CHAPTER 6: PREPARATION OF
MATERIALS AND CREATION OF
PROJECT
This chapter focuses on the preparation of materials and the creation of QGIS
Project—which are necessary prerequisites in the Geotagging of Missing Building Points
from Processed Post-Census Maps and EA Delineation for the Development of
Enumeration Area Reference File (EARF) for the 2022 Census of Agriculture and
Fisheries (2022 CAF) activity. The personnel involved in this undertaking, specifically the
Map Data Processor (MDP) must be familiar with the current stratification of the PSA-GIS
folder structure in order to properly store and use both of the reference and current
materials that will be used during this activity.
The PSA-GIS folder is the main directory that consists of all the corresponding
folders for the map updating activity for each Province/HUC. These folders shall contain
all the different files and materials used during the previous and recent mapping
operations and census activities.
Inside the PSA-GIS folder is the Province/HUC folder. As the name implies, this
shall be a centralized folder storage for a particular Province/HUC. Thus, containing only
the files necessary for the specified area including the needed materials for a mapping
activity.
There are eight (8) subfolders inside the Province/HUC folder, listed below are the
following:
1. 2012 CAF
2. 2014 POPCEN
3. 2016 - 2019 PSU Frame
4. 2017-2019 Geotagging
5. 2019 Census Maps for 2020 CPH
6. ULE
7. 2021 Geotagging EcoA
8. LAAS
The 2012 CAF folder contains the files used during the 2012 CAF.
The 2014 POPCEN folder has the contents of the files used in the 2014 POPCEN.
The 2016 – 2019 PSU Frame folder stores all the files used in the 2016-2019 PSU Frame.
• 2017, 2018, and 2019 Geotagging - These three subfolders hold the geotagging
output files for each corresponding year.
• Shapefiles - This subfolder includes all the City/Municipality Name folders which
are under the province/HUC it belongs to.
• City/Municipality Name - The folder that stores the processed geotagged points
by city/municipality, and/or PSU/EA level.
• Reference Files - A subfolder that contains the PSU list 2020-2022, 2015 EARF,
and 9999.qml files.
The 2019 Census Maps for 2020 CPH folder contains the following:
• 2021 ULE - A subfolder that has the Map Archive and Projects folders used in the
2021 ULE mapping activity.
o Map Archive - It contains the files of the Pre-Enumeration and Post-
Enumeration subfolders.
o Projects - A folder that has the subfolders of all the Cities /Municipalities of
a particular province. These subfolders store all the materials used in the
preparation of the QGIS project.
o Map Updates - A folder for the template layer having the updates after the
field validation.
o Projects - The folder that contains City/Municipality folder, having contents
different from the similar folder name already mentioned above.
▪ Map Legends - It contains svg, qml files, and processing modelers.
▪ Shapefiles - It stores a copy of 2019 GIS shapefiles by
city/municipality.
o Temporary Files folder, contains subfolder:
▪ Map Updates Template - It is a subfolder that shall include the
template layer needed for processing and field validation.
The Geotagging F2F3 folder and 2022 CAF folder will be created inside the PSA-
GIS\Province/HUC subfolder
Before proceeding to the preparation of census maps for the 2022 CAF activity, the MDP
shall create the Geotagging F2F3 and CAF folders, and make modifications for the
following folders below inside the PSA-GIS folder structure:
• Geopackage – add new folders for the other municipalities not yet transferred in
this folder
• Google Earth Images – add new folders for the other municipalities not yet
transferred in this folder
• Grid – transfer the grid shapefiles of the other municipalities not yet transferred in
this folder
NOTE: If the city/municipality is a sample area for the Updating of Geotagged Building Structures
and Geotagging of Economic Areas, skip #1, #2 and #3.
