1. WORK TITLE:

Valves Repairing and Overhauling for YRD 2023 Turnaround

2. WORK LOCATION:

Yanbu Refinery Department (CONTRACTOR yard valve shop)

3. WORK SCHEDULE:

SAUDI ARAMCO reserves the right, as operational requirements necessitate, to require CONTRACTOR to
perform WORK on day/Night Shifts at no additional cost to SAUDI ARAMCO.

CONTRACTOR shall plan and comply with following work schedule:

3.1. Working Hours per Day:


Twenty-four (24) hours per day
3.2. Work Days per Week:
Seven (7) days per week,
3.3. Shifts per Day:
Two shifts of twelve (12) hours duty per day inclusive of one (1) hour meal break to meet 2023 Turnaround
requirements.
3.4. Compliance:
CONTRACTOR shall adhere to the provisions of the Saudi Arab Government Labor and Work Regulations
in the performance of work and schedule of this contract.

4. EQUIPMENT INFORMATION:
Valves that's need to be test and overhauled / repaired including but not limited to, are located at various locations
at YRD plant. The core function of these valves is different as it depends on the unit, where it is used and type of
service it is used in such as water, steam, air, hydrocarbon and Fuel gas etc.

5. SCOPE OF WORK:

5.1. GENERAL DESCRIPTION OF WORK


5.1.1. CONTRACTOR shall mobilize including but not limited to, supervision, manpower, services in
adequate number and quantities that are required to complete all the jobs in this Contract in a
timely and economical manner to deliver the job on schedule. CONTRACTOR manpower provided
for this WORK shall be competent, fully qualified and well experienced for the job they are assigned.
They shall at all times comply with all applicable SAUDI ARAMCO Safety, Rules and Regulations,
Traffic and Work permit System with no additional cost

5.1.2. CONTRACTOR shall supply services based on the start and completion dates specified in this
contract. Overhauling services shall be rendered by qualified and competent manpower who can
perform their job as required with knowledge, required work skill, acceptable level of expertise and
a hands-on experience gained in an Oil Refinery, Petrochemical or similar environment.

5.1.3. CONTRACTOR shall mobilize overhauling Technicians and Labors with qualifications and
experience at an acceptable level of expertise in removal/installing and overhauling manufacturing
and applications.

5.1.4. The following list of 651 valves including but not limited to (CV, ZV, NVs,PZV & Manual Valves)
divided to (Testing) or (Testing – Overhauling- grit blasting and coating) including but not limited to
procuring the required kits) as directed by SAUDI ARAMCO in the below line items discerption

5.2. LIST OF DELIVERABLES

CONTRACTOR shall quote a Unit price in SAR without Value Added Tax (VAT) % for each line item given
below. The quotes price shall be inclusive of direct and indirect cost.

5.3. SPECIFIC DESCRIPTION OF WORK
5.3.1. Testing of Valves

CONTRACTOR shall plan to test valves, in a safe manner, that includes but not limited to all sizes
of valves given / mentioned in list of deliverables.

5.3.2. Overhauling of valves

CONTRACTOR shall plan to overhaul valves, in a safe manner, that includes but not limited to all
sizes of valves given / mentioned in list of deliverables.

5.3.3. CONTRACTOR shall overhaul valves incorporated control valves, safety relief valves comply with
SAEP-319, isolation valves, motor operated valves, and Manuel valves as listed in 5.1.4 and not
limited to this by implementing the following steps in view of the manufacturer instructions.

5.3.4. Perform a complete overhauling, servicing and necessary repairs.

5.3.5. Assemble valve.

5.3.6. Test, calibrate, tune and adjust the limit switch the valve as needed.

5.3.7. Touchup coating, and grit blasting as required.

5.3.8. CONTRACTOR shall execute all activities at SAUDI ARAMCO designated premises.

5.3.9. VALVE BODY REPAIR:

CONTRACTOR shall visually inspect and if require repair valve body according to the following
procedure:

5.3.9.1. Inspect the valve general conditions by checking:

5.3.9.2. Integrity of the paints

5.3.9.3. Signs of rust

5.3.9.4. External corrosion

5.3.9.5. Oxidation

5.3.9.6. External leakages or cracks.

5.3.9.7. Required coatings, grit blasting and applications as required by SAES-H- 00 I and
SAES-H-002.

5.3.9.8. Clean and check grease fittings, and ensure that they are incompliance with SAES-L-
108 and 04-SAMSS-035.

5.3.9.9. Check and inspect the general conditions of all accessories, tubes and other associated
connections as recommended by API RP 574.

