The contractor

4.4.1 Contractor management shall be solely responsible for their employees and to ensure that
each contract employee follows the contractor safety rules.

4.4.2 Contractor management shall ensure all employees and sub-contractors employees have
received a site safety orientation, conducting periodic job site visits, participating in accident
investigation.

4.4.3 Contractors shall certify that their employees are trained and qualified in the job skills
including but not limited to the standards and applicable safe work practices associated with
their work.

The contractor shall ensure the completed Contractor Safety Pre- Qualification Safety & Health
Questionnaire (Appendix A) and the job skills qualification and safety information sheet
(Appendix B) is returned to OOMCO HSE department.

4.4.4 Contractors shall inform OOMCO sponsor or representative before changing or


substituting personnel working on OOMCO projects.

4.4.5 Contractors shall provide the OOMCO site supervisor or contract sponsor with an
immediate verbal report of any hazards identified, caused by the contractors work or OOMCO;
and take action to prevent injury or accident.

4.4.6 All spills or unplanned releases regardless of their size, injury, property damage, fire or
other significant accidents occurring at the job site require immediate verbal reporting to
OOMCO Duty Manager (99253131).

4.4.7 Within one working day, following the accident, contractors shall provide OOMCO with a
copy of the contractor written initial incident report and within 10 working days detailed report
including all related causes and corrective actions taken to prevent similar occurrences.

4.4.8 OOMCO will activate its Incident investigation procedure if one of its employee involved or
its products, assets or severe harm to the environment.

4.4.9 Contractor shall submit Contractor Monthly Report (Appendix D) to OOMCO HSE
department.

This document describes the HSE Plan & gives an overview of the activities performed during execution
of the contract, hazards associated with such activities & controls that may be required to put in place to
execute the contract in a safe & efficient manner. It defines how the requirements specified in the HSE
Specification are achieved.
This HSE Plan not only provides the identification and assessment of hazards associated with the work,
but also the developmental and proactive measures (personnel, training, tools, equipment, etc.)
necessary to control, recover and manage the hazards. It also specifies the schedule for implementing
the above.
This HSE Plan is prepared in accordance with OOMCO’s HSE Management System Manual and HSE
requirements in tender documents.
Scope
The scope of the HSE Plan covers the entire HSE Management System requirement as applicable to the
OOMCO contract NO.
Leadership & Commitment
Contractor HSE Management System is the system by which personnel, resources, policies and
procedures interact in a positive and organised manner in order to achieve the objectives stated in the
HSE Policy. The underlying principle behind the system is that HSE matters are the responsibility of
every individual employed, either directly or indirectly, by the contractor.

HSE Officer being one of the key staff in each project and report to OOMCO HSE Specialist during the
project and he is responsible for:-

 Advising, guiding and facilitating the project team on HSE matters.


 Monitoring the HSE standard in the work activities at sites and give positive advice.
 Check all the employees including subcontractors mobilize to this contract have completed the
mandatory training.
 Conduct Site HSE Induction to all the employees including subcontractors mobilized to this
contract.
 Organizing in-house training and mandatory training to the employees and Maintaining records.

Sub Contract Management

All Sub-contractors, vendors and suppliers employed in the execution of the contract shall be required
to adhere to the provisions of this Contract HSE Plan. OOMCO shall follow the requirements of the
OOMCO HSE documents for monitoring and auditing the Sub-contractors, vendors and suppliers HSE
performance, and shall take the necessary actions pursuant to any non-compliance. The Sub-
contractors, vendors and suppliers shall be fully responsible for the compliance.

Visitors
Visitors shall report to the contractor HSE Officer prior to enter into site.
 Visitors shall carefully understand the HSE related information (It shall include hazards of
the area, care to be taken, on-going activities, action to be taken in case of emergency,
location of assembly point & escape route, site specific precautions, rules and likewise) that
shall be provided to him during a brief site induction session.
 Visitors shall wear appropriate personal protective equipment.
 Visitors shall not roam around inside construction facilities unless accompanied by any
authorised OOMCO employee.

