Rizal returned to the Philippines for the third time in June 1892 for several reasons: to discuss colonization proposals with Governor General Despujol, establish the Liga Filipina organization, and prove his critics in Madrid wrong. During meetings with Despujol, Rizal's proposals were rejected and he was later arrested and imprisoned in Fort Santiago. On July 3, Rizal founded the Liga Filipina, a civic league with the goals of uniting the archipelago and promoting education, agriculture, and commerce. Despite this, on July 7 Despujol issued a decree exiling Rizal to Dapitan, where he remained in exile until 1896.

Arrival in Manila with sister.
At noon of June 26,1892, Rizal and his widowed sister Lucia (wife of the
late mariano herbosa) arrived in Manila.
• In the afternoon, at 4 o clock, he went to the malacanang palace to seek
audience with the Spanish governor general, Eulogio despujol, Conde de
Caspe
at 7 pm he returned to the Malacanan and was able to confer with
governor General Despujol, who agreed to pardon his father but not
the rest of his family and told him to return on Wednesday (June 29)
After the interview, Rizal visited his sister in the city Narcisa (Sisa, wife
of Antonio Lopez) and later Neneng (Saturnina, Wife of Manuel T.
Hidalgo)
Visiting friends in Central Luzon
The following day (june 27), Rizal boarded a train in tutuban Station and
visited his friends in:
1. Malolos (bulacan)
2. San Fernando (pampanga)
3. Tarlac (tarlac)
4. Bacolor (pampanga).
He was welcomed lavishly entertained at the homes of his friends. These friends
were good patriots, who were his supporters in the reform crusade, and he took
the opportunity to greet them personally and discussed the problems affecting
their people.
Rizal returned by train to manila the next day, June 28, at 5 pm. Whether he
knew it or not, he was shadowed by government spies who watched carefully
his every movement.
The homes he had visited were raided by the Guardia Civil which
seized some copies of the "Noli" and "Fili" some subversive pamphlets.
Other Interviews in Despujol
On November 17, 1891, Eugelio Despujol become Governor-General of the Philippines.
Despujol was born on March 11, 1834, A Native of Catalunia, Spain.
It was Despujol who issued a decree on July 7, 1892, banishing Jose Rizal to Dapitan,
Zamboanga. The decree also prohibits the introduction and circulation of all the
works of Rizal in the Philippines. Despujol ruled the Philippines until 1893. He died on
October 18, 1907.

On Wednesday (June 29) at 7:30, Rizal said, I saw His Excellency. I did not succeed to
have the penalty of exile lifted, but he gave me hope with regard to my sisters. As it
was the feast of St. Peter and St. Paul our interview ended at 9:15 I was to come
again the following day at 7:30.

Thursday (June 30), Rizal and Despujol talked about the question of Borneo. The
general was opposed to it, very much opposed. He told Rizal to come back Sunday.
Other Interviews in Despujol
Rizal held the last interview with the Governor-General. The governor-general
confronted him for anti-friar bills supposedly found in the baggage of his sister
Lucia. He was ordered imprisoned in Fort Santiago on July 6, 1892.
Before July 7. Graceta De Manila published Rizal's arrest.

Founding of La Liga Filipina
-on the evening of Sunday, July 3, 1892 Rizal attended a meeting of the patriots at
the home of the Doroteo Ongjunco, on Ylaya Street, Tondo Manila.

- Rizal explained the objectives of La Liga Filipina, a civic league of Filipinos, which he
desired to establish.
- He presented the constitution of of the league which he had written in hongkong
and discussed its provisions. The patriots were favorable impressed and gladly
approved the establishment of the Liga

Constitution of the Liga Filipina.

Aim:
1. To unite the whole archipelago into one compact and
homogenous body
2. Mutual protection in every want and necessity
3. Defense against all violence and injustice
4. Encouragement of education, agriculture, and commerce
5. Study and application of reforms

- The governing body of the league was the Supreme


Council.
- Provincial council in every province
- Popular council in every town
- Filipinos who have at heart the welfare of their
fatherland are qualifies for membership

Duties:
1. Obey the orders of the Supreme court
2. To help in recruiting new members
3. To keep in strictest secrecy the decisions of Liga authorities
4. To have a symbolic name which he cannot change until he
becomes
president of his council
5. To report to the fiscal anything that he may hear which affects
the Liga
6. To behave well as befits a good Filipino
To help fellow members in all way.

Reason why Rizal was imprisoned in Fort Santiago


Rizal was exiled in Dapitan. He wrote 2 novels about the Spanish
maltreatment in the Philippines which triggered the Spanish authorities in
the Philippines. Spanish Ecclesiastical Authorities during the time of Rizal
were very powerful and can even put a person to death if they wish.
Rizal Arrested and Jailed in Fort Santiago

In the beginning there was nothing remarkable about the proceedings of


the trial of Rizal. He was arrested on board ship on his way to Spain and
shipped back to the Philippines, Rizal arrived in Manila on November 3 and
was confined incommunicado in Fort Santiago. He must remain in the prison
until his death. Rizal was also subjected to preliminary investigation.
Arbitrary deportation to Dapitan
- Gaceta (July 7, 1892), contained Governor General Despujol’s decree deporting
Rizal to “one of the islands in the South
1. Rizal had published books and articles abroad which showed disloyalty to
Spain.
2. A bundle of handbills entitled Pobres Frailes was found in possession
3. El Filibusterismo was dedicated to the memory of three “traitors” and on the
title page he wrote the view of the vices and errors of the Spanish administration.
4. “The end which he pursues in his efforts and writings is to tear from the loyal
Filipino breasts the treasures of our holy Catholic faith”
- July 15, 1892 at 12:30 am, Rizal was brought under heavy guard to the steamer
Cebu, sailing for Dapitan. Departed at 1:00 am and arrived on July 17 at 7:00 pm
- Captain Delgras went ashore and handed Rizal over to Captain Ricardo Carnicero

July 17, 1892, Rizal began his exile in Dapitan which would last until July 31, 1896.
