1. INTRODUCTION

1.1. Project location and brief description

The contract concerns wastewater infrastructure works to be executed in and around the
sub-cities of Bole and Yeka in Addis Ababa. Majority of proposed works are located in a busy
urban environment, including major public roads which experience a high volume of
pedestrian and vehicular traffic.

The elevation of eastern catchment ranges from 2610m above sea level in the mountainous
areas to the north of the catchment to 2250m in the flat areas to the south. The site
topography varies from areas of flat topography to those with continuous steep gradients in
places. Additionally, some of the works are located through or adjacent to steep
embankment and/or sudden changes in elevation.

The site is typically characterized by the following types of surfaces:

 Heavily trafficked bituminous highways;


 Paved and unpaved roadways;
 Road reserves with both paved and unpaved walkways;
 Narrow passageways between unplanned buildings;
 Narrow passage ways between unplanned buildings/settlements;
 Grassed and cultivated areas.

The site includes a combination of public and privately-owned lands. Many of the proposed
working areas are located close proximity to existing structures, many of which are
unplanned, and many of whose structural integrity cannot be guaranteed. The existing site
also includes a large volume of existing utility infrastructure, comprising water, wastewater,
electrical and communications utilities, which serve the city of Addis Ababa.

1.2. Purpose and Scope of this Traffic Management Plan

has developed this traffic management plan to identify and implement all legal and best
practice requirements in respect of the management of traffic associated with Project. The
purpose of the Plan is to ensure that traffic management (and management of vehicles and
equipment in respect of the Project) is undertaken in a safe and efficient manner. As such,

the management of traffic in terms of this plan is intended to avoid and minimize traffic risks
to (and impacts on) the health and safety of the local community and any personnel on site
during the Project, under both routine and non-routine circumstances. The requirements of
this Plan shall apply to all construction personnel including any Sub-contractor appointed to
provide vehicles, machinery or drivers for the Project.

This Plan has been prepared in respect of the Facility. This Plan shall apply during both the
construction and operational phases of the Project.

A copy of this Plan must be maintained on site by the Engineers and all employees working
at the site. Sub-contractors must be trained to ensure compliance with this Plan.

An appropriate plan for traffic management during the decommissioning phase of the
Project shall be devised prior to the commencement of the decommissioning phase and in
compliance with relevant legislative and best practice requirements at the time of
construction.

1.3. Contract Requirements


This Traffic management plan will include but not limited to:

 Management of works adjacent and within public roads;


 Protection of pedestrians
 Traffic signage and Traffic management equipment
 Management of deliveries to and from site;
 Personal responsible for traffic management; and
 Parking of vehicles on site.

In addition to the project-wide PTTMP, we will be required to provide a task-specific


Temporary Traffic Management Plans for the following works:

 Site investigation works, including surveys of the existing network, geotechnical


investigations, survey locations, condition survey, topographical surveys and any
other surveys required to complete the works.
 The TTMP will include separated specific sections to address the TTMP proposals for
the construction of each proposed pipeline.

Each TTMP submission will include the following at a minimum:

1) Site access plan, including details of provisions of access for local stakeholders,
residents, businesses, emergency services and service providers;

2) Drawings showing the traffic management layout will include:


 Geometric design;
 Position of traffic control points (existing and proposed);
 Width lanes;
 Working areas;
 Safety zones;
 Access and exit locations for construction vehicles;
 Barriers;
 Signing;
 Advance notice location;
 Road markings (existing and any proposed temporary markings);
 Proposed speed limit restrictions;
 Temporary lighting;
 Proposed traffic flows;
 Provision for cyclists;
 Provision for temporary bust stops where traffic management proposals require the
removal of an existing bus stop;
 Details of proposed alternative parking/loading bay;
 Detail of contractor set-down area.
3) Phasing of construction activity at each location and globally across the contractor’s
scope;
4) Details of proposed road closures, proposed one-way traffic systems, proposed
diversions including details of programme, phasing and how local access will be
maintained
5) Plans for public notification and management;
6) Detail of management of public relations and local authorities during construction
activity;
7) Detail of measures to reduce impact on motorists during the construction activity;
8) Detail of inspection. Routine and assigned responsibilities (including frequencies of
audits) which we will implement to verify the TTMP is fully and consistently
implemented.

