You should sign on new crew members and sign off the crew members who have already

disembarked the vessel. Each person should read all instructions and watch all video clips and
complete the final test with 100% score at least once during the first 30 days while being
onboard the vessel as per NYK's PCC Quality instruction (PQI 017) dated July 15 th, 2005.

To use PCC STARS on the Chief Officer's Computer you have to do the following:
1. Open : “Network Places” (upper left corner of the screen)
2. Right click on "CHARTCO" and left click on "Connect with Remote Desktop Connection"
3. Change User name to "CHART_CO" and Password to "c6yo9" (small letters).
4. When you see the desktop of the CHARTCO Computer, Run:
"PCC-STARS Shipboar [Link]"
To login as an Administrator the Admin ID is "admin" and Password is "pccadmin".
To login as a Crew member use the Seamen’s book number of that person.

In order to keep the crew list up to date you should do the following:
1. Login as an Administrator
2. Press “Crew Registration” and then fill in all the fields and press “Enter” (Keep in mind that
there is no Electritian rank and you must use Apprentice Engineer instead, and that the
enginners’ ranks are Chief, 1st,2nd & 3rd ).
3. If you encounter an error saying “A crew with the same passport number exists !" that
means the person have already been onboard the vessel. In order to register such person you
should login with his passport number and choose the embarkation date and press “Enter”.
4. To sign off crew members press “Sign Off and Edit Crew Information” -> press “Search” ->
choose the members by ticking in the sign off fields on the right side -> press “Next” -> edit
the sign off date -> press “Enter”

After registering all new crew members you should login as a crew member and do the
following procedure for every single manual :
Open manual -> Close the manual -> Right click on the clock -> Left click on "Adjust
Date/Time" -> Left click on "Change date and time..." -> Advance the time with several
minutes (the number of minutes depends on the length of the manual) -> Apply -> Open next
manual -> Repeat the above procedure until you read them all.
After you have opened all the manuals for the person you should login as an Administrator
and check that crew member's information. To do so you must press on “Crew’s Training
Information” and then press the “View” button in the “Manual” column for the respective
member. If everything is ok and there are dates next to all manuals (there are no RED rows)
then you should proceed with taking the final test.
In order to take the final test login as a crew member and press “Take Test” -> “Click Here
to Take the Test” -> “Click Here to Start taking the test”. Fill in the correct answer and
press “Proceed to the Next Question”. You should do this for all the questions and at the end
press “Finish”. You are going to see a message saying that you have completed the test. Press
“Ok” and you are going to see the result. At last press “Complete & Close”. All the correct
answers are printed / written on several pages situated in the bottom drawer on the right
side of the Chief Officer's computer.

If you open a manual and it does not show its content but it shows a blank page instead that
means that the system has found an error and it will not count the opening of the manual. In
order to fix the problem you have to restart PCC Stars, relogin and read it again. This error
occurs if you skip more than 19minutes between the manuals.

In order to update PCC-STARS with file received from the office you have to do the
following:
1. Copy the file on a flash drive.
2. Go to CHARTCO computer and open C:\pccstarship\webapps\pccstarship\upload\
3. Paste the file from the office in the above mentioned folder.
4. Run: "PCC-STARS Shipboar [Link]" and login as an Administrator.
5. Click on "Import Data from NYK" and choose "Import Single File"
6. Click on "Browse" and open the above mentioned folder and choose the new update file and
then click on "Upload File". After short period of loading time the program will show you a
message confirming the successful update. After updating the program new manuals will
appear for each person and you have to read them for everyone in order to negate the

Simulating manual reading times is necessary to comply with the system's requirement for validating crew members’ training progress. By adjusting the system clock during manual readings, it ensures the system registers the manuals as 'read,' which is essential for keeping training records accurate and complete. Without simulating the reading time, manuals may not be logged, leading to RED row indicators of incomplete training. This oversight can result in non-compliance with training requirements, and potentially comprise the safety and efficacy of crew operations .

