List of Deliverables
1 HMPL intends to set up the pipeline facil ities for following proposed product pipelines:
o BSJPL Pipeline (Bathinda to Sangrur and Jalandhar pipeline)
o BHPL Pipeline (Bathinda to Hanumangarh pipeline)
Bathinda to Hanumangarh pipeline to be laid in existing Mundra-Bathinda pipeline ROU up to nearby point of
Rajasthan border. Further pipeline to be routed towards Hanumangarh and to be terminated in proposed Depot
2 Terminal to be established on the Mega Highway near to Hanumangarh city with shortest distance.
Bathinda to Sangrur and Jalandhar pipeline starts from Bathinda refinery, goes via HPCL depot, Sangrur and then
3 to be terminated at Jalandhar HPCL depot terminal.
The bidders are required to carry out the work implementing all applicable local, national and International codes,
4 standards, guidelines, laws and regulations.
The lump sum quotation should be further broken down activity wise by the bidder and submitted along with the
5 quotation.
The broad minimum scope of the DFR should cover execution of above two pipelines along with all associated
facilities plus one Depot Terminal at Hanumangarh city including identification of enabling works to establish
technical and financial feasibility. In addition to the minimum scope detailed herein, the bidder is required to carry
out studies/ activities not so specifically mentioned herein but are required to prepare the DFR without any
6 additional compensation.
The draft report should be submitted within 02 months from the date of LOA for HM PL’s comments and the final
7 report should be submitted within 03 months from the date of LOA.
Pipeline Route Survey work for the proposed pipelines has already awarded by HMPL. Survey work is expected
to be completed by mid -January 2018 and report for the same will be shared with the selected bidder for
8 incorporation of meaningful information in the DFR. (NOT RECEIVED YET)
Adequacy check of existing start point i.e. refinery at Bathinda and receipt point including existing HPCL Depot
terminals at Sangrur and Jalandhar, infrastructure etc. to be carried out. Depot Terminal at Hanumangarh,
9 Rajasthan also to be envisaged and associated facilities including selection of land.
PIPELINES
Optimization of pipeline size/material keeping provision to two separate product pipeline as narrated in the scope
10 of work
Adequacy check for capacities/provisions in existing facilities. (Limited to Depot Capacity for Proposed Product
11 Transfer)
Basic design/engineering for the proposed project facilities including cost engineering (+/-20%). Suggested depth
12 for laying the pipeline considering optimum power /heat requirements.
13 Optimization the product interface to have Euro -VI product to be done. ????
DEPOT TERMINAL WORK:
Various alternatives considered for the DFR to be specified with the pros & cons culminating into the chosen
14 alternative.
Optimization of Depot Terminal size/material (if envisaged) keeping provision for tanks of required storage
15 capacity and product interface management.
16 Adequacy checks for capacities/provisions in existing facilities on both dispatch & receipt sides.
Basic design/engineering for the proposed project facilities including associated work facilities, etc. electrical load
17 list and SLD including suggest ion on envisaged optimum power facilities.
18 Future expansion plan is to be envisaged in DFR with throughputs projections.
GENERAL
Various alternatives considered for the DFR to be specified with the pros & cons culminating into the chosen
19 alternative.
20 Bar chart schedule for the proposed project.
Detailed capital and operating cost estimate with complete break up for the chosen alternative including Foreign
Exchange requirements, if any, based on the most economic option and provide the basis of cost estimate. The
21 cost estimate should be within ±10% ±20% accuracy level.
22 Identification and detailed specification of long lead items.
23 Detailed scope of work for the proposed project
Preparation of REIA (Rapid Environment Impact Assessment) and RRA (Rapid Risk Assessment). NOT IN
24 SCOPE
25 Identification of all statutory clearances.
KEY DELIVERABLES AS PER RFP: The DFR report includes the following minimum deliverables:
26 Process description of various modifications & proposed new facilities /units.
27 Prepare the overall site wise utility/power consumption.
28 Execution Methodology.
29 PFD & other necessary documents required for facilities and pipeline at DFR stage.
Maximum capacities of the pipeline/pumps/facilities to be mentioned with limiting bottleneck. Any significant
30 observation shall also be detailed in the DFR.
List of equipment /area which are considered for adequacy check in DFR with adequacy details (found ok with
margin or not) for all facilities, pipeline, utilities etc. List of new additional equipment with broad technical details.

Details to include details for modifications, extension for control room & other buildings, any new buildings, roads
32 & drains to be constructed.
Process Data sheet of major long delivery equipment to be provided - to start MR preparation and ordering
33 activities immediately on completion of DFR. This will help in reducing overall implementation duration.
34 Overall Plot Plan marking with new facilities
Revised power distribution plan & additional infrastructural facilities to be Provided, Energy conservation
35 schemes, Shut down period required, if any.
Project Implementation plan will include stages of development – Design Basis, FEED, Engineering, Procurement,
Construction, Mechanical Completion and Commissioning. It should also include schedule for the options
36 identified, with execution philosophy (Considering execution within running pipeline)
List covering details of Statutory/ Non –statutory clearances/permissions/licenses/approvals required for new
37 facilities, modifications & facilities at revised capacities.
38 Detailed Operating Cost to be provided – including Utilities, power costs etc.
39 Detailed cost estimate with +/ -20% accuracy.
The final deliverables shall be in soft copies in native editable format in addition to the 4 sets of hard copies, and
40 any format that may be required by HMEL.
41 The content of DFR shall include, but not limited to, the following:
o Executive summary
o Introduction
o Project Description
o Basis of design
o Process Description
o Diagram
o Summary of Utilities, power and chemicals consumption, if any.
o Interface Management
o Environmental considerations
o Overall plot plans, pipeline route, crossings, if any.
