12.1 Pa1i (1): SCOPE OF WORKS

12.1.1 General
• The Civil works required under this contract shall be designed and executing the building
works. The main offer for the civil works shall be conventional type for the structural system,
the contractor shall provide all material and labor necessary for executing the building works.
• The preliminary general layout submitted by the contractor in his offer should include all
rooms with their net dimension according to the specifications and the zone is authorized for
the final distribution of the substation components according to the requirements of operating
and maintenance without any extra payment to the contractor.
• Owner engineer representative. (EETC)

12.1.1 Scope for Civil Works


Included but Not Limited:
• Foundations & structural and miscellaneous steel work for 66 kV GIS outdoor switchyard
(Receiving gantty, Outdoor equipment, Suppmts of GIB connection, neutral points and cable
se~En g ends).

• For future extension: Foundation works only for 66 kV GIS outdoor switchyard (Outdoor
equipment beside Transfonner area, Suppmts of GIB connection, neutral points, and sealing
ends).
• 66 kV GIS switchgear building sufficient for 66 kV GIS system and the future extension
including cable trenches and ducts.
• Foundations Jor [4x40MVA] Transfonners and separation fire walls or on the same raft of
catch basin and One separated underground oil pit for all transfonners.
• Control building sufficient for 66 kV GIS System including future extension and 22kV
switchgear room including basement under 22kV switch gear room.
• One Firefighting rooms and RC foundation for galvanized steel F.F water tank.
• Wire mesh Fences around all area of 66 kV GIS switchyard and power transfonners and
capacitors banks including future works .
• Main and secondary roads and access roads.
• Boundary fence and gates.
• Guard rooms.
• Guard towers.
• Shed roof for vehicles.
• Water supply system for S/S.
• Sewerage system for S/S.
• Sanitmy installation.
• Fire hydrants system
• Station earthing system for the S/S as well as the future extension in buildings.
• Site preparation, grading, leveling, cutting or back filling to reach zero level, replacement soil,
yard lighting .... etc.
• Cable trenches and ducts for medium voltage cables 22 kV up to the boundary fence and for
control cables including future works.
• Any other civil works required completing the works ·

12.1.1.1 Description of Works


12.1.1.1.1 Switchyard Surfacing
The contractor shall prepare the contour map on his own responsibility and account.

The contractor shall clean the site from all vegetation bushes trees and any other obstacles
above and underground without extra changes .
The Contractor shall level the areas of Sites by excavating the high areas, filling and
compacting the low areas. Any soft soil or other material, which the EETC engineer
consider unsatisfactmy for the leveling works, shall be excavated and removed from the
site and replaced by clean sand. All banks and slopes shall be formed to a gradient not
exceeding 1 (ve1iical) in 2 (horizontal). Surfaces can be made level or with a suitable cross
gradient to prevent corrosion resulting from water and wind . "The surface finish and sub-
grade material shall be durable enough so that any operations performed during the
transportation and installation of equipment shall not damage the surface finish" . The
erosion protection will be provided for switchyard area and transformers area with a layer
not Jess 10 em of gravel higher than final zero level .
Needful side pitching should be canying out around all buildings roads and boundary
fence to supp01i the soil and according to site condition and under the owner approval if
needed .

12.1.1.1.2 Foundations for outdoor Switchyard Equipment and Gantries .


12.1.1.1 .2.1 General
• The contractor shall design and construct fair face reinforced concrete
foundations and steel structure of various apparatus fair face for 66 kV GIS
outdoor switchyard (Receiving gantries, Outdoor equipment, Supports of GIB
connection, neutral points and cable sealing ends).
• The receiving gantries should be for occupied bays.
• The foundations should be of adequate dimensions to achieve the worst soil
investigation report recommendation and contour map and to prevent settlement,
overturning or other displacement and shall withstand the loadings calculated.
• All reinforced concrete foundations below the existing ground surface should be
properly insulated using at least three layers of modified bituminous coatings with
provided that verifYing the recommendations of the worst soil investigation
reports.
• All the visible pmis and the top surface shall be painted or brushed by two coats
of decorative water proof cementitious base material
• The height of concrete foundation over final zero level should be minimum 200
mm and maximum 350 mm.
• The erection work of steel structures shall not be stmied before the involved
foundation take approval, the backfilling done and the concrete hardened
sufficiently.
• The erection work should be performed carefully as not to cause any detrimental
stresses to foundations and structural components.
• The anchor bolts must be fixed exact ve1iical.
• The exact fixing must be checked also during the executing of the foundation.
• The setting template must be fixed exact horizontal and vertical on the form work.
• The setting template must be dismounted before erecting the steel structure.

12.1.1.1.2.2 Foundations on Soil


Foundations shall normally be placed on virgin soil or well compacted fill.

12.1.1.1.2.3 Foundations on Rock:


A rock foundation is designed without any undercut. The chimney part of the
foundation is fastened to the rock by steel rods that are fixed by mo1iar to the holes
in the rock. Required number, depth and spacing of the bars will depend on the
quality of the rock. The Contractor's proposed solution should in each case be
approved by the EETC. When the rock is weathered and weak, the foundation shall
be designed as a soil foundation.

12.1.1.1.2.4 Anchor Bolts


Anchor bolts with hexagon nuts should be used to fix the equipment in R.C (slab, beams,
floor, wall) and designed to provide resistance to all conditions of compression, tension,
shear and bending with sufficient design diameter and embedded length to achieve the
bond between steel and concrete (designed according to the owner approval).
The projecting pati of foundation bolts and the length within 100 mm of the concrete
surface should be protected from con·osion by hot dip galvanizing, The anchor bolts must
be fixed exact vertical in foundation.

12.1 .1.1.2.5 The substation buildings


The contract shall design R.C buildings with taking into consideration the mentioned
clearances and according to the allowable minimum clearance mentioned in electrical specification.

12.1.1.1.2.6 Design and static system


• The buildings should be constructed as a reinforced concrete frame system (conventional
type) of columns, beams and slabs, walls, seismic design should be applied.
• The reinforced concrete foundations should be according to the recommendation of the
worst soil investigation report of the site.
• The design and specification of all civil work shall comply with all applicable Egyptian
local codes and under owner approval.
• All work should be designed in the metric system, equipment, material standards and
drawings required for the execution and completion of the work should be supplied in
metric units.
• Contractor has to collect the needed infonnation for final design as soil condition,
topography of(S/S) area underground water, stonn, seismic, ... etc.
• Specifications for materials shall generally follow the Egyptian stander specifications.
• Field and laboratory testing procedures for materials shall follow the Egyptian standard
specifications.
• Field and laboratory testing procedures for soil and rock shall follow the Egyptian
standard specification.

12.1.1.2 66 kV GIS Switchgear Building


• The contractor shall design and construct buildings for 66 kV GIS equipment of fair face
reinforced concrete frame system (conventional type for structural system) of columns,
beams, slabs and suitable foundation according to the worst soil report (seismic design
shall be applied).
• The contractor shall design and construct the building sufficient for 66 kV GIS system
and the future extension.

• The building should be provided with an approved type of overhead crane with capacity
1.5 times the weight of the heaviest equipment but not less than 3 tons.
• The building shall also be provided with a galvanized steel caged ladder with platform
fixed at the end wall of building for purpose of maintenance of the overhead crane.
• The crane rails and its suppmts on the columns inside switchgear building shall be
constructed.
• R.C. Cable trenches and ducts.
• The contractor shall constmct two sectional doors for equipment and enough personal
doors, enough windows.
• The sectional doors shall be electrically operated, ve1tically rolled, in dimension (width
and height) suits the equipment dimensions.
• All walls shall be 25 em thick made of solid cement bricks size 25x12x6 em rendered
internally and painted 4 coats of washable oil paint of an approved quality and color.
• The inside faces of walls shall have cement rendered applied in two layers as specified.
Four coats of oil paint of approved qualities and colors as specified.

quality and color.
• The floor should be as following:
v' 10 em P.C.
v' Insulation of two perpendicular layers of water proofing membrane with thickness not
less than 4 mm each layer with overlap 15 em welding system including ski1ting with
15 em height.
v' 15 em R.C according to approved design.
• The finishing floor should be as following:
• The walking areas and under equipment the floor shall be concrete screed not less than 10
em thick with smooth surface helicopter finish to be treated with hardener material before
painting to avoid any damage due to the erection, painted with 2 layers of epoxy paint of
an approved quality including ski1ting of cement plaster 10 em height painted the same as
floor . The GIS roof shall be provided with following:
v' · Light weight concrete having average thickness 7.0 em with slope towards roof drains
(including rain pipes ofP.V.C).
v' Covering the lightweight concrete with not less than 3 em thick cement screed. 2-
Perpendicular layers of damp proof courses membrane bitumen type or similar
thickness not less than 4 mm with over lab 15 em welding system, including skirting
25 em
v' Covering the area with geotextile for protection
v' Laying the thennal insulation 5- em thickness from approved extruded polystyrene
insulation board with density not less than 36 kg/m3.
v' Covering the area with second layer of geotextiles for top protection.
v' Sand and cement mortar with average thickness 6 em
v' Covering with cement tiles 20x20x2 em with cement mortar included slop skilting of
same tiles.
v' Expansion joint about 20 mm are to be filled with bituminous elastic material
• The minimum clearance between ·walls and the equipment shall be as per the
manufacturer' s recommendation considering it shouldn' t be less than the following:
v' 4 m the width of the main lobby (maintenance lobby).
v' 2.5 m the width of the secondary lobby.

v" 2m the width of the longitudinal corridors behind equipment, measured from the face
of local control panels to the face of the equipment..
• The walking area width shouldn't be less than 2.0 min addition to the width of the cable
trenches.
• The building shall be provided with ventilation, lighting and fire detection system as
specified in their relevant section.
• The windows are fixed type for 66 kV GIS switchgear building and movable type for
other rooms opened by an approved mechanism and they should be aluminum type of
suitable size to give sufficient lighting and ventilation.
• All windows should be provided with fixed wire mesh screen and the glass should be
wired single glass 6 mm for 66 kV switchgear building and where broking glass may fall.
• Concrete surface:
../ The surface of concrete finished against fonns must smooth, fl"ee from projections
and thoroughly filled with mortar, immediately after the removal of the fonns all
voids shall be neatly filled in with cement mottar of the same consistency as the
mmtar in the concrete .
,,- The appe~~ed placement joinfbetween beams and columns should be soften and the
surface of concrete should be painted with an approved cementous base materials to
be homogenous color, the using of the materials must be according to the production
company instructions .
../ The smface of fair face concrete which will be rendered must be painted with an
approved epoxy material to connect the rendering, the using of the materials must be
according to the production company instructions.
• The external and internal doors for equipment transpmiation should be double leaves of
steel sheets (Marie Scott or similar) reinforced with sufficient steel stiffeners and bracing
angles fixed on R.C frame and painted with (2) coats of primer and (3) coats of washable
oil paint of an approved quality and color considering to the following dimensions:
../ For 66 kV switchgear building entrance the doors should not be less than 2.8 m height
and 2.5 m width .
../ Passage should be provided with two entrance aluminum doors with the same width
and height of passage .
../ The outer surfaces of the external walls shall be cement plastered and finished with
an approved type of high quality of cement based weather resistant and color stable
decorative fac;:ade material (Dry mix type or equivalent) and plinth of Pharaoh Stone
with height 1 m above sidewalk should be carrying out of an approved quality
and color.
../ The outer sutfaces of the superstructure concrete elements (columns, beams,
parapets .. .. etc.) shall be finished with the same materials of the walls facades but with
the different texture .
../ The windows are (fixed type and movable type) for 66 kV switchgear building and
movable type only opened by an approved mechanism and they should be aluminum
type (P.S jumbo type Alu Misr Company) or similar of suitable size to give sufficient
lighting (design sections under the owner's engineer approval) .
../ For 66 kV switchgear buildingthe windows of fixed type should be canying out on
both sides and at an high level, the movable type should be canying out on the inner
side only and at a level higher than the roof of the medium voltage room and the
number of windows should be not less than (4) and at a suitable position (under
owner's engineer approval) taking into consideration the architecture view.

./ All doors fittings and accessories shall be of high quality and subject to owner's
engineer approval.
./ The panic lock devices shall be provided to the doors for 66 kV building in exist way
and their steel doors .
./ Expansion joint should be carrying out every (30-35 m) for hot region and (40-50 m)
for moderate region .
./ Sidewalk round the building and platfonns should be covered with steel-Crete tiles of
an approved quality and color and with width lot less than 1.00 111 and should be
provided with curbstone .
./ The side wall nearest transformers should be from R.C as fire protection.
12.1.1.3 Transfonners foundations
• The contractor shall design and construct reinforced concrete fair face foundations of the
outdoor main transfonners also to cany the loading from the oil filled transfonners with
any additional loads due to transfonners operation, due to seismic and other natural
phenomena and according to soil investigation report.
• The foundation box for eve1y transfonner should be designed in the fonn of an open
to
·r:;G\.anguhu· concrt:te box and large enougii capacitate the. i :) rilne the' ml voluine and
the oil level shall not be higher than 400 mm below the upper edges of the foundation box.
• The transfonner shall be placed on rails/beam supported on two intermediate R.C buttress
walls, the rails for transfonner foundation and in front of all transfonners should be
suitable for operation and maintenance and included fixing system according to the
owner's engineer approval.
• The transfotmer foundation box should be filled with 20 em of gravel size 32-64 mm
above galvanized expanded steel grating (design according to the owner's engineer
approval) gravel should be well sieved and washed before placing, the floor slab should
be drained to a sump that makes emptying by pumping possible.
• The transfmmer foundation box outside surfaces below the ground surface shall be
insulated by using two perpendicular layers of water proofing membrane with thickness
not less than 4 mm each layer with overlap 15 em and the vertical insulation of R.C walls
protected with brick walls not less than 12 em thickness.
• The foundation box intemal surfaces shall be insulated by using oil resistance epoxy
insulation painting according to owner's engineer approval.
• The horizontal insulation shall be two perpendicular layers of water proofing membrane
with thickness not less than 4 mm each with overlap 15 em between the plain and
reinforced concrete and should be protected by 2 em thick cement screed.
• A protection fair face R.C walls between each transfonner and at two ends should be
constructed with height not less than 6.0 m above final zero level, with considering thf}t
the height ofthis R.C wall shall be higher than the highest point of the transfonner with
2.0 m at least, length suitable for transformer dimensions and thickness not less than 25
em ..
• Each wall should have R.C footing resting on P.C. with area, thickness and level
depending on the type of soil and recommendation of soil investigations report the
minimum dimension ofR.C footing should be not less than 1.00 m.
• All reinforced concrete surfaces of the foundations of fire protection walls below the final
zero level should be properly insulated using at least three layers of an approved
bituminous emulsion with provided that verifying the recommendations of the worst soil
investigation repmts.
• Oil Pit.

