THE PROBLEM AND ITS BACKGROUND

This chapter includes the introduction, company profile,

theoretical framework, research paradigm, and statement of the problem,

objective of the study, significance of the study, scope and delimitation of

the study, and definition of terms.

Introduction

In this modern age, technology has developed into a potent

instrument for everyday use. These innovations, often known as machine

technologies, have simplified our daily lives in terms of work, pleasure,

communication, and education. We use a lot of technology in the

classroom, including fans, air conditioning, lights, computers,

smartphones, and projectors.

People's jobs and personal life are significantly impacted by the

typical computer. Today, many people think that being able to use a

computer, especially a PC, is a key ability needed to thrive in the

workplace or to contribute to society. The computer is crucial to the

younger generation since it makes work easier. The registration process,

which is employed not only at universities but also in lower levels of

education, is one of the most significant and obvious.


In order to ensure that a prospective student has a favorable

picture of the school and is motivated to matriculate, an accurate and

effective registration record is essential. Staff members and professors

can enter enrollment-related information throughout the registration

process. The registration processes get more challenging to administer

each year as the student body expands.

The Online Enrollment Registration and Records Management

System will satisfy the need for quicker and more practical information

storage in a computer system. The time and effort spent regularly storing

files for each student by academics and staff will be reduced. Without

having to worry about losing any files, this information may be seen in

less than a second. Additionally, this will be used as a database for

transferees and professors to obtain information about subjects,

teachers, and student enrollment.

The system will be used by Saint Ferdinand College, enabling

quick student registration and records management. It can automatically

determine students' tuition and other costs including safe-keeping of

their students’ records. Using an automated system makes it possible to

safeguard data and find out information about students quickly.


The system is a tremendous assistance to them because it makes

their work easier and processes transactions faster than the one they

were using before. Many people, particularly students, are reluctant to

leave their homes due to the pandemic. But trying to enroll is much

simpler and less redundant with the aid of the online enrollment

registration system. Lib

History

St. Ferdinand College was established in September 1950 based on

Christian Democratic Principles dedicated to the original objectives by

these Founders, the Knights of Columbus (KC), Ilagan Council 3705.

With the able services of dynamic and democratically oriented

administration and faculty, the college has offered the kind of education

that prepares the students for life. It provides students with moral and

intellectual training in a Christian atmosphere so that they may become

efficient and ready to play a dynamic role in the society. The High School

Department started its operation in School Year 1951 – 1952 with a total

of 298 students in all year levels.

The government completely recognized the “Complete Academic

Secondary Course with Vocational Subjects” under government

Recognition No. 228 series of 1953, issued on the 24th day of March

1953 duly signed by the Director of Private Schools Mr. Manuel L.


Carreon and the Secretary of Education Mr. Cecilio Putong. The School

For many years now, the High School Department has concerned

itself of the development of Christian Education of the intellect not

neglecting the religious commitment, the responsible freedom, emotional

maturity, and social consciousness of every student.

Today, the High School Department continues to instill in the mind

of every student the Catholic ideals, attitudes and principles of St.

Ferdinand College has instituted.

Theoretical and Conceptual Framework

According to Engr. Hediki Hashimoto 1 a Japanese volunteer

headed the creation and conceptualization of the system. The Online

Enrollment System of Samar State University aims for an accurate, user

friendly, efficient system that can help both the student and personnel

for fast data processing of enrollment. The information technology faculty

from the College of Engineering and Arts and Sciences assisted him. The

system that is web based uses PHP programming language with data

stored in MySQL is run through the intranet of SSU. A dry-run for this

online enrolment was done last summer and the first semester of this

school year. Offices affected with the automation were the registrar,

cashier, accounting, and the Colleges of Education, Engineering, Arts

and Sciences, Industrial Technology, Nursing and Graduate Studies.

