SPECIAL CONDITIONS FOR PAINTING OF RAILS USING
N ANTICORROSIVE PAINT.
1. The above item of the work envisages painting the specified surface by using anticorrosive
directed by the Engineer or his representative complete with all leads, lift and descent and all
incidental works.
2. The nominated locations for the purpose of this work shall have been inspected by the
contractor before submitting the tender and the accepted rate is deemed to be inclusive of all
incidental works.
3. Without in anyway restricting or modifying the provisions of the general conditions of
contract in this regard, the rates quoted for the above work shall be inclusive of all costs of
labour, materials. paints, consumables, tools and plants and machineries etc.
complete .
4. The measurements for payment shall be made for the area of surface painted measured to
the nearest 0.01 sqm. and accepted by the Engineer in charge.
5. The work shall be carried out strictly as per the Railways standard drawings, instructions
laid down in Indian Railway Permanent Way Manual ( IRPWM para 250 ) corrected up to date
with all correction slips and the instructions of the Engineer in charge whose decisions in this
regard shall be final and conclusive.
6. In addition to the above, the work shall conform to thefollowings:-
a) The surface to be painted shall be cleaned by wire brushing / chipping, scrapping to remove all
scales, rust / oil & foreign particles from the surface.
b) One coat of red oxide / zinc chromate primer ( IS 2074 ) shall then be applied to the surface.
c) This should be followed by two coats of bitumen emulsion black paint to IRS P- 30 1996 to a
dry film thickness of 350 microns (each coat to a minimum thickness of 175 microns).
7. Before applying primer coat and other coats of paint contractor shall inform the Engineer in
charge of the work.
8. The paints used for the primer and the subsequent coats shall be supplied by the contractor
and shall confirm to the relevant I.S. specifications.
9. For works on or alongside running track, the safe working methods, protection at work site
and instructions of the representative as contained in the additional special conditions of the
contract shall be strictly adhered to.
10. The tenderer should visit the site by contacting permanent way inspector before quoting the
rates.
11. The tenderer will have to work in the yards and near the railway tracks and therefore
he/they will take proper care of their staff.
12. The work should be completed to the entire satisfaction of the engineer in charge of the
work.
13. The rail surface should be thoroughly cleaned before applying primer coat.
14. The thickness of each coat should be measured in presence of the engineer in charge by
elcometer before applying second coat and contractor has to supply the sufficient numbers of
elcometer required for the work well before starting the work.
15. Required primer should be used as per ( IS 2074) specification of reputed manufacturer
like British Shalimar , J & N ,Asian, etc and should be approved/ passed by AEN before use.
16. The work is required to be done either on cess / in situ or Rails will be kept in station yard
where the work is required to be carried out.
17. Required bitumen emulsion black paint confirming to IRS-P-30-96 is to be used
.Bitumen emulsion should be procured from reputed manufacturers like British Shalimar, J
& N, Asian, etc. and should be approved by AEN before use.
18. The paint is to be procured by the contractor from approved manufacturer as mentioned
at his own cost inclusive of all taxes, octroi etc.
19. No tools & plants etc will be supplied by the Rly. Contractor will have to make
own arrangements for T & P, scrappers, brushes, rust removing chemicals etc and their
transportation.
20. The contractor will carry out the work during working hours of PWI office only and as
directed by the engineer in charge at site.
21 As the painting is to be carried below the liners, the scope of work also includes removal of
ERC clips, liners etc., scrapping, painting as per the specifications and greasing of legs of pandrol
clips and eys of the inserts, and re-driving the pandrol clips as per the instructions of Engineer in
charge at site
. No extra payment shall be made. Only grease shall be supplied free by the Railway for the work
in the stores of CPWI. The contractor shall make his own transportation of the same.
22 The tenderer/s will have to work in the yards and near railway tracks and therefore
he/they will take proper care of their staff.
LEADING/ HAULING/COLLECTING AND STACKING/
SPREADING RAILS.
1. The above item of work envisages
i) Leading/ hauling/ stacking rails (up to 13 m in length) or rail panel (larger than 13
m in length) from nominated depots/ stacks/ locations and
ii) Stacking the rails or rail panels at the nominated depots/ stacks/ locations, as per
complete with leads as specified, all lifts & descents and incidental works.
2. The nominated depots/ stacks/ locations for the purpose of this work shall have been
inspected by the contractor before submitting the tender and accepted rate is deemed
to be inclusive of leads as specified, all lifts & descents and incidental works.
3. Without in any way restricting or modifying the provision of the General condition of
the contract in this regard, the rates for the above quoted work shall be inclusive of
(except as specifically provided herein under) all costs of labour,
equipments, consumables, tools & plants and machinery etc complete for the above.
4. The measurements for payment shall be per running meter of the rail measured to the
nearest centimeter separately for each rail section as mentioned in the schedule.
5. The work shall be carried out strictly as per instructions laid down in the Indian
Permanent Way Manual and /or as per instructions of the Engineer or his
representative whose decision in this regard shall be final and conclusive.
6. In addition to the above the work shall conform to the following.
7. i) Carrying rails on the heads or shoulders is prohibited. For handling
rails, slings, rail tongs, rail dollies etc or other similar equipment
shall only be used.
ii) While stacking/ spreading rails care shall be taken to ensure that-
a) The rails are sorted rail- section wise and/ or class wise.
b) The rails are stacked/ spread on level ground.
c) The rails are supported in a manner as directed by the engineer or his representative.
d) The rails are so spread as to rest evenly along their entire length or on
supports closely spaced with the flat-footed rails resting on the foot.
e) Use of rail dollies for leading/ hauling of rail on open line track can be resorted
to only with the approval of the Engineer in charge and it should be carried out only
under the supervision of the Rlys engineer or his authorized representative.
8. For works on or alongside running track, the safe working methods, protection at work
site and the instructions/ directives of the Engineers representative as contained in the
Additional Special conditions (series-i) of the contract shall be strictly adhered to.
