INTRODUCTION

COMPANY BACKGROUND

The Employees Provident Fund (EPF), established in 1951 under the EPF Ordinance 1951
and placed under the National Post Director and later in 1958, the EPF Board has started to
take over until today. EPF is one of the oldest and largest retirement funds in the world. Its
purpose has been to be a social security organization primarily providing retirement benefits
for private sector and non-pensionable employees in Malaysia.

From only around 500,000 members in 1952, the EPF now supports the accounts of over 14
million members with total contributions reaching RM800 billion and total assets under
management approaching trillions of ringgits.

LOGO ORGANIZATION

The circular EPF logo symbolizes money which is closely related to the purpose of its
establishment as a social security institution that is mandated to manage its members'
savings. Meanwhile, each color on the logo has the following meaning:

The red and white stripes symbolize the peaceful nation of Malaysia and its people who live
based on goodwill policy.

The colors blue and black symbolize a firm and dynamic organization.

The color gold symbolizes money.

MISSION AND VISION

EPF has a vision to help its members achieve a better future while its mission is to protect its
members' savings and provide the best service. To achieve the vision and mission, EPF is
committed to helping its members achieve a better future through continuous improvement to
protect its members' savings and provide the best service.

PRODUCT/SERVICES

EPF has 2 accounts for each of its members where, 70% is from account 1 which is only
allowed to withdraw if they have reached retirement age which is 55 and 60 years old or want
to be used to increase savings through investment in investment institutions allowed by EPF,
while account 2 amounting to 30% for partial retirement withdrawals. EPF contribution is taken
from 13% contribution from member's employer and 11% from member's mandatory
contribution. Meanwhile, members who do not have an employer can make savings with EPF
through self-contribution without a certain value. The EPF is not only responsible for taking
care of its members' savings, but also must think of ways to increase its members' savings to
give good returns to help its members achieve a better retirement. However, members'
finances during pre-retirement should also be emphasized. Therefore, in 1968, for the first
time, the EPF Ordinance was amended to give its 50-year-old members the opportunity to
withdraw a third of their savings to buy a house and prepare for retirement. Then, in 1977, the
EPF Ordinance was amended again where one of the amendments was to allow members to
withdraw 10% of their savings to buy a low-cost house. After the name change of the EPF
Ordinance 1951 to the EPF Act 1951 on July 22, 1982, some changes have been made and
EPF has begun to open space to help its members withdraw as much as 30% of their savings
for retirement preparation by introducing several other withdrawal schemes such as education,
health, pay or settle house debt, Hajj assistance and withdrawal of 1 million. Meanwhile,
eligible members are allowed to make all withdrawals if they have reached the age of 55 and
60 years, leave the country, are pensioned for those working with the government, are unable
to work and die which can be withdrawn by eligible heirs. To provide the best service to its
members, EPF introduced "Janji Kami" to increase the trust of its members.

ORGANIZATION CHART

EPF now has over 5,700 employees who work hand in hand to achieve the organization’s vision and mission. As a trustee of member’s retirement
savings, the mastery of trust-building operations, such as leadership by examples and personal integrity, is coordinated all levels within the
EPF.EPF has often changed its chairman and chief executive officer, CEO since its inception. Now the chairman of the EPF is headed by Tan
Sri Dato’ Sri Ahmad Badri bin Mohd Zahir since 01 May 2020 and the CEO, Datuk Sri Amir Hamzah bin Azizan who was appointed from 01
March 2021 until now.

BODY OF REPORT

The EPF as an organization that takes care of the retirement of Malaysians, especially
those working in the private sector and self-employed, of course stores various members'
personal information such as name, identity card number, bank account, EPF number and
contribution amount. These data are taken when members become EPF members and
withdraw their savings. The EPF still uses forms for some of its withdrawals since its inception.
Only, now that the age of technology has begun to develop, the EPF has also started to make
improvements along with the changing times where members are given the option to use the
online withdrawal method through the i-Akaun application that was built for the convenience
of its members who need this change due to the time factor due to busy work. Through this
application, members can check their savings amount, make and check savings withdrawals
according to eligibility, investments, buy life and life insurance and add to their savings. All
member information must be kept for audit purposes and personal records if needed for the
future.