Feedbacks from the students were formulated when the first semester

started. Over 75 % of them say that the automation process of

enrollment was better compared with the old system. With the good

result of the dry run the online enrolment system will be finally

implemented this 2nd semester. In this study, they have used PHP as for

their programming language and they store data using My SQL. As for

the proponents they will use VB.net for their data base and Visual Basic

6.0 for their programming language. And another difference is that they

are only online and the system only runs through the intranet of the

university. This means that they can’t access the records using the

Internet and outside the school. The only similarities that the proponents

have encountered here is that the university formulated a powerful

database that will hold huge number of data and can retrieve and track

student transactions. This is one of the goals of the proposed system that

the proponents will be developing.

Research Paradigm

The research paradigm presents the flow of the study with the input
information for update purposes. The quality of the output is to
determine by the end-user which is the Secretary of the Junior High
school and the effectiveness of the Online Enrollment Registration and
Records Management, this study composes of (2) phases.

Phase I System Analysis Investigation

The researcher’s primary goal in this section is to conduct a preliminary

analysis of the current system for Online Enrollment Registration and

Record Management, Saint Ferdinand College, City of Ilagan, Isabela. In

this stage, the researchers will start gathering relevant information and

looking into the various office data. The researchers will next employ a

variety of data collection techniques to obtain all the necessary

information and protocols for the Online Enrollment Registration and


Record Management of Office of Junior High School , City of Ilagan,

Isabela.

Phase II System Development and Implementation

The researchers in this area will concentrate on the design and

implementation of the Online Enrollment Registration and Record

Management, Saint Ferdinand College, City of Ilagan, Isabela. This phase

includes the logical and physical design of the proposed system, as well

as the presentation of the proposed system's flow chart. The researchers

will provide training or seminars for users of the new Online Enrollment

Registration and Record Management, Saint Ferdinand College, City of

Ilagan, Isabela, as part of this phase.

 Input – This box refers to the inputs or the pieces of data that will be

inserted into systems including student's information and pertinent

documents generated by the system.


 Process – This box refers to the procedures or procedurally produced

transformations that will be applied to the inputs, such as

monitoring, storing, validating, approving, and searching of student

data.

 Output – This box is the output or the needed result from the system.

Statement of the Problem

This study entitled "Online Enrollment and Records Management

of the Junior High School Department of Saint Ferdinand College, City of

Ilagan, Isabela" shall be conducted to investigate the performance of the

Junior High School Enrollment System. The researchers logically

analyzed the status of the present enrollment system and planned to

come up with the overview of the school enrollment system.

Generally, the study attempted to answer the following questions:

1. What is the status of the existing Junior High School Enrollment

System, Saint Ferdinand College, City of Ilagan, Isabela?

2. What are the problems encountered in the existing Junior High School

Enrollment System, Saint Ferdinand College, City of Ilagan, Isabela?

3. What are the processes involved in the existing Junior High School

4. What are the possible solutions in addressing the problems regarding

the Junior High School Enrollment System, Saint Ferdinand College, City

of Ilagan, Isabela?

5. What are the appropriate securities and control measure that is

needed for the proposed Junior High School Enrollment System, Saint

Ferdinand College, City of Ilagan, Isabela?

Objective of the Study

The objectives of the study are:

1. To acknowledge the present status in the existing Junior High School

Enrollment System, Saint Ferdinand College, City of Ilagan, Isabela.

2. To identify the problems in the existing Junior High School Enrollment

System, Saint Ferdinand College, City of Ilagan, Isabela.

3. To understand the processes involved in the existing Junior High

School Enrollment System, Saint Ferdinand College, City of Ilagan,

Isabela.

4. To develop a system that will address the problems regarding the

Junior High School Enrollment System, Saint Ferdinand College, City of

Ilagan, Isabela.

5. To determine and implement appropriate securities and control

measures needed for the Junior High School Enrollment System, Saint

Ferdinand College, City of Ilagan, Isabela.


Significance of the Study

This study will benefit the researchers as their basis and source of

ideas of related topics and situation about enrollment procedure of

Junior High School department.

