Good afternoon to the respected speakers, honorable judge, members of the

opposite team and members of the floor. Before we put forward our case today I would
like to define today’s motion which is the Implementation of Mandatory ROTC In the
SHS Curriculum of the Philippines.

This house agrees to this motion.

Today, I as the Prime Minister will be the 1st speaker of the government and will
present 1 argument. Today, again, we the government strongly believes with the motion
‘This house agrees to the Implementation of Mandatory ROTC in the SHS Curriculum of
the Philippines’

As tensions rise in the socio-political climate of the world, and the Philippines
being a power position for a lot of our neighboring countries, our very existence as a
free country is at stake. Mandatory Reserve Officers' Training Corps or mostly known as
ROTC, prepares the youth for the future as ROTC teaches disaster response readiness,
first aid and above all discipline. As we all know, the ROTC program has a long tradition
in the Philippines of promoting discipline, patriotism, and leadership among its people. It
has long been seen as an essential instrument for building moral character and
improving overall knowledge in preparedness for crisis. It is impossible to exaggerate
the value of a committed and well-prepared populace in our country's security in a world
characterized by unpredictable challenges and a constantly shifting global terrain. Due
to the pressing need for a robust reserve officer corps that is able to protect our national
security, respond to emergencies, and help with disaster relief efforts, the idea to
resume mandatory enrollment of students in Grades 11 and 12 in the ROTC program is
divisive. We will examine the rationale behind this idea, any prospective societal
benefits, and the reasons for and against its implementation today.

The importance of a prepared and devoted people in a nation's defense cannot


be understated in a world characterized by an ever-changing global landscape and
unexpected challenges. The proposal to reinstate mandatory enrollment of all students
in Grades 11 and 12 in the Reserve Officers’ Training Corps (ROTC) program is a
contentious topic that seeks to address the imperative need for a robust reserve officer
corps. This proposal intends to guarantee that our country has a sufficient reserve of
officers capable of acting quickly in the face of threats to national security, emergencies,
and disasters. We will examine the justification for this plan, its possible advantages for
society, and the arguments in favor and against its implementation in this course.

Visualize a youth with academic knowledge alongside a sense of leadership and


pride for their nation. This leads to our debate topic of whether DepEd should Integrate
the Reserve Officers Training Center (ROTC) into the Senior High School Curriculum.
ROTC develops awareness and defense readiness, through its various program
components. ROTC seeks to teach the youth to participate in improving our society,
thereby strengthening our collective well-being. Alongside this, the youth may actively
contribute to the greater good. With the integration of ROTC into our country, we have
the opportunity to train a generation of young leaders who will understand the
importance of discipline and leadership. ROTC will provide valuable practical
knowledge and skills, helping the youth to respond effectively to the many challenges
and emergencies they may encounter. This will help mold the minds of the young into a
responsible and devoted citizen. Additionally, ROTC will shape a well-rounded and
more equipped generation. As we discuss ROTC we will propose new ideas that may
contribute to a more beneficial program for the youth. We will also acknowledge the
concerns and make thoughtful considerations. As we aim to discover the benefits and
impact of ROTC on the holistic development of the youth. As we speak, the discussions
around ROTC provide an opportunity to propose and consider innovative ideas that
could further improve the program to benefit youth. We wish to explore the
achievements, consider the concerns, and seek to conclude that this is consistent with
the highest ideals of education and civic responsibility.

The Philippines has a long history of supporting the development of youth


leadership, discipline, and patriotism, making the reinstatement of Grades 11 and 12
student ROTC mandatory enrollment a crucial step towards enhancing our capacity for
national defense and emergency response. This program cultivates vital leadership
qualities in our young people while also instilling in them a sense of patriotism and civic
responsibility, making a substantial contribution to the overall well-being and readiness
of our country. Drawing on the benefits found in Citizen Army training, such as physical
fitness, teamwork, and life skills, there is a chance to put up and take into consideration
novel ideas that could further improve the program for the benefit of our youth as we
engage in debates about ROTC. We can confirm that ROTC serves as a strategic
program for the Philippines by looking at its successes, issues, and alignment with the
greatest principles of civic engagement.

First and foremost, ROTC develops a strong sense of nationalism, cultivates a


sense of duty and responsibility toward national security, and ultimately produces a
generation of knowledgeable, driven, and enthusiastic citizens who are passionate
about serving their country. Implementing ROTC will give the youth a chance to serve
the country. It will emphasize community service and civic engagement. This will help
the students understand the importance of giving back to their communities and
contributing to the greater good.

Secondly, the benefit of this curriculum is that it equips our students with the
leadership abilities they need to be prepared for a range of prospective careers in
different societal sectors. These skills promote both personal growth and the
advancement of our nation as a whole. As students embark on this program they are
going to learn new skills that will help mold them into responsible citizens. This will
shape and develop military skills, in the aspects of teamwork, strategy, and
communication. Which are skills that can be applied after the program as well. Since
the program provides military training, students who go through it will be able to build a
stronger character. This will help with the development of strong morals and learning
values ​such as integrity, and honor. ROTC training will raise the number of people with
the knowledge of proper military training. This will help boost the right way to think
efficiently in times of crisis. As previously mentioned, the program will help shape a
responsible generation.
Thirdly, ROTC strengthens public safety by improving our capacity to deal with
unforeseen circumstances by teaching young Filipinos about emergency response and
catastrophe management. By implementing ROTC in the curriculum, students will have
the opportunity to properly understand valuable life skills. Additionally this teaches the
students a sense of responsibility and leadership, strengthening their role as active and
engaged citizens in the nation's development.

In general, including ROTC into our curriculum would cultivate patriotic citizens
as well as responsible, disciplined leaders, increase public safety, and strengthen civic
duty. It represents a commitment to improving the character of our youth, equipping
them with necessary skills, strengthening their sense of national identity, and promoting
our overall well being. Instead of focusing just on defense learning, this effort seeks to
produce a generation that is ready to serve, lead, and advance the common good on a
home and global scale. The reintroduction of mandatory enrollment in ROTC for
students in Grades 11 and 12 is a vital step towards bolstering our national security and
emergency response capabilities, instilling a sense of patriotism and public duty in our
youth, fostering invaluable leadership skills, and contributing significantly to the overall
welfare and preparedness of our nation.
