1.0 GENERAL INFORMATION

1.1 Project Overview

To monitor the compliance of each LGU, there are survey that will be given to the client after
applying business, building permits and certificate of occupancy to monitor the compliance of
each LGU to the standard processing of each application. This system will collect all the survey
from regions and the field officers will easily encode and update their compliance per
application.

1.2 System Overview

Rate My Service

- is a web-based application system that will facilitate the collection of survey and comments
of the user/client on their experience while applying for Business, Building Permits and
Certificate of Occupancy issued by the LGUs.

1.2.1 System Features

Online Survey. Answering the survey for the application they applied using web browser
and internet connection

Compliance Monitoring. It helps the field officers to monitor their compliance based on
the standard on applying business, building permits and certificate of occupancy.

Uploading of Registered Business. The field officers will easily upload/add the list of
registered businesses for each LGUs.

Uploading of BPCO issued applications. The field officers will easily upload/add the list
of BPCO issued applications for each LGUs.

Acronyms and Abbreviations


Department of the Interior and Local Government (DILG)

- it is the executive department of the Philippine government responsible for promoting


peace and order, ensuring public safety and strengthening local government capability
aimed towards the effective delivery of basic services to the citizenry.

Business Permit and Licensing Officer (BPLO)

- updates the standard in applying business, building permit and certificate of occupancy for
their LGU

Bureau of Local Government Development (BLGD)

- the office of primary responsibility of RMS.

2.0 GETTING STARTED

2.1 User Access, Roles and Privileges

This system is for public, anyone can access the public survey if they applied an application for
business, building permit and certificate of occupancy, business permit and licensing officer to
update the compliance in applying business, building permit and certificate of occupancy.

2.1.1 Log In/Sign In

To start using the application, you should log-in first. Open your web browser, and type
“http://ratemyservice.dilg.gov.ph/user/login” to the address bar and the log-in page will be
displayed (Figure 1).

To log-in, enter a valid Username and Password and click on the “Sign in” button.

2.1.2 Sign Up (Not Applicable, User’s will login using RMS Login Form)

To sign up and create an account, click on the “Don’t have an account? Sign up!” (see Figure 1
number 1) and the sign up page will be displayed. (Figure 2).

In order to create a valid account just fill-in all the needed information and click “Sign up” button
(Figure 2 number 1) when done. When already registered click “Already registered? Sign in”
button (Figure 2 number 2) and sign in.

2.2 Retrieve Password

To retrieve your forgotten password, click on the “Forgot Password?” (see Figure 1 number 2) and
the recovery password page will be displayed. (Figure 3). Input the email address used during sign-
up and click “Continue” button (Figure 3 number 1) to proceed.

2.3 Request New Confirmation Message

To request for a new confirmation message, click on the “Didn’t receive confirmation message?”
(see Figure 1 number 3) and the request new confirmation message page will be displayed. (Figure
4). Input a valid email address account and click “Continue” button to proceed.