5.3.9.10. Examine the tightness of bolting such as body-bonnet, flange-line. Refer to SAEP-35 I.
The CONTRACTOR should keep in mind that bolts can get Loose due to .frequent
thermal cycles or vibration. Also, different bolting materials have different torque as
demonstrated in manufacturer's manuals and ASME B31.3 and ASME B/6.5).

5.3.10. STEM AND PACKING REPAIR:

CONTRACTOR shall Visually inspect and repair Stem and Packing Condition according to the
following procedure:

5.3.10.1. Clean the stem (exposed parts), check stem/threads conditions and lubricate
accordingly. For rising stem in harsh environment. stem protections (covers) should be
provided. In addition. The selection of the lubrication type shall be compatible with the
service conditions.

5.3.10.2. Check packing system integrity and inject lubricants/sealant accordingly in compliance
with 04-SAMSS-00 I for the types of packing). For rising stem valves. online packing
replacement shall be performed only when full assurance of the backseat integrity can
be verified.

5.3.10.3. Valve Body/Seats Lubrications: Perform Valve Body/Seats Lubrications according to


the following procedure:

5.3.10.4. Lubricate Valves equipped with grease fittings accordingly. The type of
lubricants/sealant to be used shall be compatible with the service conditions. Refer to
Manufacturer recommendations

5.3.10.5. Cleaning and flushing chemical injection shall be used whenever needed such as when
back pressure buildup is observed during the lubrication activities or for contaminant
removal. Always operate the lubrication equipment in accordance with the manufacturer
instruction.

5.3.11. ACTUATORS REPAIR (FOR THE REQUIRED VALVES):

The CONTRACTOR shall Inspect and repair actuators according to the following procedure:

5.3.11.1. Remove dust and dirt build up surfaces. Dirt build up can inhibit cooling thus, rising the
temperature of the actuator above the maximum allowable level.

5.3.11.2. Inspect the actuator body for any cracks or paint work damage. Touch up as required to
ensure continued corrosion protection.

5.3.11.3. Check all actuator to valve mounting bolts conditions. Tighten/replace as necessary.

5.3.11.4. Check actuator for lubricant leaks. Remove covers to inspect gear drive conditions, and
replace covers gaskets and report the findings.

5.3.11.5. When refitting or replacing bolts, enclosure covers and fasteners in corrosive

5.3.11.6. environments apply applicable lubricant to threads, hinges in order to prevent seizure or
damage from corrosion.

5.3.11.7. CONTRACTOR to provide raw materials and fabricate parts such as drive bus.. etc, if
needed.

5.3.12. MOTOR OPERATED VALVE:

The CONTRACTOR shall apply the following additional requirements:

5.3.12.1. Check condition of all cables, conduits, fittings, earth connections and fasteners.

5.3.12.2. Inspect and clean all relays, push button assembly, and contactors. Check fuses for
correct rating. (Refer to Manufacturer Data).

5.3.12.3. Check Torque switch setting and operation.

5.3.12.4. Check limit switch settings & adjust if necessary.

5.3.12.5. Check the motor strainer contacts/interlocks.

5.3.12.6. Check the signal indicator for correct indication during the valve cycling.

5.3.12.7. For the digital MOV's, check all cards for signs of damage or discoloration,

5.3.12.8. Check the display screen.

5.3.12.9. Check and replace damage parts as required. the Actuator 9Y/Lithium battery and
record the reading, replace if needed. All maintenance activities of the actuator must be

carried out only after having isolated the actuator from the electrical supply to prevent
hazard.

5.3.13. FUNCTIONAL TEST:

The CONTRACTOR shall perform Functional Test according to the following procedure:

5.3.13.1. The functional test procedure of each individual valve needs to be prepared by the
SAUDI ARAMCO based on the valve specific, plant experience and vendor
recommendation.