./ The contractor shall design and construct 01i.e separated underground R.C oil pit for
all transformers. The oil should be with capacity not Jess than 1.2 times the volume
of the oil of one transfonner.
./ The oil pit includes the connected pipe to the sump of each of transfonners
foundations with min slop 1:100 and with diameter not less than 150 mm .
./ The concrete should be composed of sulphate resisting cement mixed with additional
material Addicted (DM2) or similar kind .
./ Outside concrete walls should be insulated by using two perpendicular layers of water
proofing membrane with thickness not less than 4 mm each layer with overlap 15m
and protected by brick walls not less than 12 em thickness .
./ The internal faces ofR.C walls and ceiling should be smoothly cement rendering and
insulated by using oil resistance epoxy insulation painting according to owner's
engineer approval.
./ Kickers should be provided with water stop to prevent water penetration.

• Foundations of Buildings

overturning or other displacement and shall with stand the loadings calculated .
./ Foundations shall normally be placed on virgin soil or well compacted fill according
to the requirements of the site or as specified in the worst soil investigation report
./ All reinforced concrete of the foundation below the final zero level should be properly
insulated by at least here layers of bituminous emulsions and with provided that
verifying the recommendation of worst soil investigation repmis.
12.1.1.4 Firefighting building:
• The contractor shall design and construct building for firefighting equipment of fair face
reinforced concrete (R.C skeleton type) of columns, beams, slabs and suitable foundation
according to the worst soil repmi and provided with all necessary accessories and at least
one exhaust fan.
• The contractor shall construct fair face R.C foundation for galvanized steel F.F. water
tank
• All walls shall be 25 em thick made of solid cement bricks size 25x 12x6 em below zero
level and solid cement bricks size 25x12x6 em above zero level rendered internally and
painted 4 coats of washable oil paint of an approved quality and color.
• The floor should be 15 em RC covered with of mosaico tiles 3Ox3 0 cn1 v-:ith skirting 15
em height. The roof of the building shall be as specified.
• The outer surfaces of external walls shall be cement plastered and finished with an
approved type of high quality of cement based weather resistant and color stable
decorative fas:ade material (dry mix or equivalent) and plinth of Pharaoh Stone with
height 1 m above sidewalk should be carrying out of an approved quality and color.
• Ceiling shall be fair face concrete and painted with one primer+ three coats of plastic
paint.
• The outer surface of the concrete elements shall be as specified in control building.
• The windows should be tilting aluminum type opened by an approved mechanism , and
the door should be steel type with enough dimension for entrance of equipment and
painted with (2) coats of primer and (3) coats washable oil paint of an approved quality
and color.

• The firefighting building should be with suitable area for the supplied equipment by
contractor.
• The superstructure concrete elements (columns, beams, parapets .... etc) shall be external
finished with the same materials of the walls facades but with the different texture.
• Lighting work (supply and erection) should include all tubes, lamps ... etc according to
relative section in specifications.
• The roof should be as following:
./ R.C slab
./ Two perpendicular layers of water proofing membrane with thickness not less than 4
mm each layer with overlap 15 em welding system including skirting 25 em height
./ Covering the water proofing membrane with one layer of geotextile .
./ Cement screed with thickness not less than 3.0 em .
./ Thennal insulation of extruded Polystyrene boards of an approved quality with
thickness not less than 5.0 em and density not less than 36 kg/m3 .
./ One layer Geotextile membrane (ultraviolet resist) for protection .
./ Light weight concrete of average thickness 7.0 em having th~ slope toward roof drains
(inciudiHg raii1 pipes of P. ;./c)
./ Sand and cement mortar with average thickness 6.0 em .
./ Cement tiles 20x20x2 em with cement mortar included skirting of same tiles .
./ Expansion joint about 20 mm are to be filled with bituminous elastic material.
• The floor should be as following:
./ lOcmP.C .
./ Insulation of two perpendicular layers of water proofing membrane with thickness not
less than 4 mm each layer with overlap 15 em welding system including skirting with
15 em height.
./ Cement screed with thickness not less than 3.0 em
./ 15 em R.C (according to approved design) .
./ Sand and cement mmiar with average thickness 8.0 em .
./ The floor should be covered with mosaic tiles 30x30 em with skitting 10 em height
as flooring type.

12.1.1.5 Control and 22 kV switchgear building


12.1.1.5.1 Scope of control building with 22 kV switchgear.
• The Control building with staff rooms shall be designed to meet the need for actual
installation and future extension of22 kV systems

Control Building Shall Include:


• Main control room should have large windows sufficient for control and protection
panels and its future extension.
• Power supply rooms (Ac main board and DC mait1 board& Battery charger).
• Two office rooms with area not less than 16m2 for each.
• Carrier and telecommunication room.
• Two Auxiliary transformers rooms
• Battery room for 220& 48VDC batteries with an eye wash sink and exhaust ait· system
should be outside the room with an inlet separate fans.
• One workshop room with area not less than 25 m 2 and should be provided with an
approved type of monorail crane with 3.0 ton capacity at least.
• One store room with area not less than 16m2 .

• Two lavatory rooms, fitted with water closet, one in connection with the offices with
area not less than 12 m 2 and should be provided with two western type water closets,
two urinals and two hand washing basins, with natural ventilation. Sanitary work shall
include all intemal and external, piping installations and drainage system and the
second in connection with the workshop with area not less than 6.0 m 2 •
• Kitchen room of an area not less than 9 m 2 with its facilities and one stainless steel
sink and sanitary work. It shall include all internal and external piping, installation
and drainage systeni.. Walls for the whole height and floor shall be finished by ceramic
tiles. It should have natural ventilation.
• The contractor should construct the civil works of the capacitor banks and future
construction.
• Necessary pressurized ventilation and air condition according to relative section in
specification and the contractor should connect the sewage water of air condition to
the network of building.
• Polyethylene water tank with capacity 2 m 3 should be erected on the roof on steel
structure base with pump not less than (2hp) Calpeda or simil:u type with all
acct:ssories coimected with the water supply system and drainage for the controi
building.
• For present and future works the contractor should consider RC floor of medium
voltage switchgear
• Expansion joint should be carrying out every (30-35 m) for hot region & (40-45 m)
for moderate region
The width of control building entrance and conidor shouldn't be less than 3 m.
The minimum clearance of the equipment from the building walls shall be as per the
manufacturer's recommendation considering it shouldn't be less than the following:
1.50 m between the walls and the backside of the equipment which has a rear access.
0.50 m between the walls and the backside of the equipment which doesn't have a
rear access
1.50 m between the walls and the end of the equipment row.
5.00 m the width of the operator loopy in control room.
3.00 m the width of the passage between every two rows of AC/DC equipment,
medium voltage switchgear and battery racks.
2.50 m the width of the operator's lobby in other equipment rooms.
• Medium voltage switchgear room including future extensi0n.
• Clear height of the control building from the finishing floor level to the false-ceiling
shouldn't be less than 4 m.
• Water supply and sanitmy works (supply and erection) should be including all intemal
and external installation and drainage system according to items (12 . 1.1.1~ and
12.1.1.13)
• Lighting (supply and erection) for the substation building will be according to relative
section in specification.
• Fire detection system as specified in the relative section in the specification.
• The contractor should take into consideration that the provision for future extension
and according to the suggested layout.
• The contractor should provide the Telecommunication, AC/DC, control and
protection, medium voltage switchgear rooms, offices with air conditioning.

• The finishing floor should be as following:


• The floor of all lavatories and services rooms shall be covered with non-slip ceramic tiles
30x30 cm of an approved quality and color.
• The floor of the office rooms shall be covered with non-slip porcelain tiles and porcelain
skirt~ng 10 cm height of an approved quality and color

• The floor of medium voltage shall be concrete screed not less than 10 cm thick with
smooth surface helicopter finish to be treated with hardener material before painting to
avoid any damage due to the erection, painted with 2 layers of epoxy ~aint of an approved
quality including skirting of cement plaster 10 cm height painted the lsame as floor.
• The floor of the control room, telecommunication room and AC/DC r~om should be raised
floor of an approved quality. Fixed at RC slab finished with smoot~ surface finished by

Helicopter treated with hardener material.
• The floor of Auxiliary transformer rooms should be concrete screed not less than 10 cm
thickness included skirting of cement plaster 10 cm height with smooth surface treated
with hardener material before painting to avoid any damage due to erection and painted
with two layers of an oil resistant epoxy paint of an approved quality and color.
• The floor of the main entrance should be covered with granite tiles with minimum
dimension 40x40x2 cm of an approved quality and color, the main entrance stairs should
be RC with steps covered with granite 4 cm thickness horizontally and 2 cm vertically of
an approved color and quality
• The floor of the office room and corridor should be covered with non-slip porcelain 30x30
tiles not less than 10 cm thick of an approved quality and color including porcelain skirting
10 cm height.
• The floor of medi:im voltage room should be provided with steel cHannels with suitable
section Infront of each panel to permit easy movement of circuit breaker
• The floor of workshop and stores rooms shall be cover with unverified ceramic tiles
(heavy duty) of an approved quality and color and skirting of 10 cm height as floor type.
• The floor of battery room shall be covered with (heavy duty anti alkaline or anti-acid)
ceramic tiles of 1.6 cm thickness (Somga) or similar kind of first grade of an approved
quality and color. It should be on a bed of mortar and using anti-acid or anti-alkaline joint
filler with 6-8 mm width. all materials used in the battery room must not be affected by
the battery gases and fumes.

• The roof shall be provided with following:


./ Light weight concrete having average thickness 7.0 cm with slope towards roof drains
(including rain pipes of P.V.C) .
./ Covering the light weight concrete with not less than 3 cm thick cement screed .
./ 2-Perpendicular layers of damp proof courses membrane bitumen type or similar
thickness not less than 4 mm with over lab 15 cm welding system, including skirting
25 cm .
./ Covering the area with geotextile for protection
./ Laying the thermal insulation 5- cm thickness from approved extruded polystyrene
insulation board with density not less than 36 kg/m3 .
./ Covering the area with second layer of geotextiles for top protection .
./ Sand and cement mortar with average thickness 6 cm
./ Covering with cement tiles 20x20x2 cm with cement mortar included slop skirting of
same tiles.

of suitable size to give sufficient lighting an ventilation of (design sections under the
owner's engineer approval) concerning the type of the glass as per the following:
./ For 66 kV building and where broken glass may fall, wired glass 6 mm shall be used .
./ For control building where air conditioning room will be 80% reflected double glass
6 mm for each type for EETC approval. For other rooms will be single glass 6-mm
type for EETC approval. All windows should be provided with fixed wire mesh
screen.
• The external and internal doors for equipment transpo1tation should be double leaves of
steel sheets (Marie Scott or similar) reinforced with sufficient steel stiffeners and bracing
angles fixed on R.C frame and painted with (2) coats of primer and (3) coats of washable
oil paint of an approved quality and color .
./ For medium voltage room, the doors should not less than 2.8 m height and 2.5 m
width
./ For control room, auxiliaiy transf01mers rooms, workshop and store room the doors
should not less than 2.5 m height and 2.0 m width .
./ For battery room the door should be not less than 2.2 m height and 1.50 m width.

./ Main entrance door of control building should be with height not less than 2.5 and
width 2.75 hinged aluminum type (four leaves) fixed in R.C frame and provided with
wire mesh glass 6 mm thickness of an approved quality and color.
./ Personal internal doors should be hinged aluminum type with height not less than 2.20
m and 1.0 m width, the upper part should be glass 6mm thickness and the lower part
should be fiber glass with height 0.80 m of an approved quality and color .
./ The panic lock devices shall be provided to the doors for basement, medium voltage
switchgear and battery room in exist way and their steel doors .
./ The doors of the air-conditioned room shall be provided with door closer devices .
./ All doors filling and accessories shall be of high quality and subject to the owner's
engineer approval.
• The main stairs shall be of reinforced concrete with steps covered with granite 4 cm
thickness horizontally and 2 cm vertically of an approved quality an color.
• The hand railing for platfonns, pits, stairs, etc. shall be of steel pipe 2" diameter white
metal hand rails of an approved quality section fixed to steel balusters of square or round
steel bars of approved sections electro-statically painted two coats of red lead and two
coats oil paint.
./ Expansion joint about 20 mm are to be filled with bituminous elastic material.
./ All wooden doors should be from Swedish musky timber type .
./ All the aluminum doors should be P.S. jumbo type (Alu Misr Company) or similar of
an approved types.

/ Sidewalk round the building and platforms should be covered with steel-Crete tiles of
an approved quality and color and with width lot less than 1.00 m and should be
provided with curbstone.
• Metal Works:
/ The handrail for stairs and platfonns should be steel pipe of 2" .diameter and Epoxy
pained with an approved quality and color and fixed to steel balusters of square or
round steel bars of approved section, the steel balusters should be fixed in R.C stairs
with suitable method .

{ Permanent ladder of steel stair should be provided for accessing to the roof of
buildings
/ Safety wire mesh should be provided under wall pushing for transfonners bays.
/ All the above mention steel work should be painted with Epoxy painting system .

