ASSESSING QUALITY MATERIALS

All materials or services have characteristics that make it easier

to recognize their consistency. Characteristics are part of the conditions
in which the material, equipment, and services can fulfill the
specifications of the project and are appropriate for use by the
beneficiaries. Value characteristics shall refer to the features,
measures, and methods added to that specific product or service.

4

DISCIPLINE • GOOD TASTE • EXCELLENCE
When work is received, the materials or files provided before the
procedure should always be examined. It is normal for supervisors or
peers to instantly question how long it would take for you to complete
the job. Most of the time, an employee can make an estimation based
on his or her experience. That's all right, particularly if the employee
has been doing the job many times. However, if the work is a new
assignment, it is best to know the conditions first before entering the
deadline.
Engagement, concentration, and courage take the maintaining of
consistent project quality, and these steps will not only help keep your
projects high in terms of quality but also increase quality consistency
consistently in your projects.
These are the considerations that must be considered when
finding the best material for their components and assemblies.
1. Selection of material
Material selection is one of the most common tasks for
engineering design. The ability to determine the effect of the material
on the performance of the product is critical for reliable performance.
At times, consumers often recognize the branding or name of a
business that manufactures high-quality products and is well known
on the market.
2. Testing of material
Testing material properties is commonly understood to be the
key to obtaining project data, conducting failure analysis, or
understanding material interactions. Material checks also provide
details on the consistency of incoming and outgoing goods. Test
equipment and procedures for the inspection of a wide variety of
materials and assemblies are demonstrated throughout the class. This
provides both participants with an awareness of common failure
modes.
3. Cost of material
The cost of materials is often taken into consideration when
ordering or choosing a project. The quantity can vary, but the
5
City of Good Character
DISCIPLINE • GOOD TASTE • EXCELLENCE
consistency and durability of the material may never be taken for
granted. Are you going to buy material that is less costly but of the
worst quality? Are you going to buy material you can't afford? People
are searching for places that can meet their expectations and the right
cost of buying materials.

CHARACTERISTICS OF COMMON MATERIALS

Also, an important element in the design and planning process is the
characteristic of common materials that ensure security. The durability
criteria evaluation and environmental site factors assessment is important
to project planning.
Design and material selection must be determined by the specific
experience and common sense of the project. While many materials can
provide improved protection, the materials that provide a fair life expectancy
must always be considered as the most cost-effective and readily available.
The characteristics of the materials to be used for a project shall be as
follows:
 Of Good Quality
When choosing materials to purchase, this is the most
important consideration. Good quality goods are durable and
safe to use because you know that certain requirements are met
before they are sold.
 Credible
It means that you can be confident that it will perform its
job well, that it will work efficiently, and that it will do the best
it can.
 Convenient for Use / Purposes
Choose the materials that are important to sustain the
project. A good attribute of a wise customer is to make a list of
goods/materials to purchase. Products not to be used must be
removed.

6
City of Good Character
DISCIPLINE • GOOD TASTE • EXCELLENCE
 Low Cost
It does not mean you are going to pick the cheapest and
rule out consistency. Low costs mean that you can purchase
your goods and guarantee a decent product without harming
your wallet.

WORKPLACE PROCEDURE
Workplace Procedure is a set of written guidelines or instructions
outlining the health and safety problems that may arise from the work and
tasks that make up the work system.
A safe working procedure should be defined when:
 planning a new work or task;
 modifying a job or a task
 introducing new equipment
 assessing the process where issues have been found, such as an
accident or an incident investigation;
The safe working procedure should be described as follows:
 the supervisor for the task or the work and the workers who will
carry out the task;
 the tasks to be carried out that pose risks;
 the tools to be used for these tasks;
 the monitoring measures that have been formulated for these
tasks;
 any preparation or certification required to carry out the task;
 personal security devices to be worn;
 steps to be taken to resolve safety concerns that can occur when
performing the task;
It is very important to do a certain operation following certain
procedures. The following table illustrates various components and their
respective performance requirements to be capable of defining, evaluating,
and following orders and procedures with limited oversight on the workplace.

FAULT IDENTIFICATION AND REPORTING

What are the things to look for when?
A. Materials for receiving:
1. Align the packing slip to the obtained goods and ensure that the
products are intended for the tour department.
2. That you get, in terms of quantity and discount, the materials indicated
on the purchase order.
3. That the products are in good condition.
4. These requirements about the operation and/or operation of equipment
shall be met.
B. Receiving Reports
Any time goods are received:
1. The person receiving the goods must, using administrative software, a
record that all goods have been purchased before payment can be made
to the vendor for each request.
2. Any exceptions should be noted to process partial payments or return
faulty products.

DISCIPLINE • GOOD TASTE • EXCELLENCE
C. Return of Merchandise
When incomplete or faulty products are obtained, the supervisor shall
return the materials to the supplier or shop where they were purchased and
arrange for replacement arrangements with the supplier.
D. Report on the materials of the inventory
All obtained materials must be included and informed to track the
number of materials already in use, acquired, or destroyed.
A significant way to ensure fairness and protection of the benefits
systems is by strong management controls. They are also useful to recognize
training needs; they reveal potential procedural vulnerabilities and ensure
that this segment fulfills its consistency objective set for best value
performance indicators.

The Quality Checker shall enter the date of receipt, the name of the purchased
products, the volume, the official receiving number, the person signing the purchase,
and his name later. The Quality Controller decides whether the material is in good
shape or damage and/or needs replacement. This is also noted in his research.

