CHAPTER 1
THE PROBLEM AND ITS BACKGROUND
The youth are the democracy's future, and their level of political
participation can significantly affect the strength and durability of any political
system. Unfortunately, youth political participation is frequently minimal, and
many young people feel disengaged from politics and underrepresented by their
elected representatives.
Lack of education or awareness about the political system and its
workings is one of the most significant causes of poor young political
engagement. According to a recent survey, only 58% of young people believe
they are knowledgeable enough about politics to participate effectively, and a
comparable amount believes their voices are not heard by political authorities.
Young people may become apathetic, disinterested, and feel alienated from the
political system as a result of this lack of information and engagement
Despite the fact that young people make up the majority, particularly in
developing nations, studies have shown that they participate in political
governance at a lesser rate than older generations do. In the UK general election
of year 2001, fewer people cast ballots, as stated by Kimberlee (2002). His
findings indicated that less young people participated in the election, which was
evident from this data (Kimberlee, 2002). In post-communist countries,
(Robertson, 2009) discovered that many young people elect to forego
participating in traditional political activities because, like elsewhere, they feel
alienated from official political agents. Voting is required in Australia, yet despite

this, youth disengagement in political administration is evident and a cause for
serious worry ( Mbulaje, W.I. et. al., 2021).
Subsequently, researchers from various fields, including political science,
sociology, and developmental psychology, have given explaining teenagers'
political development a great deal of attention. The researchers adopt the broad
framework of socio-political development theory in this setting, which recognizes
young people's active processes of citizenship construction across the life span
(psychological, affective, psychosocial) as well as the role of the various
influences within the contexts (family, school, political and community
organizations, media, etc.) in which this process occurs (Cicognani, 2011).
Hence, it should be noted that young people's participation varies. While
some young people are willing and excited to participate, others may lack the
necessary assistance or information about how to join. In general, youth's
awareness and actual consciousness rise if decisions affecting them are not
made without consideration of them and if they plan social acts on their own. By
participating, young people will have more experience in civic engagement, be
able to exercise their political rights, contribute to their democratization, and be
able to participate actively. In order to put these beneficial elements into effect,
the adults and young people must be conscious.
Altogether, participation by youth is crucial for contemporary societies as
well. It emphasized that social inclusion policies cannot be successful unless they
ensure young engagement, as social exclusion and youth participation are two
opposed notions. The term "social inclusion" refers to assuring the involvement of

those who find it hard to participate in social life for many reasons, including
poverty, illiteracy, religion, language, and race. Young people are also seen as
one of the disadvantaged groups included in social inclusion (Tekindal, 2016).
Background of the Study
Political engagement refers to an individual's participation in the political
process, including voting, contacting elected officials, attending rallies and
protests, and more. Political engagement is crucial for a healthy and functioning
democracy, as it allows citizens to have a voice in the governance of their country
and to hold elected officials accountable.
Unfortunately, political engagement among youth has been historically low
in many countries. One of the main reasons for this is a lack of education and
knowledge about the political system. This leads to a feeling of alienation and
disinterest among young people, who do not see themselves as part of the
political process.
Recently, there has been a growing interest in the importance of youth
political engagement, and many countries have taken steps to increase the
participation of young people in politics. This includes providing access to
education and information about the political system, as well as creating
platforms for young people to engage in political activities and to have their
voices heard.
In this context, political engagement among young people has become an
area of study for researchers and policymakers. The main goal of this research

study is to understand the factors that influence youth political engagement and
to develop effective strategies to increase their participation in the political
process.
Statement of the Problem
This study aims to determine the Factors affecting the Political
Engagement of SK Voters at Nantangalan Pozorrubio, Pangasinan.
Specially, this study sought to answer the following questions:
1. What is the profile of the respondents with regards to the following
variables?
a. age;
b. sex;
c. educational background;
d. social media platform used;
2. What is the impact of the political engagement SK Voters in terms of:
a) social media
b) family influence
c) peer support
d) community influence; barangay officials & teachers
e) religion

3. What is the dominant Political Factors affecting the political engagement
of the SK Voters?
4. What is the correlation of the variables to the political engagement of SK
voters?
5. What’s the proposed program related to the study must be conducted to
develop the political engagement of the youth of Nantangalan?
Objectives of the Study
The specific objectives that guided the study are to:
1. identify the factors that affects the political engagement of SK Voters;
and
2. determine how it affects the political engagement of SK Voters
Hypothesis
There is no significant relationship between the age, sex, educational
background, and social media platform used by the SK Voters to their Political
Engagement.
Significance of the Study
Studying the political engagement of SK voters in Nantangalan
Pozorrubio, Pangasinan is important for understanding and enhancing
democratic processes in a variety of ways. The following in particular could
benefit greatly from the study's findings and be highly significant:

Nantangalan National High School – Studying the political engagement of
youth voters helps educational institutions understand their role in preparing
students for active citizenship, enabling schools to develop curricular and
programs that promote political literacy, critical thinking, and civic engagement.
Youth – Understanding the motivations and incentives that drive SK political
engagement can encourage them to get involved, fostering a sense of agency in
shaping the social and political landscape.
Politicians – The study of SK Voters, political engagement provides politicians
with insights into the needs, interests, and concerns of young voters, enabling
them to develop policies and campaign messages that resonate with the youth
demographic.
Community – Increased political engagement of SK Voters leads to a more
informed and active citizenry, promoting a healthy and participatory democracy.
Future Researchers – Researching SK Voters political engagement provides
researchers with valuable insights into the factors shaping young voters' attitudes
and behaviours, which can inform future strategies aimed at improving youth
participation in politics.
Scope and Delimitation
This study aims to determine the factors affecting the Political Engagement
of SK Voters in Nantangalan National High School. This study focuses on how it
affects the Political Engagement of SK Voters in Nantangalan Pozorrubio,
Pangasinan. The researchers considered the SK Voters, which will participate to

the upcoming election of Sangguniang Kabataan in Nantangalan Pozorrubio,
Pangasinan.
The researchers will look at their socio-demographic profiles in terms of
gender, age, educational background, and preferred social media platform to see
if there is any correlation between it and the political engagement of SK voters.
Definition of Terms
The subsequent terms have been operationally defined in order to augment
the comprehension of the readers of this study.
Youth. Refers to the period between childhood and adult age.
SK Voters. A regional council that represents youth in a “barangay” in
the Philippines.
Political Engagement. Political engagement is a broad term that encompasses
a range of activities through which people develop and express their opinions on
the world and how it is governed, and tries to take part in and shape the
decisions that affect their lives.
