BIBLIOGRAPHY OF PAMET PRESIDENTS

Charlemagne T. Tamondong

Is an Aklan native who attended the University of the Philippines' Institute of Hygiene for
his undergraduate studies. He received his Bachelor of Science in Hygiene degree in
1956 and began working as a statistical assistant in the Institute's Department of
Biostatistics shortly after graduation. In 1959, he was hired as an Instructor in the
Department of Epidemiology and Biostatistics. He was a professor at the Institute of
Hygiene when he was elected as the PAMET's first president. He was re-elected
president of PAMET twice, making him the organization's President for three consecutive
terms from 1963 to 1967. He was successful in obtaining a bill (House Bill No. 7682) for
Medical Technologists in the country with the assistance of Congressman Jose Moreno
and Congresswoman Magnolia Antonio. He pushed for the establishment and recognition
of PAMET in order to gain public acceptability and social prestige.

Nardito D. Moraleta

Graduated from Far Eastern University and served as PAMET's second president from
1967 to 1970. For October 14, 1969, his legacy pushed professional recognition and
worked on PAMET's registration with the Securities and Exchange Commission. He
worked to update and adopt the PAMET Constitution and By-Laws, which were ratified
during the PAMET National Convention at UST in 1969. In 1970, he collaborated with the
Medical Technology Council to standardize the Medical Technology Curriculum in all
Medical Technology Schools in the Philippines. Through R.A. 5527, he pushed to get the
First Medical Technology Board of Examiners appointed. He wrote the Medical
Technology Code of Ethics, which PAMET accepted on August 6, 1968. He was involved
in the creation of the association's first official newspaper, "PAMETNews."
Felix E. Asper

Graduated at University of Santos Tomas and was held as the third president of PAMET
for 1970 to 1971 and 1973 to 1977. He was the first president to serve two terms that
provided the implication of IAMT in medical technology. With his legacy of legislative
agenda, he created PAMET chapters in La Union, Pangasinan, Zambales, and
Zamboanga. He fought to have Presidential Decree No. 498 approved, which was signed
by His Excellency, President Ferdinand E. Marcos on June 28, 1974. On May 24, 1975,
the PAMET chapters are created because of the Philippines Association of Medical
Technologists merged (recognized as a legitimate professional association for Medical
Technologists) with the Professional Regulation Commission.

Bernardo T. Tabaosares

Graduated at Far Eastern University and served as PAMET president at 1971 to 1973
with the legacy of Celebration of the Practice. He worked on modifications to the Teves
Law which is all about the regarding medical professional wages. The project was failed
as it was on the third reading of the senate when the martial law was declared. His
Excellency, President Ferdinand E. Marcos, with the assistance of the late Honorable
Guillermo de Vega, authorized one of his pet initiatives, establishing the third week of
September as Medical Technology Week. It was established at Davao City as one of the
PAMET chapters.

Angelina R. Jose

Graduated at University of Santos Tomas and was held as the fifth president of PAMET.
She had the shortest term of presidency as it only spans on January to September of
1993. Her legacy was about the Career Advocacy as assisting or defending people in
order to help them live more fulfilled lives. She pushed for the approval of the Professional
Tax via the Bureau of Internal Revenue, which mandated that all certified medical
technicians pay a professional tax of ₱75 per year. She also contributed to the
advancement of the Medical Technology profession by increasing its professional code
number from 20 to 30.
Venerable D.V. Oca

Graduated at Far Eastern University and became the sixth president of PAMET from 1977
to 1982 with the legacy of educational attainment. Her contributions were the monthly
medical missions and seminars. As part of the Medical Technology Week celebrations
during her term, she organized a sports festival and an interdisciplinary quiz show. The
Classification of PAMET members into different categories (associate, junior, regular.
During her term, Francis Pefanco and Hector Hayares Jr. composed the Beloved PAMET
Hymn, which was completed on November 22, 1989. A large number of people attended
the Annual PAMET Convention at the PICC.

Carmencita P. Acedera

Finished her studies at College of Holy Spirit and termed as the seventh PAMET president
at 1982 to 1992. With her legacy of Image building, her contributions is still providing
assistance to all medical technologist in the Philippines. She advocated for PAMET
membership with the Asean Association of Medical Laboratory Technologists. On
November 22, 1989, she worked on the adaptation of PAMET Hymn and held the second
AAMLT meeting. She introduced PAMET to several firms and well-known organizations
both locally and internationally (mainly at her own expense), which resulted in PAMET
receiving attention from these companies and organizations. During her term, the fellow
membership category was added to the membership. The inclusion of hazard pay of at
least 25% of the basic monthly income of medical technology, as well as the publishing
of LABNEWS.