12.1.1.5.3 The Basement.


• Under 22 kV switchgear room should be equipped with basement of clearance height not
iess than 2..5 m measured from final floor ievei to beam's soffit and (provided with
sufficient number of aluminum windows of tilting type with height not less than 0.50 m
and wire mish glass 6 mm thickness and fixed wire mesh screen).
• The R.C walls of basement should be provided with opening for inlet & outlet power and
medium voltage cables to trenches outside the building.
• The inside RC walls and ceiling of basement should be cement rendered in two layers as
specified mixed with water proof cementations base material or fair face concrete and
painted with 3 coats of cementations decorative paint.
• Walls & floor of basement under zero level should be insulated by using two
perpendicular layers of water proofing membrane with thickness not less than 4 mm each
layer with overlap 15 cm and the ve1iical walls should be protected with brick walls not
less than 12 cm thickness.
• The floor should be RC slab covered with 7 cm concrete screed finished smoothly with
helicopter machine and hardener additive should be added to the wet concrete surface.
• The basement shall be ventilated as specified according to relative section in specification.
• Trays fm: power and medium voltage cables and control cables shall be provided by
contractor according to owner' s engineer approval.
• Access to ground floor by fair face reinforced concrete secondaiy stair seated with
hardener additives and steps shall be protected by steel angles 50x50x5 at the nose and
provided with handrai I of steel pipe of 2" diameter and electro-statically painted with an
approved quality and color and fixed to steel balusters of square or round steel bars of
approved section, the steel balusters should be fixed in RC stairs with suitable method.
• door with dimensions not less than lx2.2 m of steel sheets reinforced with sufficient steel
stiffeners and bracing angles should be provided and painted with 2 coats of primer and 3
coats washable oil paint of an approved quality.
• Kickers should be provided with water stop to prevent water penetration
12.1.1.6 Guard Room.
• A guard room with area not less than 24 m 2 should be ofR.C. (skeleton type) constructed
at the main road gate of substation at location as indicated on suggested layout.
• The guard room shall accommodate four persons including rest facilities, lavat01y
provided with (one water closet western type and one water closet eastern type) and two
hand washing basins.

• All walls shall be 25 cm thick made of solid cement bricks size 25xl2x6 cm

base weather resistant and color stabled decorative fac;:ade material (dry mix type or

• The external faces of beams, columns and parapet should be finished with same materials

not less than 1.0 m, covered with steel-Crete tiles of an approved quality and color and

o Cement screed with thickness not less than 3.0 cm.
o Two perpendicular layers of water proofing membrane with thickness not less
than 4mm each layer with overlap l 5 cm welding system including ski1ting 25
cm height.
o One layer geotextile for protection
o Thennal insulation of extruded Polystyrene boards of an approved quality with
thickness not less than 5.0 cm and density not less than 36kg/m3.
o One-layer Geotextile membrane (ultraviolet resist) for protection.
o Sand and cement mortar with average thickness 6.0 cm.
o Cement tiles 20x20x2 cm with cement mortar included ski1ting of same tiles.
o Expansion joint about 20 mm are to be filled with bituminous elastic material
• The floor should be as following: -
o Sandwich type concrete consist of: -
O 15 cm R.C .
o Insulation of two perpendicular layers of water proofing membrane with
thickness not less than 4mm each layer with overlap 1S cm welding system
welding system including skirting with 15 cm height.
O 10 cm P.C.
o Sand and cement m01tar with average thickness 8.0 cm .
o The floor should be covered with ceramic tiles 3 Ox3 0 cm with skirting 10 cm

• The windows should be sliding aluminum type with glass 6 mm thickness provided with
sliding wire mesh screen and the toilets window should be tilting aluminum type provided
with fixed wire mesh screen of an approved quality and color.
• The doors should be wooden type and painted with (2) coats of primer and (3) coats of oil
paint of an approved quality and color.
• Water supply and sanitmy work (supply and erection) should include all extemal
installations and drainage system according to item ( 12.1.1.14 and 12.1.1.13 ).
• Lighting work (supply and erection) should include all bulbs, tubs, lamp, electrical ceiling
fans ... etc according to relative section in specification.
• Galvanize steel ladder with safety cage provided for access to the roof.

12.1.1.7 Guard Tower·:


• All requirements of the general depmtment of electricity police regarding the specification
of the guard towers should be fulfilled.
• Guard tower should be designed and constructed at the comer of the fence. Window back
and floor shall made as safeguard and platfonn area should be not less than 5 m2. The
levei of piatfonn should be elevated 5 1~ higher than the fin~l zer~ ievei and K:C roof .a t ·.
level not Jess than 7.5 m up final zero level.
• Accessing to the platfonn should be with permanent steel ladder to crital door at the wall
of the guard tower and should provide with three crital windows with dimension 30X30
em
• The guard tower should be RC skeleton of cast in-situ concrete.
• The walls and ceiling to be plastered and painted four coats oil paint.
• The opening area for watching should be provided with sliding aluminum windows with
glass 6.0 mm thickness.
• The extemal finishing of guard tower should be the same as boundmy wall fence .
• The floor should be covered with ceramic.
• The roof should be covered with same finishing layers of insulation of the building and
covered by mosico tiles of3 em thick.
• The contractor offer should include total price of guard towers and include unit price for
one guard tower.
• Steel stair and door should be painted with two coats of red lead (primary) and should be
painted by 3 layers of oil paint of an approved quality which fixed to the floors slab.
• Lighting work (supply and erection) should include all bulbs, tubes, lamps . ... etc.
according to relative section in specification.

12.1.1.8 Boundmy Wall Fence and Gates.


• The contractor should take into consideration the civil drawings and the specification to
complete the scope of this item.
• The boundmy brick wall shall surround the substation area indicated on suggested layout
, the total height of boundmy wall should be 5 m above highest level of (final zero level
inside SIS or the level of outside area) and consist of two pmts, the upper part shall be
galvanized steel wire mech 5 mm diameter fanning mesh 6x6 em size fixed steel frame
of pipes with diameter 2" and height 1.00 m.
• Each frame panel should be divided to three parts with galvanized stiffeners of steel plates
50x5 mm on each side of panel, the-frames are vertically fixed to anchor galvanized steel

pipe 3" diameter fixed in R.C columns with anchor bolts, the lower part should be 4 meters
consists of concrete and brick works as following :-
o R.C. footings resting on plain concrete with area, thickness and level depending
on the type of the soil and recommendation of the worst soil investigation report
and the minimum dimension ofR.C footing should not be less thanl.OOm.
o Continuous R.C. rigid beam connecting the R.C. footings .
o R.C columns each 3.60 m (paneled width) and column's width dimension not less
than 30 em.
o R.C. top and middle continuous beams with minimum depth 25 em.
• Expansion joints every 15-20 m and constructive joints every 30-40m.
• The space between columns is filled with solid cement bricks below zero level and solid
cement bricks above zero level and the thickness of walls is 25 em above rigid connecting
ground beams and walls with thickness 12 em above the middle beams up to the top
beams.
• The walls should be provided with horizontal asphalt damp proof coarse 1.50 em thick
laid on the complete width of the wall underground surface.
• The inside and outside walls together witli concrete elements shall be cement rendered
finished as specified for the facades of S/S buildings.
• At least 3 layers of modified bitumen and with provided verifying that worst soil repoti
should insulate all reinforced concrete of foundations and walls in contact with earih and
up to 25 em above finished ground surface.
• Two main entrance gates of steel type will be provided as double leaves 6.0 m wide and
3.25 m height moved on a steel roller in addition to a steel personal gatel.O m wide and
3.0 m height.
• The lower pmi for all gates should be covered with steel sheet plates of 0.8m height and
with thickness not less than 4mm and with total weight not less than the following: -
o 750 kg for main gate.
o 150 kg for each personal gate.
• All the steel sections and details of all gates will be according to owner's engineer
approval.
• All gates should be painted with (2) coats of primer and (3) coats of washable oil paint of
an approved quality and color.
• Light work (supply and erection) of the boundary brick wall fence should be provided
with street light fittings to illuminate the areas on both sides of it and to be include all
bulbs, tubs, lamps ... etc. according to relative section in specification.
• The light fitting for the boundary brick fence will be directly mounted to its top with
maximum of spacing 21.0 m (6 panels) using brackets suitable for two luminaries
including a lamp 250w to illuminate the boundary fence from both sides.
• The contractor's offer shall include total price for boundary wall and unit price for one
longitudinal meter of the fence.
• In case of difference between Inside and outside levels for S/S area is more than 50 cm.The
contractor should constmct reinforced retaining wall or side pitching for fences instead of
reinforced foundation according to soil investigation report and approved design.

12.1.1.9 Trenches and Cable Ducts


• Trenching is required for installation 6f buried cables, conduits, piping cable trenches
etc. for which the method of excavation is not specifically described in other sections.
• Outside cable trenches for power and control cables should be of the totally enclosed
R.C. type covered by suitable fair face R.C. slabs overlapping one another to prevent
penetration of water.
• Cable trenches should be constructed of cast-in-place reinforced concrete and smoothly
cement rendering mixed with water proof cementation base material and to be coated
from outside with 3 layers of an approved bituminous emulsion, the upper corners edges
have to be provided with steel angles fixed in concrete by means of iron hocked bars
electrically welded to the angle.
• Cable trenches inside the building should be open type, the upper corner edge
supporting the chequered plate have to be provided with steel angles 50x50x4 mm fixed
in concrete by means of iron hocked bars electrically welded to the angle and it should
be covered with chequered plat of 6mm thickness and for trenches with width more the
1.00 m the chequered plate should be 0.5 m width and reinforced with frame of steel
angles not less than 4Ux40x4 mm and provid(;cfwith two steelhimdles.
• Chequered plates shall be painted with two coats of primer paint and three coats of oil
paint of an approved quality and color.
• Cable ducts should be used for crossing roadways and at entrances of building. It should
be reinforced water tight concrete and coated with 3 layers of an approved bituminous
emulsion.
• A constructive joint in cable trenches should be canying out evety 20 m; it should be
filled with a rubber material.
• Trenches and ducts should be backfilled with common fill material well compacted.
• The contractor shall cany out all the outside cable trenches and manholes for inlet and
outlet power cables for S/S taking into consideration the future extension.
• Trays for power and control cables shall be provided by contractor according to EETC
engineer approval.
• Ladders for medium voltage cables for power transfonners shall be provided by the
contractor according to EETC's engineer approval.
• Embedded cable sleeves shall be provided equipment foundation exit the cable through
the found .to the equipment.
• The trenches and ducts should be adequate for sis installation.
• The contactor should arrange with the zone the routes, and numbers of all cable trenches.
• The floor of external cable trenches should be drained by approved system.

12.1.1.1 0 Shed Roof for Vehicles


• Sun shaded parking for vehicles to be arranged for 2 trucks height not less than 4.0 m and
5 small cars and height not less than 3.0 m.
• The structure should be designed and constructed of steel structure with sandwich panels
roof.
• The reinforced concrete floor for the shed shall be the same design of the main road.
• Lighting works (supply and erection) should be according to relative section m
specification.
• The roof of the shed should be drained to the concrete floor through drainpipes as per as
the engineer approval

12.1.1 .11 Galvanized Wire Mesh


• The mesh fence shall surround the 66 kV outdoor equipment's switch yards including the
future extension area and around power transformers, capacitors banks including future
works.
• A suitable R.C Foundation connected with R.C beam resting on P .C foundation with area,
thickness and level depending on the worst soil investigation report with a vertical
galvanized steel pipe 3" diameter with minimum height 2.5 m from final zero level.
• The wire mesh is composed of panel's 2.00 to 2.50 m length and 2.5 meters minimum
height from final zero level made of galvanized wire 5 mm diameter forming a mesh of
6x6 em size fixed to a steel frame of angles min 60 x 60 x 6 mm. The frames are vertically
fixed to a vertical galvanized steel pipe 3" diam. the fence sbaJI also be provided with
double leaves doors made of the same galvanized wire mesh and steel angles of suitable
width and at approved positions.
• The fence shaJI be provided with the double leaves doors of the same galvanized wire

and maintenance.

12.1.1.12 Roads and Surfacing


• The roads required for operation and maintenance of the substation (switchyard, building
and its transformers) according to approved layout approved and get easy access to any
part inside the S/S, shall be finished and handed over on completion of the contract, in
accordance with the approved detailed design of the Contractor and must be qualified
according to the worst soil investigation report.
• Main roads within the substation shall be of clear width 6.0 m and shaJI be sufficient for
the maneuvering of transformer truck and wiJI be extended to connect with existing main
way forming R.C. access road (6 .0 m ) wide and will be extended t. connect the main
gates , and should be able to support the heavy loads.
• The main roads should be reinforced concrete covered with hardener surface type and
shall consist of two layers:
0 First layer of20 em thickness crushed stone or gravel formed on two layers each
layer with thickness 13 em compacted to 10 em.
0 Second layer consist o{R.C concrete slabs 3.0x3 .0 m with thickness not less than
15 em and reinforcement not less than 6~ 12/m in both direction, dowels bars
$25 with length 50 em each 40 em spacing shall be provided to connect between
concrete slabs.
0 Ex pansion joints benveen R.C slabs about 2-3 em are to be filled with
bituminous elastic material
• The substation site shall also be provided with secondary road (service roads) of clear
width 4.0 m according to suggested layout. The secondary roads shaJI provide easy access
to any part in S/S.
• Secondary roads 4.0 m wide should be RC slabs 2.0x2.0 m with minimum thickness 12
em and reinforcement not less than 5~ 10 in both directions laid over 20 em crushed stone
or gravel as specified above, expansion joints between R.C slabs about 2-3 em are to be
filled with bituminous elastic material.
• Roads should be provided with suitable system of drainage the rain water in front of the
main gate
• Banks and slopes of main roads should be formed to gradient I: I 00

type hardener should be added for wet concrete and should be smooth service helicopter
finishing.
-/ Side walk around all building of steel-crete tiles with curb stone and width not less
than \ .00 m and level of sidewalk (+ 25 em) level above final zero level and provided
with curbstone; it should be sloped by 1: 1.5 to the street side.
-/ The main and seconda1y roads shall be provided with curbstone in both sides.
• The Contractor should take into consideration the civil drawings and the specification to
complete the scope ofthis item.
• The main, secondary roads should be provided with border (concrete curbstone 50x30xl5
em) resting on P.C. with thickness not less than 10 em.

