Department Circular (OC) No, 2022-004 dated December 15, 2022,
declared the Fambansang Pabshay para sa Plipino (4PH) Program as a
priorty program of the Department of Hurian Setiements and Urban
Development (DHSUD);
Memorandum Circular (MC) Nos. 2023-002 and 2023-002-A were issued
to prescribe the guidelines for the implementation of the Pambansang
Pabahay Para sa Pilpino (4PH) Program.

‘After due consutatiors with stakeholders of the 4PH Program, this Memorandum
Circular is issued to update certain provisions of the 4PH Operations Manual
covered by Memorantum Circulars 2023-002 and 2023-000-A.
3. Updating of Selected Sections
“The fllowing are hereby amended, as follows:
A. Section B, Option BS (Privately-owned propery), second paragraph
