I. INTRODUCTION

1.1 Background

Roxas Avenue is one of the busiest streets in Naga City, Camarines Sur with high

population density and commercial activity. This area has a lot of surrounding mall

establishments resulting in heavy traffic congestion, especially during peak hours. In

relation to this, another big establishment is yet to rise in the said area. The S&R

Membership Shopping Mall construction in Naga City, Camarines Sur is a landmark

project that aims to bring modern shopping and business facilities to the region. It is

slated to be a multi-level shopping center that will feature various stores, restaurants,

and entertainment facilities. The mall has a floor area of 9,977.18871 sq.m.

Once completed, the mall is expected to provide a boost to the local economy

by creating job opportunities and attracting more visitors to the area, thus may have a

significant impact on the traffic flow and patterns in the surrounding area. The influx of

vehicles coming to and from the mall can result in increased traffic congestion,

especially during peak hours. This increase in traffic congestion can result in longer

travel times, delays, and other related issues such as road accidents. Additionally, the

increased traffic volume around the mall can lead to a higher demand for efficient and

safe parking facilities in the area which can contribute to further congestion and traffic

issues. Furthermore, the mall's location near major roads and intersections can

compound traffic problems in the area.


1.2 Scope of the Study

The study looked into the impact of the future development on traffic

generation. The development of the S&R Membership Shopping Mall in Roxas Avenue,

Naga City is the subject of this research. This study includes an assessment of the

present traffic conditions in the study area, traffic generation projections, impact

assessments of the predicted traffic generation, and recommendations for integrating

the proposed interventions into the local transportation system.


II. STUDY AREA

2.1 Location

The project is located along Roxas Avenue in Naga City. It is adjacent to other

commercial buildings along the diversion road, such as the WINWIN Mall, ALDP Mall,

Robinsons Place Naga City, and Yashano Mall.

2.2 Accessibility

The proposed commercial development is accessible to numerous

establishments via different modes of transportations: PUJs, taxis, vans, motorcycles,

buses etc. The main access to the project site is through Roxas Avenue which is a

two-way road with 2 lanes each. Mostly private vehicles such as private cars and

motorcycles, and public transport such as PUJs, tricycles and Buses passed through the

said road section. Different commercial establishments are also available around the

area. There are also malls, hotels & government offices nearby.
2.3 Impact Area

According to the ITE 2010, the study area of a development such as a shopping

center larger than 9,290 sq.m., and any development that generates more than 500

vehicular trips during peak hours, should include all signalized intersections and, if

applicable, expressway entry/exit ramps within 3.2 km of the site's property line, and all

major unsignalized access (streets and driveways) within 1.6 km of the site. Since the

area of the development is 19,008 sqm, the entire city of Naga is being studied for this

development. Naga City covers a land area of 8,448 square hectares.

III. DATA COLLECTION

3.1 Preliminary Surveys

The researchers visited the site in Roxas Avenue, Naga City and asked for

permission from the Project Manager to get a copy of plans such as but not limited to

the site development plan, ground floor plan, parking lot plan, and elevations , to be

used in the said study. The researchers, upon approval, started with the gathering of

information and traffic count in the area. A survey is used to assess the acceptability of

the S&R Membership Shopping building; specifically, its effect on the community and

traffic flow near its vicinity.

Based on Table 1.1, out of the 312 respondents, 154 (49.4%) are identified as

males, 146(46.8%) of the respondents are females, and 12 (3.8%) respondents prefer not

to disclose their gender.

Majority of the respondents are males with 2.6% difference. Since the survey used

a non-random – convenience where the respondents of the study were selected based
on their availability, the gender of the respondents would not greatly affect the entire

survey.

Based on Table 1.2, out of the 312 respondents, 142 (45.5%) are residing outside

Naga City, and 170(54.5%) of the respondents are from Naga City.

Majority of the respondents are residing within the study area with 9% difference.