Original documents provided by members for the purpose of withdrawing their savings
will be scanned first for the purpose of approval review by the authorized approval officer.
These approvers who are located in several places such as the EPF headquarters in KWASA
Damansara and some selected branches throughout the state require a review of member
documents before approval can be made. Therefore, hardcopy documents that members
submit at the EPF branch must be scanned to allow the approver to make the approval. This
way will prevent the document from being dropped or lost if it is sent using the postal service.
The Employees Provident Fund (EPF) is undergoing a digital transformation where it is part
of the strategy in the EPF 3-YEARS ROLLING PLAN (2022-2024). To achieve these digital
aspirations, EPF has recognized the value and potential of an electronic document
management system (EDMS) to support digital transformation in the future. The system used
by the EPF for this purpose is known as Enterprise Content Management (ECM) which began
to be widely used in the EPF on 12 September 2022. Previously, the EPF used an electronic
system called the Electronic Document Management System (EDMS) and the Imaging
System EPF (SPK) started in February 2016 which replaced the previous FileNet system. This
EDMS system is used for the purpose of approval of EPF member withdrawal applications by
the approver while SPK is a document scanned by a third party appointed by EPF for the
purpose of scanning member withdrawal documents that are automatically approved by the
system but the hardcopy document needs to be kept for the purpose record for the future.

The ECM that took over the EDMS and SPK systems still has the same purpose as
EDMS, which is to scan documents received from EPF members as an alternative method for
the approval of approving officers and a new addition for the purpose of retrieving document
images on the spot from the Delivery System Branch (BDS) by approving officers and
members who are given access to BDS as soon as the document is scanned by the branch's
scanning officer. This ECM can be used as a digital record reference medium for processes
involving processes in the EPF core module as well as non-core EPF modules. ECM has a
greater digital record storage capacity and is capable of regular maintenance compared to
EDMS and SPK. The migration from SPK and EDMS to ECM will be done in stages and old
data in the SPK system will take 3 years to be transferred entirely to the ECM system.
However, this move is necessary because the use of various systems will make it difficult for
EPF to monitor EPF records.

The Enterprise Content Management (ECM) action plan aims to define the ideal future
ECM environment, along with strategic and operational initiatives that support EPF and its
overall digital journey in taking its organization and operations to a higher level by leveraging
ECM as a key initiative to complete its workforce with the knowledge and ability to start a
digital and "paperless" workplace. Basically, the main purpose of the ECM platform is to
implement document and record management, which includes the ability to store, manage,
preserve and transmit content. It also allows searching, archiving, defining document retention
periods, automating workflows and approval processes. ECM acts as the main repository that
replaces FileNet/SPK where all documents and key operational/functional records are
managed based on the storage policy as certified in the EPF Record Disposal Schedule 2022.
Determining the life cycle of records that is clearly part of the records management strategy.
Starting with creation and acceptance, then going through the use phase in addition to
requiring Maintenance. Records that expire, will enter the disposal phase where the records
will be evaluated from the point of view of future impact whether they are destroyed for records
of temporary value, or stored with the purpose of permanent preservation. The disposal of
physical records after scanning must be done according to the Records Disposal Schedule
after they are copied, changed or transferred into the ECM platform.

Digital Transformation is document recording that enables smoother automation


processes through document digitization, direct processing and document sharing across the
organization. The digital transformation used at EPF is known as Enterprise Content
Management (ECM). ECM refers to document management or records management including
the process of managing the entire lifecycle of organizational information including scanned
documents and images. The goal of ECM solutions is to reduce risk and improve productivity,
efficiency and customer experience by eliminating paper-based tasks and increasing process
clarity. The goal of an ECM solution is to reduce risk and improve productivity, efficiency and
user experience by eliminating paper-based tasks and enhancing process visibility. The ECM
platform includes all the necessary capabilities covering documents, records, workflow,
integration, imaging, storage and archiving. The ECM platform enables EPF to manage
information digitally in a centralized repository. He will support EPF processes and goals by
ensuring that the right information is provided at the right time to the right individuals. It will
support our processes and EPF goals by ensuring that a right information is ready at the right
time to the right person.

ECM has 3 other systems that work with it, known as OmniScan, OmniDocs and RMS.
OmniScan automates the process of scanning documents, segregating them into records,
associating tags with documents and exporting them into the Document Management System
It reduces the human efforts by allowing automatic data entry using features like Barcode
Extraction, MICR, and OCR. It enables the user to scan documents in different scanner
settings so that they can scan documents within the required size limit. OmniScan provides
rights-based access, allowing multiple users to work in a single system. It also allows users to
export documents into a variety of solutions like OmniDocs, OmniFlow, SharePoint and SAP.
OmniDocs (ECM) is an Enterprise Document Management system for creating, capturing,
managing, delivering, and archiving large volumes of documents and content. OmniDocs
(ECM) handles scanned document images, electronic documents, emails, and electronic data
output from other applications with equal efficiency and ease. OmniDocs (ECM) supports

Image Enablement that integrates existing applications with the Document Management
System. Image-enabled Web applications enable linking of documents involved in the
transaction and allows the user to view them through the existing application with a single key-
stroke. Meanwhile, RMS is archiving documents that have reached the period to be disposed
of.

