 of 1995, Civil Code of Philippines Art. 359 and 360 of
the Local Government Code of 1991, Republic Act. 7610 and the DILG MC No. 2002-121 RE:
Strengthening the Barangay Council for the Protection of Children Committee (BCPC);
WHEREAS, there is a need to institutionalize the Protection of Children program at the
barangay being the basic political unit of the government.
WHEREAS, pursuant to DILG Memorandum Circular No. 2002-121, the local government units
shall recognize and strengthen functional Local Barangay Council for the Protection of Children
Committees at the barangay level with the local chief executive as chairperson with members from
the different sectors of the community;
WHEREAS, barangay shall ensure the formulation, or if existing, revision/updating of the local
Protection of Children Action Plan to include programs, projects and activities and converge in families
of vulnerable individuals as well as with high levels of under protection or over protection, and the
BCPC be integrated in the Barangay Development Plan and Annual Investment Program;
NOW THEREFORE, on motion by Barangay Kagawad JEAN L. DESAMITO, Chair Committee on
Women & Family Relation, duly seconded by all members present;
BE IT RESOLVED AS IT IS HEREBY RESOLVED TO ORGANIZE THE BARANGAY COUNCIL FOR THE
PROTECTION OF CHILDREN COMMITTEE in Barangay Patag.
NOW THEREFORE, I, SONNY A. RONDAHAN, Punong Barangay of Barangay PIGSAG-AN, by
virtue of the powers vested in me by law, do hereby reorganize the Barangay Council for the
Protection of Children Committee of this Barangay.
SECTION 1. Composition. There shall be a functional Barangay Council for the Protection of Children
(BCPC) to be composed of the following:

JERALYN A. LABORTE - Barangay Nutrition Scholar
JIM PEMEMTEL - Principal National High School
JUSTINIANO ANGGAMAY - Chief Tanod
ALVIN D. JABLA - BCPC Focal Person
SALVADOR HAWIRAN - Lupon Tagapamayapa Representative

Section 2. Functions. The Barangay Council for the Protection of Children Committee shall perform the
following functions:
1. Foster education of every child.
2. Take steps to prevent juvenile delinquency and assist parents of children with behavioural
problems;
3. Adopt measure for the health of children.
4. Conduct capacity-building projects to increase knowledge and skills in handling children’s
programs;
5. Encourage the proper performance of the duties and responsibilities of parents, and
provide learning opportunities on the adequate rearing of children and positive parent-
child relationship.
6. Advocate for the passage of barangay resolution/ordinance responsive to child-related
issues and concerns and ensure the inclusion of children’s program in the executive
agenda;
7. Protect and assist children in need of special protection, and refer case filed against child
abusers to proper agencies;
8. Perform such other functions and other child related laws especially in matters child and
parent education, health, entertainment, etc.
9. Hold regular meetings (at least once in a quarter) to monitor program performance.
10. Submit semestral reports on the Status of Barangay Council for the Protection of Children
Programs, Physical Accomplishments, on January 15 and July 15 of each fiscal year.
Section 3. Effectivity. This Executive Order shall take effect immediately.

Let copies of this Executive Order be furnished the City DILG, Cagayan de Oro City Misamis
Oriental, Philippines.
