In this study, the researchers used the Input-Process-Output (IPO) model. The diagram in

Figure 1 outlines the flow of the study. The conceptual framework illustrates a comprehensive

approach towards exploring the realm of digital transformation within the Business Permitting

and Licensing System of the Panaon Area specifically assessing the impact of eBOSS adoption.

The input section encompasses vital factors crucial to this investigation which is divided into 2

phases before and during the implementation of eBOSS system. In the before phase of

implementation, we collect historical data on traditional permitting processes and conduct

stakeholder interviews for diverse perspectives on the manual system. In the during phase of

implementation. we gather details on eBOSS features and functionalities, along with insights into

stakeholder expectations and requirements for the newly introduced digital system.

The process, represented within the framework, outlines the same structured approach starting

with gathering and analyzing comparative data between before and during eBOSS

implementation specifically involving manual and featured automated processes in business

licensing and permitting system done through receiving of applications and payments, processing

of applications, issuance, and renewal.

The output anticipated from this is an Impact Assessment report on the Digital

Transformation in the Business Permitting and Licensing System of the Panaon Island

Municipalities. This report will consolidate a detailed analysis of the influence and implications

of eBOSS implementation on the business permitting and licensing system. It aims to present

insights into the real-world effects, benefits, and challenges associated with the integration of

eBOSS, offering valuable guidance for decision-makers, stakeholders, and policymakers

involved in the digital transformation of similar systems.
