REIMBURSEMENT OF EXPENSES FOR THE FIRST GENERAL ASSEMBLY HELD LAST MARCH 25, 2017 @
1P,M..

WHEREAS, R.A. 7160 mandates the Barangay to conduct a General Assembly semi-annually as part of their
Barangay activities;

WHEREAS, the brgy will be having its 1st general assembly at Upper Magsaysay Barangay Hall on March 25,
2017.

WHEREAS, since the Annual Budget 2017 is on its final approval , the council will cater all expenses for the
Assembly but to be reimbursed as soon as the Annual Budget 2017 be approved;
 NOW THEREFORE, on motion of the Barangay Council duly presented and seconded, be it;

RESOLVED AS IT IS HEREBY RESOLVED, that the amount of Eight Hundred and Twenty pesos be released
and reimbursed from the barangay fund for the payment of expenses during the General Assembly as soon as the

A RESOLUTION FOR THE RELEASED OF REIMBURSEMENT OF CCTV REPAIR & MAINTENANCE

( TROUBLE SHOOTING ) OF UPPER MAGSAYSAY.

WHEREAS, there is a need to repair / troubleshoot the malfunction CCTV camera of Upper Magsaysay to be
more productive for the safety of our people ;

WHEREAS, CCTV camera of Upper Magsaysay is a priority gadget needed for the protection of our people
specially rainy season ;

WHEREAS, the council approved the amount of TWO THOUSAND PESOS ( php. 2,000.00 ) only for the CCTV
repair and maintenance ( troubleshoot ) ;

NOW THEREFORE, on motion of the Barangay Council duly presented and seconded, be it;

NUTRITION RESOLUTION NO.17

A RESOLUTION ADAPTING CITY ORDINANCE NO. 16 series 2017 ENTITLED HALF – RICE ORDINANCE OF THE
CITY OF BAGUIO.

WHEREAS, Memorandum Circular No. 2015-06 of the DILG mandates the documentation of Ordinances of the
local government units in support to Presidential Proclamation No.494 series 2012 with apolicy of “ Be RICEponsible
Campaign”;

WHEREAS, Section 1 of City Ordinance #16 series 2017nstate that all business establishment in the city of
Baguio offering food to the public such as food chains, restaurants, hotels , inns , canteens , eateries and the like are
required to include One – Half Cup of rice serving in their menu with its corresponding One – Half the price as option to
the costumer to avoid wastage ;

WHEREAS, FAILURE of all business establishments in the city of Baguio offering food to the public such as
food chains, restaurants, hotels , inns , canteens , eateries and the like to include Half – Rice for One – Half the price
serving in its menu shall be a violation of this Resolution amended by the City Ordinance No. 16 series 2017 , Hence
serving less than the minimum of the standard measurement of half – cup of rice shall likewise violate this resolution ;
 WHEREAS, Discount given to Senior Citizen shall apply. Eat all you can promos or packages are exempted
from the application of the provision of this resolution;

WHEREAS, the following penalties shall be imposed to any person or business violating this resolution as
amended by the City Ordinance……….

First Offense - Php. 1,000.00

Second Offense - Php. 3,000.00
Third Offense - Php. 5,000.00 and cancellation of Business Permit

WHEREAS, the Permit and Licensing Division , City Mayor’s Office and the Barangay Council of Upper
Magsaysay Barangay shall be responsible for monitoring and Implementation of this resolution;

NOW THEREFORE, on motion of the Barangay Council duly presented and seconded , be it.

A RESOLUTION EXPRESING ALL-OUT SUPPORT TO THE PRESIDENT’S FLAGSHIP AGENDA ON

“ PHEDERALISM “ .

WHEREAS, the President of the Republic of the Philippines Rodrigo Roa Duterte clearly expressed in his state
of the Nation Address his flagship agenda to transition the country from unitary – presidential form of government to
federal;

WHEREAS, Phederalism is seen to greatly empower local communities from the barangay level upwards
taking their accomplishments to a higher level in which local gover5nment units can be their own centers of growth;

WHEREAS, Phederalism is a vital part of the present administration’s agenda for empowered governance,
inclusive growth , and countryside development. It will introduce

WHEREAS, through Phederalism, there shall be decentralization of power from the national government down
to the barangays which will ensure separate rights for each state, as well as new sets of opportunities for regional
growth , economic development , and political stability;
 WHEREAS, the Barangay , being the basic political and government unit, place a crucial role as building blocks
of empowered and efficient local government unit in providing basic social services to the Filipino people in a proposed
Federal unit;

