BRIEF OVERVIEW OF THE COURSE:
Introduction to Engineering practice, otherwise

Dr. Odunfa
known as Engineer in society is designed to
introduce the student to what engineering
profession is all about both as profession and in
practice. Their roles in National development.
The goal of this course in addition is to expose
students to their critical roles in developing
economy, what they are and how society see
them, their application of knowledge and skills
to solving problems in plausibly real-world
scenarios.

governmental statutory body responsible for the certification of

profession in Nigeria. This is the highest Engineering
professional ruling body constituted by the Federal
government and backed up by Decree No 55 of the Nigerian
constitution. Part of its functions is to regulate the practicing of
engineering in the country and to register various qualified
engineering personnel into their cadres such as Engineer,
Engineering Technologist, Technician, Artisan and Craftsmen.
It also registers various Engineering firms into their various
categories. Both the NSE and COREN are separate and have
different functions which cannot be inter-changed.

motion as passed limiting ACEN membership to
firms. This was to further emphasize the

Membership is therefore now open to Consulting
Engineering firms with the adequate experience

technical and business integrity. Today, ACEN’s
member firms numbering over 300 are located in
the 6 geo-political zones and the FCT.

ACEN has been mandated by COREN to register,

the country. Furthermore, ACEN President now

Engineering Firms and her interest is, therefore,
specific and complementary to the scope of COREN

TOWARDS HIS SOCIETY
 The Engineer, while conforming to accepted engineering standards may
approve only those designs that ensure the safety of life, health, welfare
and property of the public.
 The Engineer must be honest and objective in the preparation and
presentation of reports, statement or testimonies.

 The Engineer shall ensure proper verification and evaluation of
information, facts and data in his possession before expressing such
opinions to the public.
 The Engineer shall neither have business connections with nor allow the
usage of their names or their firms name by any individual, group of
persons or firms that is associated in any way with fraud, dishonesty or
illegality in business practice.

 The Engineer shall avoid being instigated, motivated or sponsored by any


party to express a professional opinion on any issue, unless such parties
on whose behalf he is expressing the opinion is explicitly identified and
the interest of the party properly revealed in the issue.
RESPONSIBILITIES OF THE ENGINEER
TOWARDS HIS CLIENTS

 The Engineer shall not accept or undertake projects requiring


technical services of which he has no knowledge or adequate
experience.
 The Engineer shall disclose to his client any personal business

affiliations, interests or connections that will affect his decisions
or mar the quality of services he should render.
 The Engineer shall not disclose any secret information obtained
from a client except in situations where such information opposes
the public interest or endangers the environment.
 A registered Engineer shall discharge his duties to his employer
with complete fidelity and shall accept remuneration only from
his client unless he has his client’s authority in writing to do
otherwise.
 A Registered Engineer shall not be the medium of payments made
on his clients behalf unless especially so requested in writing by
his Client, but shall only issue certificates for payment. And etc.
RESPONSIBILITIES OF THE ENGINEER TO
THE ENGINEERING PROFESSION
 Registered Engineer should satisfy himself to the best of his
ability that the enterprises with which he becomes identified are
of legitimate character.

 Registered Engineer shall not engage in the practice of making
preliminary studies and estimate of cost for proposed projects or
render other professional service or advice without adequate
compensation

 Registered Engineer shall not advertise services in any language


or manner derogatory to the dignity of the profession

 It shall be the duty of every Registered Engineer to bring to the


attention of the council any violation of this code of conduct and to
endeavor to encourage other registered Engineers to adhere to its
provisions.
RESPONSIBILITIES OF THE ENGINEER WITH
REGARDS TO CONTRACT.
 Registered Engineer shall see that every provision which he considers
necessary to protect the interest of An owner, engineer, contractor or the
public is incorporated.
 Registered Engineer shall ensure that fairness and equity shall govern
the use of every bid over which he is to adjudicate. The contract shall be
awarded on the basis of the original bids except when substantial change

is made in the work or when further bidding on alternate items is
requested. Any reduction of a bid disproportionate to such change
constitutes unfair competition.
 Registered Engineer shall ensure that a bid received from a contractor,
whether in open competition or privately, should not be used to secure
lower prices from competitors; nor shall competitive bids be rejected for
the purpose of using the information derived from them as a means of
securing lower bids from those who competed or from others. After the
acceptance of a bid, any alteration which would have materially changed
the bidding or award shall be avoided.
 Registered Engineer shall not call for unnecessary full estimates from
prospective bidders on tentative projects, and if he calls upon a contractor
for preliminary estimates or appraisals, the Registered Engineer shall see
that the contractor is paid for the service.
CONSULTANT, CONTRACTOR & CONTRACT.
 Consultant is a registered Engineer by the Council for the Regulation
of Engineering in Nigeria (COREN) in his chosen area of specialty. A
consultant can chose to either work as a consultant or a

Contractor on a project, but can not operate as both the consultant
and at the same time as a contractor on the same project.

 Contractor is not registered by the COREN and may not even


necessary to be n Engineer. A contractor can be anyone. A
contractor not registered by the COREN can never work as
Consultant.

 Contract is form of agreement reached by two or more parties.


Both the Consultant and Contractor can be involved in a contract.

can also be defined as a specific branch of
manufacture and trade e.g textile Industry.

BUILDING INDUSTRY
 In Building Industry, the following major
professionals such as Architect, Structural Engineer,
Quantity Surveyor, Electrical and Mechanical
Engineers features prominently as Consultants.

Contractors or Builders also feature prominently,
technicians such as Electricians and plumbers coupled
with artisans like bricklayers carpenters Iron benders
also do feature prominently in building Industry.
Other features of building Industry are the building
materials such as iron rod, Roofing sheets e.g long
span iron sheet, Asbestor sheet and Adex. Planks,
wood, imported wooden doors etc. Cement, sand,
granite and gravels also feature in Building Industry.

 One of the major handicaps in building Industry
is lack of qualified and experienced personnel
such as artisan especially bricklayers, Reason
might be due to the lack of younger ones learning
this profession. Energy or power problem also
affect the industry both directly and indirectly.
Price fluctuation of the building materials for
instance cement also affects the Industry
negatively.

Bottling Company like Sven-up bottling company,
Coca-cola and etc. Other companies such as Proctal

these Companies, production of one thing or the other
are their features. Management personnel’s in
relevant disciplines are also their features, Factory
workers skilled and unskilled are the make-up of the
workers in these companies. The raw materials are
sourced locally or imported from foreign countries.

Industry in Nigeria is Energy or Power, lot of
money are being spent on alternative power
generation, due to epileptic power supply. This
has resulted into high production cost of their
products. Another important handicap is the
competition or taste for foreign/imported
products/goods. Also raw materials that are being
imported from foreign countries do constitute
problem to their production, hence one of the
major handicaps.
