Functions Check For Machinegun Conversion Devices - OSIICID23095
Scope
(U) The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Office of Strategic
Intelligence and Information (OSII), Criminal Intelligence Division (CID), Analysis Production
Branch (APB), and the Office of Field Operations, Special Operation Division (SOD), Emerging
Threat Unit (ETU), prepared the following intelligence advisory to assist law enforcement (LE) with
conducting functions checks to identify firearms with installed machinegun conversion devices
(MCDs).
Functions Check
(CUI) Installed MCDs are difficult to identify due to their concealability. To identify an installed
MCD, LE should visually and physically inspect the fire control cavity (rifle) or the underside of the
slide (pistol) before conducting a functions check. Functions checks can be used as a tool for LE to
accurately identify if an MCD is installed in the firearm.

Pistol
• Step 1: Visually and physically ensure the firearm is clear before conducting a functions
check.
• Step 2: Lock the slide to the rear and physically inspect the underside of the slide for an
MCD.
• Step 3: Rack the slide assembly (as if chambering a round) and then pull and HOLD the
trigger rearward (continue to hold the trigger to the rear).
• Step 4: While holding the trigger to the rear, rack and slowly ride the slide forward. An
audible “click” will be heard when the slide is fully forward in battery.
• Step 5: Continue to repeat this process. If an MCD is installed, an audible “click” will be
heard every time it is racked, and the slide is ridden forward without releasing the trigger.
