ASSIGNMENT 05: Construction Management
The Owner and you the Architect, agreed for a Construction Management Services to be
rendered on a 4-storey Apartment Project, explain how would you implement the following 4
major functions in Construction Management for this project. You are directly employed by the
Owner, and the Contractor and Sub-contractors are entities you will be dealing with in this
project.
It is stated in the SPP 204-B that if the construction project is complex, it raises the demand and
involvement of Construction Management Services. The Registered and Licensed Architect
(RLA) can serve as the Construction Manager given that his knowledge, managerial
capabilities, and extensive experience in the field of construction qualify him to oversee and
supervise the construction activities with regard to quality, workmanship, and cost of the project.
The Construction Manager may also hire a Construction Services Group (CSG) and work under
him or supervise the CSG hired directly by the owner. However, I, the Architect hired by the
owner as the Construction Manager shall not involve myself directly with the work of the
contractor and enforce such design and approach that will create conflict with the design
concept of the Architect. Lastly, the Architect hired as the Construction Manager is directly
responsible to the owner. I will be the overall in charge of the construction. I am also the one
who is responsible for the smooth flow of the construction process and ensuring that everything
is going according to plan. It is also my job to collaborate well with the Aors, Eors, Contractors,
Sub-contractors, and the client to effectively foresee the progress of the construction project.
The Construction Manager is responsible for the construction works namely programming,
coordination, quality and cost control, and time management. The Architect hired by the owner
as the Construction Manager shall not involve himself directly with the work of the contractor
and enforce such design and approach that will create conflict with the construction schedule of
the project. Aside from that, if the measured cost-related values reach or exceed the designated
target values, the Construction Manager is given the option to receive an award fee of a certain
maximum range under the terms of the award fee provisions. The Price Adjustment Provisions
imply that a predetermined formula is used to change the contract price either upwards or
downward. Operating and support costs are directly encouraged by the operating and support
cost factor provision. Apart from that, the Construction Manager should also be capable of
managing the budget and addressing any changes in the budget and informing the owner about
it.
The Architect being the Construction Manager should be knowledgeable and well-versed in
building materials and construction detailing. Given that the Construction Manager has an
extensive experience in design and building construction, he can supervise well and effectively
the construction project. It is their job to make sure that the construction project will be done on
time by applying their managerial capabilities in administering the construction project.
