SC17 2022 Winter Meeting Minutes

The API Subcommittee 17 met virtually on January 25th, 2022. The committee reviewed and approved previous meeting minutes, the proposed agenda, and voting rosters. Task group reports were provided for various documents covering subsea production equipment, including flexible pipes, subsea structures, manifolds, and safety systems. Several recommended practice revisions and new documents were approved by vote. Six standard revision and revision requests and two corrections to previous minutes will be submitted for further approval. The next SC17 meeting will take place in July 2022 in Dallas, Texas.

1. Meeting Opening/Safety Issues:


SC17 Chairman welcomed the Subcommittee members and attendees to the meeting
at 8:05 AM

2. Antitrust Reminder: Reminder was presented by Ivan - completed

3. Adoption of Proposed Agenda:


Motion was made and seconded to approve. Motion passed. - completed

4. Attendance and Rosters.


a. Review SC17 Work Group Contacts: Completed,

b. My Committees-My Rosters: Ivan provided a detailed review of the Website and its
capabilities.

c. Review SC17 Voting Rooster: Rooster was reviewed with discussion on the Flexible
Pipe and Ancillary Equipment voting group. - completed

d. Determination of Quorum: 17 Voting Members were present (14 required) 14 were


present at beginning of meeting. 17 members and proxies.

5. Adoption of minutes from June 2021 Meeting: Motion was made and seconded to approved.
Motion passed. With comments to 17A and 17B corrections – completed
Action: Make corrections in notes to 17A (changed 2021 to 2022) and 17B (change 12oo
to 1200) for API Summer 2021 Meeting

6. Summary Status of Work - Work Matrix Review: Lots of good ongoing activities. - Ivan
provided update - completed

7. Request for Interpretation (RFI) Process: Ivan discussed the process

8. Update on IOGP Standards Solution Matt Green gave an update on the proposed process.

9. SC21 Liaison Update:


• Report was provided by Parth Pathak - completed

10. SC18 Update: Rick Faircloth gave an update on SC 18 activities.

11. SC6 Updates: Ivan Pinto gave an update on SC 6 activities

12. Task Group (TG)/Project Lead Reports

a) API 17A: Subsea Production Systems


• The Task Group update was given by the chair. Workgroup is active and ballot draft is
expected Q1 2022. Update by chair. Document balloted in 2021. 45 comments currently
in resolution.
• Discussion around including additional barrier philosophy definitions. No intent to include
additional details in current draft.
• 17TR18 - SRRR presented for Systems engineering process by David Wilkinson. Motion
to approve by Brian Skeels. Voted to approve. 13 affirmative, 1 negative, 3 abstained
Action: Chair to request CSOEM to approve SRRR for 17TR18

b) Flexible Pipe Specifications: 17B,K, L1, L2, TR1 and TR2


• The TG report was provided by the chair.

API 17B: Recommended practice for flexible pipe


• Revision was kicked off in April. Good participation. Approximately 1200 comments
have been collected since 2014 for this as well as 17J. Expected ballot in 2023.

API 17J: Specification for Unbonded Flexible Pipe
• Revision was kicked off in April. Expected ballot in 2023.

API 17K: Specification for Bonded Flexible Pipe


• Ballot to reaffirm closes January 2022

• 2nd ed. Was Published in 2021.

• The TG report was given by the chair.
• Third addition published in October 2021
• SRRR for addendum 1 (items identified by monogramming program requiring
attention) presented by Brian Skeels. Vote approved. 13 affirmative votes. 4
abstained
• SRRR for informative Annex(s) on IOGP S561 and annular seal testing presented by
Brian Skeels. Vote approved. 13 affirmative votes. 1 negative votes. 3 abstained.
Action: Chair to request CSOEM to approve SRRRs

d) API 17E: Subsea Umbilical


• New chair, Michael Ferrara gave update.
• Draft ready for ballot in Q2 2022
• No Outstanding actions

e) API 17F: Subsea Production Control Systems


• The TG report was given Chris Curran. Daniel Abicht appointed as chair for 17F.
• Work is ongoing for 5th edition. Expected ballot in Q1 2022
• If at summer meeting document is not expected to be completed in 2022, a 2 year
extension will be requested

f) API 17G: Std for Design and Manufacture of Subsea Well Intervention Systems
• No task group report was provided.

• The TG report was given by Ray Stawaisz

• The TG report was given by Charles White
• SRRR for 17PV “Spec for valves on Subsea structures” presented by Charles White.

q) API 17Q: Subsea Qualification


• The TG report was provided by David Saul.
• Waiting on survey results in conjunction with 17N to determine need for work.
