WHEREAS, iotter-endorsemont dated October 15, 1998 of Hon. Jove R
Caballero, Provincial Governor of Compostela Valley Province, forwarding to the august
Body, through Vieo-Govemor and Presiding Officer Reynaldo B. Navarro, the proposed
General Fund Annual Budget for calendar year 1999, for appropriate action:
WHEREAS, when this matter was deliberated during the regular seesion, the

APPROPRIATION ORDINANCE NO. 04

“AN GRDINANCE, APPROPRIATING THE AMOUNT OF ‘ONE HUNDRED
NINETY TWO MILLION EIGHT HUNDRED TWENTY EIGHT THOUSANIN
FOUR HUNDRED FIVE AND FORTY ONE CENTAVO (192.828,408.41)', FROM
VARIOUS FINANCING SOURCES (ESTIMATED INCOME), AS ALLOCATION
FOR GENERAL FUND ANNUAL BUDGET FOR CY 1999, OF COMPOSTELA
VALLEY PROVINCE”

Section 1 ~ This Ordinance shall be known ay the 1999 General Fund Anoual
Bundget of Compostela Valley Province,
Section 2 ~ Use of gppropriated funds: All sem set aside in this ordinance shalt
bbe spent sotoly for the specific purpose for which they are appropriated, an thal, uo
ordinance shall be passed authorizing any transfer of appropriations from one item 10

3.1 - To provide fnel, parts, repair and msinionanve to aury government

Section 4 — Rxpenditares

Section 6 - Meaning of savings and augmentation: For purpose of the ordinance,
‘saving chall refer to balance of any programmed appropriation, tree from ay obligation
‘or encumbrance, still available after the satiefactory completion of unavoidable
discontinuance of the work, activity or purpose for which the appropriation is authorized
or arising from salary lupses pertaining to vacant positions and leave of absences without
pay. On the other hand, an item, project, activity or purpose with appropriation which

Section 7 ~ Clothing Allowance: ‘The appropriation herein provided for each
department or office may be used for clothing allowance for employees of not more than
3,000.00 oach per annum, which maybe given in cash or in kind, subject to the
discretion of the local chief executive;
Section 8 ~ Zetitlement of Personnel Eoonomic Relief Allowance (PERA): The
PERA, in the amount of Five Hundred Pesoe (P500.00) a month shall be granted to alt
‘appointive local goverament personnel, as well as to all devolved national government
personnel under permanent, temporay, contractual, casual or emergency status,
regardless of salary grade assignment whether or not receiving Representation and
‘Transportation Allowance (RATA) or on full timo or part time basi;
Section 9 -- Additional Compensation allowance (ACA): The ACA in the amount
‘of Five Hundred Pesos (P500.00) per month shall be granted to all appointive local
government employees occupying positions allocated to salary grade 25 or below
whether regular or full time, casual, temporary stutus and contractual personnel;
Section 10 — Bonus and Cash Gift: A boms equivalent to One (1) month
-salary/wage and cash gift of P5,000.00 each official and employee is also provided:
Section 11 ~ Establishment of Special Accowrt: A special aecoumt (Economic
Enterprise) is established to separate the operation of the following from the general
fund:
a) Rental of equipment
b) RCPC casting and CHB making
Section 12. Work and financial plan: All departments and offices shall submit
their quarterly work and financial plan and request of allotment to the provincial budget
office im accordance with the appropriation ordinance ax basis for the releare of advice af
allotment,
Section 13 — Advice of allotment: Expenditures as anthorized in the ordinance
shall not be disbursed without the covering “Advice of Allotment” prepared by the
provincial Budget Officer and approved by the Provincial Governor,
Section 14 ~ General Hatility or unlawful expenditures: Expenditures of funds or
use of property im violation of the appropriation ordinance anthorizing this budget shall
be apersonal liability af the official or employee responsible therefore;(Res. No, 322

Section 15 ~ Separability Clause: If, for any reason, any section o provision of
this ordinance is declared unconstitutional or invalid, other sections or provisions hereof
which are not affected shall continue to be in full force and effect;
Section 16 — Effectivity : This Ordinance shall take effect on January 1, 1999,
ENACTED by the Sangguniang Panlalawigan on October 28, 1998, at
Nabunturan, Compostela Valley Province.