It provides an overview of the environmental and social baseline conditions on the route of
the proposed scheme, summarizes the potential impacts associated with the proposed
rehabilitation and improvement works and sets out the management measures required to

mitigate any potential impacts in a series of discipline specific Environmental Management


Plans (EMPs). These EMPs are to be utilized by the contractors for the project and will form
the basis of site-specific management plans as part of their construction methodology prior
to works commencing.

Access Road. Access road from public road to the worksite shall be planned ahead of any
construction behavior. The access road shall be planned to avoid unnecessary local
communities as much as possible, and minimize the impact on the livelihood of nearby
communities. The access road shall be constructed to satisfied standard and always be
maintained in good enough condition for heavy trucks and machineries and prevent traffic
accidents from happening due to poor condition of the access road.

Speed control. Speed control will be implemented on any road including public roads,
external and internal access roads, and the limited speed shall first obey the traffic
regulations, and also satisfy concerned surrounding conditions. Specifically, speed control
will be strictly implemented in crowded area and sensitive area such as schools, markets,
religious places, etc.

Pressure to public traffic. During the construction work period, vehicles shall be used for
transporting materials, and occasionally heavy machineries might occupy some public space
on the road, which shall bring additional pressure to the traffic management system. The
contractor, through making optimized transportation plan, shall avoid rush hour to prevent
from exerting additional pressure on local traffic. In the meantime, the contractor shall
command construction team to avoid occupying public space for a long time, and make sure
safety notification boards and precautious measures in place.

Interruption to public Traffic. In special cases where road-cutting to public road is needed,
specific work plan shall be submitted to Employer and consultant in advance, and acquire
prior consent or permission from road authority as well as police authority. A temporary
access route with satisfied condition shall be constructed for public traffic. Strict safety
precaution measures shall be taken on site and managed by designated personnel.

Traffic Management Consents

We will be responsible for achieving all necessary traffic management consents which are
required for the works.

We will provide Ethiopian Roads Authority (ERA) and Addis Ababa City Roads Authority
(AACRA) with summary of timing, nature and extent of proposed works in public roads, in

advance of the commencement of the works. We will as a minimum, hold consultation with
AACRA and furnish them with relevant information as required to achieve consent for works
which impact the roads under their jurisdiction.

We will consult with AACRA to agree the nature, extent and timing of any temporary roads
or lane closure(s), or other temporary traffic management measures, which are required for
the purpose of completing the works. We will also liaise with AACRA regarding the nature
and timing of proposed excavation and reinstatement works which impact public roads. We
will consult with AACRA to establish requirements regarding temporary traffic management
measures in advance of preparing their detailed temporary traffic management plans
(TTMP) for submission to the Engineer.

We will provide the Engineer with written evidences of Traffic management consents
received from AACRA, as part of the relevant TTMP submissions.

We will fully address the requirements of AACRA in their TTMPs.

After consultation with any statutory or other authority concerned, implement a traffic
management system for all construction activity which affect the use of public highways and
public roadways. In so doing, we will comply with the requirements of all relevant acts and
regulations and recognized practices and any other pertinent requirements. We will comply
with the requirements of the following roads Authorities;

 Ethiopian Roads Administration (ERA) and;


 Addis Ababa City Roads Authority (AACRA).

We will comply with the ERA design manual and the AACRA specification for traffic safety
and temporary traffic management.

We will consult with AACRA and ERA (for roads under ERA jurisdiction) in order to agree the
nature, extent and timing of works on or adjacent to public roads, and to furnish them with
relevant information. Where a road closure is required to facilitate safe working practices in
restricted working areas. We will arrange the necessary consent with the relevant
authorities in accordance with requirements of section 3.4.1 of contract specification. We
will provide AACRA with a copy of each monthly program revision, along with a commentary
of roads which will be impacted by the works during the next three months. We will address
the requirements of AACRA and ERA, including any feedback received during the
consultation process, or throughout the execution of the works, in their temporary traffic
management plans.