12.1.1.13 Water Supply System


• The contractor should take into consideration the civil drawings and the specification to
complete the scope of this item .
•Earthwork, civil works, and mechanical works shall be complete (supply and installation)
and handed over to EETC in good working condition The contractor shall construct a
water supply for buildings inside the substation area to be connected to boundary wall,
underground tank and pumps room as indicated in the approved civil drawings and should
be included but not limited the following:
12.1.1.13 .1 Underground tank :
-/ The contractor shall design and construct R.C underground water tank with capacity
90 m3 to cover the need for potable water and for firefighting line system and the
dimension, design and details shall be according to owner's engineer approval.
-/ The reinforced concrete should be composed of sulphate resisting cement mixed with
additional material Addicrete (DM2) or similar kind
-/ Inside walls and floors shall be insulated by epoxy insulation painting and covered
with ceramic tiles 30x20 em, outside concrete surfaces should be surrounded with two
perpendicular layers of water proofing membrane with thickness not Jess than 4mm
each layer with overlap 15 em welding system and protected with brick walls not Jess
than 12 em thick
-/ Kickers should be provided with water stop to prevent water penetration.
-/ Permanent ladders of steel stairs should be provided to access inside for maintenance.
-/ Level control device should be installed for automatic alann if the level is high or low
and should be included the connection with fire hydrant line system.
-/ The tank should be provided with pump and all accessories required to keep the
pressure at the last hydrant of the firefighting line not less than 3 bars.
-/ The tank should be provided with a main and standby domestic pumps that shall be
sized according to hydraulic calculations and with all accessories.
-/ Steel pipe diameter 5" should be provided for aeration and opening should be covered
with mesh (1.5-2 mm)

12.1.1.13 .2 Pump room:


A pressure system fm· water supply (diesel and electric) shall be supplied. The design shall
be subjected to the approval of EETC, pumps have installed in a room having the same
design for firefighting room as concrete work and finishing.
All pumps should be tested after finishing the work.
12.1.1.13 .3 External Water Supply Piping
../ The water system shall be connected to boundary wall.
../ External pipes for water shall be high density polyethylene (HDPE) with 10 bar testing
pressure, considering 7bar at the final delivery point for fire hydrants and for drinking
water the network will be under pressure 3 bar
../ All fittings shall be made of same material Pipes and of an approved quality .
../ All underground pipes and required connection have to be isolated against corrosion and
sulphate .

12.1.1 .13 .4 Firefighting line system (fire hydrant system)


The contractor shall design and carry out the firefighting line system for all construction buildings
of the S/S, it should include complete connection system with firefighting water tank and supply
all following needful accessories:
../ Firefighting line system should be embedded galvanized iron pipes and isolated with
damp proof coarse of bitumen for the the following diameter $4 11 & 3."
../ Firefighting line around the fence should be above ground galvanized iron pipes fixed
in PC. Foundation with dimension 50x50x50 em every 5 m to suppmi pipes, pipes
should be painted with 2 coats of primer and 3 coats of oil paint for the following
diameters $4 11 & 3 11 •
../ Enough vertical fire hydrants (morise type) with diameter 2.5 11 at approved positions
with distance not exceed 50 m betvveen them, minimum two hydrants for S/S building
included all necessary accessories and according to previous items .
../ Fire hose made of linen (morise type) with diameter2.5 11 and length not less than 30
m with all accessories on approval offirefighting department before supplying .
../ Cabinet for keeping firefi ghting tools (extinguished hose, etc. ) with dimension not
less than 35x80x80 em and to be made of steel sheet plat with 3.25 Imn thickness
painted with 4 coats of red oil paint provided with glass door 6mm thickness and all
accessones .
../ Bronze valve control for high pressure covered with Nickel material with circular
hand for the following diameter <D4 11 & 3 11
../ Full details offirefighting line (design and drawings) should be submitted for owner's
engineer approval.

I 2.1. Ll4 Sewerage System


12.1.1.14.1 Complete sewerage system shall include but not limited to the following:
• Sewerage system inside the substation shall be connected to boundary wall.
• Inspection chambers.
• Manholes
12.1.1.14.2 The sewerage system shall be designed for the number of people served in accordance
with acceptable standards.
12.1.1.14.3 The contractor is obliged to design and install sewerage system inside the substation
connected to boundary wall fence and handed over to EETC's engineer in good
working condition, the system shall include but not limited to the following: -
• Complete sewerage (supply and installation) system for substation buildings
and guard room
• Exact route, location and level of each pipeline and manholes are to be
checkeci before exetutiiig to secui't; suitabie siope of se ·..v~;·a"ge system.
• All outside pipes material and wastewater piping for acid contaminated water
should be (HD Polyethylene) pipe with diameter not less than 6" included all
fittings.
• The contractor should connect the sewage water of air condition to the
network of building.
12.1.1.14.4 The contractor shall submit a complete description of his proposed Sewerage system.
12.1.1.14.5 The contactor has to construct septic tank, filtration tank and collecting if there isn't
public network.
12.1.1.14.6 Waste Sump Alkaline or acidic Contaminated Water: A waste sump, approximately
1 M 3 shall be installed outside the control building with special anti-alkaline or anti-
acid drain connection from the batte1y room for alkaline contaminated water.
Manhole cover shall be provided with a limit access waming sign showing batte1y
alkaline contents
12.1.1.14.7 The contractor shall design and construct RC underground manholes and it should be
at road level beside the side walk of the buildings, the distance between two series
manholes not exceed 30 m and depth according to slopes of site and direction of flow
with slope depends on pipe diameter between outlet and inlet of two series manholes.
RC waste sump approximately 1.0 m' should be installed outside S/S building. with
special drain connection from the batte1y room for alkaline or acid contaminated
water, manholes cover should be provided with a limit access warning sign showing
battery alkaline or acid contents.
All sides of manholes and its base should be RC with min steel 5w10/m' in both
directions depending on the design and soil investigation report.
The concrete should be composed of sulphate resisting cement mixed with additional
material Addicrete (DM2) or similar kind.
Manhole should be provided with heavy duty cast iron covrr
12.1.1.14.8 Sewerage tanks:
• If the sewerage is not connected to public network, the contractor shall design and
construct underground RC (septic tank, filter tank and collecting tank) and their
dimensions, design and details shall be according to owner's engineer approval.

• The reinforced concrete should be composed of sulphate resisting cement mixed with
additional material addicrete (DM2) by rate 2KG per cubic meter concrete or similar
kind of an approved quality
• Inside faces shall be smoothly cement rendering and insulated by epoxy insulation
painting, outside concrete surfaces should be surrounded with two perpendicular
layers of water proofing membrane with thickness not less than 4 mm each layer with
overlap 15 em welding system and protected with brick walls not less than 12 em
thick
• Kickers should be provided with water stop to prevent water penetration
• All tanks have upper RC slab included enough manholes opening (0.6 x 0.6 m)
provided with cast iron cover and inside steel ladder.

12.1.1.15 Other Civil Works


• All subsidiary works including but not limited to piping, paving, floor tiling shequer
plates, rendering, painting, plastering, decoration and finishing.
• Earthing svstem according to relative section in specification.
• All required civil works for (including but not limited) Fire detection and· fire alann
system for substation buildings .
./ Fire main with tire hydrants in the yard areas .
./ Fire extinguishers in all building
./ Gravel Size for EETC approval)
./ Galvanize steel ladder with safety cage as other access to the roof for build in g .
./ Any other civil work required for completion of substation works .
./ Ventilation, pressurized and air conditioning system will be according to relative
section in specification .
./ Complete connections for fire fighting line system for all buildings with the fire
fighting water tank.
Note: The contractor shall take into consideration the dimensions and location of ventilation
and air condition equipment was according to relative section in specification.

12.1.1.16 Lighting
• Contractor shall supply and install the interior and exterior lighting for firefighting building,
main road, secondary road, guard room, boundary wall fence gates, this lighting should be
designed to achieve the specified levels of illumination and lighting colors.
• The main lighting circuits, the routing of lighting cable, the number of lighting switches and
the routing of telephone cable as indicated in relative sections.
• All necessa1y drawings for lighting poles (locations, structural sections and foundations
should be according to owner's engineer approval.
• The lighting fittings should be decorative shape.
• The lighting fittings for the boundary brick fence shall be directly mounted with maximum
of spacing 21 m (6 panels) using brackets suitable for two luminaries including a lamp 250
W to illuminate the boundary fence from both sides
• All lighting units should be saved energy type.
• The contractor should supply and install telephone cable and their required plugs for office,
PLC room and control room.

12.2 Part [2]: General Conditions


12.2.1 General
12.2.1.1 an amplification and not in limitation to these conditions of tender and specifications, the
specifications and regulations which are adopted by the Egyptian Standard, Specifications
(E.S .S.), and the State Building Depatiment of the Govemment shall be followed, wherever
applicable. Tenders shall also follow the stipulations of the laws concerning the Syndicate of
Engineering Professions in the Egyptian Region as regards all works related to this contract.
The building shall be of conventional type for structural system.
12.2.1.2 the following stipulations are to be taken into consideration:

• Tenderers must submit with offer full and comprehensive details of the whole building work,
which they propose to carry out for every portion of the work together with a details
explanation of the methods, which they propose to adopt for the safety of the building. The
infonnation shall include a fully dimension and details layout drawings showing the
disposition of the various machinery of the installation. The information so given must be in
such detail as to enable to judge of the efficiency, convenience and accessibility of the
completed installation, provided always that any modification required by in contractor's
proposals shall i11 no way diminish or affect his entire responsibility for the efficient execution
of the building work (including the foundations). Tenders must include a sufficient number of
dimensioned drawings on a large scale to show the full extent of the building work involved,
including among other details, foundation plans, longitudinal sections and cross-sections
through buildings and foundations, drawings showing position and dimensions of the
windows and doors, scantlings of wa \Is and pillars, details of roof construction, and window
frames. Any tender which does not give the information required by the stipulation of this
Clause will not be considered.
• Tenders shall fill in the schedules of prices and rates attached to these specifications, and shall
also quote the total cost of buildings as required in these schedules . The quoted cost shall
cover any subsidimy or incidental work that may be found necessary for the proper execution
of the building, including, by way of amplification, additional foundation piles and sheet piles.
• Before commencing any section of the buildirtg work the Contractor sha ll obtain approval by
Owner of the materials he proposes to employ.
• No work will be regarded as complete, until the Contractor has removed from ~site all
rubbish and unused materials and has properly dressed and finished-off all the grounds to the
final approved levels in the vicinity of the work, to the satisfaction of the Owner Engineer.

12.2.2 Civil Sub-Contractor

The contractor may employ a civil Sub-Contractor or use a competent specialized section of his own
organization to caiTY out the civil works. If the Contractor intends to sub-contract the civil
engineering and civil works design and/or construction, his tender must include full details of
comparable works carried out elsewhere by the Sub-Contractor, together with details of the financial
stability and general efficiency of the proposed Sub-Contractor.

12.2.3 Engineer's Office


The contractor shall provide an office for the sole use of the supervising civil and Electrical
Engineers. The office shall be erected as soon as the contractor commences operations at site. The
office shall be composed of two rooms with adequate space and fumiture and toilet facilities. It shall
be provided with a damp-proof floor as well as insulated walls and ceiling. The office building has
to be fitted with opening windows with sunblind, electric light and air-conditioning units. The
Contractor shall provide staff for cleaning and for general duties in the Engineer's office. The office
facilities and all services specified above shall provide and maintained to the Engineer's satisfaction
for such a period as the Engineer may require, but not exceeding one month after the date of the
provisional Acceptance of the substation.

12.2.4 Temporary Servicers


The Contractor shall be responsible for ananging the provision of electricity, water, drainage and
all other services in such a quantity and capacity as necessary for the proper execution of the works.
He shall be responsible for payment of all costs for these services up to tests on completion.

12.2.5 Responsibility
The contractor should be responsible of stability of any existing construction near from the new
works. The Contractor shall be solely responsible in all respects for the suitability and stability of
the buildings and foundations as regards the purposes for which they are required, and EETC will
keep a supervising Engineer on site to see that the building works are canied out according to the
final design submitted by him and approved by EETC, and that the quality of work and the used
materials are of the approved standard for the work in question. The Contractor shall be solely
responsible for verifying the suitability of his designed foundations to the nature of the ground.
When the soil has been excavated to the designed levels according to the approved Contractor's
design and the nature of the ground is found to require any modification in the design. this
modification has to be approved , and it shall be canied out by the Contractor without extra charge.
Tenders should in designing buildings Endeavour to realize easiness of running accessibility and
facility for dismantling of machinery.
The bidders have upon their own responsibility and their own expanse, carefully study before
tendering for the nature of soil in which he foundations are to be constructed.
The contractor shall be solely responsible for dealing without extra charge, with all difficulties
whatsoever which may be encountered in the execution of work whether foreseen or not, including
but not by way limitation, unsound ground excavation, dewatering ... elc.

12.2.6 Visits of Site by The Bidder


The Bidder will be deemed to have visited the site before preparing his tender to ascetiain the local
conditions under which the works will be canied out and also to make all necessary enquiries
regarding the availability of labor, plant, materials and other items necessmy for satisfactmy
execution of the works. He shall collect for himself site levels. His tender shall include provisions
for all local eventualities. It is also the Bidder entire responsibility to ascertain for himself the local
regulation, import restrictions, customs duties, port facilities, costs and conditions of loading,
unloading and transportation, etc. and obtain his own information on all factors, which might affect

the supply, construction and completion of the construction, site facilities and services, to meet the
commission date.

12.2.7 Setting Out of Work


All works shall be properly set out before being commenced. The Contractor shall set out the work
and shall provide an efficient staff for this duty, and shall be solely responsible for the accuracy of
such setting out. He shall be responsible for the maintenance of existing survey marks, boundary
marks, distance marks and center line marks and take all necessmy precautions to prevent their
removal or disturbance and shall be responsible for the consequences of any removal or disturbance
thereof which may take Place and for their efficient reinstatement. The work shall be set out in the
presence, and to the satisfaction of the Owner Engineer, but his approval thereof shall not relieve
the contractor of his entire responsibility.

12.2.8 Calculation and D.-awings for Buildings


The contracto1: s11afl submit a detaiied account of the calculations of Lite: uuiiuiug :>up.:;, ::>i.n,cturc.s and
foundation together with the weight ofthe building and earth pressure under the foundation as soon
as possible. These calculations must be accompanied with a complete set of detailed working
drawings for the different structures. No work shall be preceded until these calculations and
drawings have been approved. No payment shall be made for extra quantities necessary for lump
sum works.

12.2.9 Engineering Drawings


The engineering drawing will contain sufficient details to enable the contractors to prepare detailed
fotmwork drawings, rebar drawings and rebar schedules. All design and drawings and all details
must be approved by EETC.

