HISTORICAL BACKGROUND OF PTCL

The word PTCL stands for Pakistan Telecommunication Company Limited and it is
backbone of the Telecom industry of Pakistan, it operates and serves in one of the most
dynamic, vast and competitive markets of the world i.e. Pakistan, which has a population of
200 million according to census of 2022.

PTCL is considered as a leading provider of ICT in Pakistan. It always tries to satisfy its
customers by keeping keen eye on complain and problems faced by customers.

HISTORY

It established in 1947 as having its foundation in the Post & Telegraph Department, and it
was established as Pakistan Telecommunication Corporation (PTC) in 1990 December.
Under the Pakistan Telecommunication Corporation Act 1991, it took over functions and
operations from Pakistan Telephone and Telegraph Department. The Government policy of
Pakistan was established to promote competition and by doing so, it encouraged the
participation of private sector this resulted in getting award of licenses to cellular companies,
card-operated payphones, paging and, lately, data communication services. After that
Government started following a progressive policy in 1991, and made an announcement to
privatize PTC, then issued vouchers of worth six million in 1994 that were exchangeable into
600 million shares for the PTCL.

The Pakistan Telecommunication (Reorganization) Ordinance in 1995 established a smooth


way for formation of an independent regulatory regime. In 1996, Pakistan
Telecommunication Company Limited PTCL was formed and was listed on Stock Exchanges
of Pakistan. From that time, PTCL has been working heartily to keep up with the
expectations of its customers. In 1998, PTCL created subsidiaries for mobile and internet.

Then in 2001, PTCL launched its mobile and data services namely U fone and Pak Net and
00Ufone has success by increasing its market share in the cellular sector. PTCL has also
launched DSL services, which is being supervised by PTCL itself. In 2003 new era that was
era after monopoly came, this happened because of Liberalization in Telecommunication.

In year 2006-07 first and major product initiative was taken by PTCL as it launches
broadband service. Also in April 2006, Etisalat, which is Emirates Telecommunication

Corporation, got the management of PTCL by getting shares and has 26% stake in PTCL.
Then Government decided to privatize PTCL but employees did not agree with this but they
protested against this decision. Chaos were spread all over Pakistan than Military took charge
and handled a win situation was made by increasing salaries of employees by 30%. Due to
privatization, many different changes were made in PTCL like minor changes in Logo of
PTCL. Now PTCL is partly owned by government and partly by private entity.

INTRODUCTION TO PTCL

PTCL is an abbreviated form of Pakistan Telecommunication Company Limited


and is the backbone of the country regarding telecom. The PTCL is the main
communication authority in Pakistan which is partly government owned and
partly privatized entity. The organization works for the betterment of the telecom
while holding about 2000 exchanges in Whole country with the largest landlines
structure in the region.
The corporation provides telephonic and Internet services nationwide and is the
backbone for the country's telecommunication infrastructure despite the arrival of
a dozen other telecommunication corporations, including Telenor Corps and
China Mobile Ltd. The corporation manages and operates around 2000 telephone
exchanges across the country, providing the largest fixed-line network. Data and
backbone services such as GSM, CDMA, broadband Internet, IPTV, and
wholesale are an increasing part of its business.
The services offered by the PTCL includes Landline telephone, Broadband
service, EVO, EVO 3G Wingle, Smart TV, V-Fone and ‘Ufone Mobile service
as a subsidiary'.
PTCL is the largest telecommunications provider in Pakistan. PTCL also
continues to be the largest CDMA operator in the country with 0.8 million
V-Fone customers. The company maintains a leading position in Pakistan as an
infrastructure provider to other telecom operators and corporate customers of the
country. It has the potential to be an instrumental agent in Pakistan’s economic
growth. PTCL has laid Optical Fiber Access Network in the major metropolitan
centres of Pakistan and local loop services have started to be modernized and
upgraded from copper to an optical network. On the Long Distance and

International infrastructure side, the capacity of two SEA-ME-WE submarine
cables is being expanded to meet the increasing demand of International traffic.

The company 62% is owned by the government while 26% was sold to Etisalat
Telecommunication under the privatization program run by Shaukat Aziz in 2006
the remaining 12% are related to General Public in the same year.

Introduction to PTCL HyTR

PTCL HYTR stands for Hyderabad Telecom Region. The zone of this region is South zone.
The operations of PTCL HYTR are seen by RGM Mr. Javed Shaikh, HR operations are
controlled by SM-HRBP Mr. Qaiser Abbas and technical part is oversees by Mr. Abdullah
Jan Mangsi GM NOD HYTR/STR. Marketing perspective is handled by Mr. Abdul Manan
Ansari RSM HYTR and Financial part is handled perspective is dealt by Mr. Abdul Rauf
Odho SM.

PTCL HYTR is divided in following divisions:

organization.

The PTCL Head Quarters is comprised of several departments. The division is


made on the basis of function they perform. Hence it can be concluded that
PTCL has adopted the policy of functional departmentalization.