We will provide written evidences of all TTM consents, agreements and stakeholder
requirements to the engineer a minimum of fourteen days ahead of the commencement of
the works to which they relate. We will not commence any work which affects the public
roads until all consents have been obtained and all necessary traffic safety measures are
fully operational. We will ensure that all traffic management shall be set up and managed by
suitably trained contractor’s personnel.

We will provide an advance notice to any property impacted by a proposed road closure or
lane closure, a minimum of one week before the works commence. The contractor will allow
for the delivery of a letter or information note for each property affected by the road
closure outlining the conditions of the closure and the timeframe for the proposed closure.

Local access will be maintained at all times. Local access is defined as pedestrian and
vehicular access for residents, business, developers/other contractors, emergency services,
utility apparatus owners and the engineer, within the site and vicinity of the site.

We will propose temporary traffic management measures and construction methodology at


each working areas shall, at a minimum, comply with the following requirements:

 We will assign a delivery point at each works area which shall be of such size as to
follow construction vehicles to pull off roads so that they can be off-loaded safety
and without inconvenience to normal traffic flows;
 Plant and materials not for immediate use shall be stored in one of the designated
areas and shall not impact traffic flows;
 All deliveries shall be scheduled to avoid convoys of construction traffic;
 All construction activities at schools shall be limited to outside of school term time;
 Waste and refuse collection (both domestic and commercial) shall be facilitated;
 We will liaise with local businesses to ensure coordination and facilitation of delivery
of goods;
 No measure implemented by, or actions undertaken by, we will reduce site lines at
entrances and junction along the proposed works.

We will also address the full requirement of section 3.3 of contract specification regarding
the maintenance of pedestrian and vehicular access.

2. LICSENCING, ROADS AND MAINTENANCE


2.1. Licensing
The TMP insures that,

 All Project vehicles comply with relevant traffic and transport licensing requirements
(such as with regard to licensing requirements relating to the transportation of over-
sized loads or hazardous materials, including hazardous waste).
 All drivers of vehicles used during the Project shall have the requisite licenses to
operate any vehicle (or machinery) operated by them on Site or on any public roads.
 All Project vehicles shall have valid roadworthy certificates and licenses.

2.2. Roads
Any hard road surfaces constructed on Site shall be as narrow as possible and shall be
designed so that
(1) Changes to surface water run-off are avoided,
(2) Erosion is not initiated; and
(3) Existing drainage is not altered. Internal access roads constructed for the purposes of
the Facility shall be located away from drainage bottoms, wetlands and stream crossings
shall be avoided, where feasible.
Insofar as new roads are required to be constructed near water resources (including
drainage lines), the following requirements are applicable:

 Provision must be made for fauna (such as toads) to pass under roads (for example,
through the use of culverts);
 Bridge design must be such that it minimizes impacts on riparian areas and must be
permeable;
 Culverts must be designed so as to allow free flow of water and must be maintained
in good working order.
 Hard road surfaces must be kept as narrow as possible.

2.3. Maintenance
All vehicles and machinery used during the Project shall be regularly maintained and repaired
where necessary. In this regard, all construction and passenger vehicles used during the
Project shall be inspected by an appropriately qualified mechanic every six months following
the commencement of the Project. The Project Managers shall ensure that regular
inspections are undertaken of construction and passenger vehicles to ensure that they are in
good working order and are not overloaded.

Road and storm water management infrastructure on Site shall be maintained by AES so as
to facilitate traffic safety. Road borders must also be regularly maintained to ensure
vegetation remains short. This will enable roads to function as firebreaks.
Gravel roads shall be sprayed with water to limit the generation of dust (where economically
viable and environmentally acceptable). If the utilization of water to limit dust generation on
gravel roads is not possible for these reasons, an appropriate dust suppressant must be
used for this purpose.
Any potential road hazard or vehicle defect which may render a vehicle or road unsafe for
use shall be immediately reported to the Project Managers who shall ensure that the
vehicle/road is not used until the necessary repairs have been undertaken. Road borders
shall be regularly maintained to ensure that vegetation remains short and that the roads
serve as an effective firebreak.