The workflow related to record management using the ECM system is as follows;

The first activity involves the physical documents received by the EPF counter staff. EPF
members who wish to make withdrawals from EPF savings accounts must attend the EPF
branch with the necessary documents. If the withdrawal application is made through the
member's i-Akaun website, physical documents are still required such as the application form
and additional documents that require the member to attend the branch to take a thumbprint
(CIJ).

This physical document will then be scanned using the scan application "Newgen Omniscan".
This scan activity is required to enable the approving officer who is in another place to see the
document virtually in the Delivery System Branch (BDS) on the spot after the scan is made for
immediate approval according to "Our Promise".

SCANNING PROCESS

Before the scanning activity is done, the scanning officer must ensure that the correct
document is selected to be scanned. The EPF has listed a number of documents that can be
scanned for reference purposes by the scanning officer through the ECM Usage Guidelines..
Next, the selection of the correct template should be made according to the type of document
that needs to be scanned. The scanned document then needs to be exported to be stored in
ECM OmniDoc. To ensure that the scan is perfect, a check can be made in ECM OmniDoc by
the scanning officer or supervisor. The approver or officer who has access to view the scanned
document can see the scan results directly after the scan has been done through the Delivery
System Branch (BDS).

OmniDoc has several accesses where staff and scanning supervisors can check,
amend or delete documents that have been scanned if there are errors, while other users who
are given access are only allowed to 'view' and print scanned documents if necessary. The
physical documents that have been scanned will be stored at the branch before being
collected by the Sure Reach vendor appointed by the EPF to be stored in their warehouse
before being disposed of according to the disposal procedure by the National Archives. The
Sure Reach company has been given two important tasks, namely the collection and storage
of EPF documents. In order to ensure that the documents available at Sure Reach vendors
are safe and that there is no information data leakage, the EPF has prepared a number of
guidelines and agreement pledges that must be followed by all involved. Strict laws need to
be made because it involves the integrity between the EPF and its members. Scans are not
only made by EPF staff, Sure Reach vendors are also given the responsibility to make scans.
The scans that are made only involve documents that do not require an approval process such
as member and employer registration, naming, issuance of 50,55,60 years and some other
issuances that have been automatically approved by the BDS system. Delivery to Sure Reach
vendors involves additional work for the branch scanning staff where they will create a list of
documents to be sent to Sure Reach for record purposes. In order to make it easier for the
document to be recorded and stored, the EPF has requested that the document be listed

digitally. Sure Reach has used a system called "EPF Scanning Service". In this system, there
are several menus that are used, namely, operations, tracking and reports.

In the Operation, the scanning officer will use document indexing to create a document listing.
In this document indexing, the officer is given a tool called a barcode scanner. The EPF
document received at the counter has a barcode that was generated through the system when
the application was sent. The barcode will be scanned and the number of pages required to
be filled in manually by the scanning staff. The number of these pages should be equal to the
number of documents to be scanned by the Sure Reach vendor.

Once the listing process is complete, the document will then be packed in a document
scanning bag and sent to the Sure Reach vendor using the MXpress service that has been
appointed by the Sure Reach vendor to collect documents at all EPF branches in Malaysia
once a week. has been sent can be tracked using the tracking module. This module helps
Sure Reach branches, monitoring departments and vendors themselves to track where the
sent documents are, whether they have arrived safely or not. Then, the report module will help
the monitoring branch or department to see whether the documents sent have been scanned
or not by the vendor. The vendor has already been given an SLA for the scan period to be
done after acceptance. They should complete the scan according to the period otherwise, they
will be asked to pay a fine according to the agreement that has been signed. Meanwhile,
physical documents such as member registration and nominations will be sent to the head

office EPF at KWASA Damansara after being scanned to be stored. This is because this
document must be kept permanently and cannot be disposed of.

