SAUDI ARAMCO reserves the right, as operational requirements necessitate, to require CONTRACTOR to
perform WORK on day/Night Shifts at no additional cost to SAUDI ARAMCO.
4. EQUIPMENT INFORMATION:
Valves that's need to be test and overhauled / repaired including but not limited to, are located at various locations
at YRD plant. The core function of these valves is different as it depends on the unit, where it is used and type of
service it is used in such as water, steam, air, hydrocarbon and Fuel gas etc.
5. SCOPE OF WORK:

5.1.2. CONTRACTOR shall supply services based on the start and completion dates specified in this
contract. Overhauling services shall be rendered by qualified and competent manpower who can
perform their job as required with knowledge, required work skill, acceptable level of expertise and
a hands-on experience gained in an Oil Refinery, Petrochemical or similar environment.
5.1.3. CONTRACTOR shall mobilize overhauling Technicians and Labors with qualifications and
experience at an acceptable level of expertise in removal/installing and overhauling manufacturing
and applications.
5.1.4. The following list of 651 valves including but not limited to (CV, ZV, NVs,PZV & Manual Valves)
divided to (Testing) or (Testing – Overhauling- grit blasting and coating) including but not limited to
procuring the required kits) as directed by SAUDI ARAMCO in the below line items discerption
CONTRACTOR shall quote a Unit price in SAR without Value Added Tax (VAT) % for each line item given
below. The quotes price shall be inclusive of direct and indirect cost.

CONTRACTOR shall plan to test valves, in a safe manner, that includes but not limited to all sizes
of valves given / mentioned in list of deliverables.

5.3.3. CONTRACTOR shall overhaul valves incorporated control valves, safety relief valves comply with
SAEP-319, isolation valves, motor operated valves, and Manuel valves as listed in 5.1.4 and not
limited to this by implementing the following steps in view of the manufacturer instructions.
5.3.6. Test, calibrate, tune and adjust the limit switch the valve as needed.
5.3.8. CONTRACTOR shall execute all activities at SAUDI ARAMCO designated premises.
CONTRACTOR shall visually inspect and if require repair valve body according to the following
procedure:
5.3.9.5. Oxidation
5.3.9.7. Required coatings, grit blasting and applications as required by SAES-H- 00 I and
SAES-H-002.

5.3.9.8. Clean and check grease fittings, and ensure that they are incompliance with SAES-L-
108 and 04-SAMSS-035.
5.3.9.9. Check and inspect the general conditions of all accessories, tubes and other associated
connections as recommended by API RP 574.
5.3.9.10. Examine the tightness of bolting such as body-bonnet, flange-line. Refer to SAEP-35 I.
The CONTRACTOR should keep in mind that bolts can get Loose due to .frequent
thermal cycles or vibration. Also, different bolting materials have different torque as
demonstrated in manufacturer's manuals and ASME B31.3 and ASME B/6.5).
CONTRACTOR shall Visually inspect and repair Stem and Packing Condition according to the
following procedure:
5.3.10.1. Clean the stem (exposed parts), check stem/threads conditions and lubricate
accordingly. For rising stem in harsh environment. stem protections (covers) should be
provided. In addition. The selection of the lubrication type shall be compatible with the
service conditions.
5.3.10.2. Check packing system integrity and inject lubricants/sealant accordingly in compliance
with 04-SAMSS-00 I for the types of packing). For rising stem valves. online packing
replacement shall be performed only when full assurance of the backseat integrity can
be verified.
5.3.10.4. Lubricate Valves equipped with grease fittings accordingly. The type of
lubricants/sealant to be used shall be compatible with the service conditions. Refer to
Manufacturer recommendations
5.3.10.5. Cleaning and flushing chemical injection shall be used whenever needed such as when
back pressure buildup is observed during the lubrication activities or for contaminant
removal. Always operate the lubrication equipment in accordance with the manufacturer
instruction.

