Business Summary
• Purpose
Values in the MVI field are used to identify merchant volume thresholds to be defined by Visa.
As announced in Article 4.1 of the April 2023 release, Visa expanded support of Merchant Volume Indicator
(MVI) in domestic, regional and interregional transactions.
With the October 2023 release, acquirers in all regions must be prepared to submit valid MVI values in
eligible VIP full financial messages and BASE II transactions when instructed by Visa.

Visa will provide acquirers with the MVI value to be submitted along with any business and processing
requirement for each applicable jurisdiction.

Mandatory Technical Changes


— Acquirers must be prepared to submit MVI values in eligible VIP full financial messages
and BASE II in purchase, credit voucher and account funding transactions when instructed
by Visa.

— Issuers may choose to receive the MVI in full financial messages and must be aware that
MVI values may be present in BASE II transactions.

— There are no change to existing MVI processing that applies to the existing U.S. Acquirer
Fee program