The present study welcomes respondents from outside Naga City due to the fact that

the development of S&R Membership Shopping Mall would not only attract consumers

from within the city but also from its neighboring towns and municipalities.

The Table 1.2.a shows that 105 out of the 170 respondents from Naga City are

students, 34 are employed, 12 are professionals, 10 are self-employed, and 9 are

unemployed according to their occupations.

Majority of the respondents of the survey that are residing within the study area

are students. Aside from their availability to participate in the survey, the researchers

know that students are one of the huge groups in the commuting population in Naga. It

is because the City of Naga is home to a total of 226 educational institutions as of 2022.

Of these, 10 are tertiary institutions where the students are more likely to commute.

According to Table 1.2.a, the respondents within the study area are composed

of 91(53.3%) respondents from the age group of 20-24 years old, 20(11.8%) are from the

25-29 age group, 17(10%) are from 15-19 years old, 14(8.2%) are from 30-34 years old
and 9(5.3%) are from 35-39 years old. While the minority of the respondents ages 45-49

having only 5 respondents (2.9%), ages 10-14, 40-44, and 50-54 having 4 respondents

(2.4%) each age group, and 1 respondent aging 55-59 and 60 years old and above.

Since the majority of the respondents are students, they are more likely to belong

in the age group of 20-24 having 53.3% of the respondents. The age group of the

commuting population could also affect how they will assess the acceptability of an

additional development along one of the busiest roads in Naga City.

The researchers also surveyed the reasons for the respondents to enter the

location of the development in Roxas Avenue. The reasons for the respondents to enter

Roxas Avenue include for Shopping and Commercial, for recreation, for schooling, for

work, and to drive to their home, respectively.

The top reason given by 105 out of 170 respondents is for shopping and

commercial purposes. It is because of the adjacent and neighboring commercial

buildings along Roxas Avenue such as the WinWin Mall, ADLP Mall, Robinsons Place

Naga and Yashano Mall.

In terms of the mode of transportation used by the respondents, 50% of the 170

respondents used public transportation, 43 (25.3%) used private vehicles, and 42 (24.7%)

used both public and private transportation.

The modal choice of the majority of the respondents can be based on their

occupation, age group, and reason to enter Roxas Avenue. Since the majority of the

respondents are students, ages 20-24, and enters the Roxas Avenue for Shopping and
Commercial purposes, it could be easily accommodated by public transport, hence

the results.

The Table 1.2.b shows the occupations, age groups, the reasons to enter Rixas

Avenue and the mode of transportation used by the respondents residing outside Naga

City. According to the table, 110 out of the 142 respondents are students, 20 are

employed, 6 are professionals, 1 is self-employed, and 5 are unemployed according to

their occupations.

Majority of the respondents are students from the tertiary education institutions in

Naga City who travel from outside the city. According to the website of the City of

Naga, this city is recognized as the regional center for education, hosting some of the

top schools and universities in the region, and is indeed the place where excellence in

education is commonplace. This is why students across the province are travelling all

the way to Naga to receive education.

According to Table 1.2.b, the respondents outside Naga City are composed of

101(71.1%) respondents from the age group of 20-24 years old, 20(11.8%) are from the

25-29 age group, 16(11.3%) are from 15-19 years old, 8 (5.6%) are from 30-34 years old

While the minority of the respondents ages 45-49 having only 3 respondents (2.1%), ages

35-39 with 2 respondents (1.4%), and ages 10-14, 40-44, 50-54, and 55-59 having 1

respondent (0.7%) each age group.

Since the majority of the respondents are students, they are more likely to belong

in the age group of 20-24 having 71.1% of the respondents. The age group of the

commuting population could also affect how they will assess the acceptability of an

additional development along one of the busiest roads in Naga City.


The reasons for the respondents to enter the location of the development in

Roxas Avenue were also surveyed, along with the mode of transportation used. The

reasons for the respondents to enter Roxas Avenue include for Shopping and

Commercial, for recreation, for schooling, for work, and to drive to their home,

respectively.

