1. Syllabus and Rules and Regulations

1.1 The 75th Hong Kong Schools Music Festival Syllabus and Rules and Regulations are
already available on the Association Website. One printed copy of the Syllabus will be
available for collection at the Association office from 22 September 2022 by members
upon presentation of their valid original membership card.
1.2 Members should read and observe the Rules and Regulations (including “Rules and
Regulations – Video Submission Mode (VSM)”, “Rules and Regulations – Live Competition
Mode (LCM)” and “Annex 1 – Annex 7”) thoroughly for all the arrangements and updates
of this year’s Festival, and inform competitors of every detail about the competition.
1.3 To check the competition mode of each class, please refer to Point 1 “Entry
Requirements” of the “Rules and Regulations – Video Submission Mode (VSM)”
and “Rules and Regulations – Live Competition Mode (LCM)” respectively.
1.4 For new classes and changes to specific classes, please refer to “New Arrangements of
Specific Classes of the 75th Hong Kong Schools Music Festival (2023)” in the syllabus.

2. Dates of Online Enrolment and Payment Submission

Please be reminded to enrol online and submit the cheque payment by the following
deadlines or earlier.

Please also pay attention to the followings:

2.1 Members must enrol via “On-line Enrolment System (OES)”
(https://asas.hktedu.com/hksmsa/mb). This enrolment function of the System will be
launched on 28 September 2022 (10:00 a.m.).
2.2 On-line Enrolment System contains personal information of competitors. Members
must safeguard their login information by keeping it confidential. Such
information should never be disclosed to parents / students. Members are also
reminded to update the passwords on a regular basis.
2.3 Members can submit entry forms for their students via the registered OES administrator
account. Members who have changed their registered email address or are newly
registered with the OES should have received the system login information (i.e. Super
Admin User account) through the registered email account.

2.4 Super Admin User or General Admin User can manage groups of entries in the setting of
batches. Users may create batches for different categories and set specific deadlines
for collecting enrolment from their students. The specific deadlines set for students
should be in advance of the Association’s deadline so as to allow ample time for Super
Admin User or General Admin User to approve and submit the batches to the
Association.
2.5 Members can distribute the hyperlinks of individual batches to their students / parents to
complete and submit the entry forms to the Admin Users. It is best not to place the
hyperlink accessible on the Internet. Besides, please remind students / parents only
use the hyperlinks that are created by responsible member for enrolment. The
Admin Users may also choose to collect and submit all the entries in one go by
importing to the System a designated Excel Form with completed data.
2.6 After inputting the enrolment into the system, the Admin Users would need to check,
approve and submit the entries to the Association by the deadline (i.e. 27 October 2022
5:00 p.m.). Before the submission, please check carefully if all the entries that you
have collected are from your own students.
2.7 After submitting the batch(es), members should download the Payment Advice (PA)
from the System (please refer to the picture below). Please check the content and
complete the payment accordingly. Each PA should be submitted with ONE cheque /
cashier’s order only. Members can submit the cheque by post or in person.

Members should submit the cheque on or before 31 October 2022 to complete the
enrolment process.

2.8 Enrolment procedures include (i) create batches, (ii) collect or input students’ details, (iii)
confirm enrolment details, (iv) submit a batch / batches to the Association, and (v) send
payment to the Association. If members have not completed the above enrolment
procedures before the submission deadlines, all students of the concerned batch
cannot enter the competition.
2.9 Please arrange enrolment and payment at your earliest convenience. Due to the
complexity of grouping the competitions, any cheque submitted to the Association after
the deadline will not be accepted. Any entry forms or documents already submitted to
the Association will be destroyed without further notice.

2.10 Responsible teachers and OES Admin Users are advised to familiarise themselves with
the on-line enrolment process in the System in advance. The Association provides
support to members, and they may obtain the following information from Member’s
Area of the Association website.
 The Association organised OES On-line Workshop earlier to introduce and
demonstrate the enrolment procedures via Zoom. Video recording of a previous
workshop session is available for members to view at Member’s Area of the
Association.
 The Association provides OES User Guides to members and competitors
respectively.
 Members can exchange tips on using the OES and raise questions through the
forum namely “OES Technical Support and Exchange Platform”
(http://www.hksmsa.org.hk/oes_forum.html).
 For technical problems or enquiries, members are welcome to call the designated
OES hotlines 6217 3703 and 6851 3981 or send messages or photos through
WhatsApp 6851 3981. These two hotlines operate from 28 September until 27
October 2022. The Association staff will reply within Office hours.

3. Frequently Asked Questions and Shooting Guidelines

To ensure members / competitors have a clear understanding on the arrangements of “Mixed
Mode” competition, the Association will upload the “Frequently Asked Questions (FAQ)”
and “Shooting Guidelines” to provide important reminders of the competition for members’
/ competitors’ reference. These information will be available on the Association website
from 28 September 2022.