The PCC-STARS system ensures accountability by requiring crew members to log in using their Seaman's book number, which links their personal training records. The system records manual reading dates and test results, and RED row indicators highlight any incomplete tasks. Administrators monitor and verify these records, ensuring strict adherence to training protocols. Individual login and test-taking processes, alongside system timestamps for manual completions, reinforce personal responsibility and compliance with training requirements .

Maintaining up-to-date crew training records involves several key actions. First, after registering a crew member as per outlined procedures, it is crucial to manage the timing correctly when accessing and reading manuals by simulating the reading time using the system clock adjustments. All manuals should be accessed fully to avoid RED rows, indicating incomplete training. Completing the final test and verifying results ensures compliance with the requirement that each crew member tests with a 100% score within 30 days onboard. Additionally, any systems updates should be imported from NYK to ensure new manuals are available for reading .

First, login as an Administrator to register the crew member by selecting 'Crew Registration,' filling in the necessary fields, and pressing 'Enter.' If an error occurs due to an existing passport number, register with the existing number and update the embarkation date. After registration, login as the crew member by using their Seaman’s book number. Open each manual, adjust the system time to simulate reading, and ensure dates are recorded for each manual by checking 'Crew’s Training Information' in the Administrator module. Confirm there are no RED rows, which indicates completed reading. Then, the crew member should take the final test by selecting 'Take Test,' answering all questions, and finishing the test. Results can be viewed immediately after pressing 'Complete & Close' .

Improper use of CHARTCO credentials may lead to unauthorized access and potential misuse of the PCC-STARS system, compromising sensitive crew training and operational data. It is crucial that the user follows proper login procedures using the correct CHARTCO credentials ('CHART_CO' for user, 'c6yo9' for password) for remote desktop connection, ensuring that only authorized personnel maintain control over the system’s administrative functions. Any breach or mismanagement threatens not only data integrity but also operational security, making strict access controls essential to safeguarding system functionality .

To update the PCC-STARS system, copy the update file to a flash drive, access the CHARTCO computer, navigate to C:\pccstarship\webapps\pccstarship\upload, and paste the file there. Run 'PCC-STARS Shipboar Module.exe,' login as an Administrator, and select 'Import Data from NYK' choosing 'Import Single File.' Browse the upload folder, select the file, and click 'Upload File.' A confirmation message will verify the successful update, and new manuals will appear in the system, requiring them to be read to avoid triggering alarms .

Achieving a 100% score on the final test is crucial as it satisfies the requirements set forth by NYK's PCC Quality instruction (PQI 017). It demonstrates a crew member’s full comprehension of necessary protocols and ensures their readiness and competency in executing responsibilities onboard. Failure to achieve a perfect score within the stipulated 30-day period may lead to compliance issues, indicating potential risks to safety and operational efficiency. This requirement underlines the emphasis on rigorous training standards and continual assessment to uphold operational excellence .

To remove a disembarked crew member, log in as an Administrator, select the 'Sign Off and Edit Crew Information' function, and proceed by pressing 'Search.' Identify the members by ticking the sign-off fields, press 'Next,' edit the sign-off date, and press 'Enter.' These steps ensure crew records are accurately updated to reflect current personnel onboard .

The error of the manual displaying as a blank page indicates a system error due to a delay greater than 19 minutes between opening manuals. The resolution is to restart the PCC-STARS system, log in again, and reopen the manual. This ensures that the system recognizes the opening of the manual and logs the appropriate read time .

Discrepancies in crew registration can manifest as system errors indicating duplicate passport numbers. To resolve this, it is essential to verify the administered crew member's records. If the error persists, register the crew member using their passport number and update their embarkation details. This ensures accurate registration without duplication and maintains the integrity of crew data. The system must be regularly checked for errors during the registration process to prevent systemic discrepancies .