Out of the 142 respondents, (57%) say that their reason to enter Roxas Avenue in

Naga City, is for shopping and commercial purposes. It is seconded by the reason for

schooling said by 65 out of 142 respondents (45.8%). Forty-six respondents say that they

enter Roxas Avenue for recreation while only 17 (12%) enter for work.

Roxas Avenue is classified as a primary arterial road according to the Road and

Bridge inventory provided by the Department of Public Works and Highways. Trips along

this road could lead to different commercial places, educational institutions,

workplace, and recreational places throughout Naga City.

In terms of the mode of transportation used by the respondents, 99(69.7%) of the

142 respondents used public transportation, 21 (14.8%) used private vehicles, and 22

(15.5%) used both public and private transportation.

The modal choice of the majority of the respondents can be based on their

location and distance from their destination, occupation, age group, and reason to

enter Roxas Avenue. Since the majority of the respondents are students, ages 20-24,

and enters the Roxas Avenue for Shopping and Commercial purposes, it could be easily

accommodated by public transport, hence the results.

Shown in Table 1.3.a are the private transportation used by the 312 respondents

of the survey, Based from the table, the private mode of transportation used by the

respondents, include private cars, vans, motorcycles, and bicycles. Eighty-one out of

312 respondents rode motorcycles, 71 from the 312 respondents used private cars, 12

rode their bicycles, and 9 respondents rode private vans. Majority of respondents who

use private transportation own motorcycles and cars.

Shown in Table 1.3.a are the public transportation used by the 312 respondents

of the survey. 219 out of 312 respondents are riding PUJs, 146 out of 312 rides tricycles, 9

out of 312 rides buses, 4 out of 312 rides taxi, 1 respondent rides in UV-Express.
Majority of the respondents ride jeepneys around, in, and out Naga City.

According to the article entitled Philippines Transportation Guide: How to Get Around,

Land & Sea Travel, Local Tips (Anonuevo, n.d.), Jeepney is the most common mode of

public transportation. It can be found all over the country, as their open-air design and

bench-style seating make them one of the cheapest land transportation in the

Philippines, with the current minimum fare at PHP12 in Naga City.

Based on the graph shown in Figure 3, 284 out of 312 respondents say that the

construction and the development of the S&R Membership Shopping Mall along Roxas

Avenue Naga is acceptable, while the remaining 28 respondents disagree. In terms of


travelling along Roxas Avenue, 224 respondents claimed that they have experienced

inconvenience throughout their travel in the said road section. On the other hand, 88

out of 312 respondents did not experience any convenience at all. When asked if this

development could add to the total traffic congestion in the area, 224 respondents

said yes, while 88 respondents said that it could not affect the traffic along Roxas

Avenue. Two hundred and fifty-nine respondents agreed that the proposed parking

space of the building could accommodate their customers while 53 out of 312

respondents said otherwise.

3.2 Site and Road Conditions

The site and road condition of the traffic and facilities are shown in the following

figures and tables. The subject site is located in a commercialized area, thus, more

vehicles are passing by the location. Based on our observation, the soon to rise structure

will affect the establishments around it. With regards to traffic, the current situation of

the area is conditional based on its peak hour but the soon to rise structure will

eventually cause congestion to the area.

3.2.1 Road Type and Category

Shown in Table 2 are the classifications and characteristics of the main roads in

Naga City. It includes local streets like Abella St, Misericordia St, Balatas Road,

Mabolo-Camaligan-Gainza Road, Felix Plazo St, and Qeuborac Drive. Tertiary Arterial
roads include Bagumbayan Norte, Elias Angeles St, Magsaysay Ave, MT Villanueva Ave,

Panganiban Drive, Penafrancia Ave, and Biak na Bato St. Roxas Avenue, the location

of the development is among the Primary Arterial roads including Maharlika Highway.