3. ROUTING OF TRAFFIC, SPEED LIMITS & SIGNAGE


3.1. Routing and direction of Traffic and site access
The movement of all vehicles to and from Site shall be along designated public roads and
site access roads. The most appropriate route for large Project vehicles (such as trucks and
buses) transporting equipment, materials and employees (along public roads) to and from
the Site shall be determined by Environmental Health and safety Officer in consultation with
the local Municipality, local road traffic authorities and the local community. A copy of the
approved routes must be maintained on Site together with this Plan (this is the
responsibility of the Environmental Health and safety Officer).
Any anticipated or scheduled traffic delays occasioned by Project vehicles (such as abnormal
loads, i.e. the transformers) should be coordinated with local traffic authorities in advance.
3.2. Route, speed limit & Signage
The Route
The movement of construction vehicles shall not be undertaken during peak morning and
afternoon traffic times so as to avoid causing an impact on commuters. Materials and labor
shall, as far as possible, be sourced locally in order to minimize transport related impacts and
transport safety risks.
A designated site access to the Site must be created to ensure safe entry and exit. The Site
access will be clearly sign posted and shall not be located so as to cause a traffic risk.
Speed limit

The speed limit on the Site and access roads shall be 30km/h for construction vehicles and
40km/h for light vehicles and passenger vehicles.
All speed limits applicable to public roads shall be strictly adhered to by all drivers operating
vehicles as part of the Project.
The failure to adhere to the prescribed speed limits is an offence and disciplinary action may
be taken by Environmental, Health and Safety officer of the Contractor.
Signage
It is the responsibility of the Project Managers in consultation with the Construction
Environmental, Health & Safety Officer to ensure that signage is conspicuously placed at
appropriate locations along all access roads, and public roads (in consultation with the
relevant traffic authorities) to indicate the following:

 Road hazards such as blind corners or loose gravel;


 appropriate speed limits;
 turning traffic;
 the Site access;
 routes to be used by construction vehicles, where appropriate;
 that caution should be taken by motorists or pedestrians;
 no-go areas for vehicles; and
 Any traffic control information which may be relevant in the circumstances.
Any signage erected in terms of this Plan must be secured against being blown over or out
of position by the wind or by passing traffic. In addition, they should be located so as to
provide adequate warning of hazards. Signs located on two-way roads should be visible to
traffic traveling in both directions, and care should be taken to ensure that signs are not
obscured by vegetation or dirt.

4. PEDESTRIAN AND PASSENGER SAFETY


4.1. Employees
All personnel of contractors transported to and from the Site shall be safely accommodated
in appropriate passenger vehicles. No employee shall be transported on the back of open
trucks. The Construction Safety Officer shall ensure that this requirement is adhered to at all
times.
All vehicles transporting employees shall be appropriately maintained and shall not carry
more passengers than the number of persons for whom seating accommodation is
provided.

Assembly points for passengers embarking passenger vehicles shall be located a safe
distance from areas/routes of high vehicle traffic. Roads and areas used by construction
vehicles shall, as far as possible be avoided by all personnel. Designated pedestrian routes
shall be demarcated where appropriate.
Vehicle and pedestrian safety shall be emphasized in the Safety Induction Training required
to be provided by the Contractor. All employees and construction personnel shall be trained
and informed as to the dangers and risks posed by construction and other traffic, such
training shall also include appropriate precautionary measures required to be undertaken to
facilitate safe and efficient traffic management (e.g. checking for traffic before crossing
roadways and utilizing designated pedestrian routes). Drivers shall be adequately trained in
the recognition and avoidance of road hazards, vehicle maintenance and safety
requirements.

