CHAPTER I
INTRODUCTION
Background of the study
The Bureau of Fire Protection is an agency of the Department of the Interior and
Local Government (DILG) responsible for implementing national policies related to
Firefighting and fire prevention as well as implementation of the Philippine Fire Code
(PD 1185), which has been repealed and replaced by the New Fire Code of the
Philippines (RA 9514). is a consolidation of Senate Bill No. 2553 and House Bill No.
4115, enacted and passed the Senate and the House of Representatives on October 6,
2008 and October 8, 2008, respectively. It was signed into law by President Gloria
Macapagal Arroyo on December 19, 2008. Formerly known as the Integrated National
Police Fire Service, the BFP is in charge of the administration and management of
municipal and city fire and emergency services all over the country. The BFP also
conducts programs regarding the prevention of fire to lessen the rate of fire in our
country. Fire safety and prevention is everyone's responsibility and therefore we all must
know how to go about doing these things. It is important to have a basic understanding
about how a fire occurs and behaves within a building. The personnel of Bureau of Fire
Protection are on duty 24/7. Fire is one of the calamities that you can’t simply predict, it
may happen at any time of the day or even late at night and that is why we have the BFP.
Fire equipment like fire trucks, hose, ladders, water and access to fire hydrants or other
necessary resources are vital in suppressing or preventing a fire. Fire equipment is the
main help for firefighters to put out a fire. But a fire doesn’t occur every day, without
anyone knowing it may happen unexpectedly. With this, we can ask, is the BFP prepared
in case of emergency? There are a lot of fire incident wherein the BFP did not have
enough water to put out a fire. This is one of the events that bring into question the level
of preparedness of the BFP, their personnel and equipment or other resources in case of
emergency. Being prepared is one thing but there are also other problems to be addressed.
Ideally, BFP should commendably respond to fire emergencies in the span of five
(5) minutes which would lead to faster suppression of fire. But, in reality, BFP is far from
being able to respond to fire, because of lack of preparation on their equipment and
because of being too relaxed. In actuality, because of these circumstances, BFP is
responding to fire, averaging to ten (10) to fifteen (15) minutes which lead to slower
suppression of fire. And to think that the government has allotted money for BFPs
equipment for it to be more useful and be more reliable. The equipment must be always
ready and checked to ensure the effectiveness and preparedness of it in case of
emergency. In this case, lack of fund is not a reason to just leave the equipment in not a
good condition. As we assumed, fire comes in a much unpredicted time, how can a fire
be easily suppressed if in the first place if the BFP is not taking care of it. In this way, we
can measure the level of effectiveness of the prevention program to overcome the
problems they may encounter. This is the reason why we chose to study about this topic,

Statement of the Problem
The aim of the study is to determine the The Effectiveness of Implementation of
Fire Prevention Program of BFP in Selected Barangays in Datu Paglas Maguindanao Del
Sur S.Y. 2022-2023. Specially, it seeks answer to the following questions:
1. What is the socio-demographic profile of the respondent in terms of age, sex, civil
status, religion, tribe and educational attainment?
2. What is the level of the Effectiveness of Implementation of Fire Prevention Program of
BFP in Selected Barangays in Datu Paglas Maguindanao Del Sur in terms of
Objectives of the Study
The aim of the study is to determine the The Effectiveness of Implementation of
Fire Prevention Program of BFP in Selected Barangays in Datu Paglas Maguindanao Del
Sur S.Y. 2022-2023. Specially, it seeks answer the following questions:
1. To determine the socio-demographic profile of the respondent in terms of age, sex,
civil status, religion, tribe and educational attainment
2. To determine the problem encountered and insights of the bereau of Fire protection
personnel towards responding fire incident
Significance of the Study
This study will be significant to the following group of sectors:
To the BFP. significantly reduce the extent of damage that a fire can cause and
help to avert one from breaking out in the first place.
To the Community fire protection plan directed every fire station in the region
to choose a target barangay under its area of responsibility where they can conduct hazard
evaluation, hazard elimination, and tactical defense.
To the LGU a major role in a community's development, provide the links
between the people and government, address its community's problems and concerns,
enforce policies and hold influence over its communities.
To the Researchers This study will serve as a basis or reference for future
studies regarding the firefighting facilities and equipment in relation to the performance
of firefighter.
To the Future Researchers The result of the study will be valuable reference in
developing other related researches about the study. The weaknesses and other
limitations will challenge them to either replicate or construct the study using other
methodologies
Scope and Limitation of the Study
This study aims to determine the Effectiveness of Implementation of Fire
Prevention Program of BFP in Selected Barangays in Datu Paglas Maguindanao Del Sur
specially the socio demographic profile of the respondents in terms of age, sex, civil
status, religion, tribe and educational attainment and the effectiveness of implementation
of fire prevention program by the BFP in terms of:
Operational Definition of Terms
The following terms are defined conceptually and operationally to understand the
main focus of the study.
Awareness. The knowledge and understanding of the BFP Personnel and Community
the program that something is happening or exists.
Barangay Ugnayan Program . Refers to the activity by the BFP to discuss the safety
reminders and preventive measures to avoid fire occurrence at home.
BFP Firefighters. A person who fight these fires and prevents distraction of life,
property and the environment.
Bureau of Fire Protection. Refers to the Government agency responsible for
implementing national policies related to Firefighting and fire prevention.
Community. Refers to the people who live in selected Barangays in Tarlac C ity, Tarlac
who are the respondents of this study.
Fire. Refers to a chemical reaction which takes place that causes fire outbreak that
destroys life and property.
Fire Prevention. Measures and practices directed toward the prevention and suppression
of destructive fires.
Strength. The quality to resist being moved or broken by a force.
Weaknesses. A quality or feature that prevents someone or something from being
effective or useful.
Theoretical Framework
According to Brent Hagel (2006), in his study he intended to determine the impact
of a community-based fire prevention intervention directed only to parents on the fire
safety knowledge and behavior in elementary school children. This was a prospective,
quasi-randomized controlled study in which third and fourth grade students from two
elementary schools in an urban, poor, minority community completed
knowledge/behavior surveys at baseline and following completion of the intervention.
The intervention group received an in-home visit from fire department personnel who
installed free lithium smoke detectors and provided a fire escape plan.
