I. INTRODUCTION
1.1 Background
Roxas Avenue is one of the busiest streets in Naga City, Camarines Sur with high
population density and commercial activity. This area has a lot of surrounding mall
relation to this, another big establishment is yet to rise in the said area. The S&R
project that aims to bring modern shopping and business facilities to the region. It is
slated to be a multi-level shopping center that will feature various stores, restaurants,
and entertainment facilities. The mall has a floor area of 9,977.18871 sq.m.
Once completed, the mall is expected to provide a boost to the local economy
by creating job opportunities and attracting more visitors to the area, thus may have a
significant impact on the traffic flow and patterns in the surrounding area. The influx of
vehicles coming to and from the mall can result in increased traffic congestion,
especially during peak hours. This increase in traffic congestion can result in longer
travel times, delays, and other related issues such as road accidents. Additionally, the
increased traffic volume around the mall can lead to a higher demand for efficient and
safe parking facilities in the area which can contribute to further congestion and traffic
issues. Furthermore, the mall's location near major roads and intersections can

generation. The development of the S&R Membership Shopping Mall in Roxas Avenue,
Naga City is the subject of this research. This study includes an assessment of the
present traffic conditions in the study area, traffic generation projections, impact

The project is located along Roxas Avenue in Naga City. It is adjacent to other
commercial buildings along the diversion road, such as the WINWIN Mall, ALDP Mall,

buses etc. The main access to the project site is through Roxas Avenue which is a
two-way road with 2 lanes each. Mostly private vehicles such as private cars and
motorcycles, and public transport such as PUJs, tricycles and Buses passed through the
said road section. Different commercial establishments are also available around the
area. There are also malls, hotels & government offices nearby.
2.3 Impact Area
According to the ITE 2010, the study area of a development such as a shopping
center larger than 9,290 sq.m., and any development that generates more than 500
vehicular trips during peak hours, should include all signalized intersections and, if
applicable, expressway entry/exit ramps within 3.2 km of the site's property line, and all
major unsignalized access (streets and driveways) within 1.6 km of the site. Since the
area of the development is 19,008 sqm, the entire city of Naga is being studied for this

Based on Table 1.2, out of the 312 respondents, 142 (45.5%) are residing outside
Naga City, and 170(54.5%) of the respondents are from Naga City.
Majority of the respondents are residing within the study area with 9% difference.
The present study welcomes respondents from outside Naga City due to the fact that
the development of S&R Membership Shopping Mall would not only attract consumers
from within the city but also from its neighboring towns and municipalities.
The Table 1.2.a shows that 105 out of the 170 respondents from Naga City are

know that students are one of the huge groups in the commuting population in Naga. It
is because the City of Naga is home to a total of 226 educational institutions as of 2022.

According to Table 1.2.a, the respondents within the study area are composed
of 91(53.3%) respondents from the age group of 20-24 years old, 20(11.8%) are from the
25-29 age group, 17(10%) are from 15-19 years old, 14(8.2%) are from 30-34 years old
and 9(5.3%) are from 35-39 years old. While the minority of the respondents ages 45-49
having only 5 respondents (2.9%), ages 10-14, 40-44, and 50-54 having 4 respondents
(2.4%) each age group, and 1 respondent aging 55-59 and 60 years old and above.
Since the majority of the respondents are students, they are more likely to belong
in the age group of 20-24 having 53.3% of the respondents. The age group of the

The Table 1.2.b shows the occupations, age groups, the reasons to enter Rixas
Avenue and the mode of transportation used by the respondents residing outside Naga
City. According to the table, 110 out of the 142 respondents are students, 20 are
their occupations.
Majority of the respondents are students from the tertiary education institutions in
Naga City who travel from outside the city. According to the website of the City of
Naga, this city is recognized as the regional center for education, hosting some of the
top schools and universities in the region, and is indeed the place where excellence in
education is commonplace. This is why students across the province are travelling all

Out of the 142 respondents, (57%) say that their reason to enter Roxas Avenue in
Naga City, is for shopping and commercial purposes. It is seconded by the reason for
schooling said by 65 out of 142 respondents (45.8%). Forty-six respondents say that they
enter Roxas Avenue for recreation while only 17 (12%) enter for work.
Roxas Avenue is classified as a primary arterial road according to the Road and
Bridge inventory provided by the Department of Public Works and Highways. Trips along
142 respondents used public transportation, 21 (14.8%) used private vehicles, and 22

Shown in Table 1.3.a are the private transportation used by the 312 respondents
of the survey, Based from the table, the private mode of transportation used by the
respondents, include private cars, vans, motorcycles, and bicycles. Eighty-one out of
312 respondents rode motorcycles, 71 from the 312 respondents used private cars, 12
rode their bicycles, and 9 respondents rode private vans. Majority of respondents who

Shown in Table 1.3.a are the public transportation used by the 312 respondents
of the survey. 219 out of 312 respondents are riding PUJs, 146 out of 312 rides tricycles, 9
out of 312 rides buses, 4 out of 312 rides taxi, 1 respondent rides in UV-Express.
Majority of the respondents ride jeepneys around, in, and out Naga City.

