Kahilipara, Guwahati-19, Assam invites Expression of Interest (EOI) for study on
“Impact Assessment Study of the programme- “Rani Laxmibai Atma Raksha
Prashikshan – Self Defence Training for Girls at Upper Primary and Secondary
Level (VI to XII)” through e-Tendering process having average annual turnover of
minimum Rs.1.20 lakhs in any three financial year during last four financial year FY
2018-19 , 2019-20, 2020-21 and 2021-22.

Terms of Reference (TOR) for study on “Impact Assessment Study of Self Defence
Programme for Girls at Upper Primary and Secondary Level (VI to XII)”
Introduction
The programme Rani Laxmibai Atma Raksha Prashikshan – Self Defence Training for girls has
been conducted since the year 2018 for the girls studying in class VI to XII in Govt.
/Provincialzed Schools for 3 months in 33 districts of Assam by certified instructors from
recognized Martial Art Institutes in convergence with District Sports Authority.
Objective of the programme
To teach young girls to fight back and stand up for themselves during challenging
situation using basic self defence techniques.
To build self-confidence, courage of the girls.
Motivate girls to attend school regularly.
To learn in various Martial-Arts Styles like Karate, Kung-fu, Tae Kwon Do, Judo, Muay
Thai etc through qualified Instructors and showcase their talent at District , State and
National/International martial art competitions.
Total schools covered in 2021-22 (VI to VIII):
As recommended in the PAB, 2021-22, the programme was conducted for 01 month in
2021-22.
8837 Govt. /Provincialzed schools at Upper Primary level (VI to VIII).
Total schools covered in 2020-21 (VI to XII):
As recommended in the PAB, 2020-21, the programme was conducted for 03 month in
2021-22.
(9194 Govt. /Provincialzedschools at Upper Primary level (VI to VIII)
4373 Govt. /Provincialzedschools at Secondary level (IX to XII).
Total: 13567 schools.
Total students covered in 2020-21:
629798 (VI to VIII)

Objective of the study
To measure the effectiveness and access the impact of the programme among the
beneficiaries.
To find out whether the objectives of the programme has been fulfilled.

To compare the impact of the self defence training before the start of the programme and
after the completion of the programme in respect of self confidence, courage, learning
and use of self defence techniques, physical strength building positivity and attending
school.
Methodology:
To attain the above mentioned objectives of the programme: Rani Laxmibai Atma Raksha
Prashikshan – Self Defence Training for Girls. Bidders are requested to propose an appropriate
methodology.

The bidders may propose appropriate techniques/tools for collecting the data.
Tools: Tools for data collection will be finalized by the study team in consultation with Equity
and Research & Evaluation components at State Mission Office, SamagraShiksha, Assam.
While developing the tools, care is to be taken to ensure that comprehensive information against
each of the objectives can be garnered.
Deliverables
Data Analysis:
Both quantitative and qualitative analysis of data will be required. Detailed school ( sample)
wise, district wise and consolidated analysis for the state will have to be done. School ( sample)
wise data will have to be provided.
Report with detailed work plan, methodologies, (sampling, data collection methods, data
quality, data processing and analysis etc), consolidated final analysis, findings and
recommendations.
Presentation on key findings from the study.
Submission of final detailed report along with summary report.
The study team will have to submit the following:
Progress report of the study every fortnight.
Two hard copies and soft copy of draft report.

Ten hard copies and soft copy of final report.
Photographs ( minimum 21) and small videograph representative of different activities of
the study in each district.
List of respondents (district wise) is to be submitted as annexure (extra).
Few filled up tools representative of each sample district separately.
Duration: The study will have to be completed within three months from the date of signing of
agreement with Samagra Shiksha, Assam.
Budget: The applicant will have to submit detailed activity wise budget proposal.
The evaluation of EOI will be done on the basis of the following criteria:

The minimum score for short listing shall be 60. The five top scoring applicants will be shortlisted for
final selection. For final selection, shortlisted applicants may be called for power point presentation.
The EOI must be submitted in sealed envelope super scribing topic of the study. EOI submitted
through e-mail shall not be accepted.
Organisation/Institution based outside the state of Assam but having a branch office at Guwahati
may also apply.
Individual working in organization/institution and applying individually must submit EOI
through proper channel.
Selected applicant will have to deposit 5% of the total amount as security money within seven
(07) days of signing of agreement with Mission Director, Samagra Shiksha, Assam. The security
money in the form of Demand Draft (DD) so deposited in the name of Mission Director,
Samagra Shiksha, Assam shall be refunded only after successful completion of the assignment.
In case of default, the security money shall stand forfeited.

EOI must be submitted through proper channel. Mission Director, Samagra Shiksha, Assam
reserves the right to accept or reject any or all EOI received without assigning any reason
thereof.
The services are expected to be commenced by November, 2022. The task is to be completed within
three months from the date of signing of agreement with Samagra Shiksha, Assam.
Further information or clarification can be obtained from Samagra Shiksha, Assam, Kahilipara,
Guwahati-19 during office hours on working days.
1. Estimated Cost: Rs 4.00 Lakhs
Sample/ target
A) District: 8/10 districts approx (Covering areas in tea garden, char, hilly areas, town and
villages)
B) Schools: 10 Upper Primary schools (IV to VIII) and 10 Secondary schools (IX to XII)
C) Students: 9 student in Upper Primary schools ( 3 students each class VI to VIII) and 12
Secondary schools. ( 3 students each class IX to XII)
Required Expertise:
Reputed organizations and universities having expertise in the field of gender and girls
education.
Strong knowledge of conducting research /evaluation studies, education programme at
National and State level
Ability to produce concise and analytical.

Along with submission of EOI, the following details are to be furnished. However, Educational
Institutions/Individuals are exempted from submitting (iii) to (vi) :
(i) Name with detailed CV of the Principal Investigator.
(ii) Details of research works/surveys undertaken in socio-educational field (by
organization/institution in case of EOI submitted by organization/institution).
(iii) Full particulars of the constitution, ownership, organization structure and main activities
of the prospective consultant, including details of full time professionals.
(iv) Copy of Organization/Institution/NGO registration certificate; business registration license;
GST registration certificate and PAN Card; Income Tax return for FY 2020-21.

(v). Declaration made in writing by the Organization(s)/ Institution(s)/NGOs that it is not
disqualified for taking part in such proceedings, that it has no conflict of offence relating
to the concerned profession or business.
vi. Audit report for the financial years: 2018-19,2019-20, 2020-21 & 2021-22).
3. TERMS AND CONDITION
i. All the statements, documents, certificates submitted by bidders should be signed and
sealed by authorized signatory of the bidder, owning responsibility for their
correctness/authenticity.
ii. Data Sheet of the product offered in the bid, are to be submitted along with the bid
documents. Buyers can match and verify the Data Sheet with the product
specifications offered. In case of any unexplained mismatch of technical parameters,
the bid is liable for rejection.
iii. Contentions arising out of issues not mentioned in this tender document will be
resolved as per GFR, 2017, CVC, Ministry of Finance, Govt. of India and Assam
Public Procurement Rule, 2020.
iv. Mission Director, Samagra Shiksha, Assam shall be under no obligation to accept the
lowest quotation. Further the Mission Director, Samagra Shiksha, Assam, reserves the
right to reject any or all of the tenders without assigning any reasons.
4. BID DOCUMENTATION CHARGE:
The Bidder has to submit proof of Bid Possessing fee an amount of Rs. 5,000/- (Five
Thousand) only, which is non refundable.
5. EARNEST MONEY DEPOSIT:Rs. The Bidder has to submit proof of EMD deposit
5.1 The EARNEST MONEY DEPOSIT shall be forfeited:
a) If a Bidder withdraws its bid during the period of bid validity specified by the Bidder
b) In case of a successful Bidder, if the Bidder fails:
(i) To sign the Contract
(ii) To furnish performance security
6. PERFORMANCE SECURITY: Within 7 (seven) days of the receipt notification of award
from the Purchaser, the successful bidder shall have to deposit of5% value of the total contract as
performance security deposit valid for a period of 60days beyond the date of completion of
contractual obligation of the bidder including warranty obligations, maintenance and defect