INTRODUCTION TO HUMAN RESOURCE DEPARTMENT

The first and foremost functions of HR regarding employee selection, training


and recruitment and these are all functions are monitored and controlled by
headquarter of PTCL. The HR department at regional level operates with the
employee salary imbursement matters by using different SAP modules. HR
department also deals with certain other employee compensation affairs which
also involves legal issues and also deal with the medical facility given to their
permanent and contractual employees of PTCL. Human Resources may set
strategies and develop policies, standards, systems, and processes that implement
these strategies in a whole range of areas. The following are typical of a wide
range of organizations:

Function of HR Department

H.R. Management activities are carried on both by the staff H.R. Dept and by
operating management in the course of directing the activities of the work force.
Variation from the pattern described may occur in particular companies because
of special circumstances.

HUMAN RESOURCE INFORMATION OF PTCL:

ADMINISTRATION DEPARTMENT:

Admin department provides stationary, water cooler, furniture, fuel cards for1 official work
to officer and employees. It has 25 colonies and 525 quarters. Colony affairs are also
managed by Admin department, which includes properties and provides loan too.

On daily/weekly basis vehicle are booked in acquisition and approved by SM HR and fuel is
filled and this information is sent back about driver and car, then this information is noted on
book. If vehicle is not available then receipt is sent and then person can ask for allowance of
travel. The Admin Department also manages the security related matters.

EFC DEPARTMENT

Several types of pensions are provided to retired employees of PTCL

Kinds of Pension:

1. PENSION CASE:

Pension case of those employees who are retired superannuation (employee who get
retirement after serving for 60 years)

CALCULATION OF PENSION:

FORMULA:

Total emolument*7*total service/300

Total emoluments

Basic pay = 1000

Initiative pay = 3000

Good conduct Pay = 200

Total = 13200

Put in formula

13200 x 7 x 30/ 300 = 2772000 / 300

Gross pension = 9240

Net Pension:

If net pension is 65% of Gross Pension = Gross Pension / 100 x 65

9240/100 x 65 = 6006

If net pension increases by 10% 6006 x 0.1 = 600.6 + 6006

Net pension = 6606.6

If again increases but by 15% 6606.6 x 0.15 = 990.99

Net pension = 7597.59

Calculation of Commutation rate:

It is the amount that regular employees get at the tie of their retirement. It is 35% of total
gross pay.

Formula: Gross pension /100 x 35.

9240/ 100 x 35

Commutation rate =3234.

AGE RATE:

Commutation. Rate x Age. Rate = Commutation. Amount

3234 x 148.4628

Commutation amount = 480,128.69522

2. GENERAL PROVIDENT FUND:

The required documents collected from parent division/employee after necessary verification,
the same documents will be sent to assistant manager GPF (final payment) PTCL Lahore for
doing needful & issuance of original GPF sanction to concerned region for payment.

3. LEAVE ENCASHMENT:

180 day payment will be pais to employee after retireme

4. HOUSE REQUISITION ALLOWANCE:

house requisition grant after necessary verification concerned HR will furnished 6 months
house requisition sanctions the same will be send to senior manager finance PTCL
Hyderabad for issuance of cheek payment.

5. EOBI;

The desire documents obtain from concerned parent division of the necessary verification the
same will be forwarded manager pension PTCL Hyderabad head quarter Islamabad for
further processing to deputy director EOBI Islamabad for finalization of pension

2. FAMILY PENSION CASES OF THE EMPLOYEES WHO WERE EXPIRED


DURING THEIR SERVICE

1.FAMILY PENSION

In this case the required documents submitted by legal family members /concerned division
after necessary verification the same will be send to account officer pension PTCL Lahore for
settlement of family pension case.

Total emoluments

Basic pay = 1000

Initiative pay = 3000

Good conduct Pay = 200

Total = 13200

Calculation of net family pension

9240/100*50= 4620 (net family pension)

If net family pension increases by 15%=4312/100*15=6468+4312=4958.8


If net pension increases by 10%=4958.8/100*10=495.88+4958.8=5454.68

Graduity *25%

Gratuity rate=2156

AGE RATE;

Age rate=58years=161.208

=2156*161.208

Gratuity amount=347564.448

2. GENERAL PROVIDENT FUND

The required documents collected from parent division/employee after necessary verification,
the same documents will be sent to assistant manager GPF (final payment) PTCL Lahore for
doing needful & issuance of original GPF sanction to concerned region for payment.

3. LEAVE ENCASHMENT

In this case the required documents the same will be sent to manager pension PTCL
Islamabad for further settlement of case and insurance of original sanction The applicant is in
title for 2 lacks financially grant

7. WRITE OFF CASE;

The desire documents submitted by family of deceased employees the same will be
forwarded to manager pension PTCL Islamabad settlement of case the Q-loans advance
amount will be given to widow of late employees after settlement of case

8. INSURANCE;

In this case the required documents collect from legal hiers of deceased employees after
necessary verification the same will be sent to manager pension PTCL head quarter for the
original sanction for payment.