In addition to the Bicol Central Station located at CBD II, the city also has existing
northbound terminal. As per the ocular inspection made by the Naga City Resilience

Shown in Figure 4 is the traffic congestion in the study area which is dominated
by fast to moderate traffic. To determine the traffic situation along the mentioned 18
specified points on different road links in Naga City, a 5-hour traffic volume count was

surveyed and which areas will be affected by the proposed project. The critical
movement is the lane that requires the most time to service its queue. In this proposed
development, it is assumed that all major intersections and routes in the entire Naga
City will be affected as it is a huge commercial building and will be serving not only the
consumers from the city, but also from the neighboring towns and municipalities.
A 5-hour traffic volume count was employed in some of the major road sections
in Naga City. To assess the traffic-flow rate on these critical lanes, the traffic volume is
converted to passenger car units (PCU). Different passenger car equivalent factors
were also used as a measure of the impact that a mode of transport has on traffic
variables. The rating of Level of Service in Roxas Avenue is categorized as E and F for
Characteristics provided by the lecture of the Local Public Transport Route Planning
and Management Course, the traffic volumes are near or at capacity and the flow is
unstable with momentary stoppage in the eastbound. On the other hand, there is a
forced or congested flow at low speed, and long queues and delays in the westbound.

V. TRIP GENERATION
5.1 Background
Trip generation is the first stage of the classical first generation aggregate
Assignment. It forecasts the number of trips that originate or end in a specific traffic
analysis zone. Traffic flow considers both the number of vehicles and the human factor,
or general trips of people, because traffic includes both people and vehicle trips. A trip
is a one-way directional travel movement with beginning and ending points within the
study area.

This study mainly focuses on the traffic movement from major road segments in
Naga City including Abella St, Misericordia St, Balatas Road, Bagumbayan Norte, Elias
Avenue, and Queborac Drive. It is scheduled for a 5-hour count starting from 7:00am to
9:00 am, 12:00 pm to 01:00 pm, and 04:00 pm to 6:00 pm. Vehicles involved in this study
are separated into fifteen categories namely: bicycle, pedicab, motorcycle, private
cars, public and private tricycles, private car, public and private jeepney, PUV, UV
Express, mini and large Bus, 2-axle and 3 axle trucks and other vehicles not mentioned
6.1 Background
This section shows the passenger volume and traffic projection starting 2023 to
2028 using the population data. As the number of occupants of the proposed project
increases, the projected traffic is further forecasted annually for the analysis of traffic.
The “without development” and “with development” scenarios are considered in the
study. “Without development” includes forecasts of the baseline data and would show
the increase in traffic flows in the absence of the proposed development along Roxas
Avenue but with typical background development and growth (i.e., other areas in the
influence area of the project will develop). The traffic generated by the proposed
annual growth rate of Naga City from 2015 to 2020 census is 1.38%. This rate will be used
to forecast passenger volume from each barangays. The 2020 passenger volume is
shown in Table 5, having an estimated 12,316 passenger/day in Naga City. The future
Table 7 shows the forecast of travel demand from the present to 2028. Based on
the forecasted demand for the passenger volume derived from 2020 population data,
the passenger volume in the current year 2023 generates 12,830 pax/day. The future
volume of passengers without the development five years from now is estimated as
13,744 pax/day.
By 2028, the passenger volume in Naga City will increase according to the

7.2 Road Capacity Analysis

Based on the VCR calculation and LOS classification shown in Table 10.1, the
volume capacity ratio with the development increased during the PM peak, from 0.96
to 1.64 for eastbound, and 1.01 to 1.68 for westbound direction. This indicates that the
development will cause and affect the flow of traffic in both lanes. The volume in PCU
with the development is calculated by adding and distributing the 70% of 3735 persons
trip/day for private vehicles such as private cars, private tricycles, jeepneys, pick-up
van, and vans. The distribution of the 2615 passengers among these private vehicles are
based on the percentage distribution of these vehicles during the traffic count in Roxas
Avenue. The remaining 30% of 3735 passengers/day were also distributed among
different public vehicles such as public tricycles, public jeepneys, UV Express, and buses.
The distribution for each passenger is also based on the number of vehicles counted
during the traffic count. Shown in Table 10.2 is the number of vehicles added to the

parking space capacity. Thus, the establishments exceed the minimum parking space
requirement to over 104. This shows that the mall can fully accomodate its consumers'
parking demands.