The CONTRACTOR shall Inspect and repair actuators according to the following procedure:
5.3.11.1. Remove dust and dirt build up surfaces. Dirt build up can inhibit cooling thus, rising the
temperature of the actuator above the maximum allowable level.
5.3.11.2. Inspect the actuator body for any cracks or paint work damage. Touch up as required to
ensure continued corrosion protection.
5.3.11.3. Check all actuator to valve mounting bolts conditions. Tighten/replace as necessary.
5.3.11.4. Check actuator for lubricant leaks. Remove covers to inspect gear drive conditions, and
replace covers gaskets and report the findings.
5.3.11.5. When refitting or replacing bolts, enclosure covers and fasteners in corrosive
5.3.11.6. environments apply applicable lubricant to threads, hinges in order to prevent seizure or
damage from corrosion.
5.3.11.7. CONTRACTOR to provide raw materials and fabricate parts such as drive bus.. etc, if
needed.
5.3.12.1. Check condition of all cables, conduits, fittings, earth connections and fasteners.
5.3.12.2. Inspect and clean all relays, push button assembly, and contactors. Check fuses for
correct rating. (Refer to Manufacturer Data).
5.3.12.6. Check the signal indicator for correct indication during the valve cycling.
5.3.12.7. For the digital MOV's, check all cards for signs of damage or discoloration,
5.3.12.9. Check and replace damage parts as required. the Actuator 9Y/Lithium battery and
record the reading, replace if needed. All maintenance activities of the actuator must be

carried out only after having isolated the actuator from the electrical supply to prevent
hazard.
The CONTRACTOR shall perform Functional Test according to the following procedure:
5.3.13.1. The functional test procedure of each individual valve needs to be prepared by the
SAUDI ARAMCO based on the valve specific, plant experience and vendor
recommendation.
5.3.13.2.2. Check power operation of the valve both locally and remotely, preferably
fully. stroked valve or to maximum possible stroke d pending upon system
flexibility.
5.3.13.2.3. Check the stroking speed if required. Stop the motor immediately if any sign
of incorrect operation. It is vital that toque/limit switches are set correctly:
incorrect selling may cause damage to the valve internals.
5.3.14.1. Valve Repair: Six (06) months after receipt at the plan.
5.3.14.2. Valve Overhauling: Six (06) months after receipt at the plan
5.3.14.3. Guarantee Period: During the guarantee period, if the valve is found with having any
deficiency or operational issue, the valve shall be sent back to the shop and repaired
/Re-overhauled at CONTRACTOR expense. ·

6.2.2. Materials:
6.2.2.1. CONTRACTOR shall provide including but not limited the required permanent materials,
spare parts-MOV cards and do necessary fabrication including provide raw materials to
perform the job, in case SAUDI ARAMCO does not provide or able to meet such
requirements on time. It shall be handled in accordance with for handling charges.
6.2.2.2. CONTRACTOR shall provide all required consumable materials such as, but not limited to,
penetration oil, threaded compound, emery paper, and rags at no additional expense to
SAUDI ARAMCO.
6.2.2.3. CONTRACTOR shall guarantee the supply of new spare parts or fabrication required to
repair target valves, in case SAUDI ARAMCO could not supply them. SAUDI ARAMCO's

review and approval is mandatory, for all CONTRACTOR provided spare parts and
fabricated material

