Pre-termination of training of JO1/T Dante Bellen of JBRC Cl 154-2010 WHEREAS, JNTI Academic Board convened to deliberate on the case of JO1/T Dante Bellen, member of Jail Basic Recruit Course Cl 154-2010, who was confined at Calamba Doctors Hospital (CDH), Calamba City, Laguna; WHEREAS, JBRC Cl 154-2010 reported to this Institute last January 14, 2010, five (5) days before JO1/T Bellen was brought to CDH last January 19, 2010 due to fever, cough and difficulty in breathing; WHEREAS, on the memorandum submitted by the JO3 Lavern D Lasquety, OIC, Health Service, dated 19 January 2010 the initial impression of Dr. Monaliza Cuevas the attending physician said that subject student had Pneumonia with pleural effusion left lung, he was confined on same date 19 January 2010 to present; WHEREAS, the Board evaluated the health status of JO1/T Bellen and believes that he had to be exempted from rigid activities of the Training to fully recuperate from said illness; WHEREAS, the Board after evaluating the facts of the case and considering the health of JO1/T Dante Bellen, the Board will recommend that his training will be terminated and will be returned-to-unit due to health reason and as stated on para c, Sec. 7, Rule XI of JNTI Training Guide: Grounds for termination from the training: c.) Having been found to be physically and mentally unfit to undergo the course such as undeclared physical physical and mental disabilities. Pregnancy in the case of female students/trainees, and other disabilities as may be undecovered. Recommending the graduation of JSINSP FRANCISCO GUHIC on JOAC Cl 10-2009 WHEREAS, JNTI Academic Board convened to deliberate on the case of JSInsp Francisco Guhic, member of Jail Officer Advance Course Cl 10-2009, who had a deferred graduation pursuant to JNTI Academic Board Resolution (ABR) No. 045-2009 dtd 19 October 2009; WHEREAS, subject student was assigned at the Academic Division of this Institute, he was given some activities such as: 1.) updating six (6) syllabi on subjects included in POI for JOAC; 2.) Computed for the mean response of respondents chosen in the JNTI Institutional Research in response to the formulated statement of the problem 3.) And, computed the mean responses of participants who attended the ASIAN Tour 2009. WHEREAS, based on assessment of Dr. Marilyn L. Baysa, Chief Academics, monitored the performance3 of subject officer for 1 months at JNTI had met the requirements prescribed in the JNTI ABR No. 045-2009 dtd 19 October 2009; WHEREAS, after he successfully finished the requirements assigned to him by the Chief, Academics, JSI GUHIC was recommended to graduate on his JOAC Cl 10-2009; NOW THEREFORE, the Board resolved as it hereby resolves to recommend to the Director JNTI that JSINSP FRANCISCO G GUHIC be declared graduate of Jail Officer Advance Course Cl 10-2009 after successfully complied with the prescribed on JNTI Academic Board Resolution No. 045-2009 dtd 19 October 2009. JNTI ACADEMIC BOARD RESOLUTION No. 010 , s. 2011 GRANTING A REMOVAL EXAMINATION ON COMPREHENSIVE EXAM TO JINSP SHIRLEY GRACE A MANAYA & JINSP MICHAEL R ACEVEDA, MEMBERS OF PSJOBC Cl 20-2010
WHEREAS, the JNTI Academic Board convened to deliberate on the case of JINSP SHIRLEY GRACE A MANAYA and JINSP MICHAEL R ACEVEDA both members of Public Safety Jail Officers Basic Course( JOBC) Cl 202010; WHEREAS, subject students failed on the Comprehensive Examination as per publication dtd 03 February 2011; WHEREAS, under para 2 of Sec. 2, Rule XI of JNTI Training Guide provides that A comprehensive examination will be conducted before the end of every course. Any student/trainee who fails to pass the comprehensive examination will be recommended for termination from the course regardless of his/her overall class standing. However, the student/trainee may file a petition for the rechecking of his/her paper or answer sheets or request for a removal examination subject to the approval of the Academic Board. If granted, the highest grade the removal student/trainee can get is seventy-five percent (75%). WHEREAS, on 03 February 2011 a letter requesting for a removal examination addressed to the Director, JNTI thru Chief, Academics was duly received and granted by the Director for Board deliberation; WHEREAS, after a careful analysis of their grades in the different subjects, the Academic Board finds that their performance both in Academics and Non-Academics are sufficient to prove their worth as student of JNTI, therefore subject students should be given another chance for a removal examination. JNTI ACADEMIC BOARD RESOLUTION No. 011, s. 2010 GUIDELINES FOR FEMALE UNIFORMED PERSONNEL UNDERGOING CAREER COURSES TRAINING AT JNTI
WHEREAS, JNTI Academic Board convened to deliberate on the prescribed haircut/hairstyle of female uniformed personnel on training at JNTI; WHEREAS, JNTI Academic Board formulated the following policies to standardize the haircut/hairstyle of female uniformed personnel on training: 1. Female trainees will ensure that their hair is neatly groomed, fastened and pinned, that the length and bulk of the hair are not excessive, and that the hair does not present a ragged, unkempt or untidy appearance. 2. Female trainees may wear braids as long as the braided style is conservative. 3. Hair will not fall over the eyebrows or extend below the bottom edge of the collar at any time during normal activity or when standing in formation. Long hair that falls naturally below the bottom edge of the collar, to include braids, will be neatly and inconspicuously fastened or pinned, so no free-hanging is visible. This includes styles worn with the physical fitness uniform. 4. Female trainees will ensure that hairstyles do not interfere with the proper wearing of headgear. When headgear is worn, the hair will not extend below the bottom edge of the front of the headgear, nor will it extend below the bottom edge of the collar. 5. Hair-holdings and accessories are authorized only for the purpose of securing the hair. Fancy and colorful hair accessories like furlongs, hair bonds and clips are strictly prohibited. Plain or color close to the hair can be used so as to maintain neatness and good grooming. 6. Female trainees hair can be dyed with black but color highlights and hairstyles are not allowed. 7. Recruits/trainees are required to comply with the authorized haircut, barbers cut or collar-length. 8. Female trainees may wear cosmetics if they are conservative and see to it that it will complement the uniform and their complexion. 9. Eccentric, exaggerated, or trendy cosmetic styles and colors that are inappropriate with the uniform are prohibited. Permanent makeup, such as eyebrows or eyeliner, is authorized as long as the makeup conforms to the standards outlined above. 10. Female trainees will not wear shades of lipstick and nail polish that distinctly contrast with their complexion that detract the integrity of the uniform. 11. All personnel will keep fingernails clean and neatly trimmed. Female trainees will not exceed a nail length of inch as measured from the tip of the finger. 12. No jewelries shall be worn by any students. NOW THEREFORE, the Board resolves as it hereby resolved to recommend to the Director, JNTI, the abovementioned formulated policy on haircut/hairstyle for female

GUIDELINES ON DRESS CODE OF STUDENTS/TRAINEES WHEN GOING OUT OF BARRACKS AND/OR CAMP
WHEREAS, JNTI Academic Board convened to deliberate on the proper dress of uniformed personnel on training at JNTI; WHEREAS, it was observed that many students/trainees when going out of the barracks/camp for their weekend pass are wearing inappropriate that are not fitting for a uniformed personnel. With this observation the ATD Officers and Academias of JNTI agreed to make a resolution imposing a dress code for students/trainees undergoing training at Jail National Training Institute; WHEREAS, JNTI Academic Board formulated the following guidelines to compose the dress code inside and outside the Training Institute:
1. All students shall wear polo shirts, pants and close shoes preferably leather shoes. 2. Female students/trainees shall not wear clothes with plunging neckline, bare midriffs, low-cut
tops and/or any provocative clothes, and also heavy makeup or glitter eye shadow.
3. Students/trainees shall not wear indecent clothes like T-shirts with inappropriate logos, symbols
or images that are distracting in nature.
NOW THEREFORE, the Board resolves as it hereby resolved to recommend to the Director, JNTI, the abovementioned formulated guidelines on dress code for strict compliance of students/trainees of JNTI. Done this 3rd day of March 2010 at Camp Vicente Lim, Calamba City.

Downgrading JO1/T Michael P Cawi and JO1/T Brail G Baaten from JBRC Cl 151-2009 to JBRC Cl 152-2009
WHEREAS, JNTI Academic Board convened to deliberate on the case of JO1/T Michael P Cawi and JO1/T Brail G Baaten, members of JBRC Cl 151-2009; WHEREAS, pursuant to memorandum submitted by JO3 Alex J Vega, Investigator-on-Case dtd 10 March 2010, subject trainees were allegedly under the influence of liquor; WHEREAS, based on the stated facts of the case that: on 07 March 2010 at about 9:00 oclock in the evening, subject students while entering their barracks, SJO4 Davis R Franco, duty Officer of the Day (OD) noticed the unusual smell of the said trainees. The duty OD suspected same to have been intoxicated with alcoholic beverage. They admitted that they committed an offense for drinking alcoholic beverages outside the Training Institute. WHEREAS, on special chemistry report of Calamba Medical Center dated 7 March 2010 appeared that the JO1/T Baaten and JO1/T Cawi were positive in alcohol test with value of 92 and 97 respectively, while the normal value is between 0 to 10.
WHEREAS, the Board believes that subject trainees committed a Class 1 Offense punishable by RTU pursuant to RULE X, para A-1, sub para 1.7 of JNTI Training Guide stated that: These are delinquencies that are punishable by Termination from Training.. (1.7) Use, possession or trafficking of prohibited drugs and alcoholic drinks and beverages. WHEREAS, based on the recommendation of JO3 Alex J Vega, Investigator-on-case that penalty may be reduced considering that subject trainees voluntarily admitted the offense committed. Likewise, further investigation was conducted soliciting some feedbacks on the conduct and behavior of concerned trainees. It was revealed by the Chief, Tactics and other training staff that they have been performing well as trainees and not even accused of any violation; WHEREAS, after the Board had evaluated the resolution on facts of the case as recommended by Investigator-on-case and the evaluation of the Tactical Officers, the Board came up with a decision that in lieu of RTU, JO1/Trainees Baaten and Cawi will be downgraded from JBRC Cl 151-2009 to JBRC Cl 152-2009. Further the following conditions are considered: They will continue their academic & non-academic activities with JBRC Cl 151-2009 but cannot join the class graduation;
a.
After completing the requirements of academic & non- academic phase with JBRC Cl 151-2009, they shall be assigned at the Applied Training Division, Academics, Plans and Research Division, and Office of the Director on rotation basis, to render administrative and related duties for thorough monitoring of their conduct while at the JNTI until the graduation of the JBRC CL 155-2010;
b.
They are restricted in Camp throughout the evaluation period, however they may be allowed to go on-pass/leave on a case to case basis as determined by the Commandant and/or Director, JNTI;
c.
Commission of any minor and/or serious offense during the evaluation period shall be dealt with severely;
d. e.
At the end of the training period of JBRC Cl 152-2009, the Board will meet to decide whether they can be considered for graduation. WHEREFORE, in accord with the highest standards of discipline and in the interest of Jail National Training Institute, JNTI Academic Board resolved as it is hereby resolves to downgrades JO1/T Brail G Baaten and JO1/T Michael P Cawi from JBRC Cl 151-2009 to JBRC Cl 152-2009. WHEREAS, JNTI Academic Board convened to deliberate on the case of JO1/Trainees Michael P Cawi and Brail G Baaten, members of JBRC Cl 151-2009, who were downgraded to JBRC Cl 152-2009 pursuant to JNTI Academic Board Resolution (ABR) No. 015-2009 dtd 15 March 2010; WHEREAS, on 15 March 2010 subject trainees after given due consideration by the Academic Board, JO1/T Cawi and JO1/T Baaten were assigned at the Office of the Director, Applied Training Division, Academic, Plans and Research Division and Administrative Division as scheduled on SO 021a2010 dated 22 March 2010, to render administrative and related duties for thorough monitoring of their performance; WHEREAS, after the period of evaluation (from 24 March to 18 April 2010) the Board decided to recommend subject trainees to graduate on Jail Basic Recruit Course Class 152-2009 for having performed satisfactorily the duties and responsibilities assigned to them at four (4) different divisions/offices of JNTI; WHEREFORE, after having satisfactorily complied with the provision of JNTI Academic Board Resolution No. 015-2009, and for having completed the prescribed Program of Instructions of the course, the Board resolved as it hereby resolves to recommend to the Director, JNTI that JO1/T Michael P Cawi and JO1/T Brail G Baaten be declared graduates of Jail Basic Recruit Course Class 152-2009 effective 22 April 2010. Any student/trainee who fails to pass the comprehensive examination will be recommended for termination from the course regardless of his/her overall class standing. However, the student/trainee may file a petition for the rechecking of his/her paper or answer sheets or request for a removal examination subject to the approval of the Academic Board. If granted, the highest grade the removal student/trainee can get is seventy-five percent (75%). WHEREAS, on 26 April a letter requesting for a removal examination of comprehensive examination addressed to Director, JNTI thru Chief, Academics was received; WHEREAS, after an intellectual analysis of their grades in the different subjects, the Academic Board found out that their performance are in good rating, so in consideration to their performance both in Academics and Non-Academics, subject students should be given another chance, thus his request for removal examination be granted, subject students will be taking their removal examination on 26 April 2010 at 1:00pm at JNTI Library; Now, therefore, the Board resolved as it hereby resolves to recommend to the Director, JNTI that of JO3 Melchora G Macalood, JO3 Ramer A Magdadaro, JO3 David T Penaloza, JO3 Rodolfo