The SFC Junior High School Department and Administration. This

will help the department to gain more enrollees, students and it can

benefit more to improve the quality of beautiful education and services to

the private. It aims to elevate the status for being the best in providing

the excellence in Computer based education in the society.

Admin/End-Users. The main beneficiary of the study is Department of

Junior High School that will be adopting the innovation of technology

through computers that will make the work with optimum performance.

The Students. The study will benefit the enrollee and student to enroll

faster and flexible and able to adopt web-based enrollment in Junior

High School department.

Department of Junior High School. This will reduce all paper work for

the required Document, saving both time and space.

School. Provide a system for Saint Ferdinand College to eliminate some

of the problems that they do in manual processing. It will help to have

fast and secure assurance of enrollment of the student from Department

of Junior High School.


Researcher. This will provide an ideal setting for the researchers to use

the ideas they have learnt in system analysis and development, as well

as programming in conjunction with other researchers.

Future Researchers. This study will benefit the researchers as their

basis and source of ideas of related topics and situation about

enrollment procedure of Junior High School department.

Scope and Delimitation

This study focuses on the "Online Enrollment and Records Management

of the Junior High School Department of Saint Ferdinand College, City of

Ilagan, Isabela" is solely intended for the use of the above-mentioned

entity situated at the vicinity of the City of Ilagan. It is delimited only to

the specific variables namely: (a) Payment of Tuition Fees, (b) Preparation

of payroll, (c) The system does not cover the computation of student’s

grades and (d) class scheduling.

Online Enrollment System2. A Website portals that allows parents or

students to register through online and fill out their personal information

and submit the data directly to the school

Records Management3. also known as records and information

management, is an organizational function devoted to the management

of information in an organization throughout its life cycle, from the time

of creation or receipt to its eventual disposition.

Flow Chart4. A diagram showing movements and actions in a

complicated system. Qualitative research flow charts act as a map to get

us from the beginning of inquiry to the end of a conclusive

Review of Related Literature and Studies

This chapter presents related literature and studies, both foreign

and local, in connection to the enrolment and records management

system proposal of the researchers.

Foreign Studies

Students’ academic and personal records form a vital part of the

education system though progress throughout life continues to be hinged

on availability of accurate data on graduates of various institutions. Uka

KanayoKizito and Ekwonwune Emmanuel Nwabueze 11 noted that

students’ records in most institutions have been held in low esteem,

especially in the third world where most archival records on students are

held in physical systems, giving rise to complications in recovering vital

information and reduced access time.

Therefore, since time is of essence in the digital age, there is need to

develop systems that are flexible, reliable and accurate for the purpose of

delivering accurate information anytime needed. Meanwhile, availability

of such information must not require physical presence except in

exceptional cases when physical authentication is necessary.

According to Bob John12, records management (RM) is the practice

of controlling records of an organization from the time they are created to

the time of disposal which includes identifying, creating, classifying,

using, storing. securing, retrieving, and destroying or permanently

preserving records. The activities in this management include the

systematic and efficient control of the creation, maintenance and

destruction of the records along with the business transaction associated

with them, for this case which is students' records management system.

Computerized Record Management System is a good example of a

computer-generated process. This can lessen the workload and provides

accurate and precise information needed to the school. As a result, it will

benefit not only the students but also the administration as a whole.

Computerization of school’s information records and files inter-relates

different yet interdependent transactions in a systematized and

functional way.

Local Studies

Maribojo13 ccited that effective records management program is a

major element of the governance of any organization. Based from the

surveys, the Northwest Samar State University was not fully aware on

how to do about the implementation of this act, National Archives of the

Philippines Act of 2007 (R.A 9470). His study was undertaken to develop

and validate the acceptability of the developed University Electronic

Records Management System (UeRMS) for Northwest Samar State

University as perceived by the computer experts, school officials,

teaching personnel and non- teaching personnel. Thus, the idea of the

design of the system is very critical. Upon validating the developed

system, they observed that it was much faster to search records

compared to manual process.