4.2. Stakeholder engagement


The scope of such engagement should include the designation of routes for construction
vehicles, procedures for complaints and emergency procedures shall be concluded in
consultation with local community members, affected land owners and local emergency and
traffic authorities.
In this regard, appropriate measures shall be taken to ensure that:

 The routes used by construction vehicles (as far as possible) avoid areas of high
pedestrian traffic;
 adequate signage is used to warn local community members of hazards (e.g. site
access, construction vehicles turning);
 information dissemination and awareness is conducted to inform community
members of increased traffic risks and appropriate precautionary measures; and
 Community members are aware of the Contractors’ construction (and delivery)
schedules.
Engagement with Local Residents and Sensitive Sites
The contractor and client, or client representative, will liaise with all neighboring residents
and businesses to ensure they are aware of the construction programme and the
development proposals.
Communication with local residents and businesses will begin prior to commencement of
construction. The appointed Main Contractor will be required to follow best practice
‘Considerate Constructor’ guidelines and should appoint a Community Liaison Officer (CLO).

The stakeholders will initially host and attend regular community meetings. Following the
initial meetings, the CLO will compile a list of stakeholders in the area. These stakeholders
will be kept informed of progress and planned works on the site through the publication and
distribution of a progress newsletters which should include details of updates to the

Adjacent residents and businesses will be provided with information on the planned
construction including times and contact details by the stakeholders. They will be given the
contact details of the developer and will be invited to raise any issues during the
construction works. Additionally, the contractor’s contact details will be provided on the
outside of the site perimeter.
An induction specific to the development site will be provided to all personnel before
construction commences. This will incorporate health and safety; on-site construction works
and issues and sensitivities in the context of the surrounding community particularly in
relation to local schools.

5. TRANSPORT OF EQUIPMENT AND MATERIALS


It is the responsibility of the Contractor (for the duration of the construction phase) and AES
(for the duration of the operational phase) to ensure the following:

 All equipment and/or materials transported to or from Site shall be appropriately


secured to, or contained in, vehicles.
 No construction vehicles shall be loaded in excess of its manufacturer-specified
weight bearing capacity.
 All vehicles used during the Project shall have the appropriate load-bearing capacity
for the materials and/or equipment intended to be transported.
 Drivers shall be appropriately trained in driving techniques applicable to specific
loads (e.g. hazardous substances) where necessary.

6. EMERGENCY RESPONSES AND REPORTING OF HAZARDS


Prior to the commencement of the Project, local emergency services (ambulance and
medical services, police and fire and rescue) shall be consulted by Environmental, health and
safety officer in relation to the availability of emergency services to attend to road accidents
associated with the Project.
In the event that any traffic hazard is identified on Site by any person or Project personnel,
such hazard shall be immediately reported to the Site Manager who shall take the
appropriate measures to avoid an incident or accident being caused.

Drivers of project vehicles will be required to undertake first aid training and all project
vehicles shall carry first aid supplies which should be adequate to cater for the number of
passengers carried on the vehicle in question.
In the event that an accident occurs on-site or off-site, the on-site emergency procedure
shall be followed. In the event that an accident occurs off-site, it shall immediately be
reported to the relevant emergency service providers by the driver, and in the event that the
driver is incapacitated, by any other passenger on such vehicle.

7. CONSTRUCTION TRAFFIC MITIGATION


Examples of traffic mitigation measures include:
a. Minimizing heavy vehicle movements during peak traffic times.
b. Avoidance of local road for heavy vehicle routes, where feasible.
c. Providing safe pedestrian and cyclist movements around the worksites
d. Using alternative one way traffic accommodation during construction

Road parts under construction

 We provide <7.5m road where diversion is to be deemed practical.


 We arrange <3.5m width single lane carriageway where two lane diversions is
impractical.
 The gradient of the diversion road will be limited to as steep as the existing main road
and curves will be maintained smooth and flat to the satisfaction of the engineer.
 Temporary ditches and culverts will be constructed with adequate size and length.
 Finally, after getting the engineer’s approval, the parts of the road that will be under
construction will be closed and the diversion or the one lane carriage way will be
open for traffic by placing required signage.
 All the safety works will be conducted 24 hrs. per day.
 Any parts of diversion the existing road that accommodates traffic will be maintained
to assure smooth riding surfaces.
 Further TTMPs will be submitted after we survey all the road and collecting more
information.