Illustrated in Figure 3 is a map based on the data provided by the Road & Bridge

Information Application: Database of Statistic Division, Planning Service of DPWH.

Whereas, Concepcion – Del Rosario road is identified as a primary road along with

Diversion Road and Mabolo Road. The Panganiban Road and Magsaysay Road, on the

other hand, were classified as Tertiary Roads.

In addition to the Bicol Central Station located at CBD II, the city also has existing

terminals that serve inter-municipality/city routes such as the southbound and

northbound terminal. As per the ocular inspection made by the Naga City Resilience

3.2.2.c Existing Infrastructure

The proposed development is a shopping center and a commercial

3.2.3 Existing Transportation Condition

Shown in Figure 4 is the traffic congestion in the study area which is dominated

by fast to moderate traffic. To determine the traffic situation along the mentioned 18

specified points on different road links in Naga City, a 5-hour traffic volume count was

employed. This traffic congestion is because of the huge daily passenger volume and

vehicle volume. In order to calculate the number of passenger volumes, the

researchers used the 2020 population data to come up with the number of daily

passenger volume per barangay in the whole city of Naga. Shown in Table 5 is the 2020

population density of Naga City according to the Philippine Statistics Authority.

The calculation uses the formula


PV= Daily Demand x Peak Hour Factor x Directional Factor x Modal Split Factor

where;

Daily demand = population per traffic analysis zone for all barangay multiplied by

40.89% (percentage of commuting population from 30-64 years old)

Peak Hour Factor = 0.80

Directional Factor = 0.60

Modal Split Factor = 0.30 (Assuming 30% of the population will use public transportation)

3.3 Traffic Count Data

Shown in Table 6.1 to 6.18 are the total traffic counts on the major roads in Naga

City. These roads are classified as two-way streets, hence the two directions of lanes for

each.

IV. BASELINE TRAFFIC

4.1 Identification of Critical Movement

Identifying the critical movement is necessary to determine the lanes to be

surveyed and which areas will be affected by the proposed project. The critical

movement is the lane that requires the most time to service its queue. In this proposed

development, it is assumed that all major intersections and routes in the entire Naga

City will be affected as it is a huge commercial building and will be serving not only the

consumers from the city, but also from the neighboring towns and municipalities.

4.2 Base Traffic

A 5-hour traffic volume count was employed in some of the major road sections

in Naga City. To assess the traffic-flow rate on these critical lanes, the traffic volume is

converted to passenger car units (PCU). Different passenger car equivalent factors

were also used as a measure of the impact that a mode of transport has on traffic

variables. The rating of Level of Service in Roxas Avenue is categorized as E and F for

eastbound and westbound respectively. According to the Level of Service (LOS)

Characteristics provided by the lecture of the Local Public Transport Route Planning

and Management Course, the traffic volumes are near or at capacity and the flow is

unstable with momentary stoppage in the eastbound. On the other hand, there is a

forced or congested flow at low speed, and long queues and delays in the westbound.

V. TRIP GENERATION

5.1 Background

Trip generation is the first stage of the classical first generation aggregate

demand models. It is followed by Trip Distribution, Modal Choice, and Traffic

Assignment. It forecasts the number of trips that originate or end in a specific traffic

analysis zone. Traffic flow considers both the number of vehicles and the human factor,

or general trips of people, because traffic includes both people and vehicle trips. A trip

is a one-way directional travel movement with beginning and ending points within the

study area.

Trip rates show the number of traffic/people movements in and out of a

development (or an average of a number of developments within the same land use

category), for a given trip rate parameter factor. Gross Leasable Area (GLA) and Gross

Floor Area (GFA) are the factors used for computing the trip rates.