NOTE:
Make sure the copied Map Legends folder is not empty.
c. Inside the Geotagging F2F3 folder, create new folders named as List of
Missing Geotagged Buildings, Map Updates from Tablet, Merged
Geotagged Points, and Projects.
g. Create one new folder for each City/Municipality of the Province and rename
as their corresponding name.
e. Open the 2022 CAF folder and then, create six (6) new folders and rename as
Installers, Manual, Map Archive, Map Updates, Projects, and Temporary
Files.
f. Open the Map Archive folder and create two (2) new folders and rename as
Pre Enumeration and Post Enumeration.
iii. ppmm_updatesmpmv.gpkg
IMPORTANT NOTICE
The files that will be used for the 2022 CAF are the CO evaluated/modified 2020 CPH Post-
Enumeration census maps shapefiles.
e. In the Layers panel, select the 6106_bndry, 6106_block and Mask layers
(press CTRL key to multiple select).
i. On the Layers panel, click Add Group button . A Group symbol will
appear at the bottom of the layers in the Layers panel.
ii. Rename the group to Shapefiles.
iii. Create another group and rename to Satellite Image.
iv. Drag and drop the layers to the Shapefiles group and then, rearrange as
follows:
(a) 6106_bldg_point
(b) 6106_landmark
(c) 6106_bgy
(d) 6106_ea2019
(e) 6106_road
(f) 6106_river
(g) 6106_bridge (if available)
(h) 6106_railroad (if available)
v. Drag and drop the 6106_img layer to the Satellite Image group.
vi. Apply the style template for the ppmm_ea2019 and ppmm_landmark
layers.
(a) In the Layers panel, right-click the 6106_ea2019.
(b) Select Properties.
(c) In the lower left corner of the Layer Properties dialog box, click the
Style dropdown list.
(d) Select Load Style.
(e) Browse to :\PSA-GIS\Map Legends.
(f) Select eaboundary.qml.
(g) Click Open > Load Style.
(h) In the Layer Properties dialog box, click Apply>OK.
(i) Do the same for 6106_landmark layer and choose landmark_v2.qml
from the Map Legends folder.
j. Disable the Validation and Updates symbols of the ppmm_bldg_point Layer
i. In the Layers panel, click the arrow beside the 6106_bldg_point layer to
expand the symbols.
iii. After disabling the Validation_Ind and Update symbols, click again the
arrow beside 6106_bldg_point to minimize.

vi. If wrong, check the Header at first line. If correct, no need to check.
q. In the Layer Properties of 6106_bldg, click the Attributes Form tab and set
the following parameters:
i. In the Available Widgets panel, click the following Fields and refer to the
screenshots to set the parameters:
(a) BSN
(b) bldggeo
(c) Address
(d) HH Head
NOTE:
Skip this part 6.4 FOR PROVINCES/HUCs WITH MORE THAN ONE MDP for
Provinces/HUCs with only one (1) MDP and go to 6.5 MATCHING EA GEOCODES VS.
BGY GEOCODES.
Before the creation of project for the 2022 Census Maps for the 2022 CAF, the Provincial
Focal Person (PFP) for Mapping should establish a strategy on how to effectively and
equally divide a group of barangays within the city/municipality for each MDP (Map Data
Processor).
The PFP should consider the following guidelines in assigning the barangays within the
municipality:
✓ The barangays within the municipality should be equally divided based on the
number of MDPs that the province has.
✓ The barangays assigned to the MDPs should be accessible and adjacent to one
another.
✓ Workload should be equally divided for each MDP.
d. Rename to 6106_bgy-01
(m) After disabling the Validation_Ind and Update symbols, click again
the arrow beside 6106_bldg_point to minimize.
2. Zoom to full extent using the Zoom Full in the Map Navigation Toolbar.
3. Save the edits made in the project.
d. Select the barangays assigned for MDP-01 (Press CTRL key to multiple
select).
Sample Barangay Names Assigned for MDP-01:

e. Click Run.
f. Close the Selection of Assigned Area dialog box.
g. Show Layer the 6106_bldg_point-01 by checking the tick box beside it
.
h. Make sure all building points in the assigned barangays to MDP-01 have been
selected by the modeler.
