Effective Improvements in Philippine Education
Basic Education:
1. Improving Teachers’ Welfare
a. Checkless Payroll System
It aims to remove the bottleneck that have delayed salaries
leading teachers on the vicious cycle of debt and deduction.
b. Loan Restructure
It aims to make credit sources available to teachers with low
interest rates.
c. Benefits, Incentives and Leave Privileges
As government employees, DEPED teachers get all the benefits
that come with being a public servant in the Philippines. In
addition, they also get additional financial incentives and benefits
that are unique to their nature of work.
d. Salary Increase
It aims to keep the salary structure keep in touch with
reality. The end-goal is a public school system with a professional
corps so much that when a 20-year-old graduate becomes a teacher, he
or she will have enough opportunity to move up the career ladder,
support a family after marriage and by the time she or he retires at
age 65.
e. Higher Honoraria and Additional Allowances for Election
Workers
The board chairman receives PHP8,000 or PHP1,000 higher
compared to the 2019 mid-term elections, while board members get
PHP6,000, supervising official – PHP5,000, and support staff with
PHP3,000.
Beside the increased honoraria, teachers are given various
allowances including PHP2,000 transportation allowance; PHP1,500
communication stipend; PHP500 anti-Covid-19 allowance; and medical
and accident insurances.
2. Widening the Poor’s Access to the School
a. Zero Collection Policy
The DepEd strictly implements the ban on collections of
contributions and fees during enrolment.
b. School-Based Feeding Program
This is intended to address short-term hunger and
undernutrition by providing hot meals to undernourished (severely
wasted and wasted) Kinder-Grade 6 learners in all divisions, covering
120 days.
d. Government Assistance and Subsidies
This program aims to improve access to quality secondary
education through the government extension of financial assistance to
deserving elementary school graduates who wish to pursue their
secondary education in private schools. This can be attained through:

Inclusive Education is the core principle of the K to 12
Basic Education Program. This promotes the right of every Filipino to
quality, equitable, culture-based, and complete basic education. Through
inclusive education, all Filipinos will realize their full potential and
meaningfully contribute to nation building.
4. Strengthening Policy and Research Program (PRP)
Policy and Research Program (PRP) aims to strengthen evidence-
based decision-making through the oversight, promotion, and conduct
of policy development, research, and sector monitoring and
evaluation.