12.2.10 Samples
The Contractor shall submit samples of all materials for approval before using them in the works.

12.2 .11 The contractor must submit the quality surveillance program and concrete repair system for EETC
approval.

12.3 Pmt 3: Specification of Building Works


12.3.1 Design
• The dimensions and construction of the building shall be designed to accommodate with
convenience all the machinety, equipment and requirements specified in.
• The elevations of super-structure must be ananged so as to have a well -proportioned and beautiful
architectural element with openings of suitable area to have daylight, good ventilation and good
architectural features.
• All building must be of conventional type of the R-C. Skeleton type having suitable foundation of
R.C. footings raft or deep foundations such as piles foundations, etc. The columns shall be fixed
to the R.C. footings or raft at their bottoms and tied together by means of reinforced concrete
beams at their tops and if necessary at intermediate positions.
• The outside walls over final neighboring ground level shall be made of reinforced concrete
columns paneled in-between with bricks.

• all the inside wall fillings partitions shall be make for a thickness not less than 12 em of bricks
and shall be designed and executed in such a manner as to constitute, in conjunction with the frame
work a perfect sound and suitable structure in every respect.
• The extemal walls shall be provided with an isolating Damp proof coarse hereinafter specified
specification.
• the framework shall consist of columns, horizontal bracings etc. and shall be designed and
executed to take all stresses due to weight, wind pressure, crane loads, live loads, dynamic moving
loads and seismic effect.
• Prevailing Standards. The design of buildings shall be carried out in accordance with the standards
and regulations given in the Egyptian code and the Building Code Requirements for reinforced
concrete.
• All brick walls which in building should have a density not less than 1.8t/m3 .

12.3.1 Loadings
12.3 .1.1 General: All buildings and other constructions shall be designed for maximum influence of the

• Wind load
• Seismic load
• Load from conductors
• Short-circuit impacts

12.3.1.2Pay Load
All buildings shall be designed for the following loads.

Dust of sand and drifting sand from sand storms uniformly distributed 0.8 kN/m 2 .

12.3 .1.4Fioors
12.3.1.4.1 Loads from installations and equipment including transportation, min 5.0 kN/m 2
12.3.1.4.2 Floor area around equipment unifonnly distributed 3.0 kN/m 2 .
12.3 .1.5 Wind load
• The design wind load for a building, other construction equipment or part thereof shall be
derived from the dynamic wind pressure.
• The buildings shall be designed to withstand the horizontal wind pressure and th~ suction
force from the wind upon the roof.
• Ridged roofs and shed roofs are supposed to be subjected to an uplifting force.
• The wind pressure for building and methods of calculations shall be according to Egyptian
standard and shall be submitted to the Owner for approval during the design stage.
12.3 .1.6 Seismic Load
12.3 .1.6.1 Seismic load design shall be done according to the Egyptian Code.
12.3 .1.6.2 Minimum total lateral seismic force V assumed to act non-concurrently in the direction

12.3.1.6.3 The vertical component of the acceleration may be neglected. For elevated tanks other

Building Code Requirements for reinforced concrete, Egyptian Standard. The necessary
yield strength is calculated from one of expressions.

12.3 .2 Grouting
An approved type of non-shrink grouting material shall be used to fill the gap between
the lop of the concrete base and the base plates of the transfonners rails, steel structure
wherever it needed.
No grouting of the machinery bed plates, sole plates pedestals, etc. shall be canied out,
except in the presence of the Owner Engineer, and only after the alignment and leveling-
up ofthe machinery to be grouted has been checked and passed by him.

12.3.3 Drainage
A satisfactory drainage system is to be constructed for structures yards and roads, so
that the anticipated Precipitation will be suitably led off into the sunoundings.

12.3 .4 Dewatering (If required)


• Contractor shall dewater during excavation at no extra cost to Owner.
• The method for dewatering shall be submitted to EETC for approval.
• Surface water or ground water shall not be pennitied to accumulate in excavations. Such
water shall be directed to sumps located outside the boundaries of the foundations and shall
be removed by the contractor there from. Dikes of trenches or trenches to divert surface
runoff may be used.
• All water shall be disposed of without damage to ·property or adjacent work and in manner
acceptable to EETC.
• The trench shall be sufficiently large and properly drained by means of adequate slopes,
pipes and pits, and the contractor shall provide the necessary pipes (with pumping devices,
if necessary) for this purpose.
• The Pennissible Stresses of Reinforced Concrete superstructures are as follows:
../ Tensile & Compressive Stresses in Steel Reinforcement
Any kind of steel may be used, normal mild steel, high tensile steel, steel 52
or high grade steel which is convenient for the design purpose and approval
byEETC.

The permissible tensile stress may be increased by 20 % in value when in


addition to the primary stresses indicated therein, the effect of temperature,
shrinkage and any similar additional stresses are duly taken into
consideration .
../ Tests For Compressive And Flexure Stresses In Concrete
All testing of concrete shall be carried out in accordance with the
requirements of Egyptian code. During the mixing of concrete for each
section of the work and at such other times as directed by EETC 3 sets of test
cubes, size 15 X 15 X 15 em, shall be taken, each set consisting of 6 cubes.
From each set 3 cubes shall be tested after 7 days and the remaining 3 cubes
after 28 days. The compressive strength of the cubes shall not be less than 28
N/mm 2 after 28 days.
Consistency and bleeding tests and such other preliminary tests as EETC may
direct shall take as often as directed by EETC. No concrete of any type or
class shall be used in the works before the preliminary tests have shown
specified compressive strength and workability.

Testing of reinforcement steel and concrete materials shall be canied out in
accordance with the relevant Egyptian code. The contractor shall be
responsible for providing such samples as may be required by EETC for such

to Egyptian code of practice.
* The bidders have to submit a . list concerning the names of material testing
laboratories for EETC approval.

· 12.4 Pmt [4]: Methods Of Construction: Foundations And Soil Condition


12.4.1 Excavation for Foundations & Emth Filling
12.4.1 .1The Contractor shall excavate and deposit all materials of whatever geological formation, quality
consistency or description 1o the extent necessary for the proper execution of the works both penn anent
and temporary, the excavated soil shall be carried away to a distance far from the excavation pits as
not to hinder the process of work. The levels ofthe foundations and dimensions of the buildings shall
be as shown on the approved drawings submitted by the Contractor and approved by the Owner's
Engineer. These levels or dimensions may be varied at the discretion of the Owner's Engineer as
circumstances may require, and such variations shall be can·ied out by the contractor upon receipt of
written instructions from the Owner's Engineer and steps shall be fonned whenever necessary in the
excavation without additional cost.

12.4.1.2Tenders must satisfy themselves before tendering with regard to the nature of the materials to be
excavated and its effect upon the operations in connection with the excavation which they may have
to carry out, the levels and slopes thereof, requirements as to piling, timbering and pumping, methods
of carrying out the excavation and all other particulars what sever, and shall make allowance in the
schedule rates as they deem fit to provide for flatter slopes if necessary, or for any contingencies with
regard to excavations that may arise in canying out the and works and the contractor will be held
responsible to have acted as aforesaid.

12.4.1.3The contractor shall dispose the soil from the excavation on site in accordance with the provisions of

12.4.1.4AII emth filling shall be carefully deposited in successive layers of a qumter of a meter thickness and
compacted at the optimum moisture content to achieve the required density. The layers shall be raised
in the same measure as the masomy or concrete. The Owner Engineer shall make no earth filling
around the masomy or concrete works before inspection and approval. The emth fitting used must be
completely clean free from debris and organic matters (clean sand).

12.4.1.5The Contractor shall be responsible for the design, construction and stability of all slopes, piling,
trenches and timbering, and shall make due provisions when setting out the lines of any proposal
excavation fcir the required slopes for any pilling and timbering in connection with the excavation,
including sufficient provisions for canying the foundations for any reasonable depth below the
estimated levels shown in the contract drawings, or given in the specifications (except in the cases
mentioned in this clause or elsewhere).

12.4.1.6During the carrying out of the excavation, if by reason of delay or the effect of floods, bad weather
slips or from any cause whatsoever, any sand, mud, weeds or other materials be deposited or
accumuiated lin the excavaieJ arc1is. Such mai.erials shaH be reiuoved by ~he Cuilt·&ctc;- r.t his c.·,v;~ ·
cost and as directed by the Owner Engineer, so that the finished surface of the excavation for the
foundations shall be rendered perfectly bars to c-he depth required prior to depositing any concrete,
masonry or rubble thereon. The Contractor shall, likewise at his own cost, keep the top of the work in
progress free from deposits of any kind.

12.4.1. 7 All the excavation works shall be completely dry, unless otherwise specified or authorized by the
Owner's Engineer. The contractor shaJl provide ample pumping appliances to keep the whole of the
works, including the deepest foundations, free from water and provide for all necessa1y temporary
drainage's by digging and maintaining a channel all-round the areas of the permanent works
sufficiently deep to ensure that the water level will be kept lower than the lowest bed level of the
foundations or otherwise to the satisfaction of the Owner Engineer. The Owner Engineer shall approve
the positions of all temporary sumps. No sumps shall be pennitted within the area of the foundations
of the permanent work without the written authorization of the Owner's Engineer and on such
conditions as they may agree to.

12.4.1.8Al\ foundations beds shall be surveyed and inspected from time to time during their excavation by the
Owner Engineer, and shall be passed by him previously to any masonry or other work being deposited
thereon. Due notice shaH be given by the contractor when he considers that any foundation bed has
been properly and finally prepared, so that the Owner Engineer may anange to make the necessary
survey and inspection at the first favorable opportunity. If, after a bed has been inspected and passed
by the Owner Engineer, the trough for any cause whatsoever becomes obstructed with debris, mud or
other materials, the contractor shall remove the same in a satisfact01y manner at his own cost then the
bed '" 1ii again be inspected by the Owner Engineer before pouring of concrete. If the levels or
dimensions of the foundation pits are greater than those stipulated, the excess shall be with concrete
by the contractor at his own expense.

12.4.1 .9If in the opinion ofthe Owner's Engineer it is necessaJy for the safety of the pennanent work that any
special timber or other piling should not be withdrawn, the same may be cut off and such length be
left in the work as he may direct. In the absence of any special provision in the contract Documents,
no payment will be made for any special piling so left in.

12.4.1.10 The Contractor shall be entirely responsible for any effect or damage which the carrying out
of any of the excavation work, including the disposal or excavated material, may have upon any
portion of the works either permanent or tempormy or any of the surrounding prope1ty whether
belonging to the Owner or other. The Contractor shall be entirely responsible for all slips and any
damage caused thereby to the works or to the adjoining property, and small make good at his own cost
any such damage to the satisfaction of the Owner's Engineer, he shall without extra cost take such
precautions as shall in the opinion of the Owner's Engineer be adequate to avoid slips by making the
excavation in steps (by shoring or other kind) . No additional payment will be made to the Contractor,
if, by reason of slips, the quantity of excavation is increased.

12.4.1.11 The measurement of excavation, unless otherwise specified shall be the net area of the
foundations of any pmtion of the permanent work as applied to the vetiical height between the finished
level of the foundations and surface of the grounds as detem1ined from agreed cross- sections . The
agreed cross-sections shall be taken by the Owner Engineer and the Contractor's Engineer immediately
prior to the commencement of any portion of the works and shall not include any material deposited
on the original surface ofthe ground by the contractor or otherwise.

12.4.1.12 All costs and charges what's over, in connection with carrying out the excavation in
accordance with the provisions of this clause and the contract Documents, including the provisions of
all main and subsidia1y suds dams piling, timbering, strutting and all temporary works also all
Dumping denaturing and draining, fonnation of steps between slopes in excavation fot foundations
and whatever else that may be necessary for the proper and satisfactory carrying out of work, are to
be taken as being included in and covered by the schedule prices and rates for excavations. In the
absence of any express conditions in the contract Documents, no soil shall be transported more than
one hundred and fifty (150) meters without the previous order or approval in writing of the owner
Engineer specifYing the approximate quantities to be so transpmied and the place or places from and
to which soil is to be taken. The quantities of soil actually and duly transported according to such order
or authorization shall be checked and accorded by the Owner Engineer and the Contractor's Engineer
at the time of the execution of such work. Soil shall be trans potted to a place, which will be chosen by
EETC Engineer, and no extra price would be paid. The execution of the building works for the reactor
station shall also include the following:
• All necessary excavation, earth filling and raising the ground to the final approved level
without extra charge
• The excavation in any kind of soil and subsoil water shall be taken into consideration.
• All cable trenches suitable to carry necessary cables in the whole s/s area and up to the
boundaty fence.
• switchyard ,substation buildings and transfonners foundations.
• Any other works in S\S site.
• All embedded parts for evety pmt of the installation.
• Proper execution of intemal and extemallighting.

12.4.1.13 The ground, before any concrete is laid thereon, must be well rammed, and any soft part of
sand must be removed and replaced with concrete or strengthened by any other approved means until
capable of retaining with great safety the maximum loads on site.

12.4.1.14 Classification, Identification and Allowable Stress Of Soil


The Tenders have upon their own responsibility and their own expense, carefully study before
tendering, the nature of the soil in which the suitable foundations are to be erected. The

Contractor shall be solely responsible for dealing without extra charge, with all difficulties
whatsoever which may be encountered in the execution of the work whether foreseen or not,
including, but not by way limitation, unsound ground excavation, dewatering etc. Permissible
stresses on the soil under foundations shall be fixed according to the nature of the soil at site.

12.4.2 Soil Investigation

12.4.2.1 The attached soil investigation report is considered part of contract documents. Further geo
technical investigations shall be canied out by the Contractor, on his responsibility and account
without extra charge, to verifY the prope1ties ofthe soil.

12.4.2.2 The dimensions designed and quantities of foundation which will be constructed should not be
less than those calculated on the basis of the attached soil repmt. Also all the requirements stated
in the attached soil repmt (i.e. foundation level, soil replacement, etc.) shall be executed by the
contractor without extra charge.

12.4.2.4 In case that the contractor after canying out his soil investigation or after beginning the execution
of works find that the type of 1hefoundation must be different from that stated in the attached soil
report, or if the dimension and quantities of the foundations niust be bigger than those calculated
on the basis of the attached soil investigation report, or if the nature in the attached soil report
and these differences result in additional requirements such as an increase in the depth of the
foundation level, u~e of soil replacement., etc., all of these modifications shall be carried out by
the contractor, without extra Payment.