Local Studies

Purcia and Velarde14 examined the extent of implementation of the

Student Registration and Records Management Services as basis for

student Academic Record Digitization among three (3) private schools in

the Global South. Utilizing descriptive-evaluative study, the simple

random sampled respondents evaluated the services of the SRMMO with

a researcher-made questionnaire validated through content validity.

Analyzed through frequency and percentage distribution, weighted mean,

Kruskall Wallis Test for significant difference, Fisher’s Exact Test and

Kendall for significant relationship, results revealed that the majority of

the respondents moderately felt the problems encountered with the

SRRMO services specifically on lack of admission requirements and non-

observance of enrolment schedule. The researchers recommend therefore

that a more accessible and convenient enrolment scheme be

implemented among schools. Hence, Digitization of students’ registration

and records shall be instituted.

Foreign Literature

No institution can survive without proper management of records

of its activities says Seniwoliba et al 15. In the academic setting, records

management mainly focus on school records. School records include

official documents, books and files that contain pertinent information of

students, staff, teaching and learning records and school activities.

It also includes school policies, educational laws, minutes of

school– meetings, including information from the government,

educational bodies, and other stakeholders pertaining to the growth and

development of the school. These records enable administrators to plan

to make informed management decisions.

Any academic institution shall put forth efforts in attaining a

centralized record management system that would respond to the

various needs of the school's clientele, from enrolment to release of

academic documents that provide salient information about the learners

enrolled.

According to Ukaogba and Nwankwo16, an effective record

management in academic institutions provides well-organized, properly

stored and easily retrieved information. If the academic records are in

place, the administrative tasks are easier and the records release

services are faster and accurate.

In addition, Nwaomah17 asserts that effective record management

keeps administrative tasks easy. The benefit of school record is derived

when information are properly managed through record management

practices. Empirical evidence showed that records management had a

significant impact on school administration and promotes good

governance.

Local Literature

Cabalinan18 said in his article that records management seeks to

efficiently and systematically control the lifecycle of records that are

routinely generated as a result of activities and transactions. Records are

a vital asset in ensuring that the institution is governed effectively and

efficiently, and is accountable to its staff, students and the community

that it serves. Records support decision-making, organize documents,

provide evidence of policies, decisions, transactions and activities, and

support the university in cases of litigation. There have been many

instances at the Central Philippine University whereby records were

reported to be misplaced or missing thus raising a question on how are

records managed and what system and policies are used in terms of

records management. This special paper sought to investigate the status

of records management at Central Philippine University.

The study used the survey research method, with the

questionnaire as the primary data collection instrument. The study

targeted both administrative and academic (staff/secretary) employees at

the Central Philippine University. Purposive sampling was used to select

20 administrative offices and 3 academic department offices, resulting in

a total of 23 respondents.

The findings revealed that the Central Philippine University still

has a long way to go with respect to day-today records management. No

formal records management system was identified at Central Philippine

University. There also appeared to be no specific policy for records

management.

There were no qualified records management practitioners at the

Central Philippine University, even though there are employees who are

hired by the university as so-called 'records officers'. Proper training,

workshops and skills in records management are therefore lacking

amongst academic and administrative practitioners at Central Philippine

University.

According to Habagat’s19 article the International Journal of

Current Research, the utilization of advanced technology in colleges and

universities has led to increase efficiency in processing and exchanging

of records, maintaining data quality, and production is leading to

increase quality education and services. The study aimed to design and

develop a computerized system to improve the student record

management at the Guidance Office of Jose Rizal Memorial State

University-Katipunan Campus, Philippines.

The automated student record system computerizes the student

records such as data from student record form, psychological test

results, counseling notes, admission slips, referral slips and generates

good moral certificates. It uses the developmental research method which

system development life cycle approach is applied. Information

Technology professionals and students were utilized to evaluate the

system using the software quality factors by the International

Organization for Standardization (ISO) 9126-1.