4. Submission of Other Documents / Information via Association Website

4.1 Members / competitors may download and submit “Own Choice Form”, “Copyright
Declaration” and Original Composition (Class N872) related documents from the
Association website from 28 September 2022.
4.2 Members please remind competitors who have enrolled in classes with own choice
pieces to submit the “Own Choice Form”, Own Choice score(s) and “Copyright
Declaration” (if applicable) on or before 1 December 2022 (5:00 p.m.). If failed to do
so, the competitors have to re-submit during the Alteration Period from 11 January
(10:00 a.m.) to 17 January 2023 (5:00 p.m.) with handling fee(s). Competitors failing
to do so will be disqualified, or only comments be given. Neither marks nor certificates
will be awarded to them. For more details, please refer to Point 3.3.2 of “Rules and
Regulations – Video Submission Mode” and “Rules and Regulations – Live Competition
Mode”, as well as Annex 3 “Procedure for Alteration Application” in the Syllabus.
4.3 Members please remind competitors who have enrolled in Class N872 Original
Composition to submit the composition and related documents and materials on or
before 1 December 2022 (5:00 p.m.). Competitors submitting the documents /
materials late will be disqualified. Please refer to the class descriptions stated in the
Syllabus for more details.

5. Music Scores
5.1 Competitors who have enrolled in the class with the Set Pieces should acquire the music
scores as soon as possible by themselves. The publication names and the publishers are
provided in the Syllabus.
5.2 The Association has prepared music scores of the Set Pieces for members’ viewing.
Members can visit the Association Office to cross-check the acquired music scores with
the Association’s versions. On-line booking of a time slot is mandatory and will
commence on 22 September 2022. The available booking period is from 26
September to 27 October 2022.
5.3 Starting from 22 September 2022, members can collect music scores of the set pieces
with special remarks in the class description in the Syllabus by presenting the valid
original membership card and paying a handling fee at the Association. For more
details, please refer to “Authorised Copies of Music Scores” in Annex 1.

6. Backing Tracks for Cantonese Operatic Song Classes

The backing tracks of Cantonese Operatic Song classes N702 - N706 and N708 will be
available for members to download from the Member’s Area of the Association Website for
practice and video shooting from 28 September 2022.

7. Precautionary Measures Taken by the Association Office

To safeguard the health and well-being of the visitors and staff members of the Association,
the Association will continue to maintain the following epidemic control measures at our
Office:
 Temperature of the visitors will be taken.
 The Office provides alcohol-based hand sanitiser to visitors.
 All visitors entering the Office must wear a mask.
 All visitors should use the “LeaveHomeSafe” mobile app to record their visit and check
whether there is a COVID-19 patient attending the Office about the same time.
 One should not attend the Office in person if he or she is unwell or subject to
compulsory testing.

- The Association issues circulars to members from time to time to provide them with
important / updated information. Members should study each of them.
- With the membership number and the password, members can log in to the Member’s

1. 《比賽目錄》及比賽章程
1.1 第七十五屆香港學校音樂節《比賽目錄》及「比賽章程」已於協會網站公布。會員
可由 2022 年 9 月 22 日起，憑有效會員證正本親臨協會領取《比賽目錄》一本。
1.2 會員務必細閱《比賽目錄》及「比賽章程」（包括「比賽章程 – 錄影模式」、「比
賽章程 – 現場比賽模式」及「附錄一至七」），以了解今屆音樂節各項安排及更新，
並將一切相關事宜傳達給參賽者。
1.3 有關各項目的比賽模式，請分別參閱「比賽章程 – 錄影模式」及「比賽章程 – 現
場比賽模式」之第 1 項「參賽資格」。
1.4 有關新項目及個別項目之改動，請參閱比賽目錄內「第七十五屆香港學校音樂節
(2023) 個別項目的新安排」。

2. 網上報名及提交支票日期
請會員務必在以下日期內於網上報名及提交報名費支票。

另請會員留意以下事項：
2.1 會員必須使用「網上報名系統（OES）」（https://asas.hktedu.com/hksmsa/mb）提交
報名。此系統的報名功能將於 2022 年 9 月 28 日（上午 10 時）啟用。
2.2 「網上報名系統」涉及不同參賽者的個人資料。請會員妥善保存登入編號及密碼，
不應發放給家長／學生，並應定時更改密碼。
2.3 會員可沿用已建立的 OES 管理員帳戶遞交電子報名表。如會員於續會時另提供電郵
地址／新會員於申請會籍時已提供電郵地址建立 OES 管理員帳戶，該電郵用戶應已
收到由協會發出有關網上報名的電郵資訊，當中包括「超級管理員」之登入資料。
2.4 報名是以一組報名記錄為準，即批次。每份批次可由「超級管理員」或一位特定的
「一般管理員」管理。管理員可就不同報名類別新增批次，並設定批次的截止收集
報名日期。收集報名日期應為協會的網上報名截止日期之前，以預留足夠時間讓「超
級管理員」或負責的「一般管理員」批准及提交批次予協會。

2.5 會員可發放批次的獨立報名連結給學生／家長填寫電子報名表，惟不應於互聯網公
開。請提醒學生／家長必須使用由負責會員所建立及提供的連結報名。另外，會員
亦可由管理員透過特定的 Excel 將所有報名資料匯入系統。
2.6 當所有報名資料已存於網上報名系統，管理員須檢查資料及審批報名，並於截止日
期（即 2022 年 10 月 27 日下午 5 時）前提交報名到協會。提交批次前，請仔細核
對所有收到的報名資料是否屬於你的學生。
2.7 會員完成提交批次後，請立即下載付款通知書（參考下圖），核對繳費內容及繳費。
每張付款通知書只能使用一張支票或銀行本票支付報名費，可郵寄或親臨提交。

按此下載「付款通知書」。
會員須在 2022 年 10 月 31 日前提交報名費支票以完成整個報名程序。

2.8 整個報名程序包括 (i)建立批次、(ii)收集或加入報名學生資料、(iii)確認報名資料、

(iv)提交報名批次給協會及 (v)付款。若會員未能於截止日期前完成報名手續（包括
提交批次及付款），該批次的所有學生將無法參加比賽。
2.9 請會員於截止日期或更早報名及繳妥報名費。因比賽分組工序繁複，恕協會未能接
納任何於限期後提交的報名及報名費支票，協會將會銷毀所有已提交的資料而不另
行通知。
2.10 協會建議負責之老師及 OES 管理員預早熟習系統操作流程，讓正式報名時能更加順
暢。協會提供以下支援，協助會員順利使用 OES 系統。請於協會網站「會員區」取
得相關資訊：
 協會較早前已舉辦多場 OES 網上工作坊，透過 Zoom 示範及講解 OES 系統使
用方法。會員可於協會網站「會員區」重溫有關錄影片段。
 協會分別提供 OES 用戶指南（文字版及短片）予會員及參賽者。
 有 關 網 上 報 名 的 查 詢 ， 會 員 可 以 進 入 OES 技 術 支 援 及 交 流 平 台
（http://www.hksmsa.org.hk/oes_forum.html），分享使用 OES 的經驗及提問。
 如遇技術上問題，歡迎會員致電 OES 特定熱線（電話號碼：62173703 及
68513981），或以 Whatsapp 發送簡訊及圖片（號碼：68513981）查詢。此兩條
特定熱線將於 2022 年 9 月 28 日至 10 月 27 日期間開通。辦事處職員將於辦公
時間內回覆。

3. 常見問題及影片拍攝指引
為讓會員及參賽者清楚了解「混合模式」比賽的安排，協會將於 2022 年 9 月 28 日於協會
網站發放「常見問題（FAQ）」及「影片拍攝指引」資訊，說明比賽的各類注意事項。

4. 經協會網站提交其他文件／資料
4.1 會員／參賽者可由 2022 年 9 月 28 日起到協會網站下載及提交「自選樂曲表格」、
「版權聲明信」及作曲項目（N872）的相關文件。
4.2 請會員提醒報名自選樂曲項目之參賽者必須於 2022 年 12 月 1 日（下午 5 時）或之
前遞交「自選樂曲表格」、自選樂曲樂譜及「版權聲明信」（如適用）。如未能於
上述截止日期前遞交，須在更改資料申請期（2023 年 1 月 11 日上午 10 時至年 1 月
17 日下午 5 時）內繳付手續費補交文件／資料，否則其參賽資格將被取消，或參賽
者只會獲評語，沒有分數及獎狀。詳情請參閱「比賽章程 – 錄影模式」及「比賽章
程 – 現場比賽模式」第 3.3.2 項，以及《比賽目錄》附錄三「更改申請程序」。
4.3 請會員提醒報名 N872 作曲項目之參賽者必須於 2022 年 12 月 1 日（下午 5 時）或
之前遞交作品及相關文件／資料。參賽者逾期遞交所要求之文件／資料將被取消資
格。詳情請參閱《比賽目錄》內之項目說明。

5. 樂譜
5.1 如參加指定樂曲的項目，會員／參賽者須儘快自行購備樂譜。書名及出版社資料請
見於《比賽目錄》。
5.2 協會備有指定樂曲的樂譜供會員查閱。會員可帶同所購得的樂譜到協會核對，惟必
須於 2022 年 9 月 22 日起到協會網站進行預約。可供預約日期為 2022 年 9 月 26 日
至 10 月 27 日。
5.3 由 2022 年 9 月 22 日起，會員可憑有效之會員證正本，到協會付費索取在《比賽目
錄》特別註明的指定樂曲樂譜。詳情請參閱附件一「獲授權複印之樂譜」。

6. 粵曲比賽項目的拍和音樂
粵曲項目 N702 – N706 及 N708 的拍和音樂將於 2022 年 9 月 28 日於協會網站發放，會員
可登入協會網頁「會員區」下載拍和音樂，作練習或拍攝參賽影片之用。

7. 辦事處防疫安排
為保障訪客及協會職員健康，協會辦事處將實施以下防疫措施：
 所有訪客進入辦事處前須量度體温；
 如有需要，訪客可使用協會提供的酒精搓手液；
 所有訪客進入辦事處必須全程配戴口罩；
 所有訪客使用「安心出行」流動應用程式儲存出行記錄及了解是否曾與確診者在
相若時間到訪；
 如有不適或正接受強制檢疫，請勿親臨辦事處。