5.3.13.2. The following steps to be included:

5.3.13.2.1. Check manual operation of actuator engagement and disengagement for


smoothly easy operation. Check if mechanical valve position indicators and
the actuator stops are correctly set.

5.3.13.2.2. Check power operation of the valve both locally and remotely, preferably
fully. stroked valve or to maximum possible stroke d pending upon system
flexibility.

5.3.13.2.3. Check the stroking speed if required. Stop the motor immediately if any sign
of incorrect operation. It is vital that toque/limit switches are set correctly:
incorrect selling may cause damage to the valve internals.

5.3.13.2.4. Readjust the setting if necessary, per manufacturer's guidelines.

5.3.13.2.5. Do not operate the actuator continuously to avoid overheating.

5.3.14. REWORK & GUARANTEE:

The CONTRACTOR shall guarantee that

5.3.14.1. Valve Repair: Six (06) months after receipt at the plan.

5.3.14.2. Valve Overhauling: Six (06) months after receipt at the plan

5.3.14.3. Guarantee Period: During the guarantee period, if the valve is found with having any
deficiency or operational issue, the valve shall be sent back to the shop and repaired
/Re-overhauled at CONTRACTOR expense. ·

5.3.14.4. Submit daily progress report.

6. RESOURCES:

6.1. RESOURCES TO BE SUPPLIED BY SAUDI ARAMCO FOR COMPLETION OF WORK


6.1.1. Manpower
Progress supervisors and QA rep
6.1.2. Materials:
SAUDI ARAMCO shall provide required permanent material {spare parts) If available, otherwise,
CONTRACTOR shall provide including but not limited permanent material / spare parts in one go
and SAUDI ARAMCO shall reimburse its actual cost, after verification of submitted receipts, with
5% premium for handling charges or 300 SAR fixed, whichever is higher.
6.1.3. Tools and Equipment:
None
6.2. RESOURCES TO BE SUPPLIED BY CONTRACTOR FOR COMPLETION OF WORK
6.2.1. Manpower
6.2.1.1. CONTRACTOR shall provide all require skilled, competent manpower to complete the
scope of WORK.
6.2.1.2. CONTRACTOR skilled personnel must be certified by a Saudi Arabian government agency
and/or independent third-party testing and certification agency according to the trade they
are assigned to such forklift operators and truck drivers.
6.2.1.3. The certification is subject to SAUDI ARAMCO verification to determine the validity and
authenticity.
6.2.1.4. The certification requirement applies to all CONTRACTOR personnel who perform Work
Unit Rates.
6.2.1.5. Below are the personnel responsibilities and qualifications, however, in addition to all of
these SAUDI ARAMCO requirements not mentioned here and existing shall be followed.
6.2.1.6. All applicable trade and technical personnel valves at site under this Contract must be
qualified and certified in accordance with the SAUDI ARAMCO GI 1000.000 and the
CONTRACTOR Workforce Qualification Assurance Program (CWQAP).

6.2.2. Materials:
6.2.2.1. CONTRACTOR shall provide including but not limited the required permanent materials,
spare parts-MOV cards and do necessary fabrication including provide raw materials to
perform the job, in case SAUDI ARAMCO does not provide or able to meet such
requirements on time. It shall be handled in accordance with for handling charges.
6.2.2.2. CONTRACTOR shall provide all required consumable materials such as, but not limited to,
penetration oil, threaded compound, emery paper, and rags at no additional expense to
SAUDI ARAMCO.
6.2.2.3. CONTRACTOR shall guarantee the supply of new spare parts or fabrication required to
repair target valves, in case SAUDI ARAMCO could not supply them. SAUDI ARAMCO's

review and approval is mandatory, for all CONTRACTOR provided spare parts and
fabricated material

6.2.3. Tools & Equipment:


6.2.3.1. CONTRACTOR shall provide all required testing equipment & tools to complete the task.
6.2.3.2. CONTRACTOR shall provide all necessary PPE, tools, machines and equipment at its
workshop also at the site such as rigging hardware and torqueing machine), to complete
the assigned and required work in a satisfactory manner in compliance with all quality
requirements for SOW.
6.2.3.3. CONTRACTOR shall provide PPE for all his manpower.