12.4.2.5 It means that the contractor should stick with the worst soil repmt either it is attached with tender
document report or contractor soil report without extra payment and time.

12.4.3 Zero Level


The contractor should take into consideration that the determined zero level of the sis area is (+20
em) above the road level in front the main gate of SIS.

12.4.4 Floor levels


The final level of the ground floor shall be (+0.9 m) above the road level in the S I S. Road level
insideS IS will be(+ 10 em) above zero level.

12.4.5 Site Leveling


12.4.5.1 The site should be leveled at the average natural ground level by excavating the higher levels
and backfilling and compacting of the lower levels according to specification, any soft soil or
other material which owner's engineer consider unsatisfactmy for backfilling works should be
removed from the side and replaced by clean sand. Soi I filling shall be canied out in layers
each layer not exceeds than 25 em.
12.4.5 .2 Clean sand (shall be canied out in layers, each layer not exceed than 25 em) as filling material
to reach to the average natural ground level if the borrowed soil from high level is not suitable
for use in filling.
12.4.5.3 Any filling material shall spray with water, compacting and proctor test not less than 95%.

12.4.5.4 When these finished levels have been approved by Engineers, the contractor will be responsible
for leveling, the sites to suite.
12.4.5.5 The contractor shall also clean the site from all vegetation, bushes tress, and any other obstacles
without extra charge.
12.4.5.6 The contractor has to compare he contour map with he actual levels of site and prepare another
one on his responsibility and account without extra charge.
12.4.5.7 All banks and slopes should be fanned tot a gradient not exceeding one (vertical) in two
(horizontal).
12.4.5.8 Surfaces can be level with a suitable cross-gradient to prevent corrosion resulting from water
and wind.
12.4.5.9 Backfilling
12.4.5.9.1 Offer price should be included backfilling (for SIS area) to reach to zero level (using
clean sand on layers, each layer not exceed than 25 em, sprayed with water, well
compacting, proctor test not less than 95 %)
12.4.5.9.2 The contractor shall submit also separate price for 1 m 3 of backfilling.

· 12.4.5:w Repiacement soii -


• In case that the soil below the bed level of foundation was not suitable for withstanding
with great safety the maximum loads on site according to the soil investigation repmi, it
should be removed and replaces by proper replacement material.
• The contractor should take into consideration that the specification of replacement material
should be according to the nature of soil and level of ground water table mentioned in the
worst soil investigation report without extra charge and will be under the owner's engineer
approval.
• The replacement from the final excavation level to reach to the bed of foundation level
should be on layers, each layer not exceed than 25 em, well compacting, proctor test than
95% and according to the soil investigation report.
• Offer price include replacement soil to soil under foundation level (if required) as specified
according to worst soil investigation repmi.

12.4.6 Plain And Reinforced Concrete


12.4.6.1 Composition
12.4.6.1.1 Concrete shall be composed of cement, sand, gravel and approved epoxy materials against water
ground well mixed together and brought to a proper consistency by the addition of water. The
Contractor shall submit his proposal mix design for approval.
12.4.6.1.2 The crushing strength for R.C cubes after 28 days should not be Jess than 28 kN/mm 2 .
12.4.6.1.3 The cement content for reinforced concrete should not be less than 350 kg/m 3 .
12.4.6.1.4 The cement content for plain concrete should not be less than250 kg/m 3 .

12.4.6.2Mixing
12.4.6.2.1 The cement, sand, gravel and epoxy material against water ground will be so mixed and the
quantities of water added shall be such as to produce a homogeneous mass of proper uniform
consistency. Dirt and other undesirable substances shall be carefully excluded.
12.4.6.2.2 Machine mixing by automatic hatching plant or computerized mixer by weight will be required
for ordinary and reinforced concrete, unless it is pennitted by the Owner's Engineer to use hand
mixing which shall be done on a clean tight floor, Not more than one cubic meter of concrete
material shall be mixed on a platfonn at a time. Weak concrete can be hand mixed.

12.4.6.2.3 Placing
• No concrete shall be laid before an order has been obtained from the owner Engineer.
• Concrete shall be used on the work immediately after mixing, and any concrete not laid
in place within half an hour after mixing shall not be used in the work and shall
immediately be removed fi·om the vicinity.
• Unless otherwise specified in writing by the Owner, ordinary concrete shall be placed in
layers twenty-five centimeters thick, and each layer shall be rammed carefully and its
surface kept damp and clean.
• In case of reinforced concrete construction, concrete shall be placed in horizontal layers,
stirred and damped with suitable tools and mechanical vibrator until it completely fills the
forms, closes enough against all surfaces and is in perfect and complete contact with all
the reinforcement.
• Concrete shall not be placed in water, unless it is absolutely necessary, and then only after
the necessity and method of throwing the concrete in water have been as approved by the
owner's Engineer in writing.
• All vertical edges of concrete below ground level must have strongly and n~atly made
coffi·age and must not be poured against the sides 'of the excavatim1.
• The surface of the ground and coffi·age must be well&. Watered before any concrete is
placed.
• When placing of concrete is to be intenupted long enough for the concrete to take its final
set, the working face shall be given a shape by the use of key ways or other means that
will secure a proper union with subsequent work. All concrete surfaces on or against
which concrete is to be placed shall be roughened before placing any new mortar or
concrete upon them. Where smooth surfaces are required, and on all surfaces that will be
pennanently exposed to the weather, a flat square shoal or other suitable tools shall be
worked up and down next to the fonn until the coarse material is placed back and a mortar
layer is brought next to the fonn.
• Temperature requirements at the site should be taken into consideration.

12.4.6.2.4 Finishing concrete surface


• The surface of fair face concrete Finished against fmms must smooth, free from
projections and thoroughly filled with mortar. Immediately after the removal of the fon11s
all voids shall be neatly filled in with cement mortar of the same consistency as the mortar
in the concrete.
• The appeared placement joint between beams and columns should be soften and the
surface of concrete should be painted with an approved cementenous base materials 1o be
homogenous color, the using of the materials must be according to the productive
company instructions.
• The surface of fair face concrete which will be rendered must be pained with an approved
epoxy materials to connect the rendering, the using ofthe materials must be according to
he production company instructions.

12.4.6.2.5 Protection of Concrete


• The contractor shall protect all concrete against injury until final acceptance by the owner.
Exposed surfaces of concrete shall be protected from the direct rays of the sun and shall
be kept damp for at least two weeks after the concrete has been placed.
• The appeared placement joint between beams and columns should be soften and the
surface of concrete should be painted with an approved Cement nons base materials to be

• The surface of fair face concrete which will be rendered must be painted with an approved
epoxy materials to connect the rendering, the using of the materials must be according to
the productive company instructions

12.4.6.2.6 Forms
• Fonns to shape the concrete to the required lines shall be used whenever necessmy.
• The forms shall be of sufficient strength and rigidity to hold the concrete and to
withstand the necessary pressure of ramming without deflection fi·om the prescribed
lines.
• For concrete surface that will be exposed to view and for all other surfaces that are to
be finished smooth, the lagging for fonns must be surfaced and level edged, or
notched.
• The inside of the fonns shall always be cleaned from impurities and rubbish all shall
be well watered and soaped or._oiled before any concrete is piaced.
• In no circumstances, shall forms of centering be removed before the lapse of 15 days
after placing the concrete, unless a written order is given by the owner Engineer.

12.4.6.2. 7 Reinforcement
• Reinforcing steel shall be placed in the concrete, as shown on the working drawings
submitted by the contractor and approved by the Owner's Engineer.
• Bars shall be single, and joints snail be avoided as much as possible.
• No welding shall be used and, if joints are necessary, the layers shall overlap for a
length equal to fifty times the diameter of the bar, measured along the straight pati,
and the ends shall be backed and finally bound together with steel wire.
• It must be possible to bend a cold bar through an angle of 180° around a bar of the
same diameter without fracture.
• The steel shall comply in other respects with the standard specifications in force for
structural steel for bridges and general buildings.
• The steel must be cleaned of all scales, dust and Losses rust immediately before
depositing any concrete.
• The reinforcing bars shall be carefully secured in position by means of steel wires and
stirrups .

12.5 Pati [5]: Specification OfFinishing And Material Finishing


12.5.1 Bt·ickwork
• Bricks must be of best quality and of the required strength, and the bricks in each coarse shall be
so laid as to break joint with those of the coarse above and below, by overlapping to the extent of
from one-quatier to one-half of the length of a brick.
• In no circumstances are false joints to be made by cut- ting the bricks so as to make the pints
appear more regular. Any masonry disfigured in this manner will be immediately demolished and
reconstructed by and at the expense of the Contractor.
• Pieces of bricks shall not be used except when absolutely necessary to make a closure.
• Each brick shall be placed on a bed of mortar and the side faces shall be plastered with motiar.
The motiar shall not be introduced into the joint. ,/

• Samples of bricks shall be submitted for approval before the commencement of the works, and all
bricks used in the works shall be of as good a quality as the approved samples.
• Bricks shall be carefully handled in transit between stacks and soaking tanks, and between tanks
and work site.
• Bricks with broken edges or otherwise damaged may be rejected by the Owner Engineer.
• The selection of the bricks suitable for building the structure shall be entirely left to the discretion
of the Owner Engineer whose decision shall be final
• All bricks shall be thoroughly soaked in clean water before use and the contractor shall provide
and maintain at his own expense a suitable plant to enable this to be done.
• The practice, frequently adopted, of soaking bricks for a few minutes only just before using them
is in hot climate particularly objectionable and shall on no account be employed.
• Bricks shall be used in a thoroughly saturated condition and therefore cannot be removed from the
soaking pit until actually required for use.
• Brickwork shall be built in cement mortar in the proportion oftlu·ee hundred kilograms of cement
to one cubic meter of sand.

12.5.2 Isolating Coarse


• Asphalt Isolating Coarse of Walls
../ All walls shall be provided with a horizontal layer of asphalt isolating course of 1.5 em thick
laid on the complete width of the wall which shall be finished to a level surface and shall be
rendered with cement mmtar as specified for brick work and the rendering finished to a
surface to receive the Damp proof coarse.

12.5.3 VertiCal Bitumen Paint for Walls


· All outside wall and footing (under the ground surface) should be properly insulated ve1tically using
three layers of modified bituminous coatings or according to recommendation of soil investigation.

12.5.4 Damp proof coarse


Ground floor slab, lavatories and outside face ofR.C wall for (basement, transfonner, oil pit, water
tanks and sewerage tanks) should be insulated by two perpendicular layers of Oxide Bituminous
Plastic Sheet not less than 3.0kg/m 2 for each layer and painted with 3 layers of hot bitumen with
over lab 15 em welding system of an approved quality included skirting with height of 15 em for
floor. Insulation of vertical R.C. walls should be provided with brick wall of thickness 12 em.

12.5.5 Thermal insulation


Thennal insulation should be of extruded Polystyrene boards with thickness not less than 5.0 em
and density not less than 36kg/m 3 of an approved quality protected with one layer of geotextile
membrane (Ultraviolet resist).

12.5.6 Rendedng
All the inside faces of walls and ceilings shall be cleaned wet enough before rendering and shall be
sprinkled with cement mmiar cor. composed of 450 kg cement for one cubic meter sana for all
project excluding the false ceiling area which mentioned before. The rendering must be made of two
layers as follows:
• Ceilings
Cement rendered of average total thickness of 2 em of cement mmiar composed ofJOO kg
cement for one cubic meter of sand, for all project excluding the false ceiling area, which
mentioned before.

• Internal Wall Plastering


All walls shall be cement rendered made of2 layers of average total thickness of2 em of cement
mortar composed of 300 kg cement for one cubic meter sand.
• Battery Room
The ceiling of battery room should be totally anti-alkaline cement rendered in two layers of
average total thickness 2 em .

12.5. 7 Paintings
• Oil Paint: All intemal walls shall be painted with 4 coats of paint of an approved quality and
color.
• Plastic Paint: All ceiling shall be painted with 4 coats of plastic paint of a good and approved
quality and color.
• Anti-Alkaline Oil Paint: The ceiling of the battery room shall be painted with anti-alkaline oil
paint. The Contractor shall submit a sample of this paint to be tested and approved before
commencing the painting.
• Ali ircm and steei work indudmg necessary fittings and iunber for use in the pemianent work
(gates, ladder, pipes ... etc) shall be painted with two coats of red lead (primer) and (3) coats of
oil paint of an approved quality and color. They shall be painted and fixed to the walls by means
of iron collars in 1: 4 cement and sand mortar.
• Distempering
All the other plastered internal faces of walls shall be given two coats of a light colored washable
distemper after primary coat of an approved make prepared by an app-roved factmy. Open
gargoyles shall not be
• Employed
All piping shall be complete with watetiight joints fittings, and painted in an approved manner.
• All wooden works (doors, windows, timbers, fixed frames ....) should be painted with (3) coats
of oil paint of an approved quality and color.

12.5.8 Windows
• The windows shall be 80% reflected double glass aluminum type for offices, control room and
any room provided with air condition. Windows shall be fixed on Alomital frame, which fixed
on wooden Frames 2" X 6" They shall be fixed in the masonry with 1: 4 cement and sand mortar
in a workmanlike manner, in accordance with the approved drawings and to the satisfaction of
the Owner's Engineer.
• The windows shall be aluminum type (color and design for EETC approval) concerning the type
for the glass as per following
For 66 kV building and where broken glass may fall using wired glass 6 mm.
For control building where air conditioning room will be 80% reflected double glass type
for EETC approval6mm for each.
For other rooms will be single glass 6mm type for EETC approval.
• The details of the Alometal frames shall be submitted for approval.
• The sashes shall be made to open by means of metal levers operated from floor level.
• The windows shall be opened by an approved mechanism under easy reach from floor level.
• The windows shall be sample size to give sufficient lighting and ventilation.
• The windows are (fixed type and movable type) for 66 kV switchgear building movable type
only for other rooms opened by an approved mechanism and they should be aluminum type

(Teclmal or similar) of suitable size to give sufficient lighting and ventilation of (design sections
according to owner's engineer approval)
• For 66 kV switchgear building the windows of fixed type should be cany out on both side and
at a high level, the movable type should be caiTy out on the inner side only and at a level higher
than he roof of medium voltage room and the number o windows should be not less than (4) and
at a suitable position according to owner's engineer approval tacking into consideration the
architecture view.

