PREAMBLE

This Guideline has been prepared by the Ethiopian Roads Authority (ERA) for use by the Regional
Roads Authorities (RRAs) in Ethiopia. It is an adaptation from the existing ERA Manuals previously
prepared in August 2008 under a grant financed by the International Development Agency (IDA). The
adaptation of the Manual has been accomplished by NTU International A/S of Denmark under the
SPSP IV- Technical Cooperation Program (TCP) with funding from the European Union (EU).
The Manual is part of a series of other adapted manuals and guidelines that include:

The review and adaptation of the Manuals and Guidelines entailed re-arranging the documents into
volumes; amalgamation of individual chapters into one document; text editing; re-arrangement of
chapters; and improving contents of some sections in line with the new institutional set-up and
structures of the RRAs.
The Manuals and Guidelines provide guidance in proper planning, procurement, administering
contracts, managing claims and resolving disputes as well as environmental and social safeguards in
executing road works. They are primarily aimed at Road Engineers, Planners, Procurement Officers
and Managers of the Regional Road Authorities in Ethiopia. They provide users with standard
reference material and a ready source of good practice in the efficient and timely delivery of road
projects. The Manuals and Guidelines are a property of the Regional Roads Authorities, but copying
and local distribution is not restricted.
In addition to the above Manuals and Guidelines, the RRAs will continue using the ERA manuals and
guidelines regarding Geometric Design, Bridge Design, Design of Low Volume Roads, Drainage
Design, Pavement Design and Technical Specifications for road works.
Further, some components of these Manuals and Guidelines will require periodic updating from time
to time arising from the dynamic technological developments and changes, therefore comments and
suggests on areas of improvements stemming from actual field experience and practice are welcome
and will be appreciated.
The Ethiopian Roads Authority acknowledges the financial assistance provided by European Union
and Consultancy services provided by NTU International A/S of Denmark in preparing the Manuals

1. DESIGN REVIEW CHECKLIST

This design review checklist is to be used for reviewing design documents prepared by road
consultants with RRA on road projects which cover DC1, DC2, DC3 and DC4 which mainly fall under
the responsibility of the regions. The level of service for these roads is C and D and the AADT of
maximum 300. These roads are mainly classified as low volumes. This checklist is a tool to assist the
regional, zonal and Wereda engineers in verifying all work of the road consultants are produced with
due diligence, using acceptable standards, available resources and data, and reasonable decisions
by competent professionals. The design review checklist cannot replace the sound judgment and
experience of competent professionals.

This typical road cross sections checklist is a tool to assist the regional road consultant team and the
Regional, Zonal and Wereda Engineers in verifying that correct typical road cross section has been
selected for the particular road stretch based on the terrain conditions. Terrain conditions is one of the
factors which affect the geometric design of the road. This helps to ensure that the road drawing
produced do follow the correct cross section. The standard typical cross section checklist cannot
replace the sound judgment and experience of competent professionals.