The evaluator verifies, after completing all documentation, that all the data in
the report is included in the Quality Checker. Example Log Report (to be completed

APPLY QUALITY STANDARDS

Quality has been defined as "the totality of characteristics of an entity

that bear on its ability to satisfy stated or implied needs."1 The stated and
implied quality needs are the inputs used in defining project requirements
from the donor and the beneficiaries. It is also defined as the “Conformance
to requirements or fitness for use”2; which means that the product or services
must meet the intended objectives of the project and have a value to the
donor and beneficiaries and that the beneficiaries can use the material or
service as it was originally intended.

(Geneva, Switzerland: ISO Press, 1994).
2 Joseph M. Duran , Quality Control Handbook (1951)

Standards are sets of rules that outline specification of dimensions,

design of operation, materials and performance, or describe quality of
materials, products or systems.
Identifying quality standards is a key component of quality definition
and will help define key characteristics that will control project activities and
ensure that recipients and donors recognize project outcomes.
These specifications should cover the product's performance
requirements for applications. The goal of the standards is to provide at least
minimum quality, safety, or performance requirements to ensure reasonably
consistent products and performance and to eliminate uncertainty as to the
suitability of some commercial products for specific applications.

Quality Characteristics
All materials or services have characteristics that make it easier to
recognize their consistency. Characteristics are part of the conditions in
which the material, equipment, and services can fulfill the specifications of
the project and are appropriate for use by the beneficiaries. Quality
characteristics shall refer to the features, measures, and methods added to

that specific product or service. (Project Management for Development
Organizations)
 Functionality is the degree, by which equipment performs its
intended function, this is important especially for clinical equipment,
that the operation should be behave as expected.
 Performance, it’s how well a product or service performs the
beneficiaries intended use. A water system should be designed to
support extreme conditions and require little maintenance to reduce
the cost to the community and increase its sustainability.
 Reliability, it’s the ability of the service or product to perform as
intended under normal conditions without unacceptable failures.
 Relevance, it’s the characteristic of how a product or service meets
the actual needs of the beneficiaries, it should be pertinent, applicable,
and appropriate to its intended use or application
 Timeliness, how the product or service is delivered in time to solve the
problems when its needed and not after, this is a crucial characteristic
for health and emergency relief work
 Suitability defines the fitness of its use, its appropriateness and
correctness, the agriculture equipment must be designed to operate on
the soul conditions the beneficiaries will use it on.
 Completeness, the quality that the service is complete and includes
all the entire scope of services. Training sessions should be complete
and include all the material needed to build a desired skill or
knowledge
 Consistency, services are delivered in the same way for every
beneficiary. Clinical tests need to be done using the same procedure
for every patient.
Quality characteristics are not limited to the material, equipment, or
service provided to the beneficiaries, but also to the products, equipment,
and services used by the project staff to execute the project outputs.

INITIATIVES TO QUALITY IMPROVEMENT IN THE WORKPLACE
Quality enhancements are targeted at all organizations. Many
businesses do the same or manufacture the same goods. This level of quality
will decide whether a competitor wins or loses. That is why most businesses
are beginning to use programs to enhance quality.
Some businesses will appoint supervisors to take steps to improve their
efficiency. Some businesses would employ a single employee for this reason.
These managers can undergo some quality management training.
QI is a method of constantly analyzing and making processes more
efficient. It's a concept that originated in the corporate community when
corporations searched for new ways for their clients to create better goods and
services. The concept has spread to the medical community over the last ten
years, as growing numbers of physicians use IQ theories to enhance both the
clinical and organizational dimensions of their practices. Its values have
strengthened the use of prevention by family practitioners.
The QI concepts are derived from W. Edwards Deming's, Ph.D., a
statistician who revolutionized management theories in Japanese and the
US. What are the principles:
1. Powerful customer focus;
2. all procedures are continually improved;
3. The entire organization's participation in quality pursuit;
4. To strengthen decision-making, use of data, and team
awareness.

THE PDCA CYCLE

A four-step model for the implementation of changes is the Plan-do-
check-act cycle (Figure 1). Just like a circle has no limit, for continual
enhancement, the PDCA cycle should be repeated and again. The PDCA cycle
is considered a preparation method for the project.
The most famous tool for quality assurance is the Shewhart Cycle. This
quality assurance cycle is composed of four steps: Plan, Do, Check, and Act.
These steps are typically short as PDCA. In the PDCA model, there are four
quality assurance steps:
13

DISCIPLINE • GOOD TASTE • EXCELLENCE
Figure 1: The Shewhart/Deming Cycle
https://www.pm4dev.com

1. Plan:
 Set targets and processes to achieve the results needed.
 Evaluate the process, identify the improvements that will
enhance the process most and develop a plan to improve
it;
2. Do:
 Enforce the established method.
 Bring a small scale or trial into action your change;
3. Check:
 Track and review the process carried out by checking the
results against default targets.
 Check or study the change functions;
4. Act:
 Implement adjustments necessary if changes are
necessary for the outcome.
 If the modification works, extend it to a broader degree. If
the change does not work, refine or reject the change and
restart the loop.

PDCA is an effective tool for quality assurance management, as it

analyzes current conditions and processes to provide recipients with the
product or service. The purpose is to ensure excellence in all aspects of the
operation. Quality insurance also helps to measure the timing and conditions
of the measures used to deliver a product or service.
