RESEARCH REVIEW in

OPERATIONAL PLAN IN PROJECT “MIS” PURPOSIVE MODEL ON


DATA-DRIVEN HUMAN RESOURCE TRANSFORMATIVE
ORGANIZATIONAL LEADERSHIP

CHAPTER 1. INTRODUCTION
In order to bridge the gap og high drop-out and low academic performance
and to keep abreast with the ever-changing educational trends in schools from the
different division schools of Leyte a transformative organizational leadership
operational plan on Project “MIS” is in need. The operational plan is a plan for the
implementation of the strategies contained within the Project “MIS” (Management
Information System). It is a tool that facilitates the coordination of the organizations
human financial and physical resources so that goals and objectives of the Project
“MIS” would be achieved.
The central of the study was to (1) determine the performance level of the
national high schools in Areas I to V, Leyte Division in terms of (a) academic
performance, and (b) performance indicators which included participation rate,
drop-out rate, failure rate, retention rate and completion rate; (2) determined the
extent to which the following transformational leadership dimensions were adopted
by school heads in improving school’s performance, namely: (a) building school
vision and establishing school goals, (b) providing intellectual stimulation, (c)
providing individualized support, (d) modeling best practices and organizational
values, (e) setting high academic standard expectations, (f) creating a productive
school culture, and (g) fostering participation in decisions; (3) determined the extent
to which following individual performance perspectives were provided by school
heads in implementing Project “SEEDLING” in national high schools in Areas I to
V, Leyte Division, namely: (a) instructional leadership, (b) learning environment,
(c) human resource management and development, (d) parents involvement and
community partnership; and (e) school leadership, management and operations; (4)
determined the extent to which the following strategic and operational plans were
undertaken by school heads of national high school in Areas I to V, Leyte Division,
which were: (a) providing expert teaching informed be research business and the
profession, (b) fostering inquiry, critical thinking and curiosity through inclusive
intellectually challenging activities, (c) strengthening professional partnership to
enhance students’ learning outcomes, (d) offering workplace engagement and
community learning opportunities; and (e) developing students’ social and global
awareness; and (5) determined the extent to which the following strategic
management concepts and processes were utilized by school heads in developing an
operational plan in achieving the objectives of the purposive model on data-driven
strategic management for the national high schools in Areas I to V, Leyte Division,
namely: (a) statement of purpose, (b) external assessment focused on external
opportunities and threats, (c) internal assessment which focused on the internal
strengths and weaknesses, (d) strategy framework, (e) strategies and policies, (f)
implementing strategies which included (1) Human Resources, (2) Financial and
Accounting Issues, (3) Management Information System, (4) Physical and Property
Management, (5) School Governance on Transformational Leadership , (g)
Evaluation which served as basis for designing the operational plan for the Project
“MIS”, purposive model on data-driven human resources transformative
organizational leadership.
CHAPTER 2. REVIEW OF RELATED LITERATURE AND STUDIES
To have average income rise, poor performing students should het better
results and better jobs, for this to happen teachers should provide better education to
poor students, and teacher must also be provided with high quality teacher training.

As field of management science, various authors have described and


contextualized strategic management remains premised or anchored upon the well-
established principles of management. Much more than simply applying planning
principles, strategic management takes into consideration various external, as well
as internal factors and the environment in general, as well as competitiveness and
sustainability over the long-term period in the industry or sector it belongs.

CHAPTER 3. METHODOLOGY

The study utilized the descriptive-analytical survey method. The respondents


were 417 teachers, 7 school heads and assistant, and 19 department heads of the
school involved. The survey questionnaire for teachers and school heads was used
as the research instrument for the study.

Validation of the survey questionnaire was done in San Joaquin National


High School, Palo Municipality, Area I, Leyte Division. Permission from the
Schools Division Superintendent, as well as the school heads was solicited before
the research instrument was fielded. After which, the copies of the survey
questionnaire were retrieved and tabulated to determine the validity of the survey
questionnaire. When it was found out that the research instrument was reliable after
ascertaining that the items included would gather the desired data needed, the
gathering of data was done.

The descriptive statistics was used to describe the performance level and
extent of implementation of other variables.

To find the weighted score, each indicator is given a number. The response
for each part is multiplied by weight assigned and added to get the sum of the
product of the weighted score divided by the number of cases.
CHAPTER 4: PRESENTATION, ANALYSIS, AND INTERPRETATION OF
DATA

Based on the performance level of the school, it could be seen that all the
respondent schools have achieved an average performance in academic aspect,
however, on performance indicators, all the respondent schools failed to zero-out
the drop-out and failure rate which means that these national high schools have to
develop a continuum of supports including meaningful incentives for good
attendance and consequences for poor attendance.

There is a need for a transformative leader who can create performance


workplace and inspire organizational members to go beyond their tasks
requirements.

Hence, there is a need to design an operational plan on Project “MIS”


purposive model on data driven transformative organizational leadership.

The extent to which the transformational leadership dimensions were adopted


revealed a mean score of 3.36 interpreted as “satisfactorily adopted” which
significantly suggests that there is still much needed effort to come up with an
outstanding transformational leadership approach in organizational management in
creating an operational plan on purposive model, data-driven, transformational
organizational leadership.