Upon completion of the scanning process, whether done by the KWSP scanning officer
or the Sure Reach vendor, the scanning document will be stored in the ECM RMS system.
This RMS is the storage for the ECM. It can store approximately 40TB of data. (Atlassian.,
n.d.). ECM acts as the main repository that replaces FileNet/SPK where all documents and
key operational/functional records are managed based on the storage policy as certified in the
EPF Record Disposal Schedule 2022. Determining the life cycle of records that is clearly part
of the records management strategy. Starting with creation and acceptance, then going
through the use phase in addition to requiring maintenance. Records that expire, will enter the
disposal phase where the records will be evaluated from the point of view of future impact

According Transaction Management. (2022), each resulting record begins with the creation of
a document where: -

➢ Draft – Members will prepare a draft (letter, email and so on) at an early stage for
review.

➢ Review – The prepared draft will be reviewed by the supervisor in detail which will be
improved and further refined. The draft that has been updated and agreed upon in the
review will be given to the next supervisor for certification purposes.

➢ Certificate – Update and final review by supervisor. If there are changes that need to
be updated on the draft, members need to update it until it is certified by the supervisor
for final approval of the document.

➢ Approval - Documents that have been reviewed and certified will be given to the
approving authority (Head of Department or others) for approval of the document.
Once approved, the document has changed status as a record and will be entered in
the ECM platform.

➢ Retrieval (Dapat Semula) – The process for members to retrieve documents stored in
records for reference purposes.

➢ Disposal/permanent storage – Documents that have complied with the disposal


storage period will be disposed of or stored permanently (subject to the Record
Disposal Schedule).

All records are documents but not all documents are records. The decision as to whether a
document will be kept as a record depends on the value of the record, particularly
administrative, legal, financial and historical value. A document with one of these values will
be classified as a record because it contains evidence that can be used in the future. Any
method used to produce documents and records to be stored in the ECM platform should
maintain the values of reliability, security and the ability to verify the authenticity of the original
records.

Next involves the process of retrieving and preserving records to ensure that the
records are kept properly. Users who wish to store records in the ECM Platform must ensure
that documents are filled with the correct metadata fields to facilitate document tracking and
information search. Metadata is information used to describe the data contained in a reposition
such as member no., application no., page, date and the person responsible for scanning.

The process related to ECM will be monitored by the Transaction Management


Department and the Property Management Department as the record owner. It is the
responsibility of the record owner to ensure that record access rights are given correctly to
ensure that records are only accessed by qualified people. Roles created should be based on
the Security Access Matrix (SAM) that has been set and approved.

ADVANTAGES AND DISADVANTAGES OF THE ELECTRONIC DOCUMENT
MANAGEMENT SYSTEM (EDMS)

The use of digital document management has its advantages and disadvantages.
However, to ensure that document management is more modern and up-to-date, digital
management steps are better. Risk is always there to get better results. Therefore, I will touch
on some pros and cons or risks that EPF may face in using EDMS.

I will touch on some advantages of using this ECM system. The first is to help speed
up the search and display of documents where, when a document is scanned in the ECM
system, all ECM users who have been granted access can see the document on the same
day the document is scanned. No need to wait long or get approval from any official to see the
document. Whenever the document is needed, the ECM system will display it by simply
entering some required information such as member no. The speed of getting this document
will help speed up the approval work and it can be accessed anytime and anywhere if there is
internet connectivity. The second involves reducing or saving paper. ECM eliminates the use
of paper and related filing systems. Documents will be stored digitally and there will be no
more piles of paper and files. In fact, space in the office can also be saved more and more.
More trees breathe a sigh of relief and sustainability can also be taken care of. The third
involves the security system. ECM systems can store documents more securely. This is
because not everyone can see the scanned document. Only authorized users based on the
Security Access Matrix (SAM) can access documents in the ECM system. Sharing and access
rights to records are subject to restrictions on information security, confidentiality, privacy and
intellectual property rights by the Digital Department appointed by the EPF to monitor the SAM
of each branch and department. The Digital Department can find out which user accessed
each document that was viewed. This is because to view documents in ECM you must enter
your member number and password. The system used by EPF which is ECM has reduced the
problem of EPF document management before where SPK and EDMS system (25TB) cannot
load many documents like ECM (40TB). In fact, this EDMS system limits users to access
documents. But, ECM can help EPF increase its users for current work needs without having
to add costs for purchasing licenses from ECM vendors.