WHEREAS, under Sec of 384 of Republic Act #7160 , the Local Government Code , it is the role of the
Barangay to serve as implementing unit of government policies , plans , programs , projects and activities in the
community and as a forum wherein the collective views , of the people maybe expressed, crystallized and considered ;

NOW, THEREFORE , be it resolved and it is hereby resolved, for this council to express all – out support on the
flagship agenda of the president of Phederalism;

RESOLVED FURTHER, that copies of this Resolution be forwarded to the Office of undersecretary for
Legislative Liaison and Special concerns of the Department of Interior and Local Government thru the Task Team on
Phederalism project Management office for their Information and Guidance;

RESOLUTION APPROVING THE RELEASE OF EIGHT HUNDRED TWENTY PESOS ( 820.00 ) FOR
REIMBURSEMENT OF THE FIRST GENERAL ASSEMBLY AT 1PM ON MARCH 25, 2017

WHEREAS, R.A. 7160 mandates the Barangay to conduct a General Assembly semi-annually as part of their
Barangay activities;

WHEREAS, the brgy will be having its 1st general assembly at Upper Magsaysay Barangay Hall on March 25,
2017.

WHEREAS, since the Annual Budget 2017 is on its final approval , the council will cater all expenses for the
Assembly but to be reimbursed as soon as the Annual Budget 2017 be approved;
 NOW THEREFORE, on motion of the Barangay Council duly presented and seconded, be it;

RESOLVED AS IT IS HEREBY RESOLVED, that the amount of Eight Hundred and Twenty pesos be
reimbursed from the barangay fund for the payment of meryenda for the said occasion ;

RESOLVED FURTHER AND FINALLY, that copy of this resolution be furnished to the Barangay Council for
their information and guidance.

NUTRITION RESOLUTION NO. 13

RESOLUTION RE-ACTIVATING THE MOBILIZATION OF COMMUNITY SUPPORT GROUP FOR INFANT AND
YOUNG FEEDING ( IYCF ) PROGRAM AND BREASTFEEDING SUPPORT GROUP

WHEREAS, the WHO and UNICEF developed the global strategy for IYCF in 2002 to revitalize world attention
the impact that feeding practices have on the nutritional status, growth, development, health and survival of infants and
young children;

WHEREAS, national policies on IYCF ( DOH AO 2005-2014 ) , provides for the initiation of breastfeeding within
the first hour after birth , exclusive breastfeeding for the first six months of life, i.e. no other food other than breast milk.
Introduction of other foods at six ( 6 ) completed months in addition to breastfeeding, and continuously breastfeeding up
to two years and beyond;

WHEREAS, IYCF should be done in community because of the following reasons;

1. Malnutrition starts in the first year practices and its consequences are carried over;
2. Effective intervention have been identified through group and individual Counselling on IYCF;
 3. The need to support IYCF practices where it is important to provide enabling Environment and giving support to
mothers and families to practice correct IYCF and;
4. To guard and push the national IYCF policy, global strategy on IYCF and making an IYCF a priority action in the
Barangay development plan.

WHEREAS, the BNC will be re-activated as the Community Support Group for IYCF program, and shall
organize the Breastfeeding Support Group composed of the trained Barangay participants on IYCF and parent leaders
or volunteers as partners , who have successful breastfeeding experiences;

WHEREAS, the functions of the IYCF community support group is to :

a. Develop, implement, monitor and evaluate a comprehensive Barangay policy on infant and young child feeding;
b. Ensure the health and other relevant sectors protect, promote and support exclusive breastfeeding for six
months and continue breastfeeding up to two years of age or beyond, while providing women access to the
support they require;
c. Promote timely, adequate, safe and appropriate complementary feeding with continued breastfeeding, and
d. Provide guidance on feeding infants and young children in exceptionally difficult circumstances.

While the functions of the Breastfeeding Support Group will be to :

a. Identify pregnant women in the Barangay and provide counseling in preparation for their breastfeeding;
b. Visit post-partum or lactating mothers and assist and monitor on their breastfeeding practices
c. Encourage and provide moral support for breastfeeding mothers for completion of exclusive breastfeeding of
the infant up to 6 months and
d. Promote and monitor for complimentary feeding from 6 months onward.