7. QUALITY ASSURANCE AND CONTROL


7.1. Notwithstanding with the standard terms and conditions of the MFC, the CONTRACTOR shall have a
certified Quality Assurance (QA) Representative on site to inspect, verify, prepare QA documents. He shall
submit all related documents to SAUDI ARAMCO representatives for review and acceptance.
7.2. CONTRACTOR shall be responsible for ensuring that the QA/QC requirements as per SAEP-1154-
Guidelines for CONTRACTOR's Quality Plan.
7.3. CONTRACTOR must not only ensure to have adequate controls and meet the quality requirement but
should also implement and interpret as per SAUDI ARAMCO Standards and Specifications.
7.4. SAUDI ARAMCO representatives shall be entitled to carry frequent inspections of the ongoing work to
check the quality of materials / workmanship. If observed unsatisfactory, CONTRACTOR shall WORK to
rectify defects and shortcomings at his own expense within the communicated deadline. However, in case
7.5. CONTRACTOR fails to rectify the work deficiency within given time frame, SAUDI ARAMCO shall have the
right either getting it fixed by using its own resources or engage a third party of its choice and back charge
the CONTRACTOR as per SAUDI ARAMCO standards and procedure.
7.6. All works shall be performed in accordance with Job Description, Drawings, Specifications and SAUDI
ARAMCO Standards.

8. HEALTH AND SAFETY


Compliance with SEAS-B-014, construction safety manual and all applicable SAUDI ARAMCO Health,
Safety, Security and Environment (HSSE) Requirements/ Check list.

9. GENERAL TERMS & CONDITIONS:


9.1. CONTRACTOR shall comply with standard and non-negotiable General Terms and Conditions of the
contract set forth in the hard copy signed by vendor.

9.2. CONTRACTOR shall ensure CONTRACTOR Personnel comply with all Saudi Arab Government and
SAUDI ARAMCO traffic safety rules, laws and regulations, including GI 6.030, Traffic and Vehicle Safety,
paying particular attention to the Vehicle Condition and Driver Responsibilities listed in Supplement-I of
GI 6.030.
9.3. CONTRACTOR shall obtain the appropriate SAUDI ARAMCO permanent identification card for
CONTRACTOR personnel performing the WORK under this Contract.
9.4. CONTRACTOR shall ensure that his employees wear safety helmets, eye protection, industrial gloves,
safety shoes and protective clothing required or otherwise directed by SAUDI ARAMCO. All such articles
shall be supplied and paid by CONTRACTOR at his expense.
9.5. CONTRACTOR shall provide all required crew, manpower, technical expertise, site engineer,
supervision, catering, accommodation, equipment, tools, storage facilities, temporary facilities, food
waste disposal logistics, and all required transportation to perform the work.
9.6. CONTRACTOR shall ensure all applicable trade and technical personnel provided to conduct Work
under this MFC must be qualified in accordance with the SAUDI ARAMCO GI 1000.000 and the
CONTRACTOR Workforce Qualification Assurance Program (CWQAP).
9.7. CONTRACTOR shall ensure that applicable trade for CWQAP is duly certified six (6) month before
mobilization to site and with valid certification. CONTRACTOR shall obtain the required certificate for
CWQAP at his own expense.
9.8. SAUDI ARAMCO may also, at its sole option, require that any other CONTRACTOR manpower be
certified prior to performing the work.
9.9. Safety Advisors, group leaders, certified permit receivers, and any other personnel as deemed by SAUDI
ARAMCO, will be interviewed to assess their HSSE and job experience by SAUDI ARAMCO. Any person,
whom in SAUDI ARAMCO's sole opinion, fails to demonstrate the required experience to adequately
perform the WORK, shall be promptly replaced at CONTRACTOR's cost with no impact to the certification
schedule.
9.10. CONTRACTOR mobilization to site shall be only considered as complete, from the day, when all
components of mobilization plans required and submitted as part of mobilization, are 100% met and
related evidences are provided, to the fullest satisfaction of SAUDI ARAMCO.
9.11. CONTRACTOR shall comply with all applicable SAUDI ARAMCO Health, Safety and Environment (HSE)
Requirements.
9.12. After signing the contract, CONTRACTOR shall attend the Kick off Meeting (KOM), where TA
Management shall share with CONTRACTOR, the list of mandatory mobilization plans to be submitted
by CONTRACTOR on or before the due date as applicable.