Next are the disadvantages or risks of using this EDMS system. The first risk involves
the brightness or clarity of the scanned document. This scanned document is based on the
physical original document that has been provided by EPF members. If the original document
is dark or not clear then, the scan made will also take time for the scanner to scan because
the scanner has to make a brighter copy or rewrite the important information needed before

scanning. The scanner used for scanning also cannot use pdf format or the like but tiff format.
This interferes with the clarity of the scanned document and slows down the scanning process
by the scanner. When the clarity is reduced, this will disrupt the approval process because the
approver will ask for the scan to be redone repeatedly. Next is the disadvantage in terms of
the capture of the OmniScan system with a lot of documents. The OmniScan system requires
documents to be scanned once with a barcode. This is because the OmniScan system will
distinguish different documents based on the barcode. There are cases where the scanner
wants to scan 3 different documents at once. Therefore, the barcode works to help this
scanning process. But, unfortunately the scanned barcode is not clear. This system could not
read the document and it was read only once, causing the scanning staff to rescan 3 times for
3 different documents. This slows down the scanning process. Finally, there are
disadvantages in terms of metadata entry on certain fields in the OmniScan ECM system.
Barcode will help this metadata entry process automatically. However, if the scanning officer
does not review the metadata, access to the document cannot be made. For example, the
scanning officer does not check the metadata of the scanned document where there is an
error missing one number in the member no column. The approver made a search using the
correct member number causing the approver to not be able to see the document. This slows
down the approval process and increases the work of the scanning officer who needs to
rescan.

An effective document management system is essential for the smooth operation of


work in any form or field of business. Therefore, an organization's document management
system also needs to develop and have modern storage technology. Existing problems should
always be improved for convenience in the future.

CONCLUSION AND RECOMMENDATION

Electronic document management is indeed a duty, especially for large organizations such as
the EPF that have a lot of data and documents that need to be stored efficiently and easy to
access again if necessary. Otherwise, using the manual method such as files will slow down
the search process and take up a lot of space in need to keep records of the physical
documents especially with the records of EPF members who are more than 15 million people
throughout Malaysia. Therefore, electronic document management is very suitable for EPF.

However, EPF cannot escape from this cyber invasion. When important information is stored
electronically, problems such as the spread of viruses, data theft and so on will occur.
Therefore, the EPF always reminds every employee and member of the EPF to always be
aware of this intrusion such as reminding its employees to always update their passwords, not
to open emails that are not sure of their validity, always make sure the antivirus is updated
and so on. The Digital Technologies Division constantly monitors and updates the antivirus for
every PC, notebook and tablet of EPF employees every week to avoid cyber intrusions.
Meanwhile, from internal intrusions either from appointed employees or vendors, the EPF
monitors by limiting important access to its appointed employees and vendors. Every
document that wants to be opened will require a password that can be monitored by the Digital
Technologies Division. These strict controls help prevent information leakage.

The benefits of ECM help the EPF to manage documents electronically better than
before, but the use of this system is weak and needs to be improved in terms of the clarity and
sharpness of capturing data on barcodes better. The scanning machine used by EPF is not
sophisticated and its resolution is not high and the scan cannot exceed the thickness of 40
pages for a single scan. This deficiency caused the scanning staff to scan repeatedly.
Sometimes, the scanning staff has to rewrite important information on the document because
the scan results are not clear. The scans that are made can only use the tiff format. The EPF
should think of a better way by using document management methods that will make it easier
for users and help reduce time and shorten the work path. Scans should be able to use pdf,
bitmap, jpg formats and can be scanned using image color or grayscale. This format helps
give clarity to the document like the original document and makes it easier for users to see the
document better. A scanner is an important tool in electronic document management. It should
always be serviced so that there are no problems with dirty scans, stuck and so on and if
necessary it should be replaced with the latest scanning machine so that the scans are of
better quality. The ECM system used by the EPF should be expanded for direct use at the
EPF counter where documents provided by members for issuance or for registration records
can be scanned directly in front of members without the need for additional members as

scanners. In this way, the documents received can continue to be approved by the approver
without time limit and no dropout of documents. If too many people hold the documents given
by the member before reaching the scanning staff, documents may be dropped causing
approval to be delayed. Documents can also be authenticated by members themselves by
placing a CIJ on documents or tools that can prove the validity of members coming to the
branch to be used in court in the event of fraud.

Various ways can be used to reduce the use of paper and save time. Electronic records
are very helpful in many ways the scan system is implemented. However, scanned documents
should follow the rules and have proper records with audit monitoring at all times. This is
because the scanned data is confidential.
