For debate is healthy, no one in this room, starting with me and you, has the monopoly

of being right and true. I, the third speaker of the negative side of the proposition will
deliver to you my arguments about the issue this debate addressing right now. But first,
let me have the pleasure of greeting you.

Before I proceed to establish my case, I would like to point out some of the third
affirmative speaker’s arguments. The speaker claimed that mandatory ROTC is the only
way to promote discipline, but I would to address the disagreement of our side. It may
be agreeable that ROTC is one way of instilling discipline but it is not the only way.
There are other institutions, government, and non-government organizations that offer
leadership and discipline training program such as Red Cross Youth and Supreme
Student Government in school, most importantly, we should not forget that instilling
discipline is already practiced in as early as the child enters primary school through
Good Manners and Right Conduct subject.

This is the third stage of the debate, where we will be dealing with the
practicability of the proposition. Practicability is understood as feasibility of the
proposition when it comes to law, clamor, and finance. As the speaker of the negative
side, it is my duty to discuss why the proposition is not feasible.

In law, although the imposition of mandatory ROTC is supported by


Commonwealth Act No. 1 or The National Defense Act of 1935, it will conflict to an
existing amendment which is Republic Act (RA) 9163 or the National Service Training
Program (NSTP) in 2001 which states that The Reserve Officers’ Training Corps (ROTC),
is hereby made optional and voluntary upon the effectivity of this act.

In lined with this, there are reports of clamor received by the current
administration when this proposition became one of its priority legislative agenda during
his first SONA. The report states that a Progressive youth groups on Tuesday, July 26
slammed President Ferdinand Marcos Jr.’s push to make the Reserve Officers’ Training
Corps (ROTC) and the National Service Training Program (NSTP) mandatory for senior
high school programs (grades 11 and 12). The youth groups said Marcos’ focus on
mandatory ROTC “shows that he is out of touch with the needs of the youth and
students.” “During the height of the pandemic, more than 4-million students dropped
out of their schools. More than half of students reported that online classes have
affected their mental health,” they said.

Now, when it comes to its feasibility on finance. We are aware that our country
is in post-recovery status from the blow it received from COVID-19 pandemic. According
to Senator Sherwin Gatchalian, chairman of the Committee on Basic Education, Arts and
Culture, making the Reserve Officers' Training Corps (ROTC) program mandatory for
senior high school students would require an annual budget of ₱38 billion, in order to
see a new and improved ROTC. Given that the country has a pending debt of P13.52
Trillion as of end of September 2022, that is according to the BUREAU OF THE
TREASURY, keeping that in mind, is the government will still be able to provide fund
and resources? In addition to that, there is this inflation we are suffering right now.
According to PSA, the Philippines’ average inflation rate for 2022 stood at 5.8 percent,
higher than the 2021 average inflation rate of 3.9 percent.

Now, with all those factors which are conflicts in legal basis, clamors, and
financial instability I mentioned, are we still sure that the imposition of mandatory
ROTC is feasible? When the government still have more important social issues that
needs to attend to? With the lack of resources that the government needs in order to
make this proposition effective is like rushing into the battle without weapons. Although
the phrase disciplined, nationalistic, and patriotic students sound dear to our ears, it
doesn’t mean that we need to drastically implement it unprepared.
What are the attitude of Senior High School students in Makati High School towards the program
Implementation of Mandatory ROTC?

One of the factor that is found in Attitude of the students based on the collected data in the
survey is the behaviour of the student. It has been observed that the highest meanin Attitude is
3.35with an indicator of “Students demands to have the right to make choices.” with a verbal
interpretation of Agree.That is supported by Josefina Jayme(2004) in her study has shown how ROTC
students were found to differ from their classmates in military background, academic aptitude,
personal values, attributes sought in job, political position, bureaucratic tendencies,attitudeand
other socio-psychological characteristics.ConclusionBased on the findings, it can be inferred that the
Perception in Implementation of Mandatory ROTC to Senior High School Students has a direct impact. It
was confirmed that the Physical and Psychological Capabilities, Extent Knowledge and Attitude helped
the researchers to know the perception of the students regarding the Mandatory ROTC Program. The
use of questionnaire has been the basis for revealing the factors of depression.