9.13. During mobilization meetings, the progress shall be presented in the form of a presentation supported
by evidences.
9.14. CONTRACTOR shall submit the organization chart / histogram of mobilization team with SAUDI
ARAMCO during KOM and be mobilized to WORK site on or before set deadline, to start mobilization

9.15. SAUDI ARAMCO ID CARDS:
9.15.1. CONTRACTOR shall submit complete list of manpower to SAUDI ARAMCO, seeking
access to YRD plant for gasket technical services related WORK.
9.15.2. CONTRACTOR shall schedule and conduct safety orientation for all the manpower
seeking IDs. If convenient and unavoidable, SAUDI ARAMCO shall support to provide
such orientations inside CONTRACTOR camps.
9.15.3. CONTRACTOR shall ensure that manpower seeking SAUDI ARAMCO IDs are fully
vaccinated with booster shots and having valid proofs.
9.15.4. CONTRACTOR shall seek permanent ID with access provision for YRD main gate and
high security gate, for all those personnel, who are either required to supervise and
manage WORK or directly involved in WORK execution in YRD gasket technical services.
Temporary access is being restricted for security and safety concerns lately.
9.15.5. CONTRACTOR personnel shall at all times, carry ID cards in a manner where it is visible
to Industrial Security staff on gates, while entering SAUDI ARAMCO facilities.
9.15.6. CONTRACTOR shall plan well on time as per agreed plan, to submit requests and book
appointments in SAUDI ARAMCO portal for IDs.
9.15.7. CONTRACTOR shall transport his personnel in defined groups, with due supervision, to
ID offices, in a smooth and safe manner, without creating any chaos or safety situation, as
soon as possible, but in no case later than agreed deadlines to avoid breach of contract.
9.15.8. CONTRACTOR shall follow SAUDI ARAMCO procedures in obtaining and returning such
ID cards.
9.15.9. CONTRACTOR shall take extra care to educate its personnel to avoid Loss or misuse of
these ID cards, as it shall result in fines to be paid by CONTRACTOR.
9.15.10. Upon completion of YRD TA, CONTRACTOR shall collect and return all ID cards with
evidence from SAUDI ARAMCO Industrial Security indicating that all IDs issued under this
contract are returned and applicable fines are paid for missing IDs. Such update shall be
a mandatory part of invoices.

9.16. CONTRACTOR shall comply with General terms and conditions of the MFC.
9.17. CONTRACTOR shall conduct site visit, before submitting the commercial offer, to verify exact nature and
scope of work.
9.18. CONTRACTOR shall review the valve list and locate each item physically.
9.19. Workshop Facility: CONTRACTOR must have a well-established, fully equipped, company workshop for
valves repair and overhauling at Yanbu Area, to save cost and time.
9.20. CONTRACTOR shall submit detailed shop procedures pertinent to service, calibration, and testing of
pressure of each valve. These procedures should be evaluated and approved by YRD Engineering and
QA team. The procedure should include:
9.20.1.1. Visual inspection to evaluate the overall condition of the valves.
9.20.1.2. As received pressure and leak test.
9.20.1.3. Disassembly procedure and tools used.
9.20.1.4. Valves internal parts evaluation.
9.20.1.5. Valves internal and external parts cleaning.
9.20.1.6. Valves disc lapping procedure, the tools used, lapping compound grades and when disc
machining is necessary.
9.20.1.7. Valves assembly procedure.
9.20.1.8. Sealed bonnet leak test procedure.
9.20.1.9. Final pressure and leak test.
9.20.1.10. Calibration procedure for gauges used at pressure relief valves Test Stand.
9.20.1.11. List of the equipment and tools that will be used to perform the job.
9.21. It is CONTRACTOR responsibility to protect all surrounding facilities while loading and unloading the
valves.
9.22. CONTRACTOR is responsible for any damage caused to valves, by their labors or equipment ( includes
sub-CONTRACTORs) and he should restore it to original condition to the satisfaction of SAUDI ARAMCO
Representative at no additional cost to SAUDI ARAMCO.
9.23. SAUDI ARAMCO shall check the measurement, reference marks, etc., set by the CONTRACTOR.
SAUDI ARAMCO may require the CONTRACTOR to correct any error disclosed by such check. Such
check shall not relief the CONTRACTOR from accurately satisfying the quality and completion of the
work. SAUDI ARAMCO shall check the performance of the valves that were already repaired / overhauled
by the CONTRACTOR and if any deficiency found, they shall notify such defects in writing and
CONTRACTOR shall rectify it immediately without any additional charges to SAUDI ARAMCO