5.3 Traffic Assignment

This study mainly focuses on the traffic movement from major road segments in

Naga City including Abella St, Misericordia St, Balatas Road, Bagumbayan Norte, Elias

Angeles Street, Maharlika Highway, Roxas Avenue, Magsaysay Avenue,

Mabolo-Camaligan-Gainza Road, Felix Plazo St, Panganiban Drive, Penafrancia

Avenue, and Queborac Drive. It is scheduled for a 5-hour count starting from 7:00am to

9:00 am, 12:00 pm to 01:00 pm, and 04:00 pm to 6:00 pm. Vehicles involved in this study

are separated into fifteen categories namely: bicycle, pedicab, motorcycle, private

cars, public and private tricycles, private car, public and private jeepney, PUV, UV

Express, mini and large Bus, 2-axle and 3 axle trucks and other vehicles not mentioned

above. Traffic movement of people will also be considered.


VI. ESTIMATION OF FUTURE TRAFFIC

6.1 Background

This section shows the passenger volume and traffic projection starting 2023 to

2028 using the population data. As the number of occupants of the proposed project

increases, the projected traffic is further forecasted annually for the analysis of traffic.

The “without development” and “with development” scenarios are considered in the

study. “Without development” includes forecasts of the baseline data and would show

the increase in traffic flows in the absence of the proposed development along Roxas

Avenue but with typical background development and growth (i.e., other areas in the

influence area of the project will develop). The traffic generated by the proposed

development will be added to the “without development” values to come up with

values for the “with development” case.

6.2 Future Traffic Without Development

Based on Population data of the Philippines Statistics Authority, the average

annual growth rate of Naga City from 2015 to 2020 census is 1.38%. This rate will be used

to forecast passenger volume from each barangays. The 2020 passenger volume is

shown in Table 5, having an estimated 12,316 passenger/day in Naga City. The future

traffic without the development will be forecasted in five years time.

Table 7 shows the forecast of travel demand from the present to 2028. Based on

the forecasted demand for the passenger volume derived from 2020 population data,

the passenger volume in the current year 2023 generates 12,830 pax/day. The future

volume of passengers without the development five years from now is estimated as

13,744 pax/day.
By 2028, the passenger volume in Naga City will increase according to the

annual growth rate of the city. The present 12,830 passenger/day is estimated to

increase by 914 passenger/day, five years from now, without the development.

6.3 Future Traffic With Development

The traffic generated by the proposed development will be added to the

“without development” values to come up with values for the “with development”

case. The estimated 3,735 person trip/day generated by the development is added to

the forecasted demand shown in table 7.

VII. ANALYSIS OF TRAFFIC

7.1 Background

To assess the road conditions on Roxas Avenue in Naga City, a traffic analysis is

conducted, considering the afternoon (PM) peak hours. The objective is to compare

the current Level of Service (LOS) with the anticipated future traffic conditions.

Additionally, an evaluation is performed to determine if the available parking spaces

meet the requirements of the proposed projects. In terms of traffic congestion, the

future LOS is examined to identify potential impacts and measures to mitigate

congestion are implemented accordingly. The analysis of the current traffic situation

involves the use of the Volume/Capacity ratio (VCR), while the LOS criteria are utilized

to describe the quality of the road conditions. The LOS criteria are detailed as follows:

Based on the VCR calculation and LOS classification shown in Table 10.1, the

volume capacity ratio with the development increased during the PM peak, from 0.96

to 1.64 for eastbound, and 1.01 to 1.68 for westbound direction. This indicates that the

development will cause and affect the flow of traffic in both lanes. The volume in PCU

with the development is calculated by adding and distributing the 70% of 3735 persons

trip/day for private vehicles such as private cars, private tricycles, jeepneys, pick-up

van, and vans. The distribution of the 2615 passengers among these private vehicles are

based on the percentage distribution of these vehicles during the traffic count in Roxas

Avenue. The remaining 30% of 3735 passengers/day were also distributed among

different public vehicles such as public tricycles, public jeepneys, UV Express, and buses.

The distribution for each passenger is also based on the number of vehicles counted

during the traffic count. Shown in Table 10.2 is the number of vehicles added to the

traffic count used in calculating the Volume Capacity Ratio.