Material Safety Data Sheet for Safe Handling of Chemical

The line supervisor or his designate is responsible for ensuring that information pertaining to the MSDS
which may be regularly encountered during the contract.
This information is to be updated as and when new items are brought at site Adherence to chemical and
component information is assessed by way of audit & inspections.
Suitable PPE and facilities are made available for safe handling of chemicals. This is the responsibility of
contractor Project Leader / Site engineers.
No food is allowed to consume where chemicals are stored.

PPE Requirement/ Instruction / Training


Project Leader / site Engineer and work supervisor are responsible for ensuring required PPEs are
identified and made available to workforce and that all necessary PPEs are used. All personnel are
instructed in the correct use of PPE.
Site In-charge to ensure that workforce is trained on the use & care of PPEs. He shall also advise the
management on the quality & quantity of PPEs required at site.
PPEs shall conform to quality norms as specified in standards like BS or ANSI.

The renewal or replacement of PPE is as per manufacturer’s recommendation and OOMCO standing
rules.
If any PPE becomes deficient in any way through normal work usage or wear and tear, PPEs are
renewed. However, at all times, employees shall have adequate PPE Supply. PPEs renewal and
replacement is at OOMCO expenses.

HSE Procedures

All the critical tasks have been listed out and appropriate Procedures have been prepared before
commencement of any work activity. In addition to this, Job Safety Plan for each hazardous activity will
be prepared and applied before starting the work. Also, Activity Risk Assessment Register is available as
a supplementary HSE document for guiding the Supervisors for safe work.
Procedures will be systematically reviewed and updated by HSE Manager as and when required. The
procedures will be based on the HSE standards and shall be controlled under a document control
system.

The management of the project is responsible for the occupational health program of the employees

employee induction training.
Our Target is ‘Zero’ occupational illness during the Contract period.
Accommodations and Catering Facility

Suitable residential & site facilities are provided. These facilities meet with OOMCO/Client and Sultanate
of Oman Government Standards.
Inspections, regarding hygiene and housekeeping of the office, site facilities & camp are conducted in
accordance with the HSE inspection schedule.
Project Leader & HSE officer ensure that such inspections take place in accordance with the schedule.

First Aid Training and First Aiders

Employees shall be trained in Industrial First Aid and will be available to meet the requirement of one
first aider in each crew of 20 employees. When less than 20 people are working at a particular location,
at least one person per shift is to be competent First Aider with access to suitable First Aid kits.
Additional trained first aiders will be introduced in case of increase in manpower. Refresher training will
be imparted to the first aiders on expiry of the validity of their certificates. Adequate identification
marks/stickers shall be made for easy identification of first aider at site.
Road Safety Management
Road Transportation is identified as one of the major HSE challenge in this contract. OOMCO is
committed to manage its road transport operations in a safe, efficient and responsible manner.
The vehicles / equipment inspection is conducted as per the checklist. All the vehicle and equipment are
maintained in good condition and is as per the requirements of the ROP.
Environmental Management

Environmental Management in OOMCO is achieved in two different routes.

 The first is Planning and Development of facilities and program to have minimal
environmental impact.
 The second is the through responsible environmental management.

OOMCO and its contractors shall try to reduce the generation of waste from our operations as far as
possible and will do the necessary segregation of different waste material at source itself for ease of
disposal.
Identification and disposal of all waste shall be in accordance with legal requirements applicable in
Sultanate of Oman and is carried out by experienced and competent personnel.
Good housekeeping remains the backbone of the environmental protection in the day-to-day
operations.
To prevent pollution waste must be segregated and each type disposed in a correct manner.

HSE Inspections

Project Leader/ Site Engineers/ HSE officer of contractor are responsible for the various HSE inspections
in accordance with the monthly activity schedule for each operational area.
Any items that are found not in compliance with the acceptance criteria are reported to the concerned
person & management by way of HSE CAR [Corrective Action Request]. It is then the responsibility of
contractor Project Leader to follow up action through discipline engineers and close HSE CAR.

HSE team shall assist the line management to effectively review the HSE performance on day-to-day
basis. Similarly, HSE team shall assist the management in reviewing the effectiveness of the HSE
management system on annual basis.
Review of HSE plan progress is carried out on regular basis through HSE plan progress review meetings
which may be coupled with HSE meetings.