Analysis showed that the extent to which the individual performance


perspectives were provided was perceived as “sometimes provided” as marked by
the obtained mean of 3.22.

This implies that the provision of individual performance perspectives on


learning environment, human resource management and development, parents
involvement and community, and school leadership, management and operation
must be strengthened by developing an operational plan on Project “MIS”,
purposive model on data-driven transformative organizational leadership that would
generate passion, commitment and enthusiasm from others to set and achieve
challenging goals and objectives; and numbly navigates problems and obstacles,
even when complex and unique circumstances occur.
The extent to which the strategic and operational plans were undertaken was
perceived as “sometimes undertaken” as marked by the obtained mean of 3.14,
which suggests that an operational plan on Project “MIS” on purposive model on
data-driven transformative organizational leadership for secondary schools in the
national high schools of Areas I-V, Leyte Division be designed in order to improve
the classroom reforms needed to reach the major changes for positive growth among
learners.

The extent to which the strategic management concepts and processes were
utilized by school heads in developing an operational plan was perceived as
“satisfactorily utilized” as indicated by the obtained mean of 3.05 which points for
the development of an operational plan for Project “MIS”.

Based on the results of the investigation, it revealed an average academic


performance of 71.08% which was 3.92 percent below the Department of Education
Regional Office 8 and Division Office target of 75% achievement level. On
performance indicators, particularly on failure rate, it was reported “high” as
indicated by 2.90 percent. In school-based management, the target is to zero-out
failure rate and dropout rate. In this, study, there was 2.74% reported for dropout
rate and 98.19 percent bon retention rate which is 1.81 short fall of 100 percent in
school-based management.

Such reported data demands the development of the Operational Plan on


Project “MIS”, Purposive Model on Data-driven Human Resources Transformative
Organizational Leadership for the national high school of Areas I to V, Leyte
Division.
CHAPTER 5: OPERATIONAL PLAN ON PROJECT “MIS”, PURPOSIVE
MODEL ON DATA-DRIVEN HUMAN RESOURCE TRANSFORMATIVE
PRGANIZATIONAL LEADERSHIP

The capacity of the school leaders to perform the practices necessary for
transforming instructions in school sustaining and exceeding results beyond set
targets and objectives are the major concern of the operational plan for Project
“MIS”, Purposive Model on Data-driven Human Resource Transformative
Organizational Leadership.

The philosophy behind the said operational plan is grounded on the results of
this study where the national high schools of Areas I to V, Leyte Division have a
high failure rate of 2.90 percent rate of 2.74 percent for the school year 2017-2018,
and 98.19 for the retention rate.

Such results would need a transformative organizational leader which can


guide, direct influence teachers and others to bring about a fundamental change not
only among internal stakeholder but also the external world, and of internal
processes.

The purpose of the operation plan is about using data to take decisive action,
in addition to building relationships and trust around the data and how
transformative leaders look at the data and how teachers utilize it in designing
programs that would guide them in shaping the school into a performing school.

Furthermore, the main purpose of MIS is to provide a database that aims at


ensuring timely, accurate and appropriate education data and information for
decision making.

Moreover, the aim or purpose of MIS is to provide the school heads the
application of modern information and communication technology in collection,
collation, storage, and analysis of education data.
CHAPTER 6: SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS

With all the data presented the following findings were revealed:

1. On the performance level of the national high schools of Areas I to V, Leyte


Division, it was revealed that the obtained average mean percentage score
was 71.08 described as “average performing”. On participation rate, the
obtained average percentage was 96.62. However, on the drop-out rate, it
obtained a high percentage of 2.74% and 2.90% for the failure rate.
2. With regards to the extent to which the transformational leadership
dimensions were adopted, it revealed an average mean of 3.36 described as
satisfactorily.
3. On the extent to which the individual performance dimensions were provided,
it revealed an average mean of 3.22 described as sometimes provided.
4. In relation to the extent top which the strategic and operational plans were
undertaken, it revealed an average mean of 3.14 described as sometimes
undertaken which suggests that an operational plan on purposive model, data-
driven transformative organizational leadership for national high schools be
designed in order to improve the classroom reforms needed to reach the
major changes for positive growth among learners.
5. On the extent to which the strategic management concepts and processes
were utilized, it revealed an average mean of 3.05 described as satisfactorily
utilized which points for the development of an operational plan for Project
“MIS”, a purposive model on data-driven human resource transformative
organizational leadership.

The following were conclusions of the study:

1. The national high schools in Areas I to V, Leyte Division have a high


incidence in failure rate and drop out rate. Hence, there is a need to
strengthen the school and community partnership in order to reduce or
zero-out drop-out and failure rate.
2. That the sometimes engagement of the strategic and operational plans
resulted to an average performance in academic among the national high
schools in Areas I to V, Leyte division.

On the bases of the findings and conclusions of the study, the following
recommendations were presented:

1. Since there were shortfalls in terms of the performance indicators,


particularly on participation rate, retention rate, dropout rate and failure rate
there is a need to intensify the active involvement of everyone, both the
internal and external stakeholders, in order to raise the performance of the
students vis-à-vis the school.
2. Maximum utilization of the operational plan on Project “MIS”, purposive
model on data-driven human resource transformative organizational
leadership.