7.3 Parking Requirements

The National Building Code of the Philippines (NBC) dictates the mandatory

provision of parking spaces in development projects. Developers are required to

allocate parking slots to prevent the issues of street parking and sidewalk obstruction,

which contribute to traffic congestion and a decrease in the Level of Service (LOS) of

specific roadways. Based on the floor plans given by Meinhardt Philippines, Inc., S&R

Building has a total of 204 parking slots.

Based on the minimum parking areas given by the National Building Code, for

each 100 square meter of shopping center there should be 1 parking slot allocated or

simply, 1 parking slot/ 100 sq.m. shopping area. The shopping floor area of S&R is

9,977.18871 sq.m. . The following computation will show if the building follows the

minimum parking demand given by NBC:

As mentioned, S&R has allocated 204 parking spaces and as seen above the

minimum requirements recommend 100 parking spaces. The shopping center allocated

104 extra parking spaces which is 49.019% more than the given prerequisites. In

conclusion, the building follows the minimum requirements of the parking demand.
VIII. RECOMMENDATIONS

It is concluded by the researchers that the development has an impact as to the

existing traffic condition along Roxas Avenue and the entire Naga City. Discussed

below are the recommendations of the researchers.

8.1 Traffic Engineering and Management

Considering the heavy to very heavy traffic status of Roxas Ave. At this present

time, it is undoubtedly recommended for Traffic Engineering and Management to

better facilitate the traffic flow with designs, systems or plans that best serve the city’s

public transportation, especially for the coming 5 years or more of population increase

and development.

With the projected patronization of the public to S&R Membership Mall a rise in

the number of vehicles is expected at around 1.64 to 1.68 VCR. This shall also be

considered during the time of traffic intervention.

8.2 Public Transport Facilities

S&R Membership Malls are designed mainly for wholesale consumers. This would

also suggest the need to serve private vehicles over public ones. However, just like any

other malls, an allocated space for loading and unloading sites for public commuters is

still encouraged.
8.3 Pedestrian Facilities

● Conduct a thorough research of the area: Begin by analyzing the pedestrian

traffic patterns in the area and determining where the most effective pedestrian

lanes will be. Look for areas with a lot of foot activity, busy intersections, and

close proximity to schools, parks, and commercial complexes.

● Make sure there is enough room to accommodate pedestrian lanes without

jeopardizing the safety or efficiency of automobile traffic. This may need reusing

street parking or lowering the number of car lanes.

● Use high-visibility materials: It's important to use high-visibility materials for the

pedestrian lanes, such as brightly colored paint or reflective materials. This will

help to ensure that drivers are aware of the pedestrian lanes and that

pedestrians can easily see where they are walking.

● Provide adequate lighting: Ensure that the pedestrian lanes are well-lit,

particularly in areas that are frequented during the evening or night hours. This

will improve visibility and reduce the risk of accidents.

8.4 Internal Circulation

Having learned the scope of a large facility such as the S&R Shopping Mall, it is

understandable the impact it contributes to the traffic within Naga and up to the

neighboring towns. Roxas ave. is where buses from the CBD terminal and travellers
going South of Bicol meet. Thus, it is appropriate for government and private

establishments along Roxas ave. to enhance road facilities at choke points or

intersections that can cater a large number of vehicles coming through and from

outside Naga City. This will better solve the flow of internal circulation to be at its motion.

8.5 Parking

It is recommended that the establishment maintain the minimum parking areas

for shopping centers according to the National Building Code parking ratio of 1 parking

space per 100 square meters of store selling space. As well as a 2.5m x 5m area per

parking space to either perpendicular or diagonal parking means. To which in this case,

the S&R Shopping Mall has 9977.18871 square meters of store selling space with 204

parking space capacity. Thus, the establishments exceed the minimum parking space

requirement to over 104. This shows that the mall can fully accomodate its consumers'

parking demands.