12.5.9 Doors
• The external and intemal doors for equipment transpmiation should be double leaves of steel
sheets reinforced with sufficient steel stiffeners and bracing angles fixed on R.C. frame and
painted with (2) coats of primer and (3) coats of washable oil paint.
• The doors of aluminum type should be fixed on wooden frames 6"xl.5" which fixed in the
masonry with 1:4 cement and sand mortar.
• The doors of wooden type with shutter and glass should be fixed on frame 6"x2" of an approved
quality and dimension and should be painted with 2 coats of primer and 3 coats of washable oil
painL.
• All doors should be fitted with a standard lock of the best quality according to the instructions
of the owner's engineer.
• The doors for basement, battery room and maintenance conoder shall be provided with paint
lock devices, and the doors of the air conditioned rooms shall be provided with an approved
type of door closer.
• Regarding the quality and proportions of paint mixes, also handling of all painted work in best
condition, the Egyptian standard specifications should be applied.
• Sufficient detailed drawings and calculations for doors and windows (aluminum, wooden and
iron works) should be submitted by the contractor for approval by owner's engineer.

12.5.10 Paving
• All kinds of paving are placed by using a mortar composed of 300 kg cement to one cubic meter
sand.
• All the tiling shall be provided with a colored border round the walls and machine beds.
• Steel-Crete Tiles: The steel-Crete tile shall be 20 x 20 x 3 em of an approval quality and color The
tile shall be made as follows:
../ Face tile not less than 8 nun thick of mortar in the propmtion of 2 parts colored cement+ one part
sand+ 80 kilograms of steel powder of silverseet to everyone cubic meter of mix .
../ 2nd layer made of 2 pmts sand + 1 part cement.

12.5.11 Ceramic Tiles:


../ The ceramic tiles shall be of the first grade quality of an approved color, about 1 em thick .
../ The tiles may be square, hexagonal with dim ension not less than 20X20 em and shall be
according to the approval of the owner's engineer.
All the lavatories and kitchen shall be covered with non-slip ceramic tiles of an approved
quality, color and dimension.
• Cement Tiles: The cement tiles for roofing shall be 20 x 20 x 2 em of gray color made as follows:
../ Face of thickness not less than 6 mm thick composed of2 parts cement and one pmi sand .
../ 2nd layer composed of 2 patis sand + 1 part cement.

/ Border (concrete curbstone) should be (50x30x15 em).

12.5.12 Mosaic Tiles


• Mosaic tiles shall be laid to the rooms or areas specified in the tender drawing or finishing
schedules.
• The tiles shall be with dimension of 30x30x3 em and shall be perfectly square and edges
perpendicular to surfaces. Surfaces shall be smooth and plain, free from projections and
depression.
• Tiles shall also be free from defects such as cracking, baring, fractures, shell shack,
erosion ... etc.
• The thickness of the face layer shall not_be less than (1 5) mm contains big size of marble
pebbles.

12.5.13 Porcelain Flooring


All the offices shall be covered with Porcelain and porcelain Skirting.

12.5.14 Roofing
The roof shall be provided with following:
e R.C slab. ·
• 2 perpendicular layers of water proofing membrane with thickness not less than 4 mm
each layer with overlap 15 em welding system including skirting 25 em height.
• Covering the water proofing membrane with one layer of geotextile.
• Cement screed with thickness not less than 3.0 em.
• thennal insulation of extruded Polystyrene boards of an approved quality with thickness
not less than 5.0 em and density not less than 36 kg/m3.
• One layer Geottextile membrane (ultraviolet resist) for protection.
• Light weight concrete of average thickness 7.0 em having the slope toward roof drains
(including rain pipes ofP.V.C)
• Sand and cement mortar with average thickness 6.0 em.
• Cement tiles 20x20x2 em with cement mortar included skirting of same tiles.
• Expansion joint about 20 mm are to he filled with bituminous elastic material.
• Floors
o The floor of SIS building should be as followings.

12.5.14.1 RainPipes
Rain pipes shall be supplied and fitted. They shall be cast iron pipes of about four inches internal
diameter 3/16 inch thickness, together with all head receptacles, bends and junctions, and other
samples to be submitted for approval.

12.5.15
• Main staircases from ground level shall be of reinforced concrete including their beams, slabs etc.

./ The hand railing for platfonns, pits, stairs, etc. shall be of white metal handrails of an approved

• Secondary staircases leading from basement to ground floor shall be fair face reinforced concrete,

should be protected with steel angles 50x5 Ox5. The railings shall be of steel according to the approved
drawings and shall be given the necessary paint.
• Miscellaneous Ironwork
./ All metal work of girders, trusses, framework, ladders, chequer plate coverings, etc., shall be of
approved quality, and the names of the finns supplying such materials, are to be submitted for
approval.
./ All materials for steel work shall be well and clearly rolled to the dimensions, sections and weights
specified or required, and shall be sound and free from cracks, surface flaws, laminations, scales,
blisters, and from rough, jagged and imperfect edges and etfect of every king .
./ The edges of all plates and ends of all angles, channels, bars or other rolled sections shall be truly
square and neatly out and all bars satisfactorily removed before the work is riveted together.
Columns must be erected in true position and strictly ve1tical and roof beams effectually stayed
during the progress of the work.
./ All steel under this item shall have a tensile strength of not less than 40 kilograms per square
millimeters and an elongation according to Egypt ian specification. It must be possible to bend a
cold bar through an angle of 180° around a bar of the same diameter without fracture. It shall
comply with Egyptian Standard Specification for Structural Steel.
./ No welds shall be without the previous permission of the Owner's Engineer. Welding shall comply
with the Egyptian Standard specifications .
./ Any welds carried out without pennission shall be subject to rejection .
./ Should any patts that are required to be bent, joggled, cranked or heated for any purpose, be
overheated, strained or distorted, they will be rejected and must be replaced by sound work.

./ All chequer plates required for coverings shall be of mild steel approved pattern complying with
the E.S.S .and of a minimum thickness of 1/4" The plating shall be suitably stiffened on all sides
with angles, according to approved drawings, electrically welded to the plates .
./ The chequer plate covers shall be of reasonable pmtions so as to be convenient for manhandling.
Two or four standard holes for lifting bars shall be cut in each separate portion of chequer plate
covers. The chequer plates shall be provided with edge protection angles of suitable cross section
fixed in concrete by means of iron-hocked bars electrically welded to the angles .
./ Sufficient detailed drawings and calculations for the ironwork shall be submitted by the Contractor
for approval by Owner's Engineer.
./ The cast iron work shall be made from a metal of high quality. All casting is to be clean and sound
in all respects, free from air or sand holes, lumps, flaws or faults. The specifications of Egyptian
Building Depmtment regarding this item shall be applied .
./ All grout used for bedding steel work in concrete or masonry shall be in neat cement and covered
by the schedule of prices of the ironwork.
• Sanitary Installations
v' All sanitary installation shall be of approved type complying with the British Standard

in the same room or immediately adjacent, outside the door to the adjoining room. The eye-
washing facilities shall be ananged as permanently mounted eye-washing shower connected to a
pres-surmised water system .
./ For the toilets, the following equipment shall be supplied and installed:
2 Western type water closet of the low flush type.
Hand washbasin with mixing faucet for hot and cold water.
Urinal with suitable partitions of marble.
Floor drain.
The total number of toasts shall be according to the drawings.

./ Cocks taps, plugs, sockets, showers, unions, etc. The work shall include all necessary excavation,
driving of wells, manholes with their covers, drainage system, glazed stone ware pipes and their
accessories, C.l. Pipes and their accessories, ventilators, Universal C.I. Pipes, water gutters and
their accessories, water pipes, lead pipes, and all complete drainage system including
sedimentation tanks, wells and trenches for drainage, etc.

12.5.15 .1 Material
12.5.15.1.1 General
• All materials used in the works shall be of the best of their kind, and shall conform in quality
and treatment to the conditions specified in the following clauses.
• The Contractor shall be responsible to arrange and obtain all the materials as (gravel, sand,
cement, steel reinforcement, etc.) without any suppoti from EETC and without extra charge.
• The Contractor shall submit samples of all materials, fit- tings and parts which he proposes
to incorporate in the works, for approval and shall not use any of the same un- less and until
so approved.
• Before entering into any sub-contract for materials, or iron works and steel works, the names
of the merchants or finns shall be submitted for approval. Should the owner's Engineer at
any time during the execution of the work not be satisfied with the materials supplied from
such a finn, he shall have the power to cancel his previously given consent as regards supply
of any material from the same firm.
• In case the Contractor does not submit, for the approval of Owner's Engineer the names of
weli-knowll. rirst ciass fmndor the suppiy of tlie mi:neriais, the Owiler's Engineei· sFi'aJi have · .
the power to specifY any particular merchant or finn for supply of such materials, and the
Contractor shall, obtain such materials from the same finn or manufacturer without extra
charge.

12.5.15.1.2 Gravel
• All gravel is to be deseti gravel well washed, free from all soluble salts or ether impurities.
It is to be well graded and is nonnally to pass a mesh of 30 millimeters and be retained on
mesh of 6 millimeters.
• When ordered by the Owner's Engineer, gravel shall be sieved and thoroughly wetted at least
one day before being used in the concrete mixture.
• The contractor should use gravel in concrete mixture that used in construction and also in the
soil replacement and it's forbidden to use crushed lime stone of dolomites.

12.5 .15.1.3 Sand


• Sand shall have clear sharp angular grit; the grains must be well graded. It shall be free from
organic matter and salts or other impurities. In case sand is in need of washing, this should
be thoroughly done at least a day before using such sand in the concrete mortar.
• Sand for ordinmy work shall pass a mesh of five millimeters and 75 percent shall pass a
mesh of 3 millimeters, and it shall be retained on a sieve having 1,600 meshes per square
inch.
12.5.15.1.4 Cement
• The cement shall be of the best quality of miificial Pmiland cement; locally manufactured
cement shall be used, provided that it shall have first passed the tests of the Government
chemical Depmiment.
• The Contractor shall at his own expense, construct at the site of the work suitable
accommodations for storing and protecting all the cement delivered at the site ofthe work.
• This cement store shall be of suitable size, dry and well ventilated, great care being taken
that a perfectly dry floor or floors, either of wood or concrete, be provided so as to prevent
effectually any dampness rising to the cement. It shall be stored into covered separate
independent compartments.

• Each consignment is to be kept in a separate compattment that can be looked. The key of
the store and its compattments shall be kept with the Owner Engineer.
• The Contractor has to supply full patticulars as to the number of tons of each consignment,
date of grinding, result of test the Owner's Engineer may require its barns and further
infonnation as.
• No cement shall be used in the works without the permission of the Owner's Engineer.
• Cement shall be delivered to site at least 21 days before it is required for use.
• All cement shall fulfill the conditions of the latest standard Specifications for P01tland
cement, cement certified by the chemical Department as not conforming with the above
specifications cannot be used on the works and shall have to be removed as soon as possible
from the cement store.
• The Contractor shall supply all labor and materials for packing samples and shall bear the
cost of their dispatch to the destination prescribed above.
• The contractor shall use P01tland cement for all finishing works (masonry, rendering,
paving, etc.).
• For fo1mdation the contractor should use cement according to the ii~yestigation soil report.

12.5.15.1.5 Asphalt
Only natural asphalt shall be used. The natural asphalt block shall consist of pure, soft
homogeneous calcium car bonate saturated in bitumen and contain no more than two percent (2%)
of clay and not less than twelve percent ( 12%) of bitumen.

12.5.15 .1.6 Water


The Contractor shall provide at his own expense all water required for carrying out the work. All
water used in the construction of permanent work or in washing or preparing materials to be
incorporated therein shall be reasonably clean and free from objectionable quantities of organic
matters, alkali salts or other ilnpurities. The contractor shall anange for filtering the water at his
own expense if required by the Owner Engineer.

12.5.15.1.7 Wood
All wood shall be sound straight, free from flaws , cracks, knots and other defects cut from inner
fibers of trees, only well-seasoned wood shall be used in the permanent work.

12.5 .15 .1.8 Mortars


• The composition of mortars shall be stated in the aforementioned specifications.
• The materials shall be thoroughly and mechanically mixed together before being used.
• Notwithstanding such specified propetties, if the owner's Engineer consider it expedient for
any reasons to increase the proportion of cement in the mortar for any pa1ticular pmt of the
work, he shall so notify the Contractor in writing and the Contractor shall increase the
proportion accordingly and the additional cements shall be paid for at the rate per ton stated
for cement in the estimated schedule of rates. The rates per ton for additional cement includes
all transp01t, storage, labour and other charges.

12.5.15.1.9 Steel Reinforcement: (High Grade 40/60 or 36/52)


• Reinforcing steel of the specified sizes and packing shall be placed in the concrete, as shown
on the working drawings submitted by the Contractor and approved by EETC.

• Bars shall be single, and joints shall be avoided as much as possible. No welding shall be
used and, ifjoints are necessary, the layers shall overlap for a suitable length according to
the specification.
• The steel shall comply in other respects with the standards and specifications in force for
structural steel for bridges and general buildings.
• The steel must be cleaned of all scales, dust and Joss rust immediately before depositing
concrete. Reinforcing bars shall be carefully secured in position by means of steel wires and
stirrups.

