1. INTRODUCTION

1.1. PROJECT DESCRIPTION


Qeshm Oil Investment Company (QOIC), a company organized and existing under the laws of
the Islamic republic of Iran, intends to develop a complete operable Oil Terminal (hereinafter
referred to as QOT) to Transfer/Receive and Store Iranian Heavy Crude Oil as well as Extra
Heavy Crude Oil and Gas Condensate, which consist of:

- Onshore Storage Plant (OSP) (hereafter referred to as “Tank Farm/Utility/Off-site Facilities” or


UNIT), with storage capacity of 6,500,000 [bbl] in south of Qeshm Island, including:

 Tank Farm

11 PCs of Storage Tanks with capacity of 540,000 [bbl]


2 PCs of Storage Tanks with capacity of 270,000 [bbl]

The QOT is designed to be capable of increasing storage capacity with respect


to the PLANT future area.

Within Storage Area and Water Intake Area including, but not limited to, Fi-Fi
System, Safety and Security System, Electrical and Telecommunication System,

Supply Demand of domestic oil market, high priority has given to QOT Project to be early
commissioned, as Phase 1, for storage of 3.2 [MMbbl] of oil product, specially gas condensate,
and then to be developed and completed, as Phase 2, as soon as possible.

QOT-OSP-Ph.1-EPCC has been awarded to Oil Industries Commissioning and Operation (OICO)
company, as EPCC Contractor, to develop QOT with minimum requirements to commission Oil
Storage Tanks TK-2201 ~ TK-2206 for loading Gas Condensate transferred via 16" Pipelines
Network from PGSOC in Bandar Abbas to QOT in Qeshm. This phase of the project is ongoing
and proceeding at Commissioning Stage.

At this stage QOIC intends to complete the QOT, as phase 2, to provide Loading/Unloading of Oil
Storage Tanks TK-2201~ TK-2213 via Crude Transfer Network.

1.2. TERMS AND DEFINITION

PROJECT: Basic Engineering (Endorsement & Design) of Qeshm Oil Terminal


CLIENT: Qeshm Oil Investment Company (QOIC)
CONTRACTOR: Shargan Consultant Engineers (SHCE)
CONTRACT: The agreement between CLIENT and CONTRACTOR together with all
document referred in the agreement.

Construction, Commissioning or may be hired as Third Party in

5. PACKING REQUIREMENTS

These procedure cover the minimum requirements for protecting all materials during
Transportation/Storage. Packing shall be designed in consideration of local weather condition
(extreme heat, humidity) and complex transport operation (truck, Trailers) for storage in good
condition with in construction period of time.

5.1.PREPARATION OF PRODUCTS PRIOR TO PACKING


All materials shall be clean and free from all defects prior to packing. Protection against
environmental corrosion caused by extremes of dust and sand shall be provided, if required.
The following requirements shall be considered as minimum essential protective measures for
material.

(1) All materials prefabricated at shop shall be cleaned internally and externally to remove all
weld spatter, cuttings and fillings.

(2) All threaded areas of anchor and piping shall be adequately coated with rust preventive
materials.

(3) Flange openings of shipped loose items shall be covered with minimum 5 mm plywood or
3 mm steel plate and tightened with at least 3 bolts. Flange openings of shipped bundled or cased
items shall be covered with plywood and tied on with wire.

(4) Open ends of threaded or plain pipes for process piping shall be protected with metal or
plastic caps or plugs.

(5) Small loose parts, bolts and nuts, etc. shall be packed in separate boxes within the main
package.
(6) Critical wearing surfaces, highly stressed parts, and highly finished surfaces shall be
further cleaned by dipping or brushing with a suitable product.
(7) The goods being delivered by partial unit or partially dismantled shall be furnished with
suitable markings required for assembly and installation at the Site.

(8) Unless otherwise specified, after hydro testing, operation, and/or performance test, all
fluids, i.e, lubricating oil, fuel oil water, etc., shall be completely drained from all tanks, vessels,
jacketing, piping, etc., and wiped or blown dry.

5.2. PACKING MATERIAL

The packing materials described below, or acceptable equivalents, shall be used in the
preparation of consignments for road transport to construction site.

(1) Packing cases and crates shall be designed to ensure the best possible packing.

(2) Cases and crates shall be made of dry and sound hardwood or softwood.

(3) Steel wire or steel band shall be selected to bundle or tie depending on the style of the
materials.

5.3. MINIMUM AND MAXIMUM WEIGHT AND SIZE OF PACKAGE

(1) Each package should not be less than 100 kgs in weight or 0.5 cubic meters in volume so
that loss of small packing during transportation may be eliminated except hazardous or poisonous
materials.
(2)For ease of handling and standardization of cargo, each package should be within the
following units as far as practical.Should package exceeds the following, vendor shall inform the
detail to the contractor as Out of Gauge or Heavy Lift cargo
Gross Weight 20 tons or less
Length / Width 12 m / 2.5 m or less
Height 2.5 m or less

(3)Cases weighing more than 1,000 kg, shall raised skid platform or pallet base to permit sling
or forklift.

5.4. APPLICABLE PACKING STYLE

The choice of packing material and the packing style, is depending upon the type of material to
be packed, but shall in all cases be so constructed as to withstand any environmental or
mechanical damage which can be reasonably expected during transport.

In general, the packing style fall into 2 distinct categories: case or crate , and bundle as
illustrated in Attachment 1.