The statistical tool used was mean computations in tabulating the

results. The research revealed that this system possesses five software

quality characteristics which are very much functional, reliable, usable,

efficient and maintainable. Storing, sorting and retrieval of student

records became faster and more efficient. The study concludes that this

system eliminates the existing problems like untimely retrieval and time-

consuming in sorting and searching records as well as improves the

student record management.


Chapter 3

This chapter presents the research design that will be used. It also

discusses the locale and the respondents of the study, the sampling

technique, the research instrument, the data gathering procedure and

the data analysis.

ITERATIVE DEVELOPMENT MODEL

There are various software development life cycle models that are

intended to be used during the software development process, and the

Iterative Model is one of them. This SDLC model does not aim to create a

comprehensive specification plan. As an alternative, this model is


specifically designed to begin with specifying and implementing only a

portion of the software. The prototype is then reviewed again for

additional requirements. The practice then iteratively creates a new

version of the application.

Phases of IDM

Initial Planning. This is the first stage of the iterative model, where

proper planning is done by the team, which helps them in mapping out

the specifications documents, establish software or hardware

requirements and generally prepare for the upcoming stages of the cycle.

Requirements. In the requirements phase of software development, the

system related information is gathered and analyzed. The collected

requirements are then planned accordingly for developing the system.

Analysis and Design. Once the planning is complete for the cycle, an

analysis is performed to point out the appropriate business logic,

database models and to know any other requirements of this particular

stage. Moreover, the design stage also occurs in this phase of iterative

model, where the technical requirements are established that will be

utilized in order to meet the need of analysis stage.

Testing Phase. After the current build iteration is coded and

implemented, testing is initiated in the cycle to identify and locate any

potential bugs or issues that may have been in the software.


Implementation. This is the most important phase of the iterative

model. Here, the actual implementation and coding process is executed.

All planning, specification, and design documents up to this point are

coded and implemented into this initial iteration of the project.

Evaluation. The final phase of the Iterative life cycle is the evaluation

phase, where the entire team along with the client, examine the status of

the project and validate whether it is as per the suggested requirements.

Data Gathering Procedure

The researchers began their investigation by requesting permission

from the Saint Ferdinand College Junior High School Department in City

of Ilagan to perform a study there.

After which they requested a recommendation letter from their

subject instructor, Mr. Elouie D. Tumolva, and was noted by the Mr.

Ramon Z. Marayag, Dean of the College of Information Technology.

The researchers then sent the reference letter to Dr. Bethzaida S.

Balingao, the Junior High School Principal of the Saint Ferdinand

College, who authorized it.

The researchers have set an interview after the approval of the

Principal who also gave permission to conduct the research in the said

department.

During the interview, the researchers identified the present

condition of the department’s existing system and the issues they were

experiencing. The researchers said that their goals were to discover


answers to their issues and recommend a computerized system that will

suit the needs of the department.

The researchers also conducted an interview and observation with

the processes being performed by the department’s secretary who is in-

charge of the enrollment and records keeping of students. They were able

to gather information about the steps being conducted in order to accept

and process students’ data from enrollment to records keeping.

Data Gathering Instruments

Conducting a research study and gathering information’s won’t be

possible without using some instruments. It will play a major role for the

success of a research study. The researcher used the following

instruments:

Observation. The researchers used observation to gather further

information and identify the school's current system.

Interviewing. We, the researchers used the interview method to inquire

and gather information’s from the head/School Physician of the Saint

Ferdinand College. We need to gather information’s and also need to

identify the problems for us to help them in the future and for us to

know on what are the possible solutions needed.

Internet Resources. Information can acquire in different methods and

surfing internet is one of them. Information’s from the internet can help

the researchers gain more information to support their study.


Collecting of Pertinent Documents. Information’s for the IPO Diagram

was taken from the sample forms we gathered from the Junior High

School Department, Saint Ferdinand College.
