SCHOOL-BASED IMPLEMENTING POLICY ON TEST CONSTRUCTION
SECTION 1: Definition of Terms
For this policy, the following terms are defined/understood as follows:
1. 21st-century Skills are abilities embedded in the K to 12 Basic Education
Curriculum that learners must acquire. These include:
a. Communication Skills refer to the ability to express one’s self clearly and
collaborate with others.
b. Information, Media, and Technology Skills refer to the ability to gather,
manage, evaluate, use, and synthesize information through media and
technology.
c. Learning and Innovation Skills refer to the ability to think critically,
analyze and solve problems, create and implement innovations, and generate
functional knowledge.
d. Life and Career Skills refer to intrinsic and socialized personal values,
ethics, and attitudes for life after basic education and learning within the
workforce.

SECTION 2: Page Layout
The page layout of the test papers is
subject to change depending on the
mandate of the division, region, or
central office. For this school year, the
school shall follow the following
guidelines:
1. The official size of the test papers to
be printed and reproduced is A4.
2. The margin to be used will be the narrow option on the default margin
options under the layout tab.
3. Only the first page of the test papers shall contain the official header of
the school. On the following pages, start immediately on the default typing
space.
4. The pages of the test papers shall not bear the official footnote of the school.
5. For photocopying purposes, all test papers shall be printed on one side only,
to avoid unnecessary markings.
SECTION 3: Typography
1. Font Style. For Kindergarten to Grade 3, Alfabeto or Century Gothic will be
used as their official font style. From Grade 4 up to Grade 12, they will be
using the Bookman Old Style font.
2. Font Size. For Kindergarten and Grade 1, their font size is 16pts. For Grades
2 and 3, 14pts. From Grade 4 up to Grade 12, their font size is 12pts.
3. Directions in the test papers shall be in boldface to emphasize their
importance.
4. The entire test paper shall be in single spacing.
5. There should be a space between the options/choices from the previous
number and the next question.
SECTION 4: Front of the Test Papers
1. Just below the header, the following information should be seen: grading
period, subject, grade level, and school year.

2. Below the title of the test is the information of the learner. For Kindergarten
to Grade 3, the blue-to-blue pattern of writing should still be followed, hence,
the blue-red-blue lines shall be provided. For Grades 4 to 12, spaces shall be
provided for their information.

SECTION 5: Test Questions
1. The number of test questions for Grades 1 to 3 is 30 items. The number of
test questions for Grades 4 to 12 is 50 items.
2. Test questions should cover the most essential learning competencies
tackled within the grading period.
3. The test questions should somehow develop the higher-order thinking skills
of the learners.
4. Test questions shall be distributed based on the table of specifications made
by the teacher or provided by the division office.
5. Test questions must be answerable within an hour.
SECTION 6: Test Construction
1. Teachers are encouraged to construct a NAT-based examination, wherein
learners will be shading their answers on the test papers or on a separate
answer sheet.