Marilyn R. Atienza

Graduated at Philippine Women’s University and became the eight PAMET president at
1992 to 1996. With her legacy of proactivism, she promoted the closer coordination
between PAMET and PASMETH for the upliftment of the profession. She worked on the
publishing of Lab News, the official newspaper of the association, and Phil, the official
journal of the association Medical Technology Journal. She sought to have PAMET
accepted into the ASEAN Association of Southeast Asian Medical Laboratory Science. In
1995, the PAMET Secretariat Office was acquired in Cityland 10 in Makati City. During
her term, she tried to send skilled medical technologists as scholars to the Japan
International Medical Technology Foundation's training program.

Norma Nuñez Chang

Graduated at University of Santo Tomas and was held as the ninth PAMET president
during 1997 to 2000. With the legacy of international leadership, she contributed the
revision of code of ethics, accident and sickness assistance, registration of Philippine
Journal, and formation of PCQA. In March 7, 1997, she worked to establish new PAMET
chapters and to revise the Medical Technology Code of Ethics. During her tenure, the
Bayanihan plan was established to provide accident and illness aid to genuine members
of the association. The Philippine Journal of Medical Technology has been registered in
the International Library of Congress with an ISSN number, and the PAMET Link has
been published. She also contributed to the establishment of the Philippine Council for
Quality Assurance.She advocated for scholars to be sent to the Japan International
Medical Technology Foundation and promoted the Medical Technology Prayer. She also
sponsored a spiritual enrichment retreat for chief Medical Technologists, PAMET Board
of Directors, PASMETH, and MEDAP members.

Agnes B. Medenilla

Also graduated at University of Santo Tomas and served as PAMET president for two
terms from 2001 to 2002 and 2005 to 2006. She worked on R.A. amendments. 005527
in the Philippine Congress, which is about An Act Requiring the Registration of Medical
Technologists, Defining Their Practice, and Other Purposes. She kept in touch with other
professional organizations through being a member of the Council of Health Agencies of
the Philippines (CHAP), the Council of Professional Health Associations (COPHA), and
the Philippine Federation of Professional Associations (PFPA). During her term, she
fought for the welfare and protection of medical technologists via continuous professional
education, community service, and global competitiveness. She also pushed for the
ratification of the PAMET Constitution and By-Laws in 2002.With her help, she assisted
with the newly registered medical technologists' employment fair activities.
Shirley I. Fabian-Cruzada

Graduated at Far Eastern University and became the tenth PAMET president at 2002 to
2005 with the legacy of interdisciplinary networking. She was involved in the creation of
the Memorandum of Understanding between the Department of Health and the National
Reference Laboratory. She worked with Proctor and Gamble's "Dagdag Karunungan,
Kinabukasan ng Kalusugan Grant Program" on the Graduate Scholarship Project. During
regional conferences and meetings, she tried to reactivate inactive PAMET chapters. She
also worked on the PAMET website's Interdisciplinary Networking and collaborative
activities. She introduced the Medical Technology Revision Bill in the Senate in order to
alter R.A. 005527 and kept regular contact with PSP, PASMETH, and CHED.

Leila M. Florento

Graduated at University of Santo Tomas and was held as the eleventh PAMET president
year 2006 to 2013. With the legacy of beyond expectations, her accomplishments
provided the assistance in Medical Technology field. She continues to work in the goal of
advancing excellence in medical technology practice by organizing several PAMET
chapters. The CPE for medical technologists and the Limang Hakbang Tungo sa
Kalusugan which is a joint effort by PAMET and PNRC was also created during her term.
Ms. Lily Alquiza assisted in enhancing the research-related activities.

Romeo Joseph J. Ignacio

Graduated at San Juan De Dios and was the twelfth PAMET president during 2013 to
2015. With the legacy of Soar High through Visibility, Oneness, Integrity, Commitment,
and Excellence. He sought to advance the medical technology profession and
collaboration and strengthened connections with academic institutions. It is proposed that
the Medical Technology board be homogeneous, as are the boards of other professions
under the PRC. MedTech House Bill 3502 was introduced, which stresses the raising of
MT Salary Grade 11 to 15 and the termination of the Medical Technician post, bringing
all entry-level positions up to Salary Grade 15.
Rolando E. Puno

Graduated at University of Santo Tomas and was held as the 2016 to 2021 PAMET
president. He received his BS Medical Technology bachelor degree from the University
of Santo Tomas holds a full academic state scholarship and a Master of Business
Administration with a major in Healthcare from the Ateneo de Manila Graduate School of
Business. His legacy was all about the empowerment and an active member of several
international organizations, including the ASEAN Association for Clinical Laboratory
Sciences (AACLS) and the International Federation of Clinical Chemistry (IFCC).
Laboratory Management System, Quality Assurance, Clinical Chemistry, and Clinical
Microscopy are among his research interests.

Rommel F. Saceda

The current PAMET president with no current legacy. Mr. Rommel F. Saceda is a
graduate student in the Master of Science in Medical Technology Program and a
department manager (chief medical technologist) at St. Luke's Medical Center's Institute
of Pathology. He is a strong supporter of the TUA-College of Medical Technology's
International Clinical Internship and student development program. An active member of
the CMT Dean's advisory committee on training and professional development. Mr.
Saceda is now the Auditor of the Graduate School Student Association.
