GSR/CPWD Manual Should be accepted by all tenders /Bidders before issue of work order.
TENDER SCHEDULE
1 The last date of online application is 22/09/2023 upto 15.00 hrs.
2 The last date of online submission of tender form is 22/09/2023 upto 15.00 hrs.
3 The date & time of opening of online tender is 26/09/2023 after 10.30 hrs in the Office of the Executive
Engineer, WD XXV (R) , PWD Fatorda Margao-Goa
The online application should accompany the following documents (Scan and Upload on the e-Tender website

a Original valid Registration Certificate
b Original copy of PAN Card
c Original GST Valid Registration Certificate
d Copy of the System generated mail/sms from the Commercial Tax Department, Government of Goa showing
the latest 3 month Application Reference Number (ARN) generated on GST common Portal www.gst.gov.in
after filing the latest return which was due as per GST Law. (GSTR-1,GSTR-3B and other returns)(For all the
works).
e Mode of Payment towards Tender Document Fee(TDF), Tender Processing Fee(TPF) &Earnest
Money Deposit(EMD) to be paid online through e-payment mode via:
i. National Electronic Fund Transfer (NEFT) / Real-Time Gross Settlement (RTGS) . Tenderer
requires download pre-printed challan towards credit of ITG available on e-tender website and
make its payment through any of their Bank.
ii. Net Banking: Payment can be made through the Internet Banking of Any Bank.
Note: Any payment made through NEFT/RTGS will take 24hours for its reconciliation. Hence payments through
NEFT/RTGS should be made at least TWO BANK WORKING DAYS in advance before any due date and upload
the scanned copy of challans in the e-tender website as a token of payment.
f The applicant should upload the scanned copy of the self declaration in prescribed format (Annexure -A)
giving the names of the works in hand in the above mentioned category on plain paper. Format available
for download in the e-Tender Website.

INSTRUCTIONS TO TENDERERS:
Please note that the validity of tender shall be ONE YEAR from the date of opening of tender
1 Tenderer must ensure to quote percentage figure with '+ve' sign for 'Above', with '-ve' sign for Below and
simply 'zero' for 'At Par' quote in the cell meant for quoting rate /percentage in figure which appears in
sky blue colour (Rupees in words will be automatically taken). Also, name of the Tenderer should be
entered in respective cell.
2 The intending Tenderer must read the terms and conditions of CPWD-6 carefully. He should only submit
his bid if he consideres himself eligible and he is in possession of all the documents required.
3 Information and Instructions for Tenderer posted on website shall form part of bid document.
4 The bid document consisting of plan, specifications, the schedule of quantity of various types of items to
be executed and the set of terms and conditions of the contract to be complied with and other necessary
documents can be seen in the Divisional office or downloaded from website

5 Those Tenderer not registered on the website mentioned above, are required to get registered
beforehand. If needed they can be imparted training on online bidding process as per details available on
the website. For any of the assistance regarding participation may contact e-tender support staff.
6 The intending Tenderer must have /obtain valid class-III digital signature to submit the bid.
7 On opening date, the contractor can login and see the bid opening process. After opening of bids he will
receive the competitor bid sheets.
8 It is the responsibility of the tenderer to ensure the credit of Tender Document Fees, Tender Processing
Fees and EMD into the respective receiving bank accounts of ITG via various mode of payments
mentioned above, on or before last any due date and time of tender.
9 In addition to this, while selecting any of the cells a warning appears that if any cell is left blank the same
shall be treated as "0". Therefore, if any cell is left blank and no rate is quoted by the Tenderer, rate of
such item shall be treated as "0" (ZERO) & will be treated as incomplete tender & will be rejected outright.
Also name of the Tenderer should be entered in respective cell.
10 The Tenderer is required to ensure browser compatibility of the computer well in advance to the last date
and time for receipt of tenders. The department shall not be responsible for non-accessibility of the
eTender portal due to internet connectivity issue and technical glitches at the Tenderer's end.
11 The tenderer shall be responsible for the correctness and genuine of the documents uploaded during
tender submission. Any discrepancies in the matter will be liable for rejection and suitable action.
12 No hardcopies of the documents to be submitted in the tender box. However the lowest Tenderer shall
submit the hardcopies of the documents scanned and uploaded and original copy of declaration on stamp
paper, after opening of the tender.
13 Tenders which are quoted more than 20% below amount put to tender shall shall be rejected as per
Circular bearing No.1-8-07/SSW-PWD-Vol.I/2007-08/527 dt 12/11/2017.
14 The bidder shall quote the amount/percentage for the work excluding GST & GST as applicable shall be
paid extra on the total cost of the work done.
15 The payment of the work done will be made subject to the availability of fund.
16 For new rules of contractor enlistment, please refer Gazzettee Notification
No.6/12/PCE/PWD/EO/2020-21/06 Series I No 7 dt. 08/05/2020 pulished on 14/05/2020
17 Circular No. 1-8-05/SSW-PWD/Vol-I/2021-22/180 dated 30/08/2021 is applicable.
18 For work at Sr.No7: Vehicles which may belong to any relatives of the staff working in Public Works
Department are not entitled to quote for works of Hiring of Vehicle as per Note No.1-1-PCE-
EO/2018-19/42 dt.20/08/2019.
In complete applications shall be summarily rejected and right to reject any or all the tenders including the
lowest without assigning any reason thereof is reserved.
Any other condition will be conveyed in the form of corrigendum to prior to last date.