If not, manually select those building points within the assigned barangays
to MDP-01 that were left out:
i. In the Layers panel, select 6106_bldg_point-01.
ii. Click the icon Select features by area or single click.
iii. Zoom in to the building points that were left out, press SHIFT + single
click one by one the points (or by SHIFT + click-dragging the area of
the building points to be selected).
iv. Continue manual selection until all building points within the assigned
barangays have been selected.
i. In the Layers panel, select 6106_bldg_point-01 > Toggle Editing.
j. In the Menu Bar, click Edit > Select > Invert Feature Selection
.
o. Make sure all EAs in the assigned barangay to MDP-01 have been selected by
the modeler.
If not, manually select those EAs within the assigned barangays to MDP-01
that were left out:
i. In the Layers panel, select 6106_ea2019-01.
ii. Click the icon Select features by area or single click.
iii. Zoom in to the EAs that were left out, press SHIFT + single click one by
one the EAs.
iv. Continue manual selection until all EAs within the assigned barangays have
been selected.
p. In the Layers panel, select 6106_ea2019-01>Toggle Editing
q. In the Menu Bar, click Edit > Select > Invert Feature Selection.
3. In the Layers panel, select Manage Map Themes button > Show All Layers.
In this part of the chapter, the MDP must match the geocode of both the EA and BGY
layers to make sure that the geocode of each EA in a barangay is consistent with the
geocode of the BGY it belongs to and vice versa.
IMPORTANT NOTICE
The following procedure from this part of the manual to the succeeding chapters will make
use of the project prepared for a Province/HUC with a single MDP (Siquijor_2022caf.qgs). For those
Province/HUC with multiple MDPs, please use the project named City/MunName_2022caf-01.qgs,
where -01 is for MDP 1, -02 is for MDP 2 and so on.
5. Click Run.
NOTE:
If the modeler encountered an error try the following:
a. In the Menu bar, click the Processing tab and select Toolbox.
d. Click the arrow on the left of General to expand the General Setting.
e. In the Invalid features filtering choose Do not filter (better performance).
f. Click OK.
6. Close the EA2019 Matching With Barangay window.
7. Right-click the EA2019_UNMATCHED GEOID WITH BGY temporary layer and
click Open Attribute Table.
NOTE:
If the attribute table is empty, then there is no unmatched geocode between the
EAs and BGYs.
a. Remove the temporary layer. Right-click the EA2019_UNMATCHED GEOID
WITH BGY layer, click Remove Layer then OK.
b. Save the project.
c. PROCEED TO THE NEXT CHAPTER (CHAPTER 7).
8. If the attribute table is not empty, proceed to Step 6.5. B. Correcting the
Geocode of the EA with Respect to the Barangay Boundary.
2. On the highlighted/selected row, right-click the cell of the geocode and select
“Copy cell content”.
3. In the Layers panel, right-click the 6106_ea2019 layer and Open attribute
table.
4. Click the Select/filter features using form button .
5. In the “geocode” tab, right-click and select Paste.
6. At the lower right corner of the attribute table, click the Filter features button
7. Click the Switch to table view button located just below the Filter features
button.
8. Select a feature and click the Zoom map to the selected rows button to
locate the EA in the map.
NOTE:
f. Inform the PFP of the inconsistency identified. Wait for the approval of
the PFP regarding the action to take.
10. Once approved or verified by the PFP, apply necessary steps to correct the
geocode of the barangay.
NOTE:
• Always click the Toggle Editing before and after editing anything in the
attribute table of a layer.
• To edit a feature in the Identify Results panel, click Edit feature form icon.
11. After correcting all unmatched geocode, remove the temporary layer. Right-
click the EA2019_UNMATCHED GEOID WITH BGY layer, click Remove
Layer then OK.
Optional: Re-run the ea_bgy_geocode_matching.model3 to see if there will
no longer be mismatched geocodes.
12. Save the edits made.
