Functions Check For Machinegun Conversion Devices - OSIICID23095

This document provides guidance to law enforcement on conducting functions checks to identify firearms with installed machinegun conversion devices (MCDs). It outlines the steps to visually and physically inspect a rifle or pistol and then perform functions checks, noting that an MCD would be revealed by anomalous hammer or trigger functions. Diagrams demonstrate proper functions for an AR-15 and Glock without MCDs, and anomalous behavior if an MCD like a Swift Link or Invisi-Switch were installed. Law enforcement are advised to contact ATF for any questions.

(U) Functions Check for Machinegun Conversion

Devices (MCDs)
ATF Intelligence Advisory OSIICID-23-095

Scope

(U) The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Strategic
Intelligence and Information (OSII), Criminal Intelligence Division (CID), Analysis Production
Branch (APB), and the Office of Field Operations, Special Operation Division (SOD), Emerging
Threat Unit (ETU), prepared the following intelligence advisory to assist law enforcement (LE) with
conducting functions checks to identify firearms with installed machinegun conversion devices
(MCDs).

Functions Check

(CUI) Installed MCDs are difficult to identify due to their concealability. To identify an installed
MCD, LE should visually and physically inspect the fire control cavity (rifle) or the underside of the
slide (pistol) before conducting a functions check. Functions checks can be used as a tool for LE to
accurately identify if an MCD is installed in the firearm.

AR-15 Type Rifle (No MCD Installed)

• Step 1: Visually and physically ensure the

firearm is clear before conducting a
functions check.
• Step 2: Pull the charging handle to the
rear and release it.
• Step 3: Ensure that the selector lever is in
the SAFE position.
• Step 4: Pull the trigger (the hammer
should not fall).
• Step 5: Place the selector lever in the
“semi” position (12 o’clock) and pull the (CUI) Figure 1: AR-15 without an MCD Installed
trigger, holding it to the rear (the hammer Source: Emerging Threat Unit (ETU)
should fall).
• Step 6: Continue holding the trigger to the rear, then pull the charging handle to the rear and
release it. Release the trigger with a slow, smooth motion until the trigger is fully forward
(the hammer should not fall).
• Step 7: Pull the trigger (the hammer should fall).

AR-15 Type Rifle (MCD Installed)

• Step 1: Visually and physically ensure the

firearm is clear before conducting a functions
check.
• Step 2: Pull the charging handle to the rear
and release it.
• Step 3: Ensure that the selector lever is in the
SAFE position.
• Step 4: Pull the trigger (the hammer should
not fall).
• Step 5: Place the selector lever in the “semi” (CUI) Figure 2: Swift Link Installed in an AR-15
position (12 o’clock) and pull the trigger, Source: Emerging Threat Unit (ETU)
holding it to the rear (the hammer should fall).
• Step 6: Continue holding the trigger to the rear while pulling the charging handle to the rear
and slowly ride the charging handle forward. If an MCD is installed, the hammer will fall.
Release the trigger with a slow, smooth motion. The trigger should be a “dead trigger” (i.e.,
not moving forward).

Pistol

• Step 1: Visually and physically ensure the firearm is clear before conducting a functions
check.
• Step 2: Lock the slide to the rear and physically inspect the underside of the slide for an
MCD.
• Step 3: Rack the slide assembly (as if chambering a round) and then pull and HOLD the
trigger rearward (continue to hold the trigger to the rear).
• Step 4: While holding the trigger to the rear, rack and slowly ride the slide forward. An
audible “click” will be heard when the slide is fully forward in battery.
• Step 5: Continue to repeat this process. If an MCD is installed, an audible “click” will be
heard every time it is racked, and the slide is ridden forward without releasing the trigger.
