CHAPTER 1. INTRODUCTION
In order to bridge the gap og high drop-out and low academic performance
and to keep abreast with the ever-changing educational trends in schools from the
different division schools of Leyte a transformative organizational leadership
operational plan on Project “MIS” is in need. The operational plan is a plan for the
implementation of the strategies contained within the Project “MIS” (Management
Information System). It is a tool that facilitates the coordination of the organizations
human financial and physical resources so that goals and objectives of the Project
“MIS” would be achieved.
The central of the study was to (1) determine the performance level of the
national high schools in Areas I to V, Leyte Division in terms of (a) academic
performance, and (b) performance indicators which included participation rate,
drop-out rate, failure rate, retention rate and completion rate; (2) determined the
extent to which the following transformational leadership dimensions were adopted
by school heads in improving school’s performance, namely: (a) building school
vision and establishing school goals, (b) providing intellectual stimulation, (c)
providing individualized support, (d) modeling best practices and organizational
values, (e) setting high academic standard expectations, (f) creating a productive
school culture, and (g) fostering participation in decisions; (3) determined the extent
to which following individual performance perspectives were provided by school
heads in implementing Project “SEEDLING” in national high schools in Areas I to
V, Leyte Division, namely: (a) instructional leadership, (b) learning environment,
(c) human resource management and development, (d) parents involvement and
community partnership; and (e) school leadership, management and operations; (4)
determined the extent to which the following strategic and operational plans were
undertaken by school heads of national high school in Areas I to V, Leyte Division,
which were: (a) providing expert teaching informed be research business and the
profession, (b) fostering inquiry, critical thinking and curiosity through inclusive
intellectually challenging activities, (c) strengthening professional partnership to
enhance students’ learning outcomes, (d) offering workplace engagement and
community learning opportunities; and (e) developing students’ social and global
awareness; and (5) determined the extent to which the following strategic
management concepts and processes were utilized by school heads in developing an
operational plan in achieving the objectives of the purposive model on data-driven
strategic management for the national high schools in Areas I to V, Leyte Division,
namely: (a) statement of purpose, (b) external assessment focused on external
opportunities and threats, (c) internal assessment which focused on the internal
strengths and weaknesses, (d) strategy framework, (e) strategies and policies, (f)
implementing strategies which included (1) Human Resources, (2) Financial and
Accounting Issues, (3) Management Information System, (4) Physical and Property
Management, (5) School Governance on Transformational Leadership , (g)
Evaluation which served as basis for designing the operational plan for the Project
“MIS”, purposive model on data-driven human resources transformative
organizational leadership.
CHAPTER 2. REVIEW OF RELATED LITERATURE AND STUDIES
To have average income rise, poor performing students should het better
results and better jobs, for this to happen teachers should provide better education to
poor students, and teacher must also be provided with high quality teacher training.
CHAPTER 3. METHODOLOGY
The descriptive statistics was used to describe the performance level and
extent of implementation of other variables.
To find the weighted score, each indicator is given a number. The response
for each part is multiplied by weight assigned and added to get the sum of the
product of the weighted score divided by the number of cases.
CHAPTER 4: PRESENTATION, ANALYSIS, AND INTERPRETATION OF
DATA
Based on the performance level of the school, it could be seen that all the
respondent schools have achieved an average performance in academic aspect,
however, on performance indicators, all the respondent schools failed to zero-out
the drop-out and failure rate which means that these national high schools have to
develop a continuum of supports including meaningful incentives for good
attendance and consequences for poor attendance.
The extent to which the strategic management concepts and processes were
utilized by school heads in developing an operational plan was perceived as
“satisfactorily utilized” as indicated by the obtained mean of 3.05 which points for
the development of an operational plan for Project “MIS”.
The capacity of the school leaders to perform the practices necessary for
transforming instructions in school sustaining and exceeding results beyond set
targets and objectives are the major concern of the operational plan for Project
“MIS”, Purposive Model on Data-driven Human Resource Transformative
Organizational Leadership.
The philosophy behind the said operational plan is grounded on the results of
this study where the national high schools of Areas I to V, Leyte Division have a
high failure rate of 2.90 percent rate of 2.74 percent for the school year 2017-2018,
and 98.19 for the retention rate.
The purpose of the operation plan is about using data to take decisive action,
in addition to building relationships and trust around the data and how
transformative leaders look at the data and how teachers utilize it in designing
programs that would guide them in shaping the school into a performing school.
Moreover, the aim or purpose of MIS is to provide the school heads the
application of modern information and communication technology in collection,
collation, storage, and analysis of education data.
CHAPTER 6: SUMMARY, CONCLUSIONS, AND RECOMMENDATIONS
With all the data presented the following findings were revealed:
