A Proposed Socially Inclusive Mixed-Use Development in the
Built Environment of Jaro, Iloilo City

CHAPTER I: PROJECT BACKGROUND

A. THE PROJECT

Iloilo is a province of the Philippines, located in the center of the Philippine archipelago. The province
comprises the southeastern part of Panay Island with island-province of Guimaras just across its coast.
The capital city of the province of Iloilo is the City of Iloilo, which is also one of the major urban centers
in the Philippines. In addition to this, Iloilo City is a tourist hub where the best restaurants, museums,
hotels, shopping districts, and nightlife in the province await. 

According to the World Population Review, the city of Iloilo currently has 491,641 residents with a
population growth rate of 2.05% per year. Meanwhile, in the year 2035, the city is estimated to have
621,134 residents. With this, the rapid growth of population in Iloilo city is evident. Additionally, the city
of Iloilo is one of the places in Western Visayas that was included in the Build, Build, Build program by
the former Philippine President Rodrigo Duterte. The growing number of infrastructures to be built in the
city will create more jobs and thus, the demand for housing development is needed.

In the proposed mixed-use development project by the proponents, one of the buildings proposed is a
medium-rise condominium building. A condominium, or condo, is the form of housing tenure and other
real property where a specified part of a piece of real estate (usually of an apartment house) is
individually owned, while use of and access to common facilities in the piece such as hallways, heating
system, elevators, and exterior areas are executed under legal rights associated with the individual
ownership and controlled by the association of owners that jointly represent ownership of the whole
piece.

In the Philippine setting, the concept of medium-rise and high-rise housing like condominiums has long
been used and adopted by the government during 1953. Like any other developing countries, industries
in the country have devoted resources to construct and invest in such buildings since condominiums
represent a cosmopolitan lifestyle that reflects the effects of globalization. This rise in the real estate
market of condos in the Philippines may be linked to more low-cost payment arrangements. Because
land is limited and expensive, more Filipinos are adopting vertical living.

B. PROBLEM STATEMENT

Iloilo’s economy is one of the most competitive in the country and Iloilo City functions as a gateway to
Western Visayas considering its strategic location and with modern infrastructures that make mobility
efficient and accessible. According to the research conducted by Colliers Philippines, a commercial real
estate company in the country, despite market disruptions due to COVID-19, developers continue to
line up new residential projects in Iloilo City. In addition to this, according to an article written by the
Daily Guardian, the Iloilo City government needs to develop many housing projects for its residents as
the city faces more than 15,000-housing-unit backlogs. With this given data, it is evident that there is an
increased demand for condominiums with the rising business interest and commercial activities in Iloilo
City.

This project aims to answer the following problems in finding a solution to the proposed condominium
building project in the mixed-use development:

 How can this building provide the need for housing developments of Iloilo City?
 How will the project engage in and continue to practice sustainability and energy efficiency over
time?
 How can the facility promote community economic growth?

C. PROJECT OBJECTIVES

The aim of the work constructed in this paper is to establish a proposed condominium building that will
not only attain economic and dynamic structures as well as the improvement of the surrounding area
and the people around the vicinity. The study objectives include:

 To provide a condominium building that would cater the need for the growing population of
Iloilo City as well as the increasing demand for such buildings by investors and OFW’s.
 To create jobs and generate income for the people and nearby communities.
 To design convenient, relaxing, satisfying and aesthetically pleasing lodging and entertainment
facilities that cater the comfort needs of its residents.
 To utilize the given scenery, natural resources and landscape in the design proper.
 To promote the city of Iloilo's rich culture and history and to give the city's architecture a
distinctive personality.
 To create an innovative design for a proposed condominium

D. THE CLIENT

Company: DMCI Holdings, Inc. is the only publicly listed holding company in the Philippines that has
construction as its core competency. Its common shares of stock are listed and traded on the Philippine
Stock Exchange (PSE) under the symbol “DMC”. The company was incorporated on March 8. 1995 as
a holding company to consolidate all construction business, construction component companies and
related of the Consunji Family. It was listed on the Philippine Stock Exchange on December 18, 1995.
Moreover, DMCI is the contractor behind some of the biggest and most complex infrastructure in the
Philippines. It is known as a builder of landmarks and a pioneer of several construction methodologies.
To date, the company has completed over 1,000 projects of varying scale and complexity across the
country and in parts of Brunei and the Middle East.

The organizational chart below shows the flow chart upon how DMCI Holdings Inc. acquires different
projects and in what respective branches these projects does belong. The condominium building in the
project would fall under the branch of DMCI Homes. The sub-company pioneered resort-like
condominium living in the Philippines with its large-sized pools, landscaped common areas and
premium amenities. The only developer that uses in-house design and construction teams, the
company is known for delivering projects on time or ahead of schedule.

User Profile
The users of the proposed project would be mainly composed of the middle to upper class household
population that is residing in Iloilo City. Iloilo City has an average household size of 4-68, with the Jaro
District having an average of 5.36 growth rate per year. In the year 2030, the projected population
would be 521,652 and the number of households at 108,942. In addition to this, Collier Philippines
believes that there would be an increase of remittances of OFWs in the Philippines by 4% in 2022.
Housing units outside Iloilo’s business district remain popular among end-users including remittance-
receiving households. 

E. PROJECT SCOPE AND LIMITATIONS

The main purpose of this study is to create an accommodation that will benefit the residents as well as
the investors in Jaro, Iloilo City. The proposed project's scope is to address the city of Iloilo's current
issues, particularly the high population density there, as well as how it would meet the demands of
visitors from overseas and domestically, current and potential inhabitants, investors, and tourists. This
covers user and vehicular traffic, site analysis, architectural planning and design, and other site
components.

To limit the scope of the study, the proponent used the parameters below to serve as boundaries of the
research being undertaken:
 The proponent focused on the architectural solutions that would address the needs of the
surrounding community of the proposed project that would suit the area of the development.
 Make the most of the development's limited space to achieve its highest and best utilization.

 Identify the spaces and areas a condominium needs to maximize the space for residents as
well as the amenities to establish social harmony between residents and their surroundings.

F. PROJECT DEVELOPMENT

The project needs to follow a certain design process to be able to come up with a good and possible
solution. The process starts from:

 Defining the problem around the community.


o In this project, it is identified that there is an apparent demand for housing
developments in Iloilo City with its rapid population growth as well as the demand from
investors and OFWs.
 Collecting information through conducting a consultation with the local government; collecting
data, associated topics and evidence that would support the study.
o Data from reliable sources such as Collier Philippines, Philippine Statistics Authority,
Iloilo Government Online Website were used to gather data to substantiate the claims
written in this study.
 Brainstorming and analyzing ideas from different part of the study.
 Developing solutions and model to the project helps maximizing the possibility for the project to
be approved by the said client and the locals of the said site.
 Presenting ideas to others for feedbacks helps the proponent to analyze the qualities need to be
changed and opinion for improvement of the said project.
 Lastly, by improving the design through all this step by doing such design process the proponent
gained ideas how to innovate and create solution for the problems thrown through the process.