(1) Case or Crate (Attachment 1 , Table A) :

This method shall be applied to the products which have a fear of being damaged by contact
with other articles, or to prevent damage during handling, transportation and storage.

All material inside of packages shall be affixed sturdily and properly to avoid damage of them
during transportation from loading port to destination and inland transportation from
discharging port of the destination or storage area to designed unloading place at
construction site.

Individual packages exceeding a gross weight of 3,000 kg , shall be avoided, if possible.

(2) Bundle (Attachment 1 , Table B, C) :

This method shall be applied to the simple shaped materials which can endure against water
or moisture and have not much fear of being damaged by contact with other articles, and are
suitable for handling, transportation and storage.
Steel reinforcing rods, bars, etc. should be packed in bundles of uniform length.
Bundle weight should not normally exceed 8,000 kg , if possible.

Bundles shall be fastened. As a minimum, the fastenings shall be applied to each end and to
the center of the bundle.

6. MARKING REQUIREMENT

In general, classifying different part of plates are as below:


Roof plate: RP
Bottom plate: BP
Shell plate: S
All parts of each tank are specified by a certain color coding. It means that each tank has its
own code for its parts. The ready parts will be delivered to site after they are approved by
quality control personnel. As the above, each part has specified with abbreviation and will
separate according to that description in drawing.

Now with the mentioned explanation we would consider the following items for storing the
plates.
(1) The shell plates classify with their own numbers according to the thicknesses of courses
and caring on the stand to their specified location and storing the plates according to their
codes close to their erecting place.
(2) Roof, bottom plates which cutting and sizing:
they are classifying and storing according to their codes near the erecting place
second as said before/numbering of these parts has done according to the previous
explanation.

Of course each classified plates has a packing form for itself.


It is necessary to have four separated place at site for each parts of Shell, Roof, bottom and
annular to simplified the erecting in any time.

Type and size of graphics:


Packages and cases shall be marked with indelible black paint resistant to sea water. Marking
must be perfectly legible with the contrasting color.
Packing cases and crates shall be marked by stencil on a minimum of two opposite sides.

Stencil on two opposite sides and the top of each package in clear characters at least
40 mm high (where case size permits, otherwise use optimum size for each package
dimension).

7. TRANSPORTATION AND HANDLING


7.1. TRANSPORT OF STEEL PLATE

(1) Shell plate and/or steel plate shall be transported to the construction site by trailer at the
suitable manner not to be caused any damages or distortions to the plates.

(2) The respective protrusion of shell plate and/or steel plates from the front and back of the
bed of the trailer will normally be limited approx. 0.5 meter.

In case of the protrusion is more than 0.5 meter, sufficient length of trailer or preventive
measures against damage shall be considered.
(3) The space between the protruded edge from the front and back of the trailer head has to
be sufficient in order to avoid touching the steel plates edge to the trailer head in case
the trailer takes a sharp turn.

(4) The position, size and quantity of sleepers on the trailer should be determined in
accordance with length of the shell plates and/or steel plates and length of trailer for the
purpose of keeping the curvature of the shell plate and/or the flatness of steel plates as
specified.

(5) Shell plate and/or steel plate shall be fastened to the bed of trailer at the appropriate
internals with wire or chain in order to avoid the sliding the plates.

7.2. HANDLING

(1)Materials shall be handled without any damages and distortions in accordance with the
following. before, during and after transportation Materials shall not be affected any serious
injuries and notches by clamp.

(2) Applicable type & size of spreader and numbers, length & size of wire-rope or Band shall
be suitable for lifting and handling of materials. Spreader shall be used for lifting and handling
of large flat/curved rectangular plate.
(3) Pipes or structural shapes longer than 5.500 mm shall be lifted by using plural wire ropes or
nylon slings with spreader.
(4) Small materials and parts such as flanges, etc. shall be handled by manual, hoist-crane or
fork-lift depend on the size, weight, quantity and shape of them.

8. STORING

(1)For under support of fastened plates, quadrangle lumbers can be used.


(2)The length of quadrangle lumbers and width of plates are identical
(3)The height of lumbers is suitable for loading with lift truck/cranes.
(4)Around 1.5 m distance between lumbers is specified.
(5)In order to unloading & dislocation of plates, tongue & plate grip will be used.
(6)Position of lumbers is regular & parallel.
(7)For loading/unloading of all packages, lift trucks /cranes shall be used.
(8)All plates and parts belonging to a storage tank shall be unloaded as close as possible to
its related storage site.
(9)All smaller accessories of a particular storage tank will be packed and handled in
metal/wooden boxes: such as nozzles/pads/… .
(10) In case parts stored longer than 6 months; anti rust prevention measures shall be
considered (if required).
(11) For Preservation from submersion and moisture in rainy season using, sleeper, support,
… shall be done.
(12) Parts such as gaskets/bolts/nuts will be transported in the wooden boxes with anti-rust
prevention treatments.
(13) All unloading & dislocation of plates will be done with presence of HSE representative.

(Note 1) Shipping marks shall be marked on two (2) sides.


(Note 2) Sling mark and center of gravity mark shall be marked at least two sides of each
case or crate.
(Note 3) Suitable clearance space shall be maintained for cargo handling by fork-lift.

(Note 1) Shipping marks shall be marked on plywood or the like fixed to the package at
least two sides of package as illustrated or other applicable method.
(Note 2) Steel wire or strap shall be doubled at each skid.
(Note 3) Thickness should be maintained for easy operation by folk-lift and etc.
(Note 4) Shipping mark shall be stenciled at one place on shell plate.
