2. From the work you have done so far on mapping the supply chain, from your meetings and from
the handover report, you will have formed a view on how the current supply chain is working.
What opportunities do you see for improving the performance of this supply chain?
Answer:
From the handover comments prepared by the Logistics Officer in Mr. Jake Mulryan, and meetings with
the Head of Sub-office Mr. Francois Damba, and Head of County Mr. David Tatlock in Betaland Operation,
I observed below issues that directly affect the Supply Chain performance. I would recommend giving it
the priority as opportunities to improve the supply chain performance in Betaland Operation.
1. Supply chain role I underestimated in the operations decision-making process. The supply chain
role was not participating the disaster assessment process which made it difficult on the supply
chain team responding to the needs by spending more effort pushing instead on pulling the right
quantities of required goods.
2. Lack of using the Information Technology privilege. As no system in place to track and trace the
supply chain progress and the matter of the goods delivery. Run report and develop consolidated
reports to the senior management. It wastes the time and the effort of the resources to compile
data and make use of it.
3. Lack of communication with partners. HER Logistics had the concern to support as they work with
similar mandate, but the logistics officer did not have the chance to meet with them for
cooperation and coordination. Instead, the connection and information were gained by other
staff who does not belong the supply chain, over the information never shared with the supply
team.
4. There is a great opportunity to get SCILAID external links with other UN agencies NGOs who has
the same concern to build supply chain common database and for join activities that might
efficiently and effectively have a great impact on the operation.
From the handover note, I also observed the below:
1. Only one contractor for the supply of the Sugar and Salt with no backup contractor.
2. No vendor performance evaluation report for the contractor for the previous orders.
3. A need to develop a vendor roster and short list for reliable vendors for required food categories
to be able respond to the immediate needs of food.
4. Lack of good drivers in the city as the competition is high between organizations.
5. While the operation seems not handling lots of procurement, nothing mentioned about
procurement plan of list of requirements/ specification.
6. Lack of documentation as the officer was concentrating on the operation needs and not the
administrative work.
7. No reports relate to the supply chain performance evaluation for the closed relief operation that
stopped running disrupting shelter, especially with the new medical program that will start soon.
The report gives the opportunity to learn from the experience which help to make changes in the
supply chain preparedness for future use.
