HOW TO HANDLE BOMB THREATS

If received by phone:

1. Remain calm. Keep the caller on the line for as long as possible. Do not hang up, even if the caller does.
2. Listen carefully. Be polite and show interest.
3. Try to keep the caller taking to learn more information.
4. If possible, write a note to colleague to call the authorities or, as soon as the caller hangs up, immediately notify
them yourself.
5. If your phone has a display, copy the number and/or letters on the window display.
6. Try to find some information about:
 Where is the bomb located?
 When will it go off?
 What does it look like?
 What kind of bomb is it?
 What will make it explode?
 Did you place the bomb?
 Why?
 What is your name?
7. Immediately upon the termination of the call, do not hang up, but from different phone, contact the PNP
immediately with information and await instructions.

If received by handwritten note:

 The documents received should be carefully handled to preserve marks, fingerprints, etc. for examination by
competent authorities.
 Call Philippine National Police at hotline 117 or (02) 722 0650.

If received by email:

 Do not delete the message.


 Call Philippine National Police at hotline 117 or (02) 722 0650.

If received by person-to-person or direct threat:

 Don’t panic. Notify your security supervisor immediately.


 Keep the person making the threat or indicating knowledge of a threat under surveillance until relieved by your
supervisor.
 Take note of the age, height, weight, sex, color of eyes/hair/skin, clothing, and unusual characteristics of the
person making the threat. Observe other personal behavior, if any.
 If the person leaves the scene, take note of the make, model, color, plate number and markings of the vehicle used.
DO NOT:

 Use two-way radios or cellular phone because radio signals have the potential to detonate the bomb.
 Evacuate the building until police arrive and evaluate the threat.
 Activate the fire alarm.
 Touch or move a suspicious package.

Signs of a suspicious package:

 No return address
 Excessive postage
 Stains
 Strange odor
 Strange sounds
 Unexpected delivery
 Poorly handwritten
 Misspelled words
 Incorrect titles
 Foreign postage
 Restrictive notes

What to Do: When a Suspicious Object or Potential Bomb is discovered:

 Do not touch, move or disturb any suspicious object you feel might be a bomb.
 Do not activate the fire alarm.
 Keep people away from the area where the suspicious object was found.
 Call PNP at hotline 117 or (02) 722 0650. Be sure to include a description of the object and its location when
reporting.

What to Do: When an Evacuation is ordered:

 Collect your personal belongings (ie. backpacks, briefcase, etc.) and take them with you as you exit the building.
 Look around your desk and/or office for any suspicious items. Do not touch anything suspicious; instead, report it
to police after you exit the building.
 After evacuation, report to an Emergency Assembly Area.
 Do not re-enter the building until instructed to do so by appropriate personnel.
