Taxpayer Advance Product Structure
TPG is excited to offer the Fast Cash ADVANCE program to help you grow your business. The Fast Cash
ADVANCE allows you to offer your taxpayers an advance against their expected tax refund. The
product is available once the IRS starts accepting tax returns.
Here are some key facts related to the program:
• The Fast Cash ADVANCE has multiple possible loan amounts ranging from $500 to $7,000, giving
your taxpayer the best chance for loan approval.
• The Fast Cash ADVANCE is affordable to the taxpayer. There are no application fees. The
taxpayer will only be charged an interest rate, on the total loan amount, of approximately
35.99%.
• The Fast Cash ADVANCE product cost is paid by any interest paid by the taxpayer and fees you,
as the preparer, pay. TPG has created an affordable program with reasonable product fees
depending on the loan amount the taxpayer is approved for. As always, you will not be charged
for denied applications and TPG will be monitoring fees to ensure that customers are not
charged the Fast Cash ADVANCE product fee.
• Customers can elect to receive the Fast Cash ADVANCE via direct deposit, cashier’s check, or
card.
• Customers can visit www.taxpayer.sbtpg.com to monitor their account status and get updates
on their Fast Cash ADVANCE.
• Once the IRS issues the taxpayer’s refund, TPG will deduct the Fast Cash ADVANCE amount from
the refund amount.
• For interest bearing Bank Products, advise the Taxpayer that the Bank Product is an interest-
bearing loan and not a quicker way of receiving their refunds from the IRS.
• Advise the Taxpayer that if the Bank does not receive a direct deposit within the expected time
frame for whatever reason, the Taxpayer maybe liable to Bank for additional interest and other
fees, as applicable for the loan.
If you participate in the Fast Cash ADVANCE, you can also choose to participate in TPG’s Early Fast Cash
ADVANCE program, which simply means you can offer taxpayers advances starting January 2, 2023. The
Early Fast Cash ADVANCE offers qualified taxpayers an advance from $500 to $7,000 against their
expected tax refund. If taxpayers are approved for the Early Fast Cash ADVANCE they cannot apply for
the Fast Cash Advance; however, if they are conditionally denied for the Early product, they will still be
considered for the Fast Cash Advance once the IRS has accepted their tax return. The Early Fast Cash
ADVANCE product cost is paid by any interest paid by the taxpayer and fees you, as the preparer, pay.
To participate in the Early Fast Cash ADVANCE you must also opt-in to the Fast Cash ADVANCE program.
Compliance Key: The Equal Credit Opportunity Act (ECOA) makes it unlawful to discriminate against any applicant for credit based on
race, color, religion, national origin, sex, marital status, or age. Also, unlawful to discriminate because all or part of an applicant’s
income is derived from public assistance or because the applicant has in good faith exercised any right under the Consumer Credit
Protection Act. If the consumer meets the basic eligibility requirements programmed into the tax software and the software presents
the opportunity to apply for a loan, you must allow the consumer to apply for the loan if he or she desires.
Taxpayer Application & Approval Process
Compliance Key: Banks are required to collect certain customer information in order to ensure compliance with
the Bank Secrecy Act and more specifically section 326 with the USA Patriot Act and other regulations including
complying with the Office of Foreign Assets Control. Be sure to properly collect and verify all identifying
information and documentation provided. Collect from the customer’s unexpired government issued photo ID the
type of ID, ID number, place of issuance, date of issuance and expiration date. Any information collected should be
retained for 5 years. Be sure to report anything that appears to be unusual or suspicious directly to TPG and the
IRS. Report unusual or suspicious activity directly to TPG at 800-779-7228. Anything reported or escalated should
be retained for 5 years from date of discovery, considered confidential, and never be disclosed to the Customer.
Applying for the advance products is a quick and easy process. The advance is available via direct
deposit, cashier’s check, or card. When prompted by the software, select the taxpayer’s preferred
disbursement method.
To offer the advance products, on a card, follow these four steps:
1) Select the card disbursement option for the selected advance within your software.
2) Follow the prompts to have the Taxpayer scan the Go2Bank QR Code to start the account
opening process. Once the customer has completed the account opening process, they
can provide you with the Routing and Account number. Follow the prompts within your
software to enter the Routing and Account number.
3) Instruct the taxpayers that the taxpayer's account is active and ready to receive their
advance without further action for the customer except to check their balance on their
GO2bank app or WWW.go2bank.com.
4) Instruct the taxpayers to view the status of their account at www.taxpayer.sbtpg.com.
Please note: If there is an unexpected delay with the taxpayer’s advance due to card
activation issues, TPG will automatically change the disbursement method to a cashier’s
check which will be printed from your office. There is no increased cost to the taxpayer or
you for this change. You will see a check print record when the advance is ready to print.