NOW THEREFORE, on motion duly presented and seconded by all present, be it;

RESOLVE AS IT IS HEREBY RESOLVED, that the BNC will be re-activated as the Community Support Group
for IYCF program, and shall organize the breastfeeding support group to be composed of the trained Barangay
participants on IYCF and parent leaders or volunteers as partners , who have successful breastfeeding experience.

required to use or sale Iodized Salt to eradicate the increase of Iodine Deficiency to mankind;

WHEREAS, there is a need to re-activate the organized / re-organized team to monitor the use of Iodized Salt
within the barangay;

DEVELOPMENT PLAN (BDP) OF 2017.

WHEREAS, Barangay Nutrition Action Plan program is a decision-making process of identifying nutrition
problems or needs of a specific barangay ;

WHEREAS, Annual Nutritional planning helps in analyzing possible ways of preventing and controlling
malnutrition;

WHEREAS, Allocating resources based on needs and expectations and taking deliberate actions to address
nutritional problems so as economic problem of a low income families;
 WHEREAS, the appropriated budget for barangay Nutrition program will come from the calamity fund and will
depend on the needs of its constituents / as need arises ;

WHEREAS, upon deliberation , this resolution was approved by the council present during the meeting;

NOW THEREFORE , on motion duly presented and seconded by all, be it;

RESOLVED, as it is HEREBY RESOLVED that the Barangay Nutrition Action Plan ( BNAP ) be integrated to
the Barangay Development Plan ( BDP );

RESOLUTION FOR THE RE-APPOINTMENT OF BOOKKEEPER FOR UPPER MAGSAYSAY BARANGAY FOR THE
YEAR 2017.

WHEREAS, all Barangay Governments are required to implement this year the new Systems and Procedures in
the Management of Barangay Funds and Property prescribed under COA Accounting Circular No. 2006-002 dated
December 19, 2007;

WHEREAS, under the new systems and procedures, the position of a Barangay Records Keeper plays a vital
role in ensuing efficient and effective management of barangay funds and property.

WHEREAS,the barangay has already used up its personal services limitation which renders the barangay
unable to hire a full-time Barangay Record Keeper;

WHEREAS, another option available to the barangay is to get the services of a person with appropriate training
skill to do the work on contract;
 WHEREAS, MILAGROS CARDONA is offering to prepare and fill up all forms/ reports required of a Barangay
Records Keeper under the New Systems and Procedures in the Management of Barangay Funds and Property for a fee
of php. 1,000.00 per month payable at the end of the month.

WHEREAS, the fee of php. 1,000,00 per month could be charge under M.O.O.E. of the Annual Barangay
Budget;

NOW THEREFORE, on motion of duly seconded by the body be it;

RESOLVED, AS IT IS HEREBY RESOLVED, to get the services of MILAGROS CARDONA under the terms of
their Engagement proposal.

RESOLVED, also that the above appointee is entitled to attend and participate in the capability-building
programs of the barangay and such other related activities assigned to her/his from time to time.

Secretary with the concurrence of the Sangguniang Barangay who shall hold office at his pleasure and be entitled to a
reasonable allowance to be determined by the Sangguniang Barangay;

WHEREAS, during the deliberation majority of the council approves the re-appointment of the Barangay
Secretary;

REORGANIZING THE BARANGAY ECOLOGICAL SOLID WASTE MANAGEMENT COMMITTEE

(BESWMC)

WHEREAS, DILG Memorandum Circular No. 2001-19 dated March 2, 2001 directs the creation of an Ecological Solid
waste Management Boards (ESWMB) at the provincial, city and municipal levels, in conformity with RA 9003;

WHEREAS, DILG Memorandum Circular No. 2001-38 dated April 10, 2001 mandates the creation of Ecological Solid
waste Management Committee (ESWMC) at the barangay level supplement the creation of the ESWMB at the various level;

WHEREAS, Section 10 of RA 9003 emphasizes the vital role of the barangay in the successful implement of the
ecological solid waste program, particularly in the segregation, collection and recycling of waste at source;

WHEREAS, there is a need to reorganize the ESWMC at the barangay level.