12.5.15.1.10 Form work


• The forms shall be of sufficient strength to hold the concrete and to withstand the necessary
pressure of ramming without deflection from the prescribed lines.
• The contractor shall be solely responsible for the supply and erection, stability, centering,
striking and removal of fonnwork in such manners s to preserve the concrete from damage
or distmiion during casting and setting.
• fhe fonnwork -should be set to hne imd level within the specified tolerat1ce and i1iclude any
camber which may be required.
• The joints should be sufficiently tight to ·prevent loss of mortar from the concrete.
• The size of panel or units should penn it easy handling; the design of fonnwork should also
permit an orderly and simple method of erection and striking.
• The arrangement of panels should be such that they are not "trapped" during striking and it
should be possible to strike side fonns fi·om beams without disturbing the soffit fonnwork.
• In addition to the traditional type of fonnwork, any other form work facing material such as
plywood, steel, rubber. .. . etc. may be required bythe engineer to gain a specified concrete
surface without extra charge to the unit price.
• Where finished surfaces of concrete are exposed) fair-faced) and or
where fonnwork IS described as "wrought" fonnwork shall be
constructed with new plywood not less than (18) mm thick so as to leave
a perfectly smooth and even surface of concrete when the formwork IS
struck. Each face of plywood shall be used for one casing.
• Fom1s should have all loose wire and other debris cleaned out oftbem prior to concreting .
• To prevent damage to the concrete, the surface of the fonns must be
coated with an approved type of release agent pnor to concreting,
provided that the release agent should be applied before the forms are
erected to avoid contamination of the reinforcement steel bars.
• The period which should be elapsed before the form work is struck will vary from job to job
and will depend on the type of cement, the weather, and method of curing and other factors .
../ In general, soffit forms should not be struck until the concrete has achieved a standard
cube strength give a sufficient factor of safety according to design requirements .
../ In case of the in fonnations of the cubes crushing strength at the time of striking are
not available, the minimum period which should be elapsed before striking the
fom1works shall be as follows
../ (48) Hours for striking the sides of fonnwork .
../ For the beams or slabs soffit fonnwork a number of days equal to the beam or slab
span plus two days (span for slabs means the shoJi span) but notless than 7 days .
../ For cantilevers soffit formwork, a number of days equal to four times the projection of
the cantilever plus two days but not less than 7 days.

• The sudden removal of the fonnwork shall cause a thennal shock to the partly hardened
concrete, so the formwork must be removed slowly and with care to avoid the damage of
concrete.
• Form work, either sown or wrought required for the works shall not be measured separately.
Specification of proposed aluminum alloy shall be submitted to the company for approval.
• Prior to laying of the reinforcement bars, all wrought formworks should be coated with one
layer of approved mould oil.
• All joints should be finished properly in a manner accepted by the engineer.
• Fonnwork should be so constructed that no ties, wires, etc. pass through it. Special pmvose
made wall-ties, etc, may be permitted with the approval of the engineer and hey should be
of type such that they are positioned within he concrete member with the cotTect cover.
• Holes left by cones or the like should be made good immediately after the fonnwork is
removed.
• Fillets 2 cmx2 em shall be fanned on all exposed extemal comers by means of an approved
type and quality.

12.6 PART (6J: Sll~EL STKUCfURES


12.6.1 General:
• Supports of (66 KV GIS) outdoor switchyard & switchgear building shall consist of steel
structures bolted to concrete foundations. Beer steel must not be used below ground level.
• The height of concrete foundation over ground level shall be min. 150 mn and maximum 450
mm.
• All structures shall be equipped with anchor bolts, gusset plates or conesponding devices of
approved design, for attaching the insulator strings and eatih wire clamps.
• Holes for the clamps intended for the electrical connection to the earth wires and the
counte1voise shall be provided where required.
• The switchyard steel works, conductors, earth wires, connections and bus bars shall be so
installed and sup- pmted as to be capable of withstanding the loads to which they may be
exposed under the specified loading conditions and safety factors, including those due to sho1t
circuit conditions.
• Structures shall be designed to maintain the specified Clearances.
12.6.2 Climate
Ambient conditions are given in General Technical Specifications.
Materials:
Structural Steel and Cast Iron
• Structural steel shall be made by the open heatih basic oxygen or electrical
furnace process.
• In order to reduce the risk for material confusions, only two strength classes
may be used. Suitable classes are a low tensile steel ( Yield point 220-260
N/mm 2 ) and a high tensile steel (Yield point 300-350 N/mm 2 ).
• Steel shall comply with the requirements of EGYPTION CODES or ASTM
and embrittlement tests shall be made in accordance with that specification.
• If the Contractor intends to use more than one quality of steel he will be
required to take every precaution to the satisfaction of the Company, against
any possible intem1ixing of different qualities during transpmi, . storing,
handing, manufacture and installation.

• Cast iron shall have a tensile strength of at least 140 N/nun 2• it shall be made
from the best gray pig and scrap Iron, and shall be close-grained, tough and
uniform in character.
• Malleable iron shall be of the black hemi type with a tensile strength of not
less than 330 N/mm 2 .
Copper, Aluminum and Aluminum Alloys:
• Copper and aluminum stranded conductor material shall meet the
requirements of IEC standards.
• Conductor tubing shall be in accordance with IEC Publication 114.
• Specification of proposed aluminum alloy shall be submitted to the company for approval.
12.6.3 Corrosion Protection
• General : All pmts ofthe work shall be protected against con·osion under service conditions. The
protection shall also prevent corrosion during transport, storage and erection.
• Painting: All ungalvanized extemal surfaces which may be removed for maintenance purposes,
shall be painted at the manufacture's work.
• Gal ~anizing: £ xcepfwhere otherwise specitied, atl fenous pmts shall be galvaniieu. Gaivaliliing
shall be applied by the hot-dip process and shall consist of a continuous coating to minimum thick-

The zinc coating shall meet the requirements according to ASTM A123, A153, A239 And A385. All
steel shall be fully fabricated before galvanizing, no machine or shop work, boring, punching etc., will
be allowed after galvanizing. Minor damage to the galvanizing resulting from transpmtation and the
like, shall be repaired at site in an approved manner, e.g. by painting with approved zinc-paint,
containing at least 92 weight percent zinc powder.

12.6.4 Safety Factors

12.6.5 Working Loads
• For the calculation of sag and tension the following temperatures of conductors and eatih

./ Mechanical operation forces: Structures shall be so rigid and stable that all equipment and
apparatus will operate properly and deflection of members will not be excessive. The loads
shall be taken from the manufacturers recommendation .
./ Loads due to assembly and erection:
All structures shall be able to withstand the stresses to which they may be subjected under
erection and stringing operations .
The worst load combination for the electrical equipment and the supp01ting structures
results from some combination ofthe above loadings.

12.6.6 Manufacture and workmanship


• All steel structures shall be designed and fabricated in accordance with AISC manual of
steel construction, eighth edition. Other standards may be used provided they meet or exceed
the requirements ofihe AISC manual.
• Structural member shall preferably rolled steel sections
• The minimum required thickness of the material shall be as follows:

• Closed sections shall be well drained.

• Closed sections shall be well drained.


• Boltholes shall not exceed the diameters of the bolts by more than 1.5 mm. For large
diameter bolts, such as foundation bolts, larger clearances may be after approval by the

• The maximum allowable slendemess ratios lattice steel members shall be as follows :
• During transpmi and erection special care be taken not to damage the galvanizing and the
painting of the members. Structures shall be cleaned from any foreign matter deposited
during transpori or after erection.
• Each member shall be piainly marked in a conspicuous Piace witl~ identification mark for
erection purposes.

12.6.7 Bolts, Nuts And Washers


• All Connections shall be secured by bolts, nuts and washers of standard design. The minimum
diameter of bolts shall be 16 mm for mild steel bolts and 12 mm for high tensile steel bolts.
Bolts and nuts shall have hexagonal heads. Bolts, nuts and washers shall be galvanized. Bolts
shall be galvanized in such a manner that the spelter on the threads will not interfere with the
application of the nuts. Nuts shall be tapped after galvanizing and the threads of the nuts left
bare and greased.
• All bolts shall have a threaded part of such a length that the unthreaded pari ends within the
washer.
• Taper washers shall be used when required. All nuts shall be locked in an approved manner.
• Minimum bolt spacing shall be three times the bolt diameter
• Minimum spacing between bolt hole and edge shall be 1.5 times the bolt diameter.
• The distance from the center of a bolt to the face of the outstanding flange of an angle or other
members shall be such as to pennit the use of a socket wrench in tightening the nut.
• Permitted ultimate bearing stress for bolts as well as members is equal to 0.7 times the Yield
point of the steel.
• Pennitted ultimate shearing stress is equal to 0.6 times the Yield point of the steel.
• All bolts must be either mild steel or high strength steel in order to prevent confusion. More
than, two dimensions of bolts should preferably not be used for each type of structure. An
ample surplus of bolts, nuts and washers shall be supplied .

12.6.8 Welding
Welding shall be executed by certified welders only and comply with the, requirements of AWS
Dl.l.lap joints shall be avoided whenever possible. Welds intended for pickling before galvanizing
must be continue and free from cavities and pits, which might fonn acid receptacles.

12.6.9 Access to equipment

• All structures in the switchyard shall be provided with ladders, steps, screens and guards in
approved positions to facilitate access for inspection and maintenance. Step bolts shall not be
used in the switchyard structures.
• Steel frames, limiting the height and width of loaded vehicles to maximum permissible high of
3.5 m and a width of 3.0 m shall be installed in the switchyard at both ends of the roads.

12.7 PART [7] Labeling


13.7 .1 Labeling Of High-Voltage Equipment
12.7.1.1 General
Labels shall be so designed and placed as to facilitate orientation both within the switchyard
and when approaching it from outside. All pmis of the installation shall be easily identifiable.
Label text shall be in English and comply with IEC standards, (where specifically mentioned
English & Arabic will be provided).

12.7.1.2Label material color


• Material for labels shall be either enameled sheet metal or fiber-glass reinforced polyester

• The label background shall be white.


• The text shall be red.
• There shall be a red frame around the label.
12.7.1.3Type oflabel :
• Necessary labels for orientation in a switchyard are apparatus designation labels and phase
markings.
• The designation labels shall have the same symbols as used in the station layout diagram.
• The phase markings shall have the symbols LI,T?a"d E3 for the three phases.
12.7.1.4Label size
• Labels shall have dimensions according to Table 1.3 below.
• The size shall be chosen with regard to location.
• The same size shall be chosen for designation label and phase markings in each case.

12.7.1.5 Outdoor equipment


13.7 .1.5 .1 Location:
• Labels shall be placed on bases, cross-arms, consoles etc, or on other earthed parts of the
apparatus which nonnally cannot be removed, in such a way as to be easily readable.
• Labels shall be placed on the nonnal and/or inspection side of the apparatus.
13.7 .1.5 .2 Designation labels:

• Phase markings:

Other apparatuses: One label, size 3, in each phase.
13.7.1.5.3 Fixing: Labels shall be fixed with stainless steel screws:
./ Labels sizes 1, 2 and 3 shall have 2 fixing holes 6mm .
./ Labels sizes 4 and 5 shall have 4 fixing holes 6mm .
./ Enameled labels shall have stainless steel hole reinforcements to avoid damage to the
enamel when fixing.

12.7.1.6 Labeling OfLow-Voltage, Control And Tele-equipment


• All switchboards, distribution boards and control boards and units thereof, components
mounted therein, wiring and cables, shall be labeled and marked.
• The purpose of the labeling and marking being to make possible the identification of
switchboard and control board and pat1s thereof and their relation to the relevant technical
documentation in order to facilitate a rational and simple manner of installation, operation,
trouble-shooting, maintenance and repair. Labeling and marking shall apply as follows:
• Each switchboard and control board shall have one label stating the make, the maker's
identification data and rates, insulation voltage class and one label identifying the board
in the plant.
• Each unit of switchboard or control board (such as a cell, panel, cubicle or box as well as
remote located switching and control devices) shall have a label identifying the unit and
stating its purpose in the plant.
• The latter information is in more suitably given in a mimic diagram .
• All apparatus or units of apparatus in the panels, cell,etc., shall have labels or markings
identifying the apparatus or units thereof (normally the relevant apparatus numbers used
in the technical documents for the switchgear or control gear) .In some cases this marking
shall be completed with function marking in plain text.
• Apparatus labels shall be fixed by means of screws or rivets on the framework, so they
remain in place when, the apparatus is dismounted or changed.
• All tenninals of apparatus or apparatus units shall be Clearly marked. However this
marking may be omitted when the design and arrangement of the apparatus is such that
marking obviously is unnecessary.
• All electronic printed circuit boards shall have type marking. The electronic cubicles shall
have item marking for each circuit board for identification of the circuit board in the
schematic diagram .
• All instruments indicating devices and control devices shall have identification marking
in plain text or simple symbols or, colors. Control devices shall in addition have marking
of control positions (e.g. MANUAL - AUTOMATIC, OPEN-CLOSE) in plain text,
simple symbols or colors.

o Control cable tenninals and, for small load circuits also power tenninals shall be clearly
marked for identification.
• The marking system shall be logically built-up from letters and/or figures in one system
consistently used within the switchgear or control gear.
• Internal wiring within switchboard, control board or apparatus units shall have all wire
ends marked, the marking to include as a minimum the same marking as has the terminal
to which the wire end is connected. The marking shall be carried out with sleeves or
similar. Tape is not pem1itted.
• Current and voltage circuits shall also have phase marking and, where necessary, polarity
marking. Protective earth wires snail be marked with green/yellow.
. • Cables connected to switchboard, control board, external apparatus etc., shall be marked
with cable numbers according to the cable list and core number according to the extemal
connection diagram. In addition, all cable cores shall bear the same marking as the
tenninals to which cores are connected. Marking with glued tape is not permitted.
• The marking shall be indicated with ferrules. The fenules shall be of white insulated
material and be provided with glossy finish to prevent adhesion and dirt.

• Trenches with buried cables shall be marked with labels.on walls where applicable or with
labels on posts with one set up at each end of a road crossing, one set up for every point
of change of direction of cable trench, and one set up for each twentieth meter of a cable
trench.
• The trenches shall be provided with waming tapes along all the trenches.
• All labels shall be of plastic or metal outdoors and of enameled metal outdoors, and shall
have the text or symbol engraved. Text and symbols shall be of dark color and the surface
shall be in light.
• All labels shall be in English and shall be subject to the company's approval.
• All labels shall be pennanently fixed to the switchboard and apparatus. Glued labels and
marking tape are not acceptable.
• Some of above required markings and labeling May, according to the company's
approval, be combined or omitted, especially as regards uncomplicated paris of the
equipment.

Labeling of metical and piping system


1. All ventilation and air conducting equipment including control equipment shall
be marked with laminated plastic signs with pennanent black text on white
background.
2. Piping and ducts shall be marked with arrows and telling the transported medium.
3. Valves shall mark with numbered valve planets.
4. Marking and technical documentation shall correspond.

Warnings: waming markings or notices shall be in English and Arabic will be provided
