Program
Presidential Decree
On August 8, 1980, President Ferdinand Marcos signed into law the Presidential
Decree No. 1706, otherwise known as the "National Service Law" amending
commonwealth act no 1. This made the national service obligatory for all Filipino citizens
at the tertiary level as part of the degree requirement. The three components as follows:
civic welfare service, law enforcement service, and military service
In 1991 the implementing Rules and Regulations of Republic act 7077 modified the
Basic Reserve Officers Training Corps to Expanded Reserve Officers Training Corps the
modification was composed of Military Subjects in the first years before taking up Military
Service Training, Law enforcement Services and Civic Welfare Services Training in the
second year.
In 2001
Because of the controversial death of a student at the University Sto Thomas, that
he was brutally killed by the ROTC student’s cadet corps because of exposing anomalies
in the ROTC. A massive protest escalated by college students and concerned parents
against the implementation of the expanded ROTC. This urge the congress to amended the
RA 7077 which became RA 9163 and signed into law by President Gloria Macapagal
Arroyo
RA 9163 is known as An Act Establishing the National Service Training Program
(NSTP) For Tertiary Level or known as the “National Service Training Program (NSTP)
Act of 2001 implemented for the school year 2002-2003
Section 13 states that “The State recognizes the vital role of the youth in nation-
building and shall promote and protect their physical, moral, spiritual, intellectual, and
social well-being. It shall inculcate in the youth patriotism and nationalism, and encourage
their involvement in public and civic affairs”
The National Service Training Program is intended to develop and enhance the
student’s physical, moral, spiritual, intellectual and social well-being, boost consciousness
and defense preparedness among the Filipino youth by developing the ethics of service,
nationalism, patriotism and improve their community and civic affairs while training in any
of its three components.
(b) “Literacy Training Service( LTS) ” is a program designed to train students to become
teachers of literacy and numeracy skills to school children, out of school youth, and other segments
of society in need of their service.
(c) “Civic Welfare Training Service (CWTS)” refers to the general welfare and the betterment
of life for the members of the community or the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship, safety, recreation and
morals of the citizenry.
Coverage
NSTP components shall be taken for two semesters and have a credit of 3 units each
semester. For every semester the subject must comply fifty-four (54) to ninety (90) training hours.
An alternative way to comply is to be taken for one (1) summer Program OSP but it shall complete
the number of hours spend one hundred eight (108) hours to one hundred eighty (180) hours.