9.13. During mobilization meetings, the progress shall be presented in the form of a presentation supported
by evidences.
9.14. CONTRACTOR shall submit the organization chart / histogram of mobilization team with SAUDI
ARAMCO during KOM and be mobilized to WORK site on or before set deadline, to start mobilization
execution and reporting.
9.15. SAUDI ARAMCO ID CARDS:
9.15.1. CONTRACTOR shall submit complete list of manpower to SAUDI ARAMCO, seeking
access to YRD plant for gasket technical services related WORK.
9.15.2. CONTRACTOR shall schedule and conduct safety orientation for all the manpower
seeking IDs. If convenient and unavoidable, SAUDI ARAMCO shall support to provide
such orientations inside CONTRACTOR camps.
9.15.3. CONTRACTOR shall ensure that manpower seeking SAUDI ARAMCO IDs are fully
vaccinated with booster shots and having valid proofs.
9.15.4. CONTRACTOR shall seek permanent ID with access provision for YRD main gate and
high security gate, for all those personnel, who are either required to supervise and
manage WORK or directly involved in WORK execution in YRD gasket technical services.
Temporary access is being restricted for security and safety concerns lately.
9.15.5. CONTRACTOR personnel shall at all times, carry ID cards in a manner where it is visible
to Industrial Security staff on gates, while entering SAUDI ARAMCO facilities.
9.15.6. CONTRACTOR shall plan well on time as per agreed plan, to submit requests and book
appointments in SAUDI ARAMCO portal for IDs.
9.15.7. CONTRACTOR shall transport his personnel in defined groups, with due supervision, to
ID offices, in a smooth and safe manner, without creating any chaos or safety situation, as
soon as possible, but in no case later than agreed deadlines to avoid breach of contract.
9.15.8. CONTRACTOR shall follow SAUDI ARAMCO procedures in obtaining and returning such
ID cards.
9.15.9. CONTRACTOR shall take extra care to educate its personnel to avoid Loss or misuse of
these ID cards, as it shall result in fines to be paid by CONTRACTOR.
9.15.10. Upon completion of YRD TA, CONTRACTOR shall collect and return all ID cards with
evidence from SAUDI ARAMCO Industrial Security indicating that all IDs issued under this
contract are returned and applicable fines are paid for missing IDs. Such update shall be
a mandatory part of invoices.

CONTRACTOR shall submit regular updates, as required, on work progress to Company representative
9.25. WORK CONTROL AND COORDINATION
CONTRACTOR shall assign his Representative, who can speak English and have command on
computer usage, emails and reports writing to coordinate the job on day to day basis, trouble shoot and
take remedial measures for meeting the deadlines.
9.26. LOGISTICS CERTIFICATION, ID / STICKERS
9.26.1.1. CONTRACTOR shall obtain Personnel ID and Equipment Sticker Requests through the
Company Representative immediately after signing the contract and must be submitted three
months prior to commencing the activity or mobilization of personnel to the designated site.
11.1.1. CONTRACTOR shall submit his commercial proposal using request for proposal shared via
SAP Ariba, by inserting unit price for each item / deliverable. The quoted price shall be in SAR
and without Value Added Tax (VAT). After insertion of unit price, the system shall automatically
calculate the extended price (Total Price =Unit price x Estimated Hypos).
11.1.2. The CONTRACTOR shall not attach his commercial price to avoid disqualification and maintain
secrecy.
11.2.1. CONTRACTOR shall submit a technical proposal / work execution method statement,
answering all questions stated below (if applicable), to let the proponent evaluate and ensure
that CONTRACTOR fully understands the scope of work and have required resources and plan
to execute the work in due course of time, when requested or mobilized to site, to the fullest
satisfaction of proponent, in due compliance with SAUDI ARAMCO standards.
11.2.2. After receipt of this proposal, the technical bid review team (TBRT) shall carefully review the
submitted technical proposal for completion / shortcomings and in case of any remarks,

11.2.3. The Technical proposal shall cover the following questions / factors / criteria:

11.2.3.1.1.8. Planner
11.2.3.1.2. List of equipment required for execution of work and their availability
status
11.2.3.1.3. List of any material, if any, to be supplied and mobilized for execution
of work by CONTRACTOR
11.2.3.3. Details of Sub-CONTRACTOR for Inspection and certification with all details
11.2.3.5. List of Relevant Experience for same work with SAUDI ARAMCO and JVs
11.2.4. SAUDI ARAMCO proponent representative shall review the above information and in case of any
observations, shall inform the CONTRACTOR to re-submit the updated document. Failure to do so
in given time, shall lead to disqualification of the bidder and subsequently the commercial proposals
hall not be opened.
11.2.5. CONTRACTOR shall not add any commercial information into technical bid. It should be attached
as PDF document in SAP Ariba IFP.
12.1.1. Payment Summary shall be made as per MFC Payment terms and conditions.
12.1.2. The estimated quantities distributed to bidders in IFP of MFC are only for estimation purpose and
do not constitute a commitment or guarantee of work by SAUDI ARAMCO.
12.1.3. Payment shall be made for actual WORK executed, completed, verified and accepted by SAUDI
ARAMCO, irrespective of the given estimated quantities, which can be either less or more.
