~RESTRICTIED- Republic of the Philippines National Police Commission PHILIPPINE NATIONAL POLICE INFORMATION TECHNOLOGY MANAGEMENT SERVICE ‘Camp Crame, Quezon City PNP ITMS March 11 , 2016 STANDARD OPERATING PROCEDURES NUMBER : 2016-04 GUIDELINES AND PROCEDURES ON THE ON-THE-JOB TRAINING PROGRAM OF THE PNP ITMS. 1. REFERENCE: Standard Operating Procedure Number 1 dated January 13, 1983, “On ‘The-Job Training Program.” U, PURPOSE: ‘A. To prescribe the guidelines and procedures specifically outlining the role and responsibilities of all concemed parties, admission, training plan, training objectives and method of evaluation in implementing the “On-The-Job Training (JT) Program” of the PNP Information Technology Management Service (ITMS); B. To be @ valuable partner of the academic institutions in providing students the ‘opportunity to apply the theories, principles and ideas leamed in the academe in exposing them to work realities that prepares them for employment; C. To ensure that students undertaking OJT in ITMS are given skil-specific tasks and ‘mentoring to boost manpower complement of ITMS and become good candidates to fill job openings in ITMS, if any; and D. To have a ready pool of Trainees that may serve as a source of skilled and qualified ‘manpower. MW. SCOPE: All PNP ITMS Division/Office Chiefs, Plans Office, Admin/Personnel Officers, and On- ‘The-Job Trainees. IV. DEFINITION OF TERMS: A. On-The-Job Trainee ~ A student from academic institutions undergoing OJT program as a course requirement. B. Students — person or group of persons that avail of the PNP ITMS OJT program. C. Personnel Officer - authorized staff from the Admin Office responsible for the processing of the documentary requirements of OJTS -RESTRICTED- Page 1 of 3 -RES ICTED D. Plans Office — responsible for the implementation of the OJT Program, to include assignment of OTs to the appropriate division/section, monitoring and evaluation of the work done at the end of the OJT period, and recommendation for the issuance of certification of completion of the required number of hours rendered. E. OJT Supervisor ~ head of divisionvoffice to which OJTs report to for the training ‘work and evaluation, V. POLICY GUIDELINES: ‘A. Admission Requirements: 1. The OJT applicant should submit to ITMS (Attn: Admin Office) a letter of endorsement from the school’s authorized personnel confirmed that said applicant is Qualified to undergo the OJT program; 2. The OJT applicant shall also submit together with the endorsement letter a waiver of consent signed by this/her parent/guardian/spouse, pledge of good conduct, bio- data and course syllabus, and latest Directorate for Intelligence (D1) clearance; and 3. Only students of IT-related courses such as Computer Science, Electronics and Communications Engineering, vocational courses related to computers, and other allied Courses shall be considered for the OJT program B. Duties and Responsibilities of Involved Parties: 1. Admin Office ‘* Ensure that the on-the-job trainees abide by the rules and regulations set forth by ITMS especially on discipline, right conduct, and observance of the appropriate dress code; and ‘= Monitor the OJTs punctuality and attendance in reporting to their respective assigned training areas 2. Plans Office ‘* Determine to which appropriate division/office the OJT applicant shall be assigned to; ‘+ Monitor, evaluate and assess the work performance of the OJT Monitor their work performance and provide assessment and recommendations for the D, ITMS approval; ‘* Assess the need to continue or terminate the training of an applicant based ‘on the observations and periodic reports submitted by the divisionsioffices. ‘concemed; ‘+ Endorsed to D, ITMS the issuance of a Certificate of Completion for those successfully completing the OJT program based on the recomendation of the concemed divisions/offices; and ‘In case of discontinuance, a report shall be made to the D, ITMS copy furnished the applicant's schoo! for information stating the reason thereof. 3. Division Chief/Office Chief as On-Site Supervisor of the OJTS * Division/Office Chiefs (OJT Supervisors) shall assume responsibilty for the ‘accounting and training of the OJT applicants, submit a periodic evaluation report to the Plans Office, and may recommend to terminate the OJT period should the need arise; -RESTRICTED- Page 2 of 3 ~RESTRICTED- ‘* Assign work to the OJTs and clearly define and outline their role, duties and responsibilies; ‘* Supervise the OJTs in the performance of their work; ‘* Submit to Plans Office a final evaluation report of the OJTs concemed and recommend for the issuance of Certificate of Completion 4. On-the-Job Trainees ‘= Follow the rules and regulations set forth by ITMS especially on discipline, ‘punctuality, and observance of the appropriate dress code; ‘« Perform satisfactorily the work assigned to them; and ‘« Submit a weekly accomplishment report to their respective OJT Supervisor. C. Procedures of Process Flow: 1. All applications/requests for OJT shall be referred to the Admin Officer, 2. The Personnel Officer shall evaluate the requests and qualifications of the OJT applicants; 3. Qualified applicants shall fil up an OJT Application Form/Personal Data Sheet; 4, Approvedicleared applicants are requested to sign a Contract of Voluntary Service and provided a copy of the OJT Schedule. 6. The Personnel Officer prepares an Office Order indicating the OJT assignment, ‘28 recommended by Plans Office, and duration and submits same to Admin Officer for ae ‘Admin Officer recommends approval of the OJT Office Order to the Director, ITs. 7. Upon approval, Admin Officer provides concemed Division/Section Chiefs (O/T Supervisors) a copy of the OJT Office Order and schedule for appropriate action. 8. Admin Officer shall endorse OJT applicants to the Security Building and Maintenance Office (SBMO) for issuance of controVsecurity ID. 9. Courtesy calls of the On-The-Job Training applicants to the different Division/Section Chiefs (OJT Supervisors) as well as the Command Group shell be ‘scheduled and supervised by the Personnel Officer. VI. RESCISSION CLAUSE: All policies not in conformity with this SOP are hereby rescinded. vil, EFFECTIVITY: This SOP shall take effect upon approval. -RESTRICTED- Page 3 of 3
