LABORATORY DIAGNOSTICS SERVICE
We are working as part of the Amref health Africa DPC program to ensure that
clinical and public health laboratories at each tier level have the necessary
infrastructure and capacity to provide excellent routine laboratory services and
conduct vital tests based on health needs and priorities. the below listed
strategies is proposed to achieve the vision through the following interrelated
goals and corresponding strategic objectives.

Strategic goal 1: Strengthen leadership and governance of the national


laboratory systems
• Strategic objective 1.1: Strengthen national / regional coordination and
supervision of laboratory services.
• Strategic objective 1.2: Conduct a situational analysis for laboratory service
delivery in HTR and pastoral regions.
• Strategic objective 1.3: support and advocate for the development of the
national laboratory strategic plan.
• Strategic objective 1.4: Create a national organizational structure for
development of standards and guidelines and monitoring of their
implementation.
• Strategic objective 1.5: Establish a monitoring and evaluation mechanism for
performance of health laboratory services.
Strategic goal 2: Strengthen the organization and management of the
laboratory systems towards quality
• Strategic objective 2.1: Strengthen the structure and functions of the national
laboratory services within health system to meet country needs, especially
public health needs.
• Strategic objective 2.2: support quality management system practices.
• Strategic objective 2.3: Improve supply chain management, equipment
procurement and maintenance processes.
Strategic goal 3: Establish sustainable, sufficient and competent human
resources for laboratory service delivery
• Strategic objective 3.1: Develop a system for attraction and retention of staff
in laboratory services.
• Strategic objective 3.2: support/capacitate pre-service education and training
programmes teach knowledge and skills that meet the needs of country’s
laboratory services.
• Strategic objective 3.3: Develop a system for in-service continual professional
development and competence building for all categories of laboratory workers,
including private laboratories.
Strategic goal 4: Promote effective, tiered and integrated laboratory
referral networks and enhance coordination
• Strategic objective 4.1: Ensure that diagnostic capacity meets national needs,
especially public health needs, by assisting resource-limited countries to
establish or strengthen nationwide tiered, integrated health laboratory networks.
• Strategic objective 4.2: Improve cross-sectoral communication and
coordination for effective control of zoonotic diseases by using the “One
Health” approach.
• Strategic objective 4.3: Strengthen partnerships for technical and financial
assistance.
Strategic goal 5: Promote rational and evidence-based use of laboratory
services
• Strategic objective 5.1: Ensure that health care providers are familiar with
evidence-based test selection and interpretation of results and have sufficient
information on proper collection, storage and shipment of specimens.
• Strategic objective 5.2: Build capacity of laboratory personnel to provide
consultant advisory service and improve communication.
OBJECTIVE
Ensure clinical and public health laboratories at each tier level have minimum
infrastructure and capacity to provide quality routine laboratory services and
conduct essential testing based on health security needs and priorities
KEY ACTIONS
- Recognise and leverage the Amref Regional Laboratory Unit as an advisory
and resource centre for Amref country offices and national and international
partners to enhance laboratory diagnostic capacity and establish quality
management systems for health laboratories in the region
- Provide technical assistance at regional and national levels to establish
essential testing capacity for priority public health emergencies
- Develop and provide targeted in-service capacity development programmes
for all health cadres in areas of epidemic-prone disease diagnostics and
quality laboratory management systems
- In partnership with Ministries of Health and international agencies, establish
effective national diagnostic and referral networks from peripheral to central
laboratory levels to address public health emergencies
- Ensure the Amref Regional Laboratory Unit is represented in key global,
regional and national technical working groups and platforms relating to
prevention, detection and response to health emergencies
