NATIONAL CONGRESS ON GOOD GOVERNANCE 2012 Project Profile National Congress on Good Governance (NCGG) 2012: Enhancing the relevance of the youth in achieving sustainable human development through grounded public administration and governance in Philippine society For a long time, governments in developing countries have sought out ways and techniques to use processes and public policies to achieve their development objectives. Theories have been formulated, tested, and re-formulated once more in search of how government processes and public policies can be used to strengthen the economy, uplift their citizens from poverty, and provide better lives and better futures for their people. When the discipline of public administration was first introduced in the Philippines in 1952, we have imported these foreign theories to be tried in our own government. After 60 years, how has public administration helped in achieving our countrys development needs? To what extent have the products of Philippine schools of public administrations helped in achieving sustainable development? Provide a venue to gather the nations future leaders and public servants to critically discuss and examine the relevance of current public administration and governance theories and practices to achieve the countrys development needs; Immerse Congress participants in current social realities through a one-day community immersion program as a pre-opening activity in order to ground the plenary discussions; Formulate a concrete and workable action plan recommending possible changes and/or reforms in public administration education and instruction, and in current government policies and processes; Formally organize the Junior Philippine Society of Public Administration as a dynamic organization of public administration and governance students NCGG 2012 is a three-day conference: the first day will be an immersion with an urban poor community or a labor union, and the next two days will be the session proper with five plenary presentations and 12 simultaneous panels. The five plenary presentations will tackle different areas related to the Congresss main theme. The 12 simultaneous panels will feature student presenters who will submit conference papers based on the following general study areas: local government and decentralization, people empowerment and citizen participation, education, health, environment, human rights, good governance and anti-corruption, gender equality and equal access, labor policy, and poverty and development. The Congress Organizing Committee may consider papers with topics other than those indicated above if, in its judgment, the papers will further enrich the discussion on the main theme.