liability period whichever is the latest .The performance Security shall be invoked by Purchaser,
in the event of:-
6.2 If the successful bidder fails to comply with the requirement bid Clause shall institute
grounds for the annulment of the award and forfeiture of the performance security, in
which event the Purchaser may make the award to the next lowest evaluated bidder or
call for new bids.
6.3 If the successful bidder fails to perform the responsibilities and obligations as set out in
the bid to the complete satisfaction of Purchaser,
6.4 If the successful bidder misrepresents facts/information submitted to Purchaser at any
stage of bidding process and
7. Amendment of Bidding Documents
7.1 At any time prior to the deadline for submission of bids the Purchaser may, for any reason,
whether at its own initiative or in response to a clarification requested by prospective Bidder,
modify the Bidding Documents by amendment. If any modifications are given effect the
same shall be placed at the e-procurement portal. All amendment in the bidding document
will be uploaded in the procurement portal and will be binding upon the prospective bidder.
All the prospective bidders are requested to keep themselves informed regularly regarding
the amendment if any, in the website.
7.2 Any amendment in the bidding document, the same will be uploaded in the website and will
be binding of the prospective bidder.
7.3 In order to allow prospective Bidders reasonable time in which to take the amendment in to
account in preparing their bids, the Purchaser may, at its discretion, extend the deadline for
the submission of Bids.
7.4 Bidder can modify their bid prior to deadline of submission of bid. Bid cannot be modified
after the deadline of submission of bid.
8. Non Waiver
No relaxation, forbearance, delay, or indulgence by either party in enforcing any of the terms and
conditions of the Contract or the granting of time by either party to the other shall prejudice,
affect, or restrict the rights of that party under the Contract, nor shall any waiver by either party
of any breach of Contract operate as waiver of any subsequent or continuing breach of Contract.
Any waiver of a party’s rights, powers, or remedies under the Contract must be in writing, must
be dated and signed by an authorized representative of the party granting such waiver, and must
specify the right and the extent to which it is being waived.

9. NOTIFICATION OF AWARD:
The Purchaser shall award the Contract to the Bidder whose offer has been determined to be the
lowest evaluated bid and is substantially responsive to the Bidding Document, provided further
that the Bidder is determined to be eligible and qualified to perform the Contract satisfactorily.
The successful bidder, upon receipt of the LOI, shall furnish the required Performance Security
in the form an Account Payee Demand Draft, Fixed Deposit Receipt, Bank Guarantee and come
to sign an agreement within the stipulated time, failing which the successful bidder will be
blacklisted for further participating in any future BID.
10. PRICING INFORMATION:
(i) All the prices will be in Indian Rupees.
(ii) The successful bidder(s) shall be entirely responsible for all charges like GST, stamp
duties, licence fees, insurance, delivery charges, packaging, levies as applicable and
freight.
(iii) Once offered, the rate remains fixed and must not be subject to change at any
reason within the period of the validity of the bid and contract.
(iv) Any cost incurred due to delay of any sort, which is attributable to the bidder(s),
shall be borne by the bidder(s).
(v)Rate quoted shall be inclusive all taxes and duties
11. SIGNING OF CONTRACT:
The successful bidder will have to execute an agreement in a non-judicial stamp paper of value
Rs.100/-(stamp duty to be paid by the bidder), in favour of Mission Director, SamagraShiksha,
Assam.
12. CONTRACT PERIOD: The contract shall be for a period of six months from the date of
signing of contract.