NOW, THEREFORE,

Be it resolved, as it is hereby resolved, to organize the barangay Ecological Solid Waste Management committee
(BESWMC), as follows:

 BE IT RESOLVED FURTHER to reiterate that the BESWMC shall exercise the following functions:

1. Formulate a community solid state waste management program consistent with that of the of the municipal policies and
plans to implement the program that shall include but not limited to the following strategies:
a. Education
b. Engineering
c. Enforcement
d. Entrepreneurial

2. Be responsible for the segregation and collect of solid waste specifically for biodegradable, compostable and reusable
waste;

3. Establish within the barangay or cluster of barangays a Materials Recovery Facility (MRF), a redemption or eco-centers
in a barangay-owned or leased land or any suitable open space to be determined by the Sangguniang Barangay;

4. Allocate barangay funds for the Barangay Ecological Solid waste Management Program approved by the Sangguniang
Barangay;

5. Organize a core of area/street coordinators through the conduct of trainings for barangay residents on segregation,
composting, recycling and livelihood opportunities from use of recyclable waste and to monitor their implementation;

6. Integrate the Ecological Solid waste Management Program in the Barangays Development Plan and/or Annual
Investment Program;

7. Find alternative sources of funds other than the regular barangay budgets; and

8. Submit a monthly report to the Municipal ESWMB on the progress of the implementation of the program, copy furnished
the DILG Municipal Field Office.

RESOLVED FURTHERMORE, that a copy of the foregoing resolution be forwarded to the City Council for its information
and guidance.

REORGANISING THE BARANGAY TOURISM COUNCIL ( BTC )

WHEREAS, the City Government of Baguio has mandated the Barangay councils within its jurisdiction to create its
respective Barangay Tourism Council as provided for in Administrative Order No. 99, series of 2010, by virtue of the provisions
stipulated in the Local Government Code of 1991;

WHEREAS, in said order, the barangays were empowered to create their respective Barangay tourism council for the
purpose of poverty alleviation as the local government is cognizant of the role of the Barangays to improve the living condition of its
constituents by providing adequate avenue for development, specifically the enhancement of the tourism industry within each
barangay of the City of Baguio;

RESOLVED AS IT IS HEREBY RESOLVED, by virtue hereof the following are hereby designated as chairman and
members of the BARANGAY TOURISM COUNCIL OF UPPER MAGSAYSAY BARANGAY, as follows, and shall perform and
discharge the duties and responsibilities mandated from them in accordance with the guidelines enacted for such purposes:

ORGANIZING THE BARANGAY GENDER AND DEVELOPMENT FOCAL POINT SYSTEM ( BGFPS )

WHEREAS, R.A. 7160 of the Local government Code of 1991 mandated the creation of BGPS to lead in mainstreaming
GAD plans and programs in the Barangay;

WHEREAS, Gender and Development seeks to achieve gender equality as a fundamental value that should be reflected
in development choices; seeks to transform society’s into social, economic and political structure;

WHEREAS, there is a need to organize the BGFPS at the barangay level.

RESOLUTION ADAPTING THE CITY ORDINANCE NO. 66 SERIES 2016 ENTITLED “PROVIDING FOR THE
PREVENTION AND CONTROL MEASURES TO MITIGATE DENGUE CASES IN THE CITY OF BAGUIO ,
REQUIRING ALL RESIDENTS TO STRENGTHEN THE FIGHT AGAINST DENGUE, APPROPRIATING FUNDS
THEREFOR , AND PRESCRIBING PENALTIES FOR VIOLATION THEREOF, OTHER KNOWN AS – “ ANTI
DENGUE ORDINANCEOF THE CITY OF BAGUIO “.

WHEREAS, there is a need to strengthen and intensify “ fight against dengue campaign” since Dengue is
considered as the most rapidly spreading mosquito-borne varial disease that increase mortality;

WHEREAS, the Barangay as deputized by the City Mayor must create the Barangay Anti-Dengue Brigade
( BADB ) composed of the following ;

Second Offense Fine of 1,000,00 plus Community Service for three ( 3 ) days at the
barangay where the violation was made
Third Offense Fine of 3,000.00 and imprisonment of two ( 2 ) days at the discretion of
the court

RESOLVED, AS IT IS HEREBY RESOLVED, that the City Ordinance No. 66 series 2016 known as the Anti-
Dengue Ordinance of the city of Baguio be adopted and approved.

RESOLUTION ADAPTING THE BARANGAY DEVELOPMENT PLAN FOR THE FISCAL YEAR 2017

WHEREAS, mandated by RA 7160, otherwise known as the Local Government Code of 1991, there is a need
to monitor , evaluate , adapt and implement the Barangay Development Plan , programs and projects of a barangay in
their respective territorial jurisdiction.

WHEREAS, the Barangay Council has to prepare the Barangay Development Plans by prioritizing projects
depending on the needs of its constituents ;