9. EOBI;

The desire documents obtain from concerned parent division of the necessary verification the
same will be forwarded manager pension PTCL Hyderabad head quarter Islamabad for
further processing to deputy director EOBI Islamabad for finalization of pension.

will be sent to account officer BF and GI PTCL Lahore.

3. EOBI PENSION;

In This case 5200 rupees will be paid to applicant on account of eobi pension

SERVICE BOOK

Due the following reasons the basic pay of the employee will be change.

1. PROMOTION;

If employees is working in BPS 7& he is drawing basic pay rupees 5620 now he is promoted
in BPS 8 his new basic pay will be fixed rupees 5760 after granting one pre mature payment
is final basic pay fixed in BPS 8 which is rupees 5975

2. UPGRADATION;

In up gradation if employee is not promoted since last 12 years than he will be en title for up
gradation he working in BPS 7 & drawing monthly basic pay rupees 5765 after upgradation
he was eligible for BPS 8 now his current basic pay will be fixed BPS 8 rupees 5965

3.SLECTION GRADE;

If any employee awarded selection grade & he is drawing basic pay rupees 5620 than his next
channel of promotion which is BPS 8 & his new pay will be fixed 5765(in this category 33%
employees awarded for selection grade)

4. MOVE OVER CASES;

In move over if any employee is reach on maximum of basic pay of running basic scale than
he entitle for next scale

5. REVISED PAY SCALE:

In this category, the existing pay scale of an employee will be fixed in new revised pay
scales.

6. ADVAVCE INCREMENT/QUALIFICATION INCREMENTS:

In advance increment the required qualification of an employee is inter but he has a degree of
B.A therefore he is entitled for two advance increments.

7. ANNUAL INCREMENT:

In every year all the employees are entitled for annual increment exception those employees
whose performance is below the standards; these employees are not entertained for annual
increment.

LEARNING ASSIGNMENTS

In my six weeks I learn a lot about HR department while recruiting candidate. We


have experience how the candidate are selected.

SOME OF THESE ARE ACTIVIES GIVEN BELOW:

1. Recruitment and Selection of PAID Interns 2019:

Recruitment and selection was major subject of HR course. During my learning purpose we
conduct interviews of paid finance candidate. Only 2 of them were selected by paid
internship.

2. Develop Environment:

In HyTR the motive of SM-HRBP is to promote learning environment among all


the employees, MAs, Interns In this regard, we have initiated the Seekho And
Sikhou activity. In which, the speaker will conduct two hours’ workshop on any
job-related topic and the speaker will be from our community of employees.

3. Calling Activity:

The first task in HR department was comprised of calling Interns in which I was required to
inform them about the Orientation and I call them to inform them about their interview time
and date.

4. Managed Orientation:

After calling activity the next task required us to manage the orientation as I was in Human
Resource department and had to manage other interns belonging from different departments.

5. Data Management:

While conducting interview I make list of candidate on Microsoft excel, then we sent the list
to Mr Asad.

MEDICAL DEPARTMENT

Pakistan Telecommunication Company Limited: There is a proper method to avail the


medical facility by the employyees of PTCL. First of employee show his/her employee
service card the hospital with which contract is made. Hospital make a proper bill slip of the
expenses, date time and diseases and send it to the HR department, medical supervisor
forward these bill slips to head quarter ISLAMABAD for approval. After approval, payments
are made to the hospitals. Supervisor assigns the work to maintain medical record on SAP.
He logged-IN by his User –ID and give it to us for assignment. I entered Name, Date, EPI
number and payment amount on the SAP, the software uploaded the data and show the
balance of medical allowance. Recording leave data on SAP in PTCL a proper record of
employee’s leaves is maintained in HR department. In-charge who deals with the leaves
accounts on SAP and update information on daily basis. the leave must be approved by the
Head Quarter ISALAMABAD after approval he update the leave.IN SAP total leaves in the
service life remaining leaves and salary is given of each employee. He gave us a brief lecture
on the types of leaves. There are some types of leaves in PTCL, which is Medical leave Due
to any reason of disease, injury and accident; the leave should be approved by the Head
quarter ISLAMABAD along with medical certificate. Casual leave Due to urgent piece of
work, employee can absent from the work. Casual leaves given to employees are 28 days per
year.

Six weeks of interns I observed many changes in PTCL that must be improved.

Which are?

 Customer satisfaction.
 Selecting skilled employee.

CONCLUSION:

To the leading information & communication technology service provided in the region by
achieving customer’s satisfaction & maximizing shareholding values. The future is unfolded
around us. In the times to come we will be the link that allows global communication. We are
striving towards mobilizing the world for the future. By becoming partners in innovation, we
are already to shape a future that offers telecommunication services that bring us closer.