Additionally, your taxpayer can check the status of their loan at
www.taxpayer.sbtpg.com.
If the taxpayer elects to receive their approved advance on a cashier’s check, the taxpayer will need
to return to your office to pick up the check once their application is approved. You will receive a
check print record once it’s ready to print.
If the taxpayer elects to receive their approved advance via direct deposit, the taxpayer will have the
advance deposited directly into their personal bank account. If the account information is entered
incorrectly and funds are returned to TPG, TPG will automatically change the disbursement method
to a cashier’s check which will be printed from your office.
Note: To ensure that there are no delays in receiving refunds, please have the taxpayer contact their
financial institution to confirm that they are using the correct RTN (routing) and account number. In
cases where you or the taxpayer enters the account information incorrectly and the deposit is not
returned to TPG but is transferred to the incorrect account you or the taxpayer specified, Lender
and TPG may not be able to recover the funds. Lender and TPG are not responsible for the
misapplication of a direct deposit that results from error, negligence or malfeasance on the part of
you or the taxpayer. In cases where TPG has received the federal tax refund but is unable to deliver
the funds directly to the taxpayer, funds may be held at TPG until claimed, or returned to the IRS. An
Account Research and Processing Fee of $30.00 may be charged if TPG is required to provide
additional processing to return the funds to the IRS. These fees will be retained by TPG. Due to the
risk of fraudulent diversion of tax refunds, we will not process any address or account changes for
purposes of disbursing the tax refund. If we become aware that the address or checking or savings
account has changed after this Agreement is signed but before the federal tax refund is received by
TPG, upon receipt of the federal tax refund from the IRS TPG will return the tax refund to the IRS
after deducting our Refund Processing Fee and other applicable fees. We will do our best to escalate
the return of the federal tax refund to the IRS and you and the taxpayer will need to work with the
IRS directly for disbursement.
The taxpayer will electronically sign the advance application and disclosures before they leave your
office. Please remember: You are responsible for providing the taxpayer with the key information
necessary to make informed decisions regarding tax refund-related products before the taxpayer applies
for a product or pays any fees as these products are optional. All documentation will be available within
your tax software and First Century Bank’s privacy policy will be provided to the taxpayer when they
apply for an advance.
Immediately after the IRS acknowledges the tax return, the customer’s advance application will be
reviewed within 24 hours.
Once approved for the advance, taxpayer funds will be issued to your customer by the payment method
selected. The advance will be directly deposited within 48 hours to taxpayer’s personal bank account,
taxpayers can pick up their cashier’s check at your office or loaded onto the card immediately. If
declined, your customer will be notified of the decline when visiting www.taxpayer.sbtpg.com.
Additionally, within 30 days of the application, a Notice of Adverse Action will be provided via mail

Please note: A Refund Transfer (“RT”) is not required with the Fast Cash Advance. That means a taxpayer
can receive a Fast Cash Advance and no RT and then must pay out of pocket for tax preparation fees.
There is an additional Tax Refund Deposit and Payment Authorization form which is used for this
purpose in lieu of the RT Application and Agreement. The Tax Refund Deposit and Payment
Authorization form contains a taxpayer authorization for a bank account to be opened to receive the
federal and if applicable, state tax refunds and to deduct the Fast Cash Advance amount from the refund
amount(s).
Here are some key facts to remember:
• Remember to answer the taxpayer’s questions before proceeding with the advance application
or agreeing to any product fees. Additionally, be mindful of the product disclosures and
materials so you can refrain from making oral statements to customers which may contradict
written materials.
• Customers are approved or declined by First Century Bank and the advance is based on eligibility
criteria and underwriting standards.
• Customers will electronically agree to the terms and conditions set forth in the advance
application and disclosure before leaving your office. They will also select their preferred
disbursement method. Be sure to explain to the taxpayer that an advance does not speed up
IRS processing of their tax refund.
• If the taxpayer wants the advance via direct deposit, the advance will be deposited directly into
their personal bank account.
• If the taxpayer wants the advance on a paper cashier’s check, they will need to return to your
office to pick up the check once they are approved.
• If the taxpayer wants the advance on card, follow the prompts in your software to enter the
Routing and Account number.
• Not all consumers will qualify for a loan, or for the maximum loan amount, and you will not be
charged for unapproved applications.
• If declined, the customer will receive a message notifying them of the decline followed by an
Adverse Action Notice which provides specifics within 30 days. If the customer has a complaint
about their loan, or their loan status, this should be reported to TPG directly.
• The taxpayer can check the status of their advance by visiting www.taxpayer.sbtpg.com.

The in-store steps are:
• Determine if Federal tax refund is due to customer and if they would like to apply for a Fast Cash
ADVANCE.
• If the customer wants a Fast Cash ADVANCE, select this product in your software and have the