CONTRACTOR shall submit regular updates, as required, on work progress to Company representative
9.25. WORK CONTROL AND COORDINATION
CONTRACTOR shall assign his Representative, who can speak English and have command on
computer usage, emails and reports writing to coordinate the job on day to day basis, trouble shoot and
take remedial measures for meeting the deadlines.
9.26. LOGISTICS CERTIFICATION, ID / STICKERS
9.26.1.1. CONTRACTOR shall obtain Personnel ID and Equipment Sticker Requests through the
Company Representative immediately after signing the contract and must be submitted three
months prior to commencing the activity or mobilization of personnel to the designated site.

10. WORK INSPECTION & PROGRESS REPORT


All conducted work shall be inspected and approved by SAUDI ARAMCO representative or his delegate.
CONTRACTOR shall prepare and submit a progress report if needed as per the needed frequency, which shall
include, as a minimum, major accomplishment.

11. PROPOSAL REQUIREMENT


11.1. COMMERCIAL PROPOSAL:

11.1.1. CONTRACTOR shall submit his commercial proposal using request for proposal shared via
SAP Ariba, by inserting unit price for each item / deliverable. The quoted price shall be in SAR
and without Value Added Tax (VAT). After insertion of unit price, the system shall automatically
calculate the extended price (Total Price =Unit price x Estimated Hypos).

11.1.2. The CONTRACTOR shall not attach his commercial price to avoid disqualification and maintain
secrecy.

11.2. TECHNICAL PROPOSAL:

11.2.1. CONTRACTOR shall submit a technical proposal / work execution method statement,
answering all questions stated below (if applicable), to let the proponent evaluate and ensure
that CONTRACTOR fully understands the scope of work and have required resources and plan
to execute the work in due course of time, when requested or mobilized to site, to the fullest
satisfaction of proponent, in due compliance with SAUDI ARAMCO standards.

11.2.2. After receipt of this proposal, the technical bid review team (TBRT) shall carefully review the
submitted technical proposal for completion / shortcomings and in case of any remarks,

comments or objections, will return back to the CONTRACTOR to revise it, fix it and re-submit
the same. This document shall be used as a reference to monitor progress and quality of output
during the life of the contract.

11.2.3. The Technical proposal shall cover the following questions / factors / criteria:

11.2.4. SAUDI ARAMCO proponent representative shall review the above information and in case of any
observations, shall inform the CONTRACTOR to re-submit the updated document. Failure to do so
in given time, shall lead to disqualification of the bidder and subsequently the commercial proposals
hall not be opened.

11.2.5. CONTRACTOR shall not add any commercial information into technical bid. It should be attached
as PDF document in SAP Ariba IFP.

12. CONTRACT PAYMENT

12.1.1. Payment Summary shall be made as per MFC Payment terms and conditions.

12.1.2. The estimated quantities distributed to bidders in IFP of MFC are only for estimation purpose and
do not constitute a commitment or guarantee of work by SAUDI ARAMCO.

12.1.3. Payment shall be made for actual WORK executed, completed, verified and accepted by SAUDI
ARAMCO, irrespective of the given estimated quantities, which can be either less or more.

12.1.4. There shall be no advance payment against material procurement or services.