13 .Termination for Default and Black List
The Purchaser may, without prejudice to any other remedy for breach of Contract, by written
notice of default sent to the Organization, terminate the Contract in whole or part and may
black list:
a) If the Organization fails to perform any other obligation(s) under the Contract;
b) If the Organization, in the judgment of the Purchaser has engaged in corrupt or
fraudulent practices in competing for or in executing the Contract,
In the event the Purchaser terminates the Contract in whole, , the purchaser may procure,
upon such terms and in such manner, as it deems appropriate, Goods or services similar to
those undelivered and the Organization shall be liable to the Purchaser for any excess cost for
such similar Goods or services. In that case, the Organization shall continue the performance
of the Contract had it not been terminated to the extent of recovery of access cost, if any.
14. FORCE MAJEURE:“Force Majeure” shall mean any event beyond the reasonable
control of the Purchaser or of the Organization, as the case may be, and which is
unavoidable notwithstanding the reasonable care of the party affected and shall include,
without limitation, the following:
(a) war, hostilities, or warlike operations (whether a state of war be declared or not),
invasion, act of foreign enemy, and civil war;
(b) rebellion, revolution, insurrection, mutiny, usurpation of civil or military
government, conspiracy, riot, civil commotion, and terrorist acts;
(c) confiscation, nationalization, mobilization, commandeering or requisition by or
under the order of any government or de jure or de facto authority or ruler, or any
other act or failure to act of any local state or national government authority;
(d) strike, sabotage, lockout, embargo, import restriction, port congestion, lack of usual
means of public transportation and communication, industrial dispute, shipwreck,
shortage or restriction of power supply, epidemics, quarantine, and plague;
(e) earthquake, landslide, volcanic activity, fire, flood or inundation, tidal wave,
typhoon or cyclone, hurricane, storm, lightning, or other inclement weather
condition, nuclear and pressure waves, or other natural or physical disaster.
16. Delays in the bidder’s Performance

16.1 Delivery of the Goods and the performance of the services shall be made by the bidders
in accordance with the time schedule specified by the Purchaser in the Schedule of
Requirements.
16.2 If at any time during performance of the Contract, the bidder should encounter conditions
impending timely delivery of the Goods and performance of Services, the bidder shall
promptly notify the Purchaser in writing of the fact of the delay, its likely duration and its
cause(s). On receipt of the bidders notice, the Purchaser shall evaluate the situation and
may, at its discretion, extend the bidder’s time for performance with liquidated damages,
in which case the extension shall be ratified by the parties by amendment of the Contract.
16.3 A delay by the bidder in the performance of its delivery obligations shall render the
bidder liable to the imposition of liquidated damages unless an extension of time is
agreed upon.
17. Payment
17.1 The Organization’s request(s) for payment shall be made to the Purchaser in writing,
accompanied by an invoice describing, as appropriate, the Goods delivered and the Services
performed with delivery challans duly acknowledge by the concerned officials , and by
documents submitted pursuant as per the terms and conditions and up-to fulfilment of other
obligations stipulated in the Contract.
17.2 Payment for the supply of goods subject to the satisfaction of the Purchaser to the effect
that the terms and conditions of the bid document of contract have been observed in full and
subject to availability of fund provision
19. GOVERNING LAW:
The contract shall be governed by and interpreted in accordance with the Laws of Union of
India. All legal matter arising out of the bidding process can be taken up at the courts having
competent to entertain that matter in Guwahati only.
20. Resolution of Disputes
20.1 The Purchaser and the Organization shall make every effort to resolve amicably by direct
informal negotiation any disagreement or disputes arising between them under or in
connection with the Contract.
20.2 If, after 30 (thirty) days from the commencement of such informal negotiation, the
Purchaser and the Organization have been unable to resolve amicably a Contract dispute,
the same shall be referred to the sole arbitration of the Mission Director, SSA, Assam or any
other person appointed by him/her as the ARBITRATOR. The award of Arbitration shall be
final and binding on the parties. The venture of Arbitration proceeding will be Guwahati.
Any dispute which cannot be settled by the Arbitration process is justiciable in the courts
within the jurisdiction of Gauhati High Court.
20.3 The appellate authority will be as per Assam Public procurement Rule, 2020.
