ORDER
guidelines to
whereas, the State Executive committee has issued revised

And Whereas, the State has been opening up more economic and other
activities in a calibrated manner based on the case positivity rate
of the districts
to sustain the substantial gains that have been achieved due to stringent
containment measures.
And whereas, the Ministry of Home Affairs vide order No'40-312020-
DM-I(A), dated 29-0t6-2021, has directed the States to consider implementation

And Whereas, the COVID 19 situation in the State has again been

reviewed and it has been observed that new COVID 19 cases and case
have suggested
rate is consistently showing a declining trend. The health experts

opening up of more activities with conlinuous focus on the five-fold
Test-Track-Treat-vaccination and adherence to covlD appropriate behaviour,
for effective management of COVID 19'
Now, therefore, in exercise of the powers conferred under the Section 24
of the Disaster Management Act, 2005, the undersigned, in the capacity of the
Chairman, State Executive Committee, issues guidelines for COVID 19
surveillance, containment and caution for the entire State, as below, except
Kodagu district as the case positivity rate is greater than 5o/o (For Kodagu
district status quo will be maintained and the below relaxations will not apply).
These measures will come into effbct from 6 am on 05-07- 2021 andwill be in
f9t:t including and upto 6 am of t9-07-2021, for strict implementation by
Chief Commissioner BBMP, Police Commissioners, Deputy
Commissioners,
Superintendents of Police, and other Heads of Departments
and Authorities.
This order supersedes all other previous orders issued pertaining
to similar
orders regarding. special surveilrance measu.., io. persons

Guidelines for survillance! containment and caution
(As per GO No. RD 158 TNR 2020, dated 03-07- 2021)
l. ln areas outside the containment Zones,, all activities will be
permitted, excePt the following:
i. Theatres/Cinema halls and Pubs.
ii. Swimming pools permitted for competitive training purpose only strictly
adhering to- COVID 19 appropriate behaviour and SOPs issued by the
concerned dePartments.
iii. Sports complexes and stadia shall be opened only for practise purpose
stiictly adhering to COVID 19 appropriate protocol and spectators will
not be allowed.
iv. All social/ political/ sports/ entertainment/ academic/ cultural/ religious
functions/ other gatherings and large congregations.
v. Marriages/Family Functions are permitted to be conducted involving not
more than 100 people and strictly adhering to COVID 19 appropriate
behaviour and prevailing guidelines issued by State Government.
vi. Cremation/funerals to be allowed strictly adhering to COVID 19
appropriate with maximum of 20 people.
vii. n.tigiow places are allowed to open only for Darshan. No sevas allowed.
viii. Public transport allowed to operate upto seating capacity.
ix. All shops, iestaurants, malls, private offices, closed places to strictly
enforce COVID appropriate behaviour failing which action will be
initiated under the Disaster Management Act, 2005.
x. All educational intuitions/tutorials/colleges remains closed until further
order.
2. Night Curfew will continue to be imposed from 9 pm to 5 am in the
State as per the guidelines annexed as Annexure A. -?
3. COVID Appropriate Behavior
a) BBMP and District & Local Authorities shall take all necessary
measures to promote COVID-19 appropriate behaviour. Strict
enforcement of wearing of face masks, hand hygiene and social
distancing must be ensured.
b) Wearing of face masks is an essential preventive measure. In order to
enforce this core requirement, BBMP, District Authorities and Local
Authorities shall impose fine of Rs.250 in Municipal Corporation Areas
and Rs.100 in other areas for not wearing face cover as required.
c) The National Directives for COVID-19 Management shall be strictly
followed throughout the State.

4. There shall be strict implementation of 5-fold strategy of effective
management of covlD-19 as set out in the Ministry of Health and Family
Welfare advisory dated 28-06-2021 until 3t-07-2021.
5. Deputy Commissioners of the Districts based on their assessment of the
situation and after consultation with the District-in-charge Minister, may
impose additional containment measures as deemed necessary.
6. Strict enforcement of the guidelines
a) Chief Commissioner BBMP/Deputy Commissioners shall strictly enforce
the above measures. For the enforcement of social distancing,
commissioners of Police/Depufy commissioners may, use the provisions
of Section r44 of the criminal procedure code (crpc) of 1973.
b) Any person violating these measures will be liable to be proceeded
against as per the provisions of Section 5l to 60 of the Disaster
Management Act, 2005, besides legal action under Section lgg of the IpC,
and other legal provisions as applicable.

Annexure-A
Guidelines for night curfew
1. The movement of individuals shall remain strictly prohibited between
9.00 pm to 5.00 am, except for essential activities.
2. Patients and their attendants/persons requiring emergency need for
movement shall be allowed to move.
a
J. All industries/companies which require operations at night shall be
permitted to operate. Movement of employees of such organizations
shall be allowed on producing valid ID cardlauthorization issued by
their respective Orga nization/Inst ituti on.
4. Employees and vehicles of Telecom and Internet Service providers.
shall be allowed movement on producing valid ID card issued by their
respective organization/institution. Only essential staff/employees of
of IT and ITeS companies lorganization shall work frorn office. Rest
will work from home.
5. Medical, emergency and essential services including pharmacies shall
be fully functional and other commercial activities are prohibited.
6. There shall be no restriction in movement of all types of goods
through trucks, goods vehicles or any goods carriers, including empty
vehicles. Home delivery of goods and operations of E-Commerce
companies are allowed.
7. Movement of buses, trains and air travel are permitted. Movement of
Public Transport, private vehicles and taxis to and from airports, bus
terminals/bus stand, railway stations, etc, allowed, for facilitating
movement of passengers by air, rail and road. The will be
