Environmental Monitoring Plan Final

1. The document outlines an environmental monitoring plan for Ventorillo Management Corporation. It details 7 parameters that will be monitored including air pollutant emissions, generator set maintenance, waste management, and power interruptions. 2. The plan specifies the activities that will be done to monitor each parameter, which departments will be responsible, and the monitoring frequency. It provides sample computations for estimating annual air pollutant emissions from generator sets. 3. Records of electrical consumption and power interruptions from 2021 to present are also included. The plan introduces a new memorandum from EMB that no longer requires source emission testing for standby generator sets that operate less than 3 hours per day.

Records of electrical consumption and power interruption

 Records of Power Consumption

VENTORILLO MANAGEMENT CORPORATION rely purely in normal power rather than using our Generator Sets.
In our computation we save half if we use normal power instead of Generators. In addition, almost every week
fuel prices hikes due to Ukraine-Russia crisis resulting all basic commodities getting expensive.

 INTRODUCTION
The Environmental Management Bureau issued Memorandum circular No.003 Series of 2022 “AMENDING
SECTION 5 OF MC 2016 – 008 RELATIVE TO ISSUANCE OF PERMIT TO OPERATE (PTO) TO ALL STAND BY
GENERATOR SET(GS) WITHOUT REQUIRING SOURCE EMISSIOM TESTING”. Section 2 of the said memorandum
states “ Stand by GS is not required to conduct Source emission testing. Operating not more than 3 hours per
day” . VENTORILLO MANAGEMENT CORPORATION with CNC no. (CNC-O3PA-0602-17-040) and PERMIT TO
OPERATE (PTO) issued on March 16, 2020 until expiry date March 30, 2025 For the emission, discharge or
release of air pollutants from the following installation processes or activities of three (3) units (800KW, 1250KW
& 1360KW) “CATERPILLAR” Stand by Diesel Generator Set all equipped with muffler/silencer leading to smoke
stack; and three (3) units Diesel Storage tank with total capacity of 81,000 liters provided with individual venting
system. With at least 20 min a month or 4 hours per year running time just for warm up purposes. As per
Memorandum Circular No.003 series of 2022 VENTORILLO MANAGEMENT CORPORATION is qualified and
covered under section 2, and required to submit updated Environmental Monitoring Plan within 30 days from
the effectivity of this Memorandum Circular to EMB region 3.
And instead of source emission testing as a permitting requirement we shall include in the OPMS the approved
estimation methods such as calculation using internationally recognized Emission Factors , the Schedule and
duration of preventive maintenance and monthly records of power interruption.
