Fuel Tank Safety (FTS) Course Syllabus

I. COURSE DESCRIPTION

The Fuel Tank Safety Training is a classroom training solution for maintenance personnel as required by
the European Aviation Safety Agency (EASA) in Directive 2009/007 and other authorities.

The course is offered as familiarization (Level 1) or detailed training (Level 2). The content follows the
requirements of Appendix IV to AMC 145.A.30 (e) and 145.B.10 (3) and related ED Decisions.
The training shall be carried out at the earliest for the personnel needing level 1 training.

Nevertheless, the training for the personnel needing level 2 training has to be carried out before they
perform any continuing airworthiness management activity.

Level 1: Familiarization Training


The Level 1 Familiarization Training is designed for persons representing the maintenance management
structure, Quality manager and staff, and all certificate holders (support and certifying staff). The
attendants learn typical terms, the basic elements of the fuel tank safety issues including the required
description of the historical background and all elements related to safety.

Level 2: Detailed Training


The Level 2 Detailed Training meets the requirements for personnel involved in management and review
of the continuing airworthiness of aircraft and personnel required to plan, perform, supervise, inspect and
certify the maintenance of aircraft and fuel system components all certificate holders (support and
certifying staff). This training includes all Level 1 topics, emphasizes the technical issue but also includes
the other required subjects. This course includes an examination at the end as requested by EASA.

II. CONTINUING TRAINING

The interval between continuing training shall be established by the Continuing Airworthiness
management organization, but should not exceed two years.

The continuing training shall include knowledge on evolution of material, tools, documentation and
manufacturer’s or CARC Airworthiness Directives; updated to the date of course conduction.

Continuation training is required only for Level 2 training as it includes all Level 1 topics and other
required subjects.

III. STUDENT PERFORMANCE OBJECTIVES:

Level 1 Familiarization training objectives:


1. Be familiar with the basic elements of the fuel tank safety issues.
2. Be able to give a simple description of the historical background and the elements requiring a safety
consideration, using common words and showing examples of non conformities.
3. Be able to use typical terms.

Level 2 Detailed training objectives:


1. Know the history and the theoretical and practical elements of the subject, have an overview of
Special Federal Aviation Regulations (SFARs) from 14 CFR SFAR 88 of the FAA and of JAA
Temporary Guidance Leaflet TGL 47, be able to give a detailed description of the concept of Critical
Design Configuration Control Limitations CDCCL, Airworthiness Limitations Items (ALI) and using
theoretical fundamentals and specific examples,
2. Have the capacity to combine and apply the separate elements of knowledge in a logical and
comprehensive manner.
3. Have detailed information on how the above items affect the aircraft in the scope of the activity of the
organization or in the fleet.
4. Understand and carry out activities with the use of manufacturer and regulatory authority data
providing instructions on design and maintenance, such as Service Bulletins, Airworthiness Directives,
Aircraft Maintenance Manual, Component Maintenance Manual etc.
5. Use easily the manufacturer’s documentation from various sources and apply corrective action where
appropriate.
6. Identify the components or parts or the aircraft subject to FTS from the manufacturer’s
documentation, plan the action or apply a Service Bulletin and an Airworthiness Directive.

VI. EVALUATION:

Attendance Policy:
For each level, participants must attend 85% minimum of the total hours in order to receive a course
completion certificate. Signature of the reader is required to ensure that the person has passed the
training.

Grade Determination:
Level 1/Familiarization Training: no examination required.
Level 2/Detailed Training: a multiple choice evaluation covering all topics of the material will be
carried out for the participants; the passing grade is 75%. In case of failure, the participant will be
allowed to reset for the exam two days after the main exam. If he/she didn’t pass, the participant shall
repeat the course.
